Rad se bavi fokusiranim studijama zemljopisno povezanih i zemljopisno nepovezanih zemalja, odnosno regionalnim i komparativnim regionalnim studijama. U prvom dijelu opisuju se uloga i razvoj te vrste studija kao poddiscipline komparativne politike. U drugom dijelu iznose se rezultati kvantitativne analize sadržaja tekstova objavljenih u časopisima kojima je Fakultet političkih znanosti Sveučilišta u Zagrebu izdavač ili suizdavač. Predmet analize su regionalne studije Jugoistočne i Srednje Europe objavljene u tim časopisima. Cilj ovog istraživanja bio je utvrditi koje zemlje u svome okruženju hrvatski politolozi (i drugi autori koji u njima objavljuju na hrvatskom ili engleskom jeziku) najčešće istražuju te s kojim se zemljama Hrvatska najčešće komparira. Istraživanje je pokazalo da kada je riječ o istraživanju regije, politolozi sužavaju svoja istraživanja na zemlje bivše Jugoslavije. ; This article studies the focus studies of geographically connected and geographically not connected countries, i.e. regional and comparative regional studies. In the first part of the article, a description of the role and development of this type of studies as a subdiscipline of comparative politics is provided. In the second part, I present the results of quantitative analysis of the content of articles published in the academic journals published or co-published by the Faculty of Political Science, University of Zagreb. The objects of analysis are regional studies of South-East Europe published in the journals. The main goal of this article is to determine which countries in their regional surroundings are researched the most by Croatian political scientists (and other authors who publish such articles in Croatian or English language in those journals), and which countries Croatia is most often compared to. This research has shown that, with regard to studies of the region, Croatian political scientists mostly focus on the countries of the former Yugoslavia.

U suvremenom društvu pitanja održivog razvoja razvijala su se na različitim razinama, od novih globalnih okvira, preko politika vlada do novih poslovnih modela. U 1980-ima pojam održivi razvoj nastao je iz međuodnosa očuvanja planeta i ispunjavanja ljudskih potreba (IUCN, 1980). Opća ideja koncepta održivog razvoja je zadovoljavanje potreba sadašnje generacije, bez ugrožavanja sposobnosti budućih generacija da zadovolje svoje potrebe (Opća skupština Ujedinjenih naroda, 1987.). Kao jedan od glavnih izazova u ekonomiji i poslovanju, pojam održivog razvoja pojavio se i na širokom području poslovne ekonomije. Cilj ovog rada je pružiti pregled opsežne literature, koja se bavi konceptom održivog razvoja u području poslovne ekonomije. U svrhu analize, korišten je bibliometrijski pristup s višestrukim korespondentnim analizama na bazama baze podataka Web of Science Core Collection database za promatrano razdoblje od deset godina. Rezultati ukazuju na važnost održivog razvoja kao teme, kao i na širok raspon pristupa i raznolikosti podtema koje su povezane s konceptom održivog razvoja u poslovnoj i ekonomskoj literaturi. ; In a modern society, the issues of sustainable development have evolved on different levels, from the new global frameworks over governmental policies to the new business models. In the 1980s, the term sustainable development emerged from the relationship between preserving the planet and meeting human needs (IUCN, 1980). The general idea behind the concept of sustainable development is to meet the needs of the present generation without compromising the ability of future generations to meet their own needs (United Nations General Assembly, 1987). As one of the main challenges in economics and business, the concept of sustainable development has also emerged in the wide area of business economics. The aim of this paper is to provide an extensive literature overview dealing with the concept of sustainable development within a field of business economics. For the purpose of the analysis a bibliometric approach with multiple correspondence analyses has been used on the Web of Science Core Collection database for the observed period of ten years. The results illustrate the importance of sustainable development as a topic, as well as wide range of approaches and variety of sub-topics linked to the concept of sustainable development in business and economics literature.

