China is now the lender of first resort for much of the developing world, but Beijing has fueled speculation among policymakers, scholars, and journalists by shrouding its grant-giving and lending activities in secrecy. Introducing a systematic and transparent method of tracking Chinese development projects around the world, this book explains Beijing's motives and analyzes the intended and unintended effects of its overseas investments. Whereas China almost exclusively provided aid during the twentieth century, its twenty-first century transition from 'benefactor' to 'banker' has had far-reaching impacts in low-income and middle-income countries that are not widely understood. Its use of debt rather than aid to bankroll big-ticket infrastructure projects creates new opportunities for developing countries to achieve rapid socio-economic gains, but it has also introduced major risks, such as corruption, political capture, and conflict. This book will be of interest to policymakers, students and scholars of international political economy, Chinese politics and foreign policy, economic development, and international relations.

The transition of the global financial governance system is a history of the rise and fall of the Western advanced countries in the post-war international political and economic system. Since the end of the Second World War, the International Monetary Foundation and the World Bank have always taken the dominant role in the field of global financial governance. However, after the beginning of the global financial crisis in 2008, many drawbacks have become apparent concerning these two significant institutions, such as the lack of representatives, the slow and ineffective response to the crisis, etc. Following a strong appeal from the developing countries (with the emerging powers as their representatives), the global financial governance system has experienced several rounds of reforms which have yet to yield acceptable results. Therefore, it is highly necessary to create a new institution which can play a complementary role in the existing financial governance system rather than overthrow it. Complying with the tide of history, the official establishment of the BRICS Bank can be of great significance to the reform of current global financial governance systems such as diversifying the global financial governance bodies, representing the interests of developing countries in a better way, enhancing the status and improving the importance of emerging economies in the international political and economic order. Admittedly, the BRICS Bank also faces great challenges and limits such as the lack of a core leadership and the absence of a unified currency, etc.

It is commonly claimed that microfinance institutions (MFIs) can provide financial opportunities to those who are unable to obtain loans from the formal system, while at the same time maintain their institutional sustainability. This promise has attracted the interest of developing countries with large population in poverty, leading to a remarkable emergence of microfinance industry on the global stage. ; Because of the special social and political environment, the development of MFIs in China has its unique trajectory. Based on interviews and participant observation, this three-month research focuses on two non-governmental MFIs in Western China and Northern China, revealing a plight of infeasible dual objectives and proposing an explanation from the angle of transformed trust structure. In a collapsing acquaintance community, the social objectives are suppressed by the demands of self-sustainability, thus violating the original intention of poverty alleviation and women empowerment, and leading to a phenomenon of goal displacement. ; To further discuss the logic behind the goal displacement phenomenon in microfinance industry, two propositions are suggested from the angles of legitimacy and measurability of organizational goals. Weiwei is one qing-classed organization of which the main duty is to guard the Imperial Palace and the goals are to respect the Emperor and to avoid danger. The subordinates of Weiwei can be classified into two types: Lingzhang and Tunwei. We discuss the Lingzhang-typed subordinates of Weiwei and analyze their organizational structure, duties and the relationships between duties and the main goals of Weiwei. Thus, we'll further explore factors and contexts which promote or induce the changing of bureaucracy, by which we'll show the developing of the Lingzhang-typed subordinates of Weiwei and the characteristics of Weiwei as the central standing army system. Through our investigation, we'll get several points. First, only two subordinates of Weiwei are set up in the early Han, one of which is Gongche-sima and another is Weishi, but Luben is possibly established until the period of Emperor Jing's and Emperor Wu's bureaucratic transformation. Secondly, Gongche-sima is originally in charge of receiving official documents, tributes from nations surrounding the Han Empire, and the etiquette of entering the Imperial Palace, but in charge of managing royal edict waiters under the Que of the Imperial Palace until the period of Emperor Jing and Emperor Wu. Luben serves as guards of honor and is in charge of repairing weapons of Weiwei. Relatively, until now we have no idea about duties of Weishi. Thirdly, because the duties of the Lingzhang-typed subordinates have more expansion and extension than the Tunwei-typed subordinates, they will be adapted well to new institution under influences outside organizations or new necessity from factors inside organizations. Fourthly, the Lingzhang-typed subordinates are in charge of administrative affairs relevant to the goals of avoiding danger and the mechanics of respecting the Emperor based on the main duties of Weiwei. To sum up, Weiwei will be adapted to the necessity of the Emperor's policital living and the changing of the political and military situation inside and outside the Han Empire. The characteristics of Weiwei not only represent the differences between the central standing army system and the conquest army, but also provide some certain thinking clues of related researches on bureaucracy under the transformation of the guard system from the Han to the Jin Dynasty.

For at least a century academics and governmental researchers have been developing measures that would aid them in understanding income distributions, their differences with respect to geographic regions, and changes over time periods. It is a fascinating area due to a number of reasons, one of them being the fact that different measures, or indices, are needed to reveal different features of income distributions. The existing indices, the Gini index, the Bonferroni index and the Zenga index are intrinsically linked each other, whereas their emphasis are laid differently. One of the limitations of the existing indices is that they provide an overall measurement for the whole society and cannot distinguish the distributions with the same index value. This thesis works on the extension of the three indices and proposes a new index which can make comparison between any groups with different income level, for example, the richest group and the poorest group. The new index satisfies the axioms of inequality measures. To do so, it examined the nine-year improvement trajectories (1999-2008) of four Hong Kong primary schools that had received initial intensive support from a school improvement program in the context of educational reform. The government sponsors education reform aimed at developing life-long leamers. However, little is known about how schools improve in the current reform environment, especially beyond the initial stage of intensive support. This study seeks to fill these gaps. ; The study employed a longitudinal multiple-case design. Four primary schools with initial reform success were purposefully chosen. Schools' improvement trajectories were traced using data gathered from two time periods (2001-2003 and 2007-2008)'. Different strategies, programmes and projects have been implemented by the HKSAR government and different NGOs to alleviate the child poverty problem. However, most existing programmes and projects for primary school children emphasize on educational outcomes rather than the holistic child development. ; This study aims to understand whether and how the enterprise-initiated and ongoing school-based and community-based programmes may help the poor children in Hong Kong in poverty alleviation and holistic development. ; One school (School-1) and one NGO (NGO-1), which implemented ongoing poverty alleviation programmes with enterprises, were selected for this multiple-case study.
