The article is dedicated to the discussion of the problems of microfinance in developing countries through a detailed analysis of the history and politics of development, operation and regulation of the microfinance sector. Further the article explores the reasons for the failure of microfinance development programs based on the experience of individual countries, and provides a theoretical basis for it. The article also examines policies of microfinance institutions (MFIs), which in some cases, cause significant harm to local production instead of maintaining it. In the final part the article discusses the negative derivative effects of the microfinance application, which is still relevant in many states. ; Статья посвящена обсуждению проблематики микрофинансирования в развивающихся странах путем подробного анализа истории и политики становления, функционирования и регулирования микрофинансового сектора. Далее статья исследует причины провала микрофинансовых программ по развитию исходя из опыта отдельных стран, и дает теоретические обоснования для этого. В статье также рассматривается политика деятельности микрофинансовых организаций (МФО), которые в отдельных случаях, наносят существенный вред местному производству вместо ее поддержания. В заключительной части статьи обсуждаются производные негативные последствия внедрения микрофинансирования, которые до сих пор актуальны во многих государствах.
This article analyzes the progress of economic reform in developing countries. The problems of second wave of agrarian reform in developing countries in Asia, Africa, Latin America and the Middle East. Featuring the agriculture and agrarian reforms of individual countries of the four continents of our world. Authors specified that the current state of agriculture in these countries; show features of the agrarian reforms in these countries; indicate the reasons that hamper the development of these reforms; allocate priorities for the future developments of these reforms. The article points out the abundant experiment of agriculture and processing industry development during the last ten years in several developing countries (China, India, Argentina, Brazil, Kenya, Saudi Arabia, etc.). These countries introduce high-intensive technologies into agriculture, apply innovations in plant and animal breeding using new forms of labor organization. They actively introduce foreign companies to their countries for industrial processing of their products (coffee, cocoa, dairy and meat products, vegetables and fruits) and their promotion to international food markets. Actual problems of the agrarian sphere of developing countries are: the ordering of forms and methods of market trade (every third inhabitant of these countries is involved in trading food products); the use of new technologies for water desalination; training qualified personnel; the mechanization of agricultural work, etc. ; Работа посвящена анализу хода экономических реформ в развивающихся странах. Исследуются проблемы 2-ой волны аграрных реформ в развивающихся странах Азии, Африки и Ближнего Востока. Рассматриваются особенности сельского хозяйства и аграрных реформ отдельных стран этих 4-х континентов нашей планеты. Авторы анализируют современное состояние сельского хозяйства этих стран; показывают особенности аграрных реформ в них; указывают причины, которые тормозят развитие этих реформ; выделяют приоритетные направления развития данных реформ на перспективу. В статье показан передовой опыт по развитию сельского хозяйства и перерабатывающей промышленности в последние десятилетия ряда развивающихся стран (Китая, Индии, Аргентины, Бразилии, Кении, Саудовской Аравии и др.). Эти страны внедряют в сельское хозяйство высокоинтенсивные технологии, применяют инновации в селекции растений и в породах разведения животных, используя новые формы организации труда. Они активно привлекают в свои страны иностранные фирмы для промышленной переработки своей продукции (кофе, какао, молочных и мясных продуктов, овощей и фруктов) и продвижение их на международные рынки продовольствия. Актуальными проблемами аграрной сферы развивающихся стран является: упорядочение форм и методов рыночной торговли (каждый третий житель этих стран торгует продуктами питания); использование новых технологий опреснения воды для полива; подготовка квалифицированных кадров; механизация сельскохозяйственных работ и т.д.

The author paid close attention to the political consequences of China's economic expansion into the developing countries. China's support of non-democratic regimes and its consequences are analysed. The article also presents a brief historical overview of the relations between Japan and the developing countries. In the end, the author compares Japanese and Chinese diplomatic models for developing countries, and makes conclusions on their ideological nature, political efficiency and prospects.
The article discusses the main problems and prospects for the development of BRICS as an organization that is important for fostering international cooperation of developing countries. For a detailed study of areas of cooperation, Starn examines the history and background of the organization, reviews existing international legal acts relating to the cooperation of the BRICS member countries, analyzes the current state of economic and political relations between states and the results achieved. In conclusion, it offers topical methods and measures to improve the cooperation of states within the framework of this organization in order to most effectively achieve common goals.