Delfi metoda se već nekoliko desetljeća koristi kao prognostička metoda kojom se dobivaju podaci iz specifičnih područja istraživanja, a na temelju mišljenja i predviđanja stručnjaka toga područja. Osmišljena kako bi ukazala na trendove i mogući napredak u pitanjima koja se prvenstveno odnose na gospodarstvo, ekonomiju i politiku, uspješnošću u rezultatima pokazala se izuzetno prikladnom i u kvalitativnim istraživanjima odgoja i obrazovanja. Razlog je taj što su suvremena istraživanja usmjerena upravo na predviđanja uspješnosti određenih promjena i reformi u području odgoja i obrazovanja. Provedbi delfi metode u suvremenim istraživanjima u prilog ide ubrzani razvoj i napredak elektroničkih medija, odnosno digitalizacija komunikacije. Time se otvaraju drugačije i bolje mogućnosti provedbe delfi metode, razmjeni informacija, pristupu ispitanicima i obradi podataka. Ovaj rad donosi prikaz delfi metode, počevši od svrhe njene primjene do detaljnih metodoloških smjernica. Rad prvenstveno sadrži osvrt na rezultate suvremenih kvalitativnih istraživanja koja su delfi metodom pristupila problematici u pitanjima odgoja i obrazovanja. Ovim se radom također donose razmatranja uspješnosti primjene delfi metode u odgoju i obrazovanju, ali i neke dileme oko provedbe te istraživačke metode, a koje nalazimo u rezultatima suvremenih istraživanja ovog područja. ; Delphi method was used for several decades as a prognostic method by which information is retrieved from the specific areas of research, and is based on the opinions and predictions of experts in the field. Designed to highlight the trends and possible progress on issues primarily related to the business, economy and politics, the success of the results proved that method can also be very convenient in qualitative research studies in education. Reason for this scientific question lies in a fact that contemporary research studies are particularly focused on predicting the success of certain changes and reforms in the field of education. Implementation of the Delphi method in current research studies is supported by the rapid development and progress of the electronic media, especially digitization of communication. This opens different and better possibilities for implementation of the Delphi method, as well as for the exchange of information, access to respondents and data processing. This paper provides the overview of the Delphi method, starting from the purpose of its application to the detailed methodological guidelines. It primarily includes review of the results of the contemporary qualitative research studies that approached to the issues of education applying the Delphi method. This paper also reviews observations of successful application of the Delphi method in research studies in education, but also some dilemmas of implementation of this method that are found in results of the contemporary studies in this field of research.

Sigurnost je temeljni preduvjet opstanka, djelovanja i razvoja čovjeka, države i društva. Suvremene studije sigurnosti uključuju vojno, političko, socijetalno, gospodarsko i ekološko područje. Unatoč bitnom proširenju i produbljenju interesa, sigurnosne studije u područje interesa nisu uključile socijalnu sigurnost. U radu se propituju razlozi za teorijsko (ne)uključenje socijalne sigurnosti u suvremene sigurnosne studije. Analiza empirijskog činjeničnog obilja upućuje na zaključak o potrebi preispitivanja takvog stajališta. Socijalna sigurnost jest »sigurnosno područje«. Teorijski, analitički i empirijski u radu se dokazuje da socijalna sigurnost i njezini akteri imaju sigurnosne dimenzije zbog čega socijalna sigurnost treba biti dio sigurnosnih studija. ; Security is a fundamental prerequisite for existence, functioning and development of the human, state and society. The contemporary security studies include political, military, societal, economic and environmental sectors. In spite of the substantial widening and deepening of the approaches to security, social security is not included into security studies. This article critically examines the issues and reasons for the lack of inclusion of social security in the contemporary security studies. The analysis of abundant empirical facts suggests the need to reassess this view. This article theoretically, analytically and empirically proves that social security and its actors have a security dimension. Social security should be incorporated into security studies.

