A descriptive study of the Escuela Cenpritec school was carried out between September 15, 1969 and November 15, 1969 in La Paz, Bolivia. All pertinent literature was reviewed and interviews were conducted with school and government personnel. A fine physical plant has been constructed that is well lighted and equipped. It is adequately protected by a perimeter wall and by the services of a night watchman. Classes were being conducted in the four areas of electricity, plumbing, masonry and carpentry. Few of the objectives set forth in the organizational documents were met. Classes in the construction trades were offered but subsequent employment of the graduate in his specialty was very low. Coordination of on-the-job training, or, for that matter, any other kind of construction training in the city by Cenpritec did not exist. Only one class in training for the rural worker was held and efforts to encourage his return to the rural areas were unsuccessful because job opportunities were better in the city. Training for the student was at the very basic level and no classes for specialists were ever held. Basic literacy courses did not materialize even though widespread illiteracy among the study body hindered efforts to teach the building trades. No classes in management and supervision training were held. Difficulties which surround the school were myriad. The initial feasibility study apparently was not accurate and was based upon subjective evaluation rather than statistical data. Many promises of support, financial aid and help were never fulfilled. The Board of Directors often failed to discharge its duty in the direction and administration of Cenpritec. The Peace Corps advisors failed to ensure total operation of the school in accordance with its legal documents. A breakdown in communications between USAID/Bolivia and the Peace Corps/Bolivia led to confusion regarding responsibility for the school, conditions necessary for continued financial aid, and extent of authority of the volunteer instructors. Inability or unwillingness of the Government of Bolivia to accept readily its financial responsibility for the school suggests that future funding may reach crisis proportions. A policy for the continued evaluation and observation of Cenpritec does not exist and the rapid exchange of American personnel in Bolivia has led to the responsibility for its operation being placed primarily in the hands of the Peace Corps volunteer instructors. Future successful operation of Cenpritec will depend upon a careful reassessment of its role with respect to the construction industry, a reactivation of the Board of Directors, a pledge of support from the Bolivian Government and a commitment by American officials for continued, long term supervision.

This Bibliography attempts to provide as complete an index as possible to novels of the Canadian prairie written for adults and published in English within the 100 years from 1871 to 1970. Excluded from consideration, accordingly, are the many short stories which are part of Canadian prairie fiction in general, as well as novels written for a juvenile audience. Novels written in languages other than English are included only if they were eventually published in English. To establish the literary parameters of the term "Canadian prairie" is a more difficult task. Politically, the boundaries of the Canadian prairie are clearly defined: the Canadian prairie is comprised of the provinces of Alberta, Saskatchewan, and Manitoba. These boundaries, however, were formulated subsequent to the settlement of the area geographically regarded as the prairie and in turn to the time the first novels to come from this area were written and published. Consequently, the locus of the Canadian prairie novel should be flexibly defined as the largely agricultural area bounded on the west by the Rocky Mountains, on the north and east by rocky terrain and forests, and on the south by the 49th parallel. How one should delimit the Canadian prairie novel with respect to subject matter and to the nature of a given writer's relationship to the prairie poses the second major difficulty. A novel written about the prairie by someone who was living on the prairie at the time is obviously a Canadian prairie novel; but it is also obvious that such a definition is too exacting and too mechanically restrictive. For the purposes of the present study, therefore, the Canadian prairie novel will be defined as either: a novel written by someone living on the prairie at the time regardless of subject matter or a novel with a prairie theme or setting written by someone who once lived on the prairie regardless of where the writer resided at the time of writing. This study investigated the relationship of selected building descriptors, district characteristics, and finance, to the per pupil cost of new school construction. Variables selected were: Financial--assessed value, local effort in facility construction, state and federal funds, and the educational expenditures of the district; Building descriptors--the length of construction time, the percentage of instructional space, and the type of facility; district characteristics--geographic location, urban/rural, and net enrollment. The data were gathered from the West Virginia State Department of Education, the State Tax Department, and various architects who designed the 128 new schools constructed under the West Virginia Better School Buildings Amendment of 1972. Analyses utilized the multiple regression procedure to examine the relationship of the variables to construction costs. The results indicated a