The author examines the notion of "soft power" as a political science concept that helps to analyse the government's particular means to compete on the global scale. The main element of "soft power" is the attractive image of the country. "Soft power" is the government's ability to attract others by demonstrating values and achievements in different areas. The antithesis to "soft power" is "hard power" that implies military and economic pressure. The correlative use of "soft" and "hard power" in the government strategy is designated as "smart power." The author focuses on Chinese, Japanese and Indian national models of "soft power," because these countries are engaged in developing new brands and images of their nations; in particular, the soft power strategies that create the Chinese national brand, «Cool Japan» brand and «Springing India» brand are described.Key words: soft power, hard power, smart power, national model of soft power, state brand, Chinese soft power strategy, "Cool Japan" brand, Indian soft power ; В статье понятие «soft power» рассматривается как концепт политической науки, который применяетсяиспользуется для анализа «мягких» инструментов политического влияния государств в условиях глобальной конкуренции. Особое внимание уделяется национальным моделям soft power Китая, Японии и Индии, которые формируют бренд страны. The ongoing reorientation of the EU cooperation with the developing countries and the revision of basic principles, approaches and methods of the EU development policy and aid proformer system of the EU relations with the developing countries and the preconditions of buildcountries of «the third world» are investigated. = Анализируются происходящие в настоящее время переориентация сотрудничества и пересмотр основных принципов, подходов и методов оказания помощи развивающимся странам со стороны EC; исследуются недостатки прежней системы взаимоотношений EC с развивающимися странами и предпосылки формирования его новой политики сотрудничества с этими государствами.
Данная работа состоит из трех смысловых блоков. Первый блок включает анализ понятийного ряда: реиндустриализация, модернизация и новая индустриализация в контексте мировой научной повестки, анализируется российский опыт реиндустриализации и новой индустриализации. Здесь же обосновывается выбор конкретного объекта исследования в контексте поставленных задач. Во втором блоке обобщается история формирования софтверной индустрии Индии, а в третьем – Израиля как успешных примеров создания новой индустрии цифровой экономики. По каждому из рассмотренных кейсов сделана попытка систематизации опыта реализации экономической политики поддержки современных отраслей экономики (новой индустриализации) в Индии и Израиле как центров производства программных продуктов, включенных в цепочки добавленной стоимости по всему миру и интерпретации этого опыта в приложении к российским реалиям. Выделены возможные стратегии новой индустриализации в сегменте цифровой экономики на примере софтверной индустрии. Актуальность работы обоснована особенностями развития индустрии разработки программного обеспечения в России. В качестве исследовательской проблемы поставлен вопрос, почему объективно благоприятные условия для развития софтверной индустрии в России не нашли своего адекватного отражения в реальных результатах. Приведены примеры реализации относительно успешных политик поддержки отечественного производителя, которые опираются на сильные стороны национальных экономик в Индии и Израиле. Дан анализ тенденций развития реиндустриализации, модернизации и стратегий технологического обновления. Рассмотрены типичные бизнес-модели инновационного предпринимательства, дана оценка их успешности на кейсах Индии и Израиля. На примере динамики развития софтверной индустрии Индии показано, что не всегда успешное развитие индустрии дает соответствующий эффект для национальной экономики. На примере развития софтверной индустрии Израиля выделены реальные механизмы конвертации опыта финансирования военно-промышленного комплекса, стимулирующие гражданские отрасли национальной экономики. Кроме того, отмечено, что израильские компании по разработке программного обеспечения в реальности часто продолжают развиваться уже как чисто американские компании. Для России был сделан вывод, что успешное развитие новой индустриализации возможно только при условии адекватной оценки потенциала страны, рисков и угроз, формирования институциональной среды поддержки для создания новых отраслей индустрии. ; This article consists of three semantic blocks. The first block includes the analysis of a number of concepts: reindustrialization, modernization, and new industrialization – and analyzes the Russian experience of reindustrialization new industrialization in the context of the world scientific agenda. In addition, the authors explain the choice of this specific object of research according to the set tasks in this section. The second and third blocks summarize the history of the software industry in India and Israel, respectively, as successful examples of a new digital economy industry. For each of the cases considered, the authors systematize their experience of implementing economic policy to support modern sectors of the economy (new industrialization) as the centers for the global software production. Then, the authors interpret this experience in accordance with the Russian realities, highlighting possible strategies of new industrialization in digital economy, in particular – the software industry. The relevance of this work lies in the peculiarities of the software development industry in Russia. The authors ask the research question: why the real results have not adequately reflected the objectively favorable conditions for the development of the Russian software industry. This article provides examples of implementing relatively successful policies to support Russian producers, which rely on India's and Israel's successes. The authors trace common trends in the development of reindustrialization, modernization, and technological renewal strategies; study typical business models of innovative entrepreneurship; and assess their success in India and Israel. The former case shows that an industry's successful development does not always result in such effect for the national economy. The example of Israel highlights real mechanisms for converting the experience of financing the militaryindustrial complex, stimulating the civil sectors of the national economy. In addition, the Israeli software development companies in reality often continue to develop as a purely American company. The authors conclude that for Russia, the successful development of new industrialization is possible only with an adequate assessment of the country's potential, risks, and threats, as well as the formation of an institutional support environment for creating new industries.