U nekim slučajevima, državna, regionalna i lokalna uprava ne prepoznaju baštinu kao nešto važno. Zato je važno imati razvijeno civilno društvo koje može preuzeti tu ulogu. U ovom diplomskom radu obrađuje se tematika civilnog društva te upravljanja baštinom. U uvodnom dijelu rada opisan je pojam baštine te civilno društvo i organizacije civilnog društva koje su njegov integralni dio. U glavnom dijelu rada analizira se povijesni razvoj dviju zaklada iz Ujedinjenog Kraljevstva, a to su: National Trust for Places of Historic Interest or Natural Beauty i English Heritage. Prikazano je kako su se te zaklade razvile u vrlo velike organizacije koje danas imaju značajnu ulogu pri zaštiti i upravljanju baštinom te pri kreiranju raznih kulturnih politika. Prikazana je njihova vrlo duga povijest djelovanja, kao i izuzetni rezultati te različita iskustava na polju upravljanja baštinom u raznim povijesnim kontekstima. U završnom dijelu rada ukratko je prikazan i povijesni razvoj udruge Društvo prijatelja dubrovačke starine iz Republike Hrvatske koja ima iskustvo od gotovo sedam desetljeća na području zaštite i upravljanja baštinom na dubrovačkom području. Glavni zaključak rada je da je najveće postignuće ovih triju entiteta civilnog društva, zasigurno, uspješno zaustavljanje propadanja mnogih baštinskih resursa koji su sačuvani za buduće generacije. ; In some cases, state, regional and local authorities do not recognize heritage as something of importance. Therefore, it is important to have a highly developed civil society that is capable to take on that role. The main subjects of this master's thesis are civil society and heritage management. Rast gradskog stanovništva utječe na održivost i razvoj pametnih regija. Međunarodni standardi mogu pružiti dobre prakse u širokim područjima koja se odnose na ekološke, sigurnosne i društvene aspekte koji doprinose postizanju gospodarskog i održivog rasta, dobrobiti i sigurnosti okoliša. Cilj ove studije je istražiti postoji li povezanost između razine pametnih gradova u različitim regijama i broja certifikata koji bi mogli pokrenuti daljnji razvoj pametnih i održivih gradova. Analizirali smo standarde koji podržavaju razvoj održivih i pametnih gradova iz različitih zemalja i istražili njihov utjecaj na razinu pametnih i održivih gradova. Za mjerenje uspješnosti gradova koristili smo UN-ovu inicijativu za prosperitet grada (CPI) i njezinih šest dimenzija: produktivnost, razvoj infrastrukture, kvalitetu života, jednakost i društvenu uključenost, održivost okoliša i urbano upravljanje i zakonodavstvo. Za analiziranje utjecaja međunarodnih standarda na inicijativu pametnih regija i gradova proveli smo SEM analizu. Rezultati istraživanja potvrđuju da postoji značajna razlika između razine pametnih gradova u različitim regijama i broja certifikata koji bi mogli pokrenuti daljnji razvoj pametnih i održivih gradova. Nadalje, potvrđen je pozitivan utjecaj međunarodnih standarda na razvoj pametnih regija i gradova. Vjerujemo da predstavljeni pristup može pružiti dodatni uvid u čimbenike koji utječu na razvoj pametnih regija i gradova i pokrenuti daljnja istraživanja o toj temi. ; The growth of city population has consequences on the sustainability and development of smart regions. International standards can provide good practices in wide areas related to environmental, security and social aspects that contribute to the achievement of economic and sustainable growth, well-being, and safe environment. The aim of this study is to explore if there is an association between the level of smart cities in different regions and the number of certificates that could initiate further development of smart and sustainable cities. We analysed standards that support the development of sustainable and smart cities from different countries and explored their influence on the level of smart and sustainable cities. To measure the performance of cities we used the UN-habitat City Prosperity Initiative (CPI) and its six dimensions: Productivity, Infrastructure Development, Quality of Life, Equity and Social Inclusion, Environmental Sustainability, and Urban Governance and Legislation. To analyse the influence of international standards on smart regions and cities initiative we conducted SEM analysis. The results of the research have proved that there is a significant difference between the level of smart cities in different regions and the number of certificates that could initiate further development of smart and sustainable cities. Additionally, a positive impact of international standards on the development of smart regions and cities is confirmed. We believe that the presented approach might provide additional insights into the factors which impact the development of smart regions and cities and initiate further studies on the topic.

