Polish national parishes of the Roman Catholic Church in the United States of North America were the most important institutions in exile in this country. The greatest development occurred during farmers' emigration from Poland's land (1870-1914). The first Polish parish was created in 1854 in Panna Maria in Texas. In 1870 there were 10 such parishes, and in 1910 over 500. Each parish had from over a dozen families to several tens of thousands of the faithful. In 1880 there were around 2 thousand faithful to one priest, and in 1910 – around 4 thousand. From 1870 onwards, there were two clashing trends attempting to unify American Poles: one (Polish Roman Catholic Union of America) strove to integrate social and political activity around church institutions (parishes, Catholic associations), the other one – Polish National Alliance, did it concentrating on national organizations. Both fractions trying to maintain the cultural integrity of Poles – the Republic of Poland's independence – were very popular with Polish clergy. In December 1912, the leaders of the largest Polish organizations established the National Defense Committee. On 8 June 1913, the Polish National Council was created, 2 October 1914 – the National Council and the National Defense Committee appointed the Central Polish Committee. After 1900 two political trends developed in Poland, and each of them sought support among American Poles. Both Roman Dmowski and Józef Piłsudski attempted to receive financial aid. In the mid-1913, Dmowski established the Polish National Committee, which was later transformed into the Polish National Department. Similarly, the Polish community in the USA, due to different attitudes to Poland's independence was divided into two fractions. The National Department shared Dmowski's views while the National Defense Committee shared Piłsudski's views. Ignacy Paderewski, who came to the United States in May 1915 tried to reconcile both parties. From 1 July 1917 onwards, he was formally authorized to represent the organization of the Polish community while talking to the authorities of the United States. American Poles, irrespective of their views, tried to achieve their goals by being active in various fields and striving to influence President Thomas W. Wilson. All efforts made by Ignacy Paderewski and the Polish National Committee based in Paris proved to be effective. Polish parishes became the basis for the recruitment to the Polish Army. In November 1917, 35 395 people declared their readiness to join the army. President Wilson gave in to the pressure of the Polish community, and on 8 January 1918, he issued the fourteen-point resolution, in which the 13th point of the peace program devoted to Poland stated that: 'An independent Polish state should be erected(…)which should be assured a free and secure access to the sea.' ; Polskie parafie narodowościowe Kościoła rzymskokatolickiego w Stanach Zjednoczonych Północnej Ameryki były najważniejszą instytucją wychodźstwa polskiego w tym kraju. Od 1870 r. wśród Polonii amerykańskiej ścierały się dwa kierunki starające się jednoczyć Polaków amerykańskich: jeden (Zjednoczenie Polskie Rzymsko Katolickie) dążyło do zintegrowania działań społeczno-politycznych wokół ośrodków kościelnych (parafii, towarzystw katolickich), drugi - Związek Narodowy Polski robił to w oparciu o organizacje narodowe. Obydwa odłamy dążąc do zachowania integralności kulturowej rodaków, ze względu na cel nadrzędy - niepodległość Rzeczpospolitej - cieszyły się poparciem polskiego duchowieństwa. W grudniu 1912 r. przywódcy największych polskich organizacji utworzyli Komitet Obrony Narodowej. 8 czerwca 1913 r. powołano Polską Radę Narodową. 2 października 1914 r. - Rada Narodowa i Komitet Obrony Narodowej powołały Centralny Komitet Polski. Po r. 1900 rozwinęły się w Polsce dwa zasadnicze nurty polityczne, z których każdy szukał poparcia wśród Polaków amerykańskich. Zarówno Roman Dmowski, jak i Józef Piłsudski zabiegali o ich wsparcie finansowe. W połowie r. 1913 Dmowski założył Komitet Narodowy Polski, który później przemianowany został na Wydział Narodowy Polski. Podobnie Polonia amerykańska ze względu na różnicę poglądów co do sprawy niepodległości Polski podzielona była na dwa zasadnicze odłamy. Wydział Narodowy podzielał pogląd Dmowskiego. Komitet Obrony Narodowej podzielał pogląd Piłsudskiego. Zwaśnionych od maja 1915 r. próbował godzić przybyły do Stanów Zjednoczonych Ignacy Paderewski. Od 1 lipca 1917 r. legitymował się on formalnym pełnomocnictwem liczących się w strukturze Polonii organizacji do reprezentowania ich wobec władz Stanów Zjednoczonych. Polacy amerykańscy bez względu na przekonania, starali się osiągnąć swoje cele poprzez rozwijanie aktywności na wielu płaszczyznach, usiłując wpłynąć na prezydenta Thomasa W. Wilsona. Skuteczne okazały się wysiłki podjęte przez Ignacego Jana Paderewskiego i Komitet Narodowy Polski z siedzibą w Paryżu. Polskie parafie stały się podstawą akcji rekrutacyjnej do Armii Polskiej. W listopadzie 1917 r. gotowość do wstąpienia do Armii Polskiej we Francji zgłosiło 35 395 osób. Prezydent Wilson ulegając presji Polonii, 8 stycznia 1918 r. sformułował czternastopunktową rezolucję, w której trzynasty punkt programu pokojowego poświęcił Polsce, stwierdzając, iż: "ma być utworzone niepodległe państwo polskie z wolnym dostępem do morza".