significant relationship between per pupil construction cost and three financial variables: (1) the assessed value of the district, (2) the amount of local effort put into facility construction and improvement, and (3) the amount of state funds utilized in the project. None of the district characteristics contributed significantly to the variance and the only descriptive variable to yield a significant contribution was the type of facility being constructed--elementary, secondary, or vocational-technical. The study implied need for the standardization of assessed values in West Virginia, equalization of local fiscal effort in school construction, and legislation to inject additional state money in capital outlay. It was recommended that a funding formula for facility construction and improvement be instituted utilizing money from two sources: a local effort fund, accrued and administered at the state level, to which each county would contribute on an equalized basis; and state appropriations designated on a yearly basis. These funds would eliminate the need for local bond issues and special levies for this purpose. The purpose of this study was to model the demand for higher education enrollments and to determine whether or not enrollments were price elastic among Virginia's public four-year institutions. The underlying intent was to check the feasibility of a human capital theory based methodology for examining the demand dependency of higher education institutions in Virginia. Price elasticity and other determinants of enrollments were observed across different institutional groupings to observe the differential effects of these factors given institutional type or individual institution characteristics. The analyses were based upon the investment approach to human capital theory as adapted to the study of educational demand. Accordingly, it was assumed that individuals will display a willingness to invest in themselves by enrolling in a college or university because they believe that such an investment will accrue both financial and psychological benefits. Multiple linear regression was used to model five sets of determinants across three levels of analysis: statewide, institutional type (major universities, prior normal schools, and urban institutions), and individual institutions. The direct cost of attendance, the size of the eligible population of prospective students, the educational attainment of the students' locale, and the rural nature of the students' environment generally were found to have significant effects on enrollment. Price, or the direct cost of attendance, was primarily negative and statistically significant for all types of institutions except the major universities and the one special purpose, military institute in the state. Several factors indicated that the location of the institution was important. In other words, students tended to enroll in nearby as opposed to distant institutions, while a geographically concentrated pool of institutions restricted the dependency of these same institutions on local student populations. A cross-sectional design was used in this study, therefore the resultant demand models were descriptive only of the time period covered in these analyses. Nevertheless, such research should be useful in assessing the impact on enrollments of selected demand factors and in determining the efficacy of the investment approach applied in this and similar research efforts. ; Ph. The public schools are dedicated to the task of providing opportunities for the maximum educational development of each pupil. If there is no discrimination, each student, from the slow learner to the rapid learner, from the most talented, will have those educational experiences that will permit him to become of maximum worth to himself, to his community, and to society. In harmony with these purposes of education in a democracy is the important task of identifying and making provision for the student with exceptional potential in each of the fields of learning. The present struggle for the very existence of our freedom causes the need for the improvement of instruction in science and mathematics to become increasingly important. Education is looked upon as a process which seeks the greatest development of every boy and girl according to his unique nature and needs. This concept is in harmony with the democratic idea, since in a true democracy, each citizen contributes to the common welfare to the extent of his ability. To enable every person to make his greatest contribution, suitable educational opportunities should be provided for all types of children, including the various talented students. Statement of the Problem. It was the purpose of this study (1) to identify students with exceptional potential in the field of mathematics and science; (2) to ascertain the flexibility and effectiveness of the educational program provided for the talented. Purpose of the Study. Relatively little known about specific identification instruments for finding talented youngsters within various curriculum areas. However, the growing body of knowledge about those who are successful in the sciences and in the arts gives us some information. A few writers have also specified descriptive lists for identification of the talented in several areas. There, the purpose of this study; (1) was to investigate methods, techniques, and strategies for identifying children with exceptional potential; (2) to explore the current educational program for the talented; (3) to devise a proposed plan for the talented students in the area of mathematics and science.