Nova platforma Europass-a (https://europa.eu/europass/hr) od srpnja 2020. godine dostupna je kao besplatni online instrument za prikazivanje postignutih ishoda učenja, planiranje ili pripremu karijere u Europi, te služi kao potpora građanima Europske unije kako bi lakše prolazili kroz svoj profesionalni razvoj. Kroz platformu Europass-a korisnici mogu izraditi svoj profil, jednostavno pretraživati različite mogućnosti za učenje ili zapošljavanje diljem Europe, primati individualne prijedloge obrazovnih programa ili poslova koji odgovaraju njihovom profilu i interesima, izrađivati, uređivati i pohranjivati životopise, motivacijska pisma i prijave za posao, pohranjivati digitalne vjerodajnice, dijeliti svoj profil s poslodavcima, obrazovnim ustanovama ili karijernim savjetnicima, te koristiti brojne druge usluge. Od navedenih mogućnosti korištenja platforme Europass-a posebno se ističu Europske digitalne vjerodajnice za učenje (Europass Digital Credentials for learning, EDC), odnosno digitalne datoteke koje pojedincima dodjeljuje odgovarajuće obrazovne ustanova, primjerice sveučilišta, kako bi se potvrdio i pružio dokaz o postignutim ishodima učenja. Europske digitalne vjerodajnice za učenje mogu se koristiti za postignuća kroz sve oblike učenja, formalna, neformalna i informalna. Digitalne vjerodajnice imaju jednaku pravnu vrijednost kao potvrde, diplome i druge vjerodajnice u papirnatom obliku, a visokoškolskim ustanovama omogućuju besplatno i sigurno izdavanje. Platforma Europass-a omogućuje sigurnu pohranu i dijeljenje digitalnih vjerodajnica. Besplatnim i sigurnim sustavom Europskih digitalnih vjerodajnica za učenje upravlja Europska komisija. Ideja o uključivanju Sveučilišta u Splitu u procese razvoja i provedbe platforme za Europske digitalne vjerodajnice za učenje javila se u vrijeme jasnog interesa rektora, prof. dr. sc. Dragana Ljutića, i njegovih suradnika za jačanje internacionalizacije, relevantnosti i kvalitete studijskih programa i znanstvenih istraživanja. U suradnji s partnerskim sveučilištima Europskog sveučilišta mora (European University of the Seas, SEA-EU), razvijene su projektne aktivnosti za testiranje i provedbu za neformalna i informalna učenja, kao i za dodjelu diploma stečenih kroz sveučilišne preddiplomske, diplomske i poslijediplomske studije. Kroz aktivnosti Europskog sveučilišta mora, Europske digitalne vjerodajnice za učenje povezuju se s drugim europskim inicijativama u visokom obrazovanju, kao što su osiguravanje kvalitete i automatsko priznavanje visokoškolskih kvalifikacija i dijela studiranja. Prednosti Europskih digitalnih vjerodajnica za učenje proizlaze iz brzog i pouzdanog izdavanja diploma i drugih vjerodajnica, njihovog pregleda, pohrane i dijeljenja s poslodavcima i drugim pojedincima i institucijama. Glavna prednost za sva sveučilišta, pa tako i za Sveučilište u Splitu, povezana je s potencijalnim povezivanjem s mjerljivim pokazateljima provedbe osiguravanja kvalitete u Europskom prostoru visokog obrazovanja, tj. povezivanjem s Bazom podataka rezultata vanjskog osiguravanja kvalitete (DEQAR). Visokoškolskim ustanovama, posebno sveučilištima u okviru Europskih sveučilišta mora, Europske digitalne vjerodajnice za učenje donose niz prednosti koje se mogu koristiti za olakšavanje mobilnosti studenata, izgradnji fleksibilnijeg učenja usmjerenog na studente, poticanju cjeloživotnog učenja, stvaranju snažnijih veza s poduzetnicima i izgradnji boljih veza između obrazovanja, istraživanja i inovacija. Tijekom 2021. godine, Sveučilište u Splitu uspješno je dodijelilo nekoliko stotina pojedinačnih Europskih digitalnih vjerodajnica za sudjelovanja u nekoliko neformalnih i informalnih aktivnosti, čime je postalo prvo visokoškolsko učilište koje je uspješno koristilo platformu Europass-a za