There is dissatisfaction with the planning and development efforts made since the beginning of this decade and uncertainty about the future is growing. It seems opportune, therefore, for planners to examine the profound crisis that this region is experiencing in both development and planning practice and theory. Among the range of factors that affect the effectiveness and guidelines of planning, we will refer to the two most timely and fundamental. First, the role that the planner should play in his social and political environment. And secondly, to the interpretation of the development process in Latin America, the basis of our plans and development policy. ; Existe insatisfacción con los esfuerzos de planificación y desarrollo realizados desde comienzos de la presente década y crece la incertidumbre respecto del futuro. Parece oportuno, por tanto, que los planificadores examinen la crisis profunda que viven en esta región tanto la práctica como la teoría del desarrollo y la planificación. Entre la gama de factores que afectan la eficacia y orientaciones de la planificación nos referiremos a los dos más oportunos y fundamentales. En primer lugar, al papel que cabe desempañar al planificador en su medio social y político. Y en segundo lugar, a la interpretación del proceso de desarrollo de América Latina, base de nuestros planes y de la política de desarrollo.
Over the past decade, some military leaders have made clear their understanding of the relationship between economic development and national security. Developmentalists not highlight this relationship, but continue to insist that the armed forces should assume an important, if not dominant, role in the development process. Such a position is also shared by many nationalist officials. In June 1966, the Argentine armed forces deposed the constitutionally elected President of the Nation. While previous military governments had been essentially provisional in nature, General Juan Carlos Onganía insisted that his administration was the agent of the Argentine Revolution, and that he would remain in office as long as necessary to modernize the nation. For the first time, the Argentine armed forces assumed full responsibility for national development. ; Durante la última década, algunos líderes militares han dejado bien claro su concepto de la relación que existe entre el desarrollo económico y la seguridad nacional. Los desarrollistas no se contentan con destacar esta relación, sino que continúan insistiendo en que las fuerzas armadas deberían asumir un rol importante, si no dominante, en el proceso de desarrollo. Tal posición es compartida también por muchos oficiales nacionalistas. En junio de 1966, las fuerzas armadas argentinas depusieron al Presidente de la Nación elegido constitucionalmente. Mientras que los gobiernos militares anteriores habían sido de naturaleza esencialmente provisional, el General Juan Carlos Onganía insistió en que su administración era el agente de la Revolución Argentina, y que él permanecería en el cargo el tiempo necesario para modernizar a la nación. This article attemps to identify the characteristes and demographic-economic-social trends at spaces which conform. The Great Concepcion connurbated area (it is the thirst Chilean Metropolitan area) throught the study of the genesis and evolution of the urban units (first part) and integrant fluxes and relationships (second part). In the formative and transformative process, the author distinguishes three urbanization stages, which, with their regional particularities, respond to stimulus encouraged for national development stages.1550-1830: lnitial stage, on which territorial hispanic domination purposes are setting to aregional level up through an early urban genesis, following for two longer centuries of slow economic and urban development, mainly because location at the war frontier.1830-1930: On colonial earlier cities is overimposed an urban-economic new stage meaning growing and readecuation of the system. ln this expansive context and following economic diversifications promoted by an open international exchange policy, new cities emerged with specific locational demands (wheat ports and coal settlements): the initial advantages of early settlements as Concepcion and Talcahuano are developed and renewed, readecuating their size and functions to the communication changes. At the wheat exportation decline (1910-1930), comercial ports on Concepcion shoreline equally decline.1930-1970: Since 1930 and because the import substitution policy, early cities began an industrialization stage, developing an industrial connurbation located around Concepcion (the directional focus). Since 1950 and because the concentration of the more basic and dynamic industries around Talcahuano and simultaneouslly, the decline of traditional economic basis (textile and coal), produced the weakness of peripheric satelite cities (Tome, Lota and Coronel) pushing a concentration process of the regional growth and its economic and social areal differentiation: the industrial connurbation is now attempting its transformation in urban ...