The purpose of this study was (1) to develop a guideline for cooperative education; (2) to determine the current status of cooperative vocational education in Utah; and (3) to compare current practices with the established guideline. This study was completed in two parts. The first part involved the construction and verification of a guideline for cooperative education in Utah; the second, a survey of the current status of cooperative education. A descriptive survey technique was employed to gather data required for determination of the guideline's validity and relevance, and the current status of cooperative education in Utah. All 13 key administrators in the state office, 75 coordinators representing 84 percent of the initial mailings and 112 cooperating employers or 74 percent of the selected sample participated in this study. Opinions from the 13 key administrators in the Utah State Division of Vocational and Technical Education were largely in agreement with the tentative guideline derived from the two nationally accepted guides in cooperative education. Due to the lack of an official guide for cooperative education in Utah, many of the coordinators' interpretations of federal legislation and state regulations were based on their own convenience. Inconsistencies in programs, standards and requirements were frequently found among cooperative programs in Utah. There appear to be some discrepancies existing between the current practices and the established guideline mainly because in a majority of the programs: (1) students spend insufficient numbers of hours in attending school or receiving on- the-job training; (2) schools provide inadequate in-school instruction; and (3) students receive substandard on-the-job supervision.

The purpose of this study was to identify factors which influenced Virginia Superintendents in Region-Study Group VI between 1978 and 1982 to continue or to vacate the position of superintendent. The population for the study included 29 cases: 19 were classified as continuing superintendents and 10 were classified as non-continuing. The Region of Study included 12 counties and 7 cities. The focus is on the examination of turnover in this geographical region. In carrying out the purpose, the study examined the following research questions: (a) What factors, as perceived by the continuing superintendent, were responsible for or contributed to the decision to continue in the same position? (b) What factors, as perceived by the non-continuing superintendent, were responsible for or contributed to the decision to vacate the position? This descriptive research study used case study methodology to investigate the pertinent factors that influenced the decisions of superintendents in Region-Study Group VI to continue or to vacate their positions of leadership in Virginia School Systems. The study utilized personal confidential interviews as the primary method of data collection. An Interview Guide was developed as the data gathering instrument. Questions were designed to focus on major areas of responsibility of a superintendent. In addition to job competency factors, social, political, personal, community and system demographic factors were examined. A model was designed to check these factors against perceptions of job satisfaction. Data which could be quantified were key-punched for analysis. The chi square test was applied. Factors which appeared to be statistically significant from the chi square analysis of continuing and non-continuing categories included: Community Factors, Social Factors, Job Competencies--Board Relations, Business and Fiscal Management, Curriculum and Instruction, and student Personnel Services. Areas of the interview which could not be easily quantified were reported in narrative form with case specific data. The following case specific information was reported as reasons for staying on the job by the continuing superintendents: (a) positive board relations, (b) community support, (c) challenge and prestige of leadership, (d) personal preference for a particular commit. Case specific information reported by non-continuing superintendents as reasons for changing jobs or termination included: (a) unsatisfactory board relations, (b) health, (c) to avoid community conflict, (d) retirement age, (e) role of change agent, and (f) professional growth--the challenge of a larger school district. ; Ed. Covid-19 outbreak, which is considered to be still not optimal enough, the Indonesian government seems to be risking its efforts on a mandatory vaccination policy. However, this intervention will not succeed without the participation of the community in the form of their interest in receiving the Covid-19 vaccination. Therefore, by involving 422 Muslim respondents who live in the Special Region of Yogyakarta, the main objective of this study is to focus on the factors that influence or predict halal Covid-19 vaccination intention. Thus, it is clear that this research is a quantitative descriptive study with a cross-sectional survey. The results of the descriptive analysis of this study then explained that the majority of respondents were Muslim people who were male as much as 217 (51.42%), aged 19 - 24 years (38.39%), domiciled in the city of Yogyakarta (38.63%) and worked as students as many as 188 people (44.55%). While the results of quantitative analysis using the Partial-least square structural equation modeling (PLS-SEM) method in this study revealed that halal Covid-19 vaccination intention was influenced by factors such as attitude toward halal vaccination (β = 0.541, t-value = 10.199, -value = 0.000), subjective norm (β = 0.196, t-value = 3.913, -value = 0.000), and social norm (β = 0.156, t-value = 3.374, -value = 0.001) positively and significant. This paper examines and compares two films with the theme of political events / history in 1965, namely Pengkhianatan G30S/PKI and Jagal. Both films have the same object but are produced in different time frames. Specifically this paper will parse and analyze how the two films view, tell and visualize events known as the G30S movement. This research is a qualitative descriptive study. Data obtained through observation and film observation and supported by sources from various literature relevant to the theme. The data is analyzed, critically compromised, and then narrated. The film is part of the media used to entertain the audience but the film has other function to spread propaganda. The film Pengkhianatan G30S/PKI, produced by the state in the New Order era, depicts that PKI is an enemy of the state and is trying to overthrow the government. This film is very massive and successfully led to public perception that the events occurred on 30 September 1965 were masterminded by PKI. This national descriptive study describes the profile characteristics, role functions, leader behaviors, and leadership effectiveness of Chief Business Officers (CBOs) in American public community colleges. The study focuses on the following problematic issues of contemporary CBOs: (a) Who are they? (b) What role functions do they consider most important and what are their responsibilities regarding these role functions? (c) How do they perform their leadership roles? and (d) How well do they perform their leadership roles? Also, these dimensions were related to governance, locus of financial support, and institutional size. The study was implemented through a mail questionnaire based on a modification of Dillman' s TDM methodology, including standardized instrument sections, and was adminstered nationally through a stratified random sample. Questionnaires were mailed to CBOs and their immediate supervisors. Major findings of this study include: 1. The overwhelming majority of CBOs are middle-aged, white males. The majority of the CBOs entered their first CBO position with an earned graduate degree. 2. The CBOs average 16 years prior experience, primarily in education, followed by business and the military. Also, the CBOs average over 8 years experience in their current CBO role, and most entered this role from employment outside their present institutions. 3. Most CBOs work directly under college presidents and are assigned substantial supervisory responsibilities, and in general, the larger the institution, the more subordinates. 4. Fiscal and financial duties were judged the more important functions and were most often personally performed or delegated, not shared. 5. CBOs reported high scores on both task-oriented and person-oriented leader behaviors, and these behaviors did not significantly differ from those behaviors reported by their immediate supervisors. 6. Almost all of the CBOs were described by their immediate supervisors as performing at a composite leadership effectiveness categorical level of at least above average effectivness. They were evaluated most effective in technical ability, and least effective in professionally developing their subordinate staffs. 7. Although most CBOs reported that local fund appropriations were required for their college's operations, the majority of CBOs reported the State as their institution's primary and legally constituted governance authority. ; Ed. In this paper, the author offers a morphological study ot coercion as a means ot social control organized within political society. We are dealing here with a highly descriptive study, a tact which does not prevent the author from incidentally making scientitic appraisals or trom delíberately offering the bases tor appreciations ot an ethical and social nature. After a series ot introductory considerations destined to put torth the presence and objectives ot coercion and ot violence within the ample panorama ot social realíty -and particularly within the framework ot political experiences- the author proposes a precise concept ot coercion which serves as a gUide tor a more complete and more satistactory typological analysis ot the same. The first step in this analysis consists ot the differentiation between the two main types ot material coercion -physical and moral- and that type ot coercion which the author calls virtuai, which tinds its most commonly known and treated manitestation in mandates and imperative acts. It is important to point out the observations dedicated to the concepts ot admonition and ot degradation as the principal forms ot moral coercion, as well as those which are brought to bear upon the idea ot political Constitution in its relations with the phenomena of material and virtual coercion. In the concepts of political «retention» and «subjection», we find a plausible base of discussion for making up a realístic image of the Constitution of the State, as it is considered in one of its facets. The author then dedicates a large part ot his study to examining the diverse modalíties of coercion, keeping in mind the different functions which it can accomplish. He then explains, along with the thoroughly studied torms of reparatory and dissuasive coercion, the ideas of basic polítical coercion -to be found in practice in deportation measures, for example-, ot eliminatory coercion -which touches, very characteristically, acts pertaining to the políce- and of testimonial coercion. The study of this last type leads to the establishment ot various interesting conclusions with regard to judicial proceedings of a polítical nature, and the exercise of the prerogative ot penal grace by means of amnesty or indult. Finally, the explanation of the contrast between ponderable coercion and expeditious coercion contributes to the desirable finality ot correctly determining the límits ot Law within the framework ot coercion as a means of social control within the State.