dodjelu Europskih digitalnih vjerodajnica za učenje. ; The new Europass platform (https://europa.eu/europass/en) is available as a free online tool from July 2020 for documenting learning outcomes, planning and career preparation in Europe, and serves to support the citizens of the European Union in managing their professional development. Through the Europass platform, users can create their own profile, easily search for different learning or employment opportunities across Europe, receive proposals for educational programmes or jobs that match their profile and interests, create, edit, and store CVs, cover letters and job applications, store digital credentials, share their profile with employers, educational institutions, or career counsellors, and use many other services. Among the mentioned possibilities of using the Europass platform, European digital learning credentials stand out (Europass Digital Credentials for learning, EDC), i.e., digital files assigned to individuals by appropriate educational institutions, such as universities, to validate and provide evidence of learning outcomes. Europass digital learning credentials can be used for achievements in all forms of learning, formal, non-formal and informal. Digital credentials have the same legal value as certificates, diplomas and other credentials in paper form, and allow higher education institutions to issue them free and securely. The Europass platform enables secure storage and sharing of digital credentials. The free and secure Europass Digital Learning Credentials system is managed by the European Commission. The idea of involving the University of Split in the processes of development and implementation of the platform for Europass digital learning credentials arose at a time of a strong interest of the Rector, prof. Dragan Ljutić, PhD, and his associates in strengthening the internationalization, relevance and quality of study programmes and scientific research. In collaboration with the partner universities of the European University of the Sea (European University of the Seas, SEA-EU) the project activities for testing and implementation for non-formal and informal learning have been developed, as well as for the award of diplomas obtained in university undergraduate, graduate, and postgraduate study programmes. Through the activities of the European University of the Sea, European digital learning credentials are linked to other European initiatives in higher education, such as quality assurance and automatic recognition of higher education qualifications and periods of study. The benefits of European digital learning credentials stem from the rapid and reliable issuing diplomas and other credentials, their review, storage and sharing with employers and other individuals and institutions. The main advantage for all universities, including the University of Split, is related to the potential association with measurable indicators of quality assurance implementation in the European Higher Education Area, i.e., connection with the External Quality Assurance Results Database (DEQAR). For higher education institutions, especially the European Maritime Universities, the Europass Digital Credentials for Learning bring many benefits that can be used to facilitate student mobility, build more flexible student-centred learning, foster lifelong learning, build stronger links with entrepreneurs, and build better links between education, research, and innovation. During 2021 the University of Split successfully issued several hundred Europass Digital Credentials to participants in several informal and informal activities, making it the first higher education institution to successfully use the Europass platform to issue Europass Digital Credentials for Learning.