The concept of the city as an aspect of civilization & human development is discussed. The history of man's life in towns is briefly reviewed, from the earliest Neolithic settlements to the modern city. Particular attention is paid to Mexico & the attempts of the first Spanish settlers to express utopian ideas in the material form of new towns. This is contrasted with Ur transition in modern Latin America, which has resulted not from development or even industrialization, but from the negative force of Ru poverty. The need for integrated planning that would treat Ru & Ur space as complementary is stressed. The dehumanizing nature of the modern city is discussed, & suggestions are made for approaches to city planning that could reverse this trend & improve residents' social well-being. Los antecedentes históricos que hacen referencia a la permanente preocupación por el desarrollo integral de los sectores rurales, nos muestran una constante implicancia del importante papel que debe jugar la educación. En la perspectiva de cuantificar los esfuerzos realizados en esta empresa, hay un saldo menor -respecto a otros sectores- que indica que la educación mantiene unos criterios de actuación indudablemente de imperiosa necesidad de renovarlos. No puede el sector rural identificar un tipo de desarrollo integral fundado en una educación unidireccional, puesto que los contenidos programáticos que ella comporta, si bien tienen un valor universal en la educación y formación del hombre, no se corresponden con una realidad sociológica ni geopolítica económica diferente y peculiar, como lo es el medio rural, el ambiente diferente al concepto de cultura urbana conocido y potenciado por un tipo de cultura basada en el desarrollo científico tecnológico que tipifica nuestros tiempos pero que a aquel sector, hasta ahora, no ha llegado con la profundidad cuantitativa ni cualitativa que se merece. En la formación del recurso humano del sector rural -recurso vital y prioritario de atender para la esperanta del desarrollo de otros recursos que precisa el medio- la via del procedimiento no formal en el rol que le compete a la educación es, hoy por hoy, la alternativa más sólida y la variable que puede resumir una serie de intentos sectoriales aplicados al fin de lograr el desarrollo del sector rural, integral, pleno y potencialmente humano. A esta alternativa pueden converger, con justa correspondencia a sus propios objetivos, los intentos económicos, sociales, culturales, políticos: en una palabra, todos los esfuerzos programáticos que hoy se aplican en el intento de potenciar los sectores rurales para eliminar el alto grado de marginación casi integral que sufren en las relaciones de una sociedad desarrollada y universalmente impulsada porla ciencia y la tecnologia. La educación, por la via y el procedimiento no formal, en este propósito o supuesto indicado, tiene que partir innovando desde la formación del profesional hasta los procedimientos educativos: el educador tiene que ser formado en los objetivos de ser un recurso humano para el sector rural que diversifique experiencias propias de una cultura ecológicamente aún no entendida (la relación de vida entre los hombres y su medio natural, por ejemplo). No podrá ser un profesional que domine la transmisión del saber culturalmente acumulado por la sociedad humana. Tiene que ser un profesional -educador- que sepa interpretar el "saber intuitivo" y codificar10 en un saber progresivamente provechoso para los intereses del desarrollo integral del sector. Los procedimientos educativos no pueden dinamizarse ni ser activos sólo pensando en el ente institucional -escuela-, puesto que los esfuerzos del desarrollo integral apuntan a un concepto de que la escuela rural o del medio rural es el centro promotor del desarrollo cultural del medio; no es, por lo tanto, la institución representativa del grado de cultura del medio. El procedimiento no formal impulsa, en resumen, las innovaciones de una educación en el sector rural que hoy se precisa. ; The historical antecedents which make reference to the continuous preocupation for the integral development of the rural areas, demonstrate us the constant implications of the important role which education has to perfom. In the perspective of quantifying the efforts realized in this endeavour, there is a minor balance -with respect to ther sectors- which indicate that education maintain some working criteria which undoubtedly has a great need for renewal. The rural area cannot identify a type of integral development based on a unidirectional education, since its programme content, although having a universal value in the education and formation of man, do not correspond with the different and peculiar sociological nor geo-political economic reality as the rural area is; an environment differed with the concept of urban culture known and supported by a type of culture based on scientific and technological development which characterize our times and which in that sector has not arrived till now with the deserved quantitative nor qualitative depth. In the formation of human resources in the rural areas -vital prioritary resources which is the hope of the development of other resources needed by the environment- by means of the non-formal process in the role given to education is, nowadays, the most solid alternative and the variable which could resume a series of sectorial trials applied in order to obtain the full integrated and potentially human development of the rural area. To this alternative the economic, social, political and cultural efforts, could agree with exactness to its own objectives; in other words, all the efforts which nowadays are applied in plans to potentiate the rural areas in order to eliminate the high degree of an almost integral margination suffered in their relationship with the developped society and universally supported by science and technology. Education by means of non formal process in this objective or indicated supposition has to start innovating from the formation of the professional till the educational processes: the educator has to be formed in the light of the objectives being a human resource for the rural area which diversify the experiences of a culture which is ecologically still forgotten (the living relationship between man and his natural medium, for example). It cannot be a professional who dominate the transmission of knowledge culturally acquired by the human society. It has to be a professional -educator- who knows how to interprete the "intuitive knowledge" and codify it in a knowledge which is progressively advantageous for the interests of the integral development of the area. The educational processes cannot be dynamic nor active, thinking only of the institutional entity -the school- since the efforts of the integral development are directed towards a concept that the rural school or rural environment is the promoting center of the cultural development of the area; the institution is not, therefore, representative of the degree of culture of the area. In short, the non formal process impels the innovations of education necessary in the rural area nowadays.
