Die Arbeit entstand im Rahmen einer 1986 in Auftrag gegebenen Machbarkeitsstudie über das "soziale Marketing" von Empfängnisverhütung. Als Psychotherapeutin leitete die Autorin den Teil der Untersuchung mit qualitativem, psychosoziologischem Ansatz: die hier dokumentierten und analysierten Gruppen- und Einzelgespräche mit Frauen im gebährfähigen Alter, Gegnerinnen und Befürworterinnen der Empfängnisverhütung, ihre bewussten und unbewussten Motive sowie ihre Erfahrungen mit traditionellen und modernen Verhütungsmitteln, Beratungsstellen, Ärzten usw. Der Prozeß, der zur Machtübernahme Kabilas führte, war abhängig von drei Faktoren, die von seinem Willen unabhängig waren: die politischen Verwerfungen nach dem Genozid in Ruanda ab 1994, die zunehmenden Spannungen in Nord- und Süd-Kivu nach dem Einströmen einer großen Zahl von Hutu-Flüchtlingen, die sich im Grenzgebiet ansiedelten, und die Implosion der staatlichen Strukturen Zaires. Eine zentrale Rolle spielte die nach 1994 an die Macht gekommene Regierung in Ruanda. Einen Hinweis auf den geringen Einfluß Kabilas gibt die Tatsache, daß in den von der Rebellion eroberten Gebieten zunächst militärische Ziele dominierten, wie die Rekrutierung von Soldaten und das Aufbringen von Finanzmitteln. In a remarkable article unfairly forgotten today Pierre Nora wrote in 1966 that in America: 'It is not a great historian who establishes in their truth a set of facts which predate him, and on which he can have nothing, in relation to other sets of facts already established on which he can no more; but the one that puts the whole of national history at the heart of an interpretation that continues to be just when the facts it highlights have ceased to be true. "(Nora 66.) With all that the formula may have a lapidary, excessive and even a simplification, it nevertheless raises the question of the function of the American historian, whose role, beyond individual singularities — and many — seems to be less than "(re) say the past" than to answer, after politics and theologians, the question: "What is an American?" [1] However, when politics is somehow set as accomplished from the outset, and only the economy is left to progress, historian becomes the one who "speaks" about the past only to confirm the future. History then ceases to be a challenge to be prescriptive or "confirmatory" — as we talk about the renewal of the promises of the baptism and it assesses the degree of realisation of the founding project, namely the achievement of political democracy. The refusal of Congo's president, Laurent-Desire Kabila, to attend the 1999 Francophone Summit in Hanoi, is held to have made France wary that Congo was becoming more Anglophone than Francophone, & to serve as a good illustration of the tension that exists between France & Congo on the subject of Francophonie. The relations between France & Congo are marked by a very similar view with France fearing an "Anglo-Saxon plot" & Congo denouncing a "Western conspiracy." Both countries are glorifying the past, with Congo focusing on its former wealth, & France focusing on days when the French culture & language were truly global. It is also demonstrated that both countries see themselves as victims in the conflict, with Congo distrusting France & other Western nations, & France feeling vulnerable in light of Anglo-Saxon power. Finally, both countries share a desire for reconciliation; how this desire may assist Congo's reintegration into the international francophone community is explored. D. Weibel

Le 1er decembre 1991, Idriss Deby etait depuis un an au pouvoir. L'auteur fait le bilan de sa politique par rapport a ses discours a sa prise du pouvoir. En ce qui concerne son discours democratique, rien ne permet de douter de sa sincerite bien que certains pensent que Deby parle comme veulent l'entendre la France ou les bailleurs de fonds. En ce qui concerne les promesses qu'il avait faites, celles-ci sont en partie tenues, puisque la liberte de presse est totale et le calendrier prevu pour l'installation de la democratie est tenu. Pourtant, au Tchad, la popularite de Deby laisse a desirer, l'auteur en enumere les raisons et malgre le desir de croire a la reussite de la politique de Deby admet que l'avenir est plain d'hypotheses.