Ovaj rad problematizira odnos održivog razvoja i geopolitike Like. Razmatraju se različiti faktori koji utječu na potencijal održivosti Like i, na osnovu njih, njezino geopolitičko pozicioniranje ili repozicioniranje. Promišlja se o utjecaju povijesnog razvoja Like na potencijale održivosti i njezine geopolitike danas. Metodama intervjua, analizom primarnih i sekundarnih izvora te studijom slučaja dokazalo se kako povijesni razvoj Like deterministički utječe na njezinu sadašnjost i budućnost potencijalno temeljenu na principima održivog razvoja i geopolitičkog repozicioniranja. Problematizira se i pitanje ličkog identiteta i mikro-geopolitičkih odnosa jedinica lokalne samouprave kao geopolitičkih aktera na području Like, kako bi se odgovorilo na pitanje- je li Lika imaginarna regija. Zaključuje se kako je po svemu, osim po geografskim međama, moguće tvrditi kako se radi o imaginarnoj regiji, točnije konstruktu kojeg je teško jednoznačno definirati, a koji je posljedica povijesnog razvoja same regije. Studijom slučaja dolazi se do zaključka da je Gospić nametnut kao središte regije, ali kroz povijest nije uspio opravdati dodijeljenu mu ulogu predvodnika razvoja regije i aktera kojem je dodijeljena zadaća ujedinjavanja Like na temelju zajedničkog identiteta. Također se pokazalo da je geopolitička važnost Like kroz različita povijesna razdoblja utjecala na nemogućnost primjene modela razvoja temeljenog na principima održivosti. ; This paper questions the relationship between sustainable development and geopolitics of Lika. Different factors affecting the potential of Lika's sustainability and, according to them, its geopolitical positioning or repositioning are considered. It is about the influence of the historical development of Lika on the potentials of sustainability and its geopolitics today. Sveučilište u Zagrebu Tekstilno-tehnološki fakultet (u nastavku Fakultet) međunarodno je priznata obrazovna i znanstvena institucija te vodeća nacionalna i regionalna visokoškolska i istraživačka ustanova u području tekstilnog inženjerstva i tehnologije te modnog dizajna. Fakultet je prepoznatljiv po inovacijama koje su osnova za prijenos znanja u gospodarstvo i temelj njegova razvoja. Znanstvena i umjetnička istraživanja usmjerena su potrebama društvenog i gospodarskog razvoja, a nastavni je proces usklađen s potrebama tržišta rada i društva. Većina nastavnika Fakulteta djeluje u tehničkom području, polje tekstilne tehnologije čiji se rad nadopunjuje i isprepliće s radom nastavnika u umjetničkom, prirodoslovnom, društvenom i humanističkom području te ostalim poljima unutar tehničkog područja s ciljem sinergije, jačanja međusobne povezanosti i interdisciplinarnosti ne samo nastavnog nego i znanstveno-istraživačkog, umjetničkog i stručnog rada. Rad Fakulteta i njegova prepoznatljivost, u regiji i svijetu, temelji se na 60-godišnjem iskustvu u izvođenju tekstilnog studija na Sveučilištu u Zagrebu te 30-godišnjem samostalnom djelovanju Fakulteta kao sastavnice Sveučilišta u Zagrebu. U ovih je 60 godina Fakultet dao vrijedan doprinos razvoju gospodarskog sektora u području proizvodnje tekstila, odjeće, kože i obuće, prvenstveno obrazovanjem visokokvalitetnih diplomiranih inženjera, inženjera, sveučilišnih prvostupnika inženjera i magistara inženjera, ali i provođenjem međunarodnih i nacionalnih znanstvenih, razvojno-istraživačkih, tehnologijskih i stručnih projekata. Postojeće stanje i pozicija Fakulteta u zemlji, regiji, EU-u i svijetu proizašlo je iz razvojnih vizija svih uprava i djelatnika koji su kontinuirano radili na unapređenju nastavnog, znanstveno- istraživačkog, umjetničkog i stručnog rada. Prva strategija razvoja Fakulteta usvojena je 2014. godine za razdoblje 2014. - 2020. te su prvi put uvedeni pokazatelji za praćenje učinaka po pojedinim područjima djelovanja. Ovaj je dokument strateški okvir razvoja nastavne, znanstveno-istraživačke, inovacijske, umjetničke i stručne djelatnosti Fakulteta te razvoja organizacije i poslovanja, infrastrukture i sustava osiguranja kvalitete za razdoblje od 2021. do 2027. godine. Strategija razvoja Sveučilišta u Zagrebu Tekstilno-tehnološkog fakulteta izrađena je u skladu s dokumentima Europske komisije, Vlade Republike Hrvatske i Sveučilišta u Zagrebu, a to su: • Program "Obzor Europa" – Okvirni program za istraživanja i inovacije (2021. - 2027.) • Dokument Europske komisije o Održivoj Europi do 2030. Strategija razvoja Sveučilišta u Zagrebu Tekstilno-tehnološkog fakulteta za razdoblje 2021. - 2027. usvojena je na 11. redovitoj sjednici Fakultetskog vijeća održanoj 20. rujna 2021. godine. ; University of Zagreb Faculty of Textile Technology (hereinafter: the Faculty) is an internationally recognized educational and scientific institution and a leading national and regional higher education and research institution in the field of textile engineering, textile technology and fashion design. The Faculty is recognizable for its innovations, which are the foundation for knowledge transfer into the economy and its development. Scientific and artistic research is focused on the needs of social