In March 2020 the European Commission adopted exceptional state aid rules in the context of the COVID-19 outbreak caused by coronavirus SARS-CoV-2. Its goal is to enable member states to support their economy using aid measures, which under current state aid rules are either not possible to be issued at all or only after time consuming notification procedures. This so-called Temporary Framework1 is being presented as a significant tool with several possibilities such as aid for research and development projects and research infrastructures. Since its adoption, dozens of measures across the whole European Union have been notified, using different sections of the Temporary Framework according to their focus. This article is concerned with the practical use and impact of such sections regarding R&D aid, with the underlying questions as to what extent the presentation of the Temporary Framework is justified.

The article aims to identify the development phases in the process of the regional differentiation in the Czech Republic after 1989, & examines whether this differentiation trend is currently changing. The assumption the article's hypothesis is based on is that during recent development the basic 'parameters' of the principal features of the country's regional structure have been stabilized amidst the conditions of parliamentary democracy & a market economy. Unlike the first phases of socio- economic transition, when differentiating trends prevailed, a certain degree of stabilization can now be assumed, alongside the emergence of new trends. The development of regional differences was analyzed using indicators of GDP, the unemployment rate, entrepreneurial activity, & tax revenue from self- employed physical persons. The findings show that over the course of the 1990s regional differences intensified at both the mezo- regional (regional) level & the micro- regional level. It was also confirmed that at the turn of the millennium the phase of divergent regional development ended, & since that time regional differences have hovered around the same level.

The social transformation in post- totalitarian countries is characterized by extraordinarily dynamic differentiation tendencies. With respect to social groups & territorial communities, these tendencies differ or are even contradictory, resulting in an internal social & territorial polarization in the national systems concerned. These polarization processes are, on the one hand, a reaction to the equalizing tendencies in communist countries, and, on the other hand, are the result of the need for qualitative changes to social structures. One such structure is the regional organization of society, which owing to the heterogeneous nature of the conditions it exists in has very specific features. Essentially it is the environmental organization of society, where the effects of social & natural factors are combined. Consequently, there is typically a higher level of territorial inequality in the distribution of economic activities than in social distribution, and, by contrast, less variability of geographical differentiation than social differentiation. These features are demonstrated in an empirical analysis of the current development in the Czech Republic, wherein a distinction is made between two ways of assessing regional distribution. First, there is the assessment of differentiation of the territorial intensity of economic activities (economic aggregate/km2). Second, there is the assessment of relative economic & social development (economic aggregate/inhabitant). Despite the differences in the level & variability of the two types of regional differentiation, there are similar trends in their development, heading towards greater inequalities.

"This article deals with the relationship between public opinion and rumour from ancient times, through the Middle Ages and right up to today. It will examine the terms which were used and which often depended not just on a particular author but usually an entire social class. The most often used terms to describe opinion, fama and existimatio, occurred in the speeches of politicians which were presented as the valuable opinions of the elite whereas the concepts opinio, rumor or sermo were considered as low value and unreliable opinions of plebeians to whom the ruling classes attributed the spreading and creation of rumours. The concept of fama, more often fama publica, indicated in the Middle Ages a local network of knowledge, a mechanism for the collective evaluation of an individual. In this sense it played an important role in the courts of law. The issue of rumours is common to all subsequent historical periods because public opinion usually both generated, and was supported, by rumour. The article also puts forward a hypothesis why the all-powerful fama dissapeared from the courtrooms, why it lost its significance and became purely a rumour." (author's abstract)

The aim of the article is to describe the relations between institutions in the public, private and non-profit sectors that are considered the most important actors of negotiation and decision-making in local development. These institutions and the relations between them are defined as a social network. A study was carried out in the small Czech towns of Blatná, Český Krumlov and Velké Meziříčí, and data were collected in 2007 and 2008. The first part of the article describes the institutional actors, the collection of the relational data, and the context of the three towns that were studied. The analytical part consists of social network analysis. Basic quantitative characteristics are used to describe and compare the social networks of the institutional actors in the local development of the three towns. The conclusions indicate the unconditional significance of local public administration institutions and the significance of other local institutions; relations to extra-local institutions are rather weak. A section on methodology at the end of the article contains methodological notes on Hellinger divergence and SNA.

Out of 21 aimags, Khovd, Arkhangai, Uvurkhangai, Khentii and Bulgan aimags set an objective of prioritizing green development on their local level. This paper is based on the project "Conducting environmental and social vulnerability research of soums in five aimags leading in green development and developing strategy recommendation" and it is written using Khovd aimag as a case study. Here, in Khovd aimag's 17 soums, we evaluated eight variables including drought-dzud index, vegetation index, preventable livestock loss, prepared hay and fodder, pasture use index, degree of desertification, land degradation and surface water loss, allowing us to make an integrated assessment of ecological vulnerability. According to our analysis, the Gobi desert steppe region was defined as most vulnerable among environmental zones, and out of a total of 17 soums Altai, Uyench, Zereg, Chandmani and Duut soums were defined as most vulnerable, followed by Must, Darvi, Munkhhairkhan, Mankhan and Myangad soums. There is a need to give top priority to the planning and implementation of green policy in these ecologically more vulnerable soums by increasing their "green" budget. This will allow them to develop their capacity to adapt to climate change, decrease their vulnerability, to conduct optimal management of pasture use and have targeted preparation of hay and fodder.

The article explores the connections between the performance of the Czech regional governments, the economic development of the regions, & the level of social capital in the regions. Analyses suggest that there is no relationship between regional government performance & the economic performance of the regions, & no relationship between regional government performance & the level of social capital in the regions. Government performance does not appear to be dependent on either of these two factors. Some positive statistical relationships do exist between the level of social capital & the economic performance of the regions. This relationship is stronger when the dynamics of the changes are evaluated -- economic growth in the period between 1995 & 2004 was significantly higher in regions with a higher level of social capital. Analyses also revealed the strong effect of another factor -- the level of human capital as measured by the education of the population -- on all the other observed parameters of the regions. The regions with more educated inhabitants recorded more rapid economic growth, a higher level of social capital, & better performing governments.