Various stages are discerned in the development of Mexican trade unionism & its bureaucratic apparatus. Following the world capitalist crisis of 1929 & the relative autonomy it was granted as of 1933, the Mexican labor movement began to expand rapidly, under the leadership of the Confederacion Regional de Obreros Mexicanos (Regional Federation of Mexican Workers). In the period 1933-1936, the Confederacion General de Obreros y Campesinos en Mexico (General Federation of Workers & Peasants in Mexico) was formed. At this time, a variety of political events compelled the state to pay attention to the demands of the working class & its organization. The connections between labor organizations & Mexico's political processes are examined; the influence of the Mexican Communist Party is described. A pyramidal control structure for the Mexican labor movement began to be formed in 1941, & an administrative bureaucracy emerged. In the 1940s, bureaucratic leadership began to lose contact with its base, while it served to carry out the ideological & political mediation necessary for labor 'discipline.' Strikes diminished from 1938 to 1945, but picked up again in 1950. The railroad workers' strike of 1958 showed a complete split between workers & union leadership. S. Whittle.
The evident intention of many Latin Americans to carry out a process of integration and economic development without using military arguments is singularly attractive. Leaving aside the problem of whether these countries will be able to integrate without first having obtained an adequate degree of national economic development, it is worth paying attention to the possible projections that factors like nationalist resurgence and the accentuation of political centralism may have on the peaceful disposition of those seeking integration, since whatever form the integrationist process takes in the near future, it will only be successful to the extent that it incorporates and uses the forces and tendencies associated with those two elements. ; La evidente intención de muchos latinoamericanos de llevar adelante un proceso de integración y desarrollo económico sin utilizar argumentos militares es singularmente atractiva. Dejando de lado el problema de si estos países podrán integrarse sin antes haber obtenido un grado adecuado de desarrollo económico nacional, vale la pena prestar atención a las posibles proyecciones que sobre la disposición pacífica de quienes buscan la integración puedan tener en el futuro factores como el resurgimiento nacionalista y la acentuación del centralismo político, ya que cualquiera forma que adopte el proceso integracionista en el futuro próximo, solo tendrá éxito en la medida en que incorpore y utilice las fuerzas y tendencias asociadas a estos dos factores.
Since the seizure of power by the Brazilian military in 1964, the course of events has moved towards the institutionalization of a permanent authoritarian regime. Deliberately, the Brazilian military rulers have pursued policies that have deprived public men and citizens of their autonomy, have narrowed the field of politically permissible solutions, and have eliminated all consequences of the system other than their own perpetuation in power. In doing so, they have revived a model of political development that seemed historically discredited. Portugal, having previously demonstrated the feasibility (and costs) of this type of response to pressures from a process of modernization and development, has provided what might be called the "archetype" of this typical system of authoritarian political domination. Hence the concept of "Portugueseization" applied to the process through which said regime is institutionalized. ; Desde la toma del poder por los militares brasileños en 1964, el curso de los acontecimientos se ha movido hacia la institucionalización de un régimen autoritario permanente. Deliberadamente los gobernantes militares brasileños han seguido políticas que han privado a hombres públicos y ciudadanos de su autonomía, han reducido el campo de las soluciones políticamente permisibles y han eliminado toda consecuencia del sistema que no sea la de su propia perpetuación en el poder. Al hacerlo así, han revivido un modelo de desarrollo político que parecía ya históricamente desacreditado. Portugal, habiendo demostrado previamente la viabilidad (y los costos) de este tipo de respuesta a las presiones provenientes de un proceso de modernización y desarrollo, ha suministrado lo que se podría llamar el "arquetipo" de este típico sistema de dominación política autoritaria. De aquí el concepto de "portugalización" aplicado al proceso a través del cual dicho régimen es institucionalizado.