Defining the content and structure of the research (innovation) potential as part of the total economic potential of the national economy is a debatable issue. A careful study of different definitions allowed us to formulate a synthetic definition of the notion "scientific potential" as a set of resource (tangible) and intellectual (intangible) assets needed for developing innovation in various spheres of economic activities. The basic method applied for studying the research (innovation) potential was a systematic approach. The data presented in the information system of the state statistics were used as a basis for evaluation. In the conditions of intensification and structural modernization of production, the key task in developing the innovation potential is to attract investors who possess financial resources and can acquire advanced technologies to implement innovative projects. Innovative activity of organizations is directly linked to financing of R & D. In Russia, the main part of research spending is covered by the government while in the developed countries, the private sector takes a significant role in financing scientific research. The analysis carried out by the authors proves that there is a variety of ways of attracting financial resources in the field of science. ; Определение содержания и структуры научного (инновационного) потенциала в составе совокупного экономического потенциала национальной экономики является дискуссионным вопросом. Рассмотрение различных формулировок позволяет вывести синтетическое определение, согласно которому научный потенциал есть совокупность не только ресурсных (материальных), но и интеллектуальных (нематериальных) возможностей для создания инноваций в различных сферах экономической деятельности. Основным методом исследования научного (инновационного) потенциала является системный подход. Базой для его оценки служат данные, представленные в информационной системе государственной статистики. В условиях интенсификации и проведения структурной модернизации производства ключевая задача развития инновационного потенциала состоит в привлечении инвесторов, которые располагают финансовыми ресурсами и могут приобрести современные технологии для реализации инновационных проектов. Инновационная активность организаций напрямую связана с финансированием НИР. В России основная часть расходов на науку осуществляется за счет бюджетных средств, в то время как в развитых зарубежных странах весьма значительную роль в финансировании научных исследований занимает частный бизнес. Проведенный анализ свидетельствует о разнообразии путей формирования финансовых ресурсов в сфере науки.
The article gives an overview on existing the incentives and barriers of innovation activity that the company forces with when it enters foreign markets. The main incentives are: communication with suppliers, foreign partners, and customers; economies of scale; financing; the nature of the demand and the external economic conditions. Barriers are: competition; risks and costs associated with entering foreign markets; lack of financing and information, qualified personnel, government support; long payback period; technological lag and instability of the economic environment. Сountry analysis showed that the government is more profitable when it develops its own innovations rather than imports them. In countries with developed innovative strategy (Great Britain, Germany, USA, France, Japan, and Republic of Korea), the share of innovative industries in gross output and in export volume is significantly higher than in countries with a development model. These countries have created an innovative culture in which all participants interact in the process of increasing the country's competitive advantage.According to an econometric analysis conducted in the study, it was concluded that the Russian export indicator depends on the internal scientific developments, the costs for implementing high-tech innovations and the number of registered patents, and in 2020 these indicators will develop with the same trend. ; В статье рассматриваются стимулы и барьеры инновационной деятельности при выходе компании на внешние рынки.