The text is an attempt to analyze the international political situation in the security sector in the context of the crisis which has arisen as a result of the aggressive actions of the Russian Federation in relation to Ukraine: in particular the forcible annexation of the sovereign territory of Ukraine in violation of all the principles and norms of international law and the inspiration of the armed conflict in the eastern regions of Ukraine. For the first time after the end of the World War II aggression has become a fact of reality in European politics. Pan-European and transatlantic security institution – the Organization for Security and Cooperation in Europe – was not sufficiently effective mechanism for crisis management. In two years, the conflict in eastern Ukraine killed about 10 thousand men. The conflict in Eastern Ukraine has radically changed the perception of security in Europe. The problem is that Ukraine, like most of the "new democracies" of Eastern Europe as a result of the transformation processes of the early 90th appeared in a "gray zone" of security. Most of the Eastern European countries overcame the security gap by joining NATO/EU. At the same time, Ukraine remained in the buffer zone and became an object of intense economic, political, informational and military pressure from the Russian Federation. As a result, Ukraine is forced to rely primarily on their own capabilities and the military-industrial potential (not being part of the European collective defense/security), on the other – the international political, economic, informational support from the international community plays a key role in the possibility of Ukraine resist aggression. However, the crisis has led to a certain re-evaluation of existing regional security system: 1) The failure of attempts to build a pan-European security system became obvious; 2) The OSCE in Ukrainian crisis has created a platform for the negotiations and the peace process, but did not provide, at least until now, the mechanism of a real resolution to the crisis; 3) The question of inefficiency, lack of prospects and obsolescence of NATO as a collective security organization may be withdrawn from the agenda; 4) There is an activization of existing and search for new formats of cooperation between European countries in the development and improvement of the international security system in Europe. ; W artykule podjęto próbę analizy bezpieczeństwa w wymiarze polityczno-międzynarodowym w kontekście kryzysu wywołanego agresywnymi działaniami Federacji Rosyjskiej wobec Ukrainy – w szczególności aneksji części terytorium Ukrainy przy użyciu siły z pogwałceniem wszelkich norm prawa międzynarodowego oraz "instalacji" konfliktu zbrojnego we wschodnich obwodach państwa ukraińskiego. Po raz pierwszy od zakończenia II wojny światowej agresja stała się rzeczywistością polityki europejskiej. Ponadto ogólnoeuropejskie i transatlantyckie struktury bezpieczeństwa – Organizacja Bezpieczeństwa i Współpracy w Europie – nie jest zbyt efektywnym mechanizmem zarządzania kryzysowego. W ciągu dwóch lat konfliktu zginęło ok. 10 tys. osób. Konflikt na wschodzie Ukrainy radykalnie zmienił postrzeganie bezpieczeństwa na kontynencie europejskim. Problemem jest to, że Ukraina jak większość "nowych demokracji" Europy Wschodniej w wyniku procesów transformacyjnych znalazła się w szarej strefie bezpieczeństwa. Większość wschodnioeuropejskich państw rozwiązało problem security gap, wstępując do NATO i UE, podczas gdy Ukraina pozostała w szarej strefie, stając się celem ekonomicznych, politycznych, informacyjnych i wojskowych nacisków ze strony Federacji Rosyjskiej. Po pierwsze, w wyniku rozwoju kryzysu Ukraina jest zmuszona w pierwszej kolejności liczyć na własne możliwości i potencjał wojskowo-przemysłowy (nie będąc częścią europejskiego systemu bezpieczeństwa kolektywnego/obronnego). Po drugie, wsparcie polityczne, ekonomiczne i informacyjne ze strony społeczności międzynarodowej odgrywa kluczowe znaczenie w kontekście przeciwstawienia się Ukrainy rosyjskiej agresji. Razem z tym kryzys doprowadził do przewartościowań w zakresie istniejących w regionie systemów bezpieczeństwa: 1) możemy konstatować nieudane próby wybudowania ogólnoeuropejskich mechanizmów zagwarantowania bezpieczeństwa; 2) OBWE stworzyło platformę rozmów w ramach pokojowego rozwiązania konfliktu, ale nie wybudowała do tej pory realnego mechanizmu rozwiązania konfliktu; 3) NATO jako system bezpieczeństwa kolektywnego nie powinno być traktowane w kategoriach nieefektywności, archaiczności i braku perspektyw; 4) pojawiły się formy aktywizacji istniejących i poszukiwanie nowych form współpracy pomiędzy państwami europejskimi w celu rozwoju i doskonalenia systemów bezpieczeństwa