and economic development, and the teaching process is harmonised with the needs of the labour market and the society. Most faculty teachers operate in the technical field and the field of textile technology, and their work is complemented and intertwined with the work of teachers in artistic, natural, social and humanistic and other fields with the aim of creating synergy, strengthening cooperation and interdisciplinarity not only in teaching, but also in scientific research, artistic and professional work. The work of the Faculty and its recognisability in the region and the world are based on 60 years of experience in conducting textile studies at the University of Zagreb and 30 years of independent work of the Faculty as a component of the University of Zagreb. In these 60 years, the Faculty has made a valuable contribution to the development of the economic sector in the field of textile, clothing, leather and footwear production, primarily by educating high-quality graduate engineers, university bachelors and master engineers, but also by implementing international and national scientific, developmental, research, technological and professional projects. The existing state and position of the Faculty in the country, the region, the EU and the world, stems from the developmental visions of all departments and employees who have continuously worked on improvement in teaching, scientific research, artistic and professional work. The first Strategy for the Development of the Faculty was adopted in 2014 for the period 2014-2020, and this document is the first to introduce indicators for monitoring the effects by individual areas of activity. This document is a strategic framework for the development of teaching, scientific research, innovation, artistic and professional activities of the Faculty and the development of organization and business, infrastructure and quality assurance system for the period from 2021 to 2027. The author looks at the development & significance of the modern constitution. According to him, except for institutionalization of politics, the modern constitution affirms the goals of the political order. Constitutional concerns dwell mostly on the valorization of human rights, a commitment to democracy, & the legal & social state. The modern constitution remains the object of constitutional studies, & precedes the establishment of other forms of law. At its foundations, the modern constitution represents a political union, demarcating a political regime, & citizens remain free to pursue their own interests in social, economic, & political spheres. The two underlying conceptions of the constitution are distinct: on one hand, Thomas Paine established the philosophical underpinnings of the American-European constitutional order (rational & voluntary); on the other hand, the English model licenses constitutional rights in the institutions. Relativized are the differences between the two visions: the instrumental & symbolic functions of the constitution. The former is the outcome of political processes that specify laws & establish limits to political power. The latter is a symbolic function of a good & just society. More than a decade has passed since the momentous events of 1989 that changed the world order & redefined the geopolitics of Central Europe. This is the right moment to assess the results of these changes & discuss the future of that region. A review of past & contemporary comparative studies indicates Central Europe differs from the postcommunist East (the former Soviet Union) & the Southeast (the former Yugoslavia with the exception of Slovenia) & Albania in several ways: (1) The Central European states overthrew their communist regimes earlier & in a more decisive manner than the USSR. (2) The economic transformation of Central Europe, though not completely smooth, is nevertheless much smoother than the transformation of the member countries of the CIS. (3) The postcommunist societies differ in the pattern by which their systems of social stratification changed after the collapse of their communist regimes. (4) There are big differences between the Central European postcommunist states, including the Baltic states on the one hand, & the CIS members & Yugoslavia on the other, regarding their international orientation. The author highlights three significant events that are going to leave their trace on the regional geostrategic situation: NATO's eastern expansion, NATO's campaign against SRY, & the election of Vladimir Putin as President of Russia. The paper deals with the development of political theory in Slovenia since 1990. It surveys the development of the discipline & traces its roots back to the beginning of political theory studies in 1961. Authors, ideas, books & approaches are discussed. The paper challenges the assumption that studies of political theory share a similar destiny in Central & Eastern Europe by showing that there have been no breaks or rifts in political theory in Slovenia, but that one can rather speak of evolution, where the next period is based on the previous.