Latin American integration, like any similar experience, must be accomplished both between spaces of vast aggregate dimension, and between a variety of national groups structured in socio-economic, institutional, political and cultural systems; all this as part of a general process in which the aspects and levels interact, interpret and condition each other. This work tries to draw a balance of integration through the Latin American Free Trade Association (LAFTA/ALALC), and proposes the formula of multinational public corporations as one of the agents of this process. These appear as one of the agents, instruments and mechanisms that can participate in a combined process of development and integration. ; La integración latinoamericana, como toda experiencia análoga, debe cumplirse a la vez entre espacios de vasta dimensión agregada, y entre una variedad de grupos nacionales estructurados en sistemas socioeconómicos, institucionales, políticos y culturales; todo ello como parte de un proceso general en el cual los aspectos y niveles interactúan, se interpretan y condicionan recíprocamente. Este trabajo, intenta trazar un balance de la integración a través de la Asociación Latinoamericana de Libre Comercio (ALALC), y proponer la fórmula de las corporaciones públicas multinacionales como uno de los agentes de ese proceso. Estas se manifiestan como uno de los agentes, instrumentos y mecanismos que pueden participar en un proceso combinado de desarrollo e integración, promoverlo y reforzarlo.
Aware of the historical process that produced the current social structure and of the obstacles to industrial development, the Peruvian military regime has come to the conclusion that traditional political institutions are incapable of carrying out the necessary changes. That is why they have promulgated a broad program that includes important changes in the land tenure system and in the definition of sectors to which both public and private investment must be channeled. The Twenty-Year Plan, known as Peru's long-term strategy for national development, reflects the greatest concern of the military government: rapid industrial development and social reforms. ; Conocedores del proceso histórico que produjo la estructura social actual y de los obstáculos al desarrollo industrial, los militares peruanos han llegado a la conclusión que las instituciones políticas tradicionales son incapaces de llevar a efecto los cambios necesarios Es por esto que han promulgado un programa amplio que incluye cambios importantes en el sistema de tenencia de la tierra y en la definición de sectores a los que la inversión tanto pública como privada han de ser canalizados. From its conception, the Andean Pact was perceived as the accelerated effort of a group of countries to integrate, as a unit, in a more harmonious concert of policies and trade with the larger countries of the region. The question about the validity of the Andean Group in the current context of the world situation and Latin America has only one answer: the Andean Group continues and will continue to have a profound meaning for a fuller development of our peoples and for a better and more independent economic and political insertion in the Latin American and international context, despite the uncertainty of the panorama not only of Andean integration but of the entire process of regional economic and political cooperation. ; Desde su concepción, el Pacto Andino se percibió como el esfuerzo acelerado de un grupo de países para integrarse, como unidad, en un concierto más armónico de políticas y comercio con los países mayores de la región. La pregunta sobre la validez del Grupo Andino en el contexto actual de la situación mundial y Latinoamérica, solo tiene una respuesta: el Grupo Andino sigue y seguirá teniendo un profundo significado para un desarrollo más pleno de nuestros pueblos y para una mejor y más independiente inserción económica y política en el contexto latinoamericano e internacional, pese a lo incierto del panorama no solo de la integración andina sino de todo el proceso de cooperación económica y política regional.
