The Church, accepting the paschal gift of peace, carries it onto the next generations of the faithful, at the same time dissociates itself from pacifist ideologies. Nevertheless, it does not fear to use military provenance vocabulary in the proclamation of the Gospel. Freedom that Christ brings may be the foundation of freedom for particular nations and states. After the relatively successful system transformation, some young democratic countries from Central and Eastern Europe which used to receive democratic aid in the 1980s and 90s have engaged as new donors in assisting pro-democratic changes in other post-communist countries. The donor-recipient relations between two post-communist countries can be observed on the example of the development of cooperation between Poland and Ukraine. This paper deals with Polish assistance to new media in Ukraine in from 2007-2017 as a part of supporting democracy in Ukraine under the Polish Cooperation Development Program. Firstly, this work examines whether the Polish government's support of Ukrainian media as part of cooperation development will be sustained regardless of changes in the Polish government. Secondly, the paper explores whether Polish NGOs tailor their projects, financed by the Polish MFA, to the recipients' respective needs and the current situation in Ukraine. By examining Polish media assistance, the authors aim to explain the efforts of the new donor in developing media in a partner country, emphasizing the relation between the involvement of external actors and the presence of independent media which play an important role in democratization processes. ; W efekcie stosunkowo udanej transformacji systemowej niektóre młode, demokratyczne kraje, które jeszcze w latach 80-tych i 90-tych otrzymywały pomoc demokratyzacyjną, zaangażowały się w charakterze nowych donatorów we wspieranie pro-demokratycznych przemian w mniej rozwiniętych państwach. The task that has been formulated in the article consists in showing some general regularities and tendencies in shaping the demographic and economic processes, determination of their mutual relationships and formulation — in outline — of causes of occured changes. A hypothesis has been accepted that the level of demographic development is conditioned by economic development. It's aimed then at obtaining bases to accept or reject a formulated hypothesis, on the ground of empirical research. The coefficient of concordance between levels of economic and demographic development has been used in the elaboration. The research concerns the data for the year 1976 by the voivodeships. Some conclusions appear as a result of the research. The population's development is governed by some specific rules. Obtained results do not confirm the preliminary accepted hypothesis. No concordance has been observed between economic and demographic development in voivodeships. From today's perspective, local self-government regions, including Małopolska, are key entities as far as the allocation of EU funds is concerned, as well as important actors in the process of implementing many tasks in the field of public and development policy. The development of these local government institutions took place at the beginning of the 21st century and they formed, apart from being bound by institutional frameworks, in the course of and partly on the basis of their ongoing activities. One such milestone activity for the self-government of Małopolska was the preparation of the first Development Strategy of the Małopolska Region (2000–2006). This process not only led to the creation of the strategy itself, but also shaped the organization (UMWM) and its future practices. The aim of this article is to analyze to what extent the creation of this strategy could have become an element shaping the organization, in the light of Peter Senge's theory of the learning organization. From this perspective, the authors conclude that the process of creating the analyzed strategy was an important element that influenced the formation of the organization and also that public organizations can learn and consequently that the theories of learning organizations also apply to them. ; Z dzisiejszej perspektywy czasowej województwa samorządowe, w tym Małopolska, to kluczowe podmioty z punktu widzenia rozdysponowywania funduszy unijnych, jak również poważni aktorzy, jeżeli chodzi o realizację wielu zadań z zakresu polityki publicznej i rozwojowej. Jednym z największych osiągnięć procesu transformacji społeczno-politycznej w Polsce jest szeroka decentralizacja sfery władztwa publicznego. Obowiązująca obecnie ustawa o samorządzie gminnym doprowadziła do restytucji zjawiska władzy lokalnej w Polsce, a zarazem stanowiła pierwszy krok do dalszych reform samorządowych zwieńczonych ustanowieniem samorządu powiatowego i wojewódzkiego. Z dniem 1 stycznia 1999 r. wprowadzono zasadniczy trójstopniowy podział terytorialny państwa, którego jednostkami stały się gminy, powiaty i szczególnie nas interesujące województwa. Reforma samorządowa obejmując swoim zasięgiem województwa spowodowała, że nastąpiła istotna zmiana jakościowa, bowiem województwa - regiony uzyskały podmiotowość co usytuowało je na płaszczyźnie partnerskich relacji w stosunku do władz centralnych. Piętnaście lat funkcjonowania samorządu regionalnego w Polsce skłania do refleksji dotyczącej efektywności podjętych wówczas działań i kierunków dalszego rozwoju samorządu na poziomie województwa. Jest to niezwykle istotne, bowiem w demokratycznym, zdecentralizowanym państwie to właśnie samorządowy region odgrywa coraz większą rolę w promowaniu, stymulowaniu i finansowaniu ze środków publicznych inicjatyw służących rozwojowi społeczno-gospodarczemu. Od sprawnej realizacji tych zadań, a także zmiany zasad generowania przychodów budżetowych samorządu, zależy w głównej mierze przyszłe funkcjonowanie województw i to czy będą one mieć wystarczające środki na realizację programów rozwoju regionalnego. ; One of the greatest achievements of the socio-political transformation process in Poland is the extensive decentralization of public authorities. The current law on municipal government has brought about the restoration of the phenomenon of local governance in Poland, thus becoming the beginning of further local government reform, topped with the establishment of district and regional government. January 1, 1999 marks the introduction of the principal three-tier territorial division of the state, organized from then on into municipalities, counties and regions, the latter being of particular interest to us here. The reform of local government encompassed the regions, resulting in a significant qualitative change, as regions were granted the status of separate entities, thus becoming partners in relations with the centralauthorities. The fifteen years of regional government in Poland calls for reflections on the efficiency of the steps taken then, and the directions of further advancement of local government at a regional level. This issue is of utmost importance, since in a democratic, decentralized state, locally governed regions play an increasingly significant role in promoting, stimulating and providing public financing for initiatives serving socio-economic development. Effective fulfillment of these tasks, coupled with changing principles of how to generate the budget revenue of local governments, lies among the main conditions for the future operations of the regions, and ensuring appropriate means to implement regional development projects.