The purpose of this study was to determine the planning, implementation, supervision and funding of education implemented by the Al-Qur'an Jami'atul Qurro Islamic Boarding School (PPAJQ) Palembang. The method used in this study is a qualitative descriptive research method with a study caseapproach. Data collection techniques using the method of observation, documentation, and interviews. Research information was obtained from the mudir (leader), boarding school administrators, teaching staff and some students. The data obtained were analyzed with descriptive analysis that is describing the planning, implementation, supervision, evaluation and funding of Education. The results of this study are: (1) education planning that is implemented is made by the fields that have been determined not fully running wellyet, (2) the implementation of education implemented by PPAJQ is not only baseline and tahfidz education but there are several methods applied including the following: applying formal education outside the hut, imposing non-formal education, boarding school, providing skills education, applying education throughout the day, applying the pesantren curriculum, (3) supervisingoftheeducation is carried out throughout the school but only pesantren who are in control direct the course of programs that have been planned and assisted with the asatidz council, (4) educational funding is sourced from SPP, donors, an-Nahla hadroh album sales and local government.

Bibliography: p. 245-246. ; In l975 it became increasingly clear that the build-up of international political pressures on South Africa could lead to military confrontation with the Republic. Predictably such a possibility accelerated Defence expansion. This necessitated the more effective use of human, material and financial resources of, not only the military but also of the civilian sector of the country. Better performance of personnel could be obtained if they were able to recognise and appreciate the requirements for advancement to their goals in their chosen careers. Viable careers are formulated in career plans - those top management directives containing details of career development programmes, job activities and opportunities, guidance, behaviour patterns and the requirements for advancement in the organisation. No formally structured career plans were found in a number of large hierarchically structured civilian organisations such as Shell, Mobil or the University of Cape Town, to name but a f ew. Moreover, according to W F Glueck (1974) a similar situation existed in the United States of America. Furthermore this was also true of the South African Air Force's pilots and navigators - that vital personnel section of the Air Force's air crews. This enigma is difficult to comprehend. The implementation of the personal practices of manpower planning, attraction, selection, rewards, protection, career development, manpower control and evaluation increases the effectiveness of an organisation. Likewise a formally structured Career Plan would ensure greater development of an organisation's personnel and give them satisfaction and dignity. Moreover, the use of such career plans reduces turnover (and thus costs) and the hoarding of high calibre personnel. The integrity of the last two statements led to the formulation of this dissertation's hypothesis:- If the desirability of.a formally structured Career Plan, containing a career development programme, a counselling guide on the application of the programme, an appraisal system to measure performance and a model for predicting promotion vacancies, were recognised by an organisation, its adoption should be seriously considered. Thus the aim of this exploratory and descriptive study is to demonstrate the advisability and subsequent advantages to an organisation of a career plan, as proposed in the hypothesis, were adopted f or use by their personnel.

As part of a general movement toward the study of complex societies in political anthropology, the last few years has witnessed a proliferation of empirical studies in patron-client ties. Most of this literature has been essentially descriptive in character, but more recently attempts have been made to analyse the problem of the relation between transitions in these ties and the kinds of structural change implied by the notion of increasing social 'complexity' .

The purpose of this study was to determine the leadership style of the Head of the Regional Office of Religion in the Bangka Belitung Islands Province in improving the quality of employee performance. It is expected that the results of this study will find new concepts about policy implementation in the effort to develop Public Administration, particularly in the quality of public services. The results of this study can be used as reference material and also as input for related parties related to research contributions in the Regional Office of Religion. Referring to the purpose of this study which is to find out and analyze the leadership style of the Head of the Religion Regional Office of the Bangka Belitung Islands Province in improving the quality of employee performance, the method used in this study is a descriptive research method or qualitative research design with a case study model. The analysis used in this study is to look at the approach of leadership style theory according to Priansa, autocratic leadership style, Democratic leadership style, and Laissez Faire leadership style. In carrying out his leadership as Head of the Bangka Belitung Islands Province Regional Religious Office, he was more inclined to use the Autocratic leadership style and the Democratic leadership style. While the leadership style of Laissez Faire, was not used because it was not appropriate for the leadership pattern used by the Head of the Religious Region Office of the Bangka Belitung Islands Province.