After the overthrow of the government of Isabel Perón in March 1976, the Argentine Armed Forces took power. Its purpose was to impose an economic, political and social model that sought the profound transformation of society, for the benefit of the new dominant fractions of the great bourgeoisie. In this work, the foreign policy of the so-called National Reorganization Process is characterized, trying to identify its continuities and ruptures, with special emphasis on the policies implemented towards the United States and Latin America. We argue that the "project" of external insertion of the Argentine authoritarian regime was far from proposing substantial changes to the international statu quo and the development of a foreign policy that would tend to expand Argentine autonomy and, in a broader sense, that of the entire region. ; Luego del derrocamiento del gobierno de Isabel Perón en marzo de 1976, las Fuerzas Armadas argentinas tomaron el Poder. Su propósito fue imponer un modelo económico, político y social que procuraba la transformación profunda de la sociedad, en beneficio de las nuevas fracciones dominantes de la gran burguesía. En este trabajo se caracteriza la política exterior del llamado Proceso de Reorganización Nacional, intentando identificar las continuidades y rupturas de la misma, con especial énfasis en las políticas instrumentadas hacia Estados Unidos y América Latina. Sostenemos que el "proyecto" de inserción externa del régimen autoritario argentino estuvo lejos de proponerse cambios substanciales al statu quo internacional y el desarrollo de una política exterior que tendiera a ampliar la autonomía argentina y, en un sentido más amplio, la de toda la región.
This research examines the characteristics of the development of Latin America in light of its progressive insertion in the world capitalist system. The examination of this socio-historical process should allow us to delineate the probable development alternatives for Latin America. Although the main aspect of the research should focus on the study of the development of the progressive implementation of Latin American social formations, we start from the premise that the framework within which the possible development alternatives will be carried out is excessively determined by the actions of the great power blocks dominated by the great powers worldwide. ; En esta investigación se examinan las características del desarrollo de América Latina a la luz de su progresiva inserción en el sistema capitalista mundial. El examen de este proceso socio-histórico debe permitirnos delinear las probables alternativas de desarrollo de América Latina. Si bien el aspecto principal de la investigación debe centrarse en el estudio del desarrollo de la progresiva implantación de las formaciones sociales latinoamericanas, partimos de la premisa de que el marco dentro del cual se realizarán las alternativas de desarrollo posibles, viene en exceso determinado por las actuaciones de los grandes bloques de poder dominados por las grandes potencias a nivel mundial.
In order to understand the scope of the Latin American integration process, it is convenient to use three different levels of analysis. The first one is the global level, which allows determining the fundamental characteristics of the deep and accelerated change that is being experienced in the world, along with the trends that are observed in terms of the future structuring of world power. A second dimension of analysis corresponds to the Latin American continental level, in which the common elements of its republics come into play in cultural, social, economic and political terms. Finally, we have the level of national analysis regarding the values and interests of each country, where we can determine the possibility of their defense and development. ; Para comprender mejor los alcances del proceso de integración de América Latina resulta conveniente utilizar a tres niveles de análisis diferentes. Un nivel de alcance mundial que permita determinar, por lo menos en sus líneas generales, las características fundamentales del cambio profundo y acelerado que se vive en el mundo y las tendencias que se advierten en cuanto a la futura estructuración del poder mundial. Una segunda dimensión de análisis corresponde al plano continental latinoamericano en el que entran a jugar los elementos comunes de las repúblicas latinoamericanas en términos culturales, sociales, económicos y políticos. Y, por último, el nivel de análisis nacional en el que se determinan los valores e intereses propios de cada país y la posibilidad de su defensa y de su desarrollo.
The purpose of this work is to reflect theoretically on the new characteristics of the international system in which Latin American countries operate. We argue that Latin America since its constitution as a politically autonomous region is characterized by the internationalization of its main internal processes and that the centralization and concentration of decision-making at the international level are the essential feature that would define the nature of the current processes. We conceptualize the international scene as one of transition, since it has an uneven and combined character. By analyzing the current international system from such a perspective, we analytically locate the problem of interdependence and national development. From the point of view of the national state, and consequently, of the population affected by these processes, transnational interdependence puts strong pressure on the respective states to make them a transmission belt for global processes. ; El presente trabajo tiene como propósito reflexionar teóricamente sobre las nuevas características del sistema internacional en el cual se desenvuelven los países latinoamericanos. Sostenemos que América Latina desde su constitución como región políticamente autónoma se caracteriza por la internacionalización de sus principales procesos internos y que la centralización y concentración de la toma de decisiones a nivel internacional vendría a ser el rasgo esencial que definiría la naturaleza de los procesos actuales. Conceptualizamos la escena internacional como de transición, ya que posee un carácter desigual y combinado. Al analizar el sistema internacional actual desde de una perspectiva de este tipo ubicamos analíticamente el problema de la interdependencia y el desarrollo nacional.