An important feature of the development processes in Mazovia is a deep polarization between Warsaw with its metropolitan area and the rest of the region. The capital (and surrounding municipalities) is a center for innovation in the country, but at the same time it leans more towards imitation of external solutions, rather than creation of original innovations. The situation in rural areas in the region is in this respect much worse. Public policy can stimulate innovative economy in these areas, although this is an extremely difficult task. The article presents recommendations on selected public policies, particularly enabling diversification of economic activities beyond agriculture which seems to be the most desirable direction of modernization changes.

During Poland's Presidency, one of the priorities was to improve military capabilities and crisis management systems. The article characterizes an official position of the Polish authorities in the process of EU integration security system. The last strategic document has been published in May 2017 by the Ministry of National Defense. There have been identified two stages: prior to accession to the EU and Poland's participation in the ESDP/CSDP EU since 2004. Special attention was paid to the lack of interest of the current Polish political authorities in reforming the EU security system.

The author describes several social and peace-making initiatives which were undertaken in the last decades by the Catholic organizations active within the diocese of Mendi in Papua New Guinea. The country gained independence in 1975, but remained culturally diversified. The basic identity for most of the citizens is still related to the tribal level. Political conflicts, corruption, abuse of alcohol and narcotics resulted in the past decades in several outbursts of violence among tribes of the Southern Highlands Province. Since the central government was unable to answer this challenge, the Catholic organizations of the Mendi diocese became very much involved in the peace-making process and other social initiatives. Broad access to all kinds of information along with globalization have given the highest status of importance to the issues related to the environment and its quality. While the crises arising in the past were of class or territorial character, currently they are very often connected with the access to high quality environmental supplies. This is a new kind of risk, and that is why it also requires new political response. The environmental aspects are in the field of interest of each government; they are also included in the programs of political parties, as well as they are the subject of treaties or other international documents. However the term "environment" has become of political importance recently. The environment – becoming the subject of international cooperation and considered as a locus politicus – has caused irreversible changes in the foreign policy. Growing power of public opinion and development of civil society are one of the most important factors stimulating the process of emancipation of the term "environment". But the question arises, why they have played such an important role in the context of the environment? This article is just an attempt to analyze the relationship among the public opinion and civil society versus doctrines concerning the "environment" and ecological consciousness. ; Upowszechnienie dostępu do informacji i globalizacja podniosły do najwyższej rangi zagadnienia związane z problematyką środowiskową. The conception of computerization evaluation in the process of introducing process management in local governments In contemporary conditions organizations look for ways of achieving competitive advantage in any possible areas. Recently they have turned into improvements of their managements systems. One of possible change there is resigning from traditional structures and turning them into processes due to introduction of process management. In the article the authors have pictured the stages through which local governments must move to achieve full level of process maturity. Special research has been conducted to establish how many local governments in Dolnośląskie region have introduced fully process management. Also, the research has enabled to get to know what level of computerization the governments are on and what technologies they use. Moreover, the use of BPM instruments has been examined. The research has shown that local governments in that region are not advanced in terms of process management practices and technologies used.
The paper focused on the role of the leader (individual and collective) in the processes of local development, especially in the programming of local development and community perceived as a learning organization. The analysis concerned the small rural municipalities. The studies allow to make the following conclusions: • Economic success and associated with it the diversification of the rural areas depends on many factors, especially from local activity related to the programming and acquiring of external funds. • A few models of public participation are possible in the programming and the developmental processes. It seems that the stronger social relations and local trust are in the communities, the greater chance is for active using of social development factors, • Currently the most often existing local leader is a group, which guarantees continuity of the development on the local scale regardless of the circumstances, • Local collective leader is also a guarantee for the existence of networks, communication channels between diXerent social groups, that is building the civil society and strengthening of social capital, • women play an increasingly important role among the local leaders.