międzynarodowego w Europie. ; Текст является попыткой анализа международно-политической ситуации в секторе безопасности в контексте кризиса, возникшего в результате агрессивных действий Российской Федерации по отношению к Украине: в частности насильственная аннексия части суверенной территории Украины в нарушение всех принципов и норм международного права и инспирирования вооруженного конфликта в восточных областях украинского государства. Впервые после завершения Второй мировой войны агрессия стала фактом действительности европейской политики. При этом общеевропейская и трансатлантическая структура безопасности – Организация по безопасности и сотрудничеству в Европе – оказалась не достаточно эффективным механизмом кризисного урегулирования. За два года конфликта погибло около 10 тыс. человек. Конфликт на востоке Украины радикально изменил восприятие безопасности на европейском континенте. Проблемой стало то, что Украина, как и большинство «новых демократий» Восточной Европы в результате трансформационных процессов начала 90-х гг. оказались в «серой зоне» безопасности». Большинство восточно-европейских государств решило проблему security gap путем присоединения к НАТО/ЕС. В то же время Украина остались в этой «зоне» и стала объектом интенсивного экономического, политического, информационного и военного давления со стороны Российской Федерации. В результате развития кризиса с одной стороны Украина вынуждена полагаться в первую очередь на свои собственные возможности и военно-промышленный потенциал (не будучи частью европейской системы коллективной обороны/безопасности), с другой – международно-политическая, экономическая, информационная поддержка со стороны международного сообщества играет ключевую роль в возможности Украины противостоять агрессии. Вместе с тем, кризис привел к определенной переоценке существующих в регионе систем безопасности: 1) Можно засвидетельствовать провал попыток выстроить общеевропейские механиз- мы обеспечения безопасности; 2) ОБСЕ создала платформу для переговоров и мирного процесса, но не обеспечила, по крайней мере, до сих пор, механизма реального урегулирования кризиса; 3) Вопрос о неэффективности, бесперспективности и устарелости НАТО как организации коллективной безопасности может быть снят с повестки дня; 4) Происходить активизация существующих и поиск новых форматов сотрудничества между европейскими государствами в целях развития и усовершенствования системы международной безопасности в Европе.
The vast literature on European political parties is dominated by works focused on analyzing activities of the highest branches of state governments. Yet, it is difficult to be surprised by this state of affairs — in Europe, central authorities remain as the main political decision-makers, both in terms of internal affairs and foreign policies. However, it does not change the fact that political parties active in and submitting electoral candidates throughout any given country are not the only entities influencing the quality of political decisions made. It is particularly the case in federation countries and the so-called regional states, where regional parties, as well as their particular variety — ethno-regional parties — gain increasing political significance. The intensification of research on the position of regional parties in political systems of individual European states, especially on the subject of their presence in representative organs on four levels — European, state, regional, and local — is definitely justified. The first argument in favor of such research is the fact that in contemporary Europe, these groupings play a major role in establishing regional imagined communities. As a consequence, scientists must attempt to redefine the existing relations between the core and the periphery. The second argument is the fact that in Western European countries, the relevance level of regional parties is rather high, which indicates that the field of operations for such parties is still widening. Thirdly, regional parties are indeed a political occurrence characteristic for "old Europe" states, but they can also be found in Central and Eastern European countries. It means that conducting research on Western European regional parties conducted in Poland can be particularly significant. Poland is a rather unitary state and a change in the constitutional order, adopted in 1997, which establishes such a form of regime, is rather unlikely. It does not mean however, that the influence of Western European standards will not have an impact on political events in Poland and the shaping of the local political scene. An indepth analysis of solutions adopted in individual Western European states in terms of the capacity for representational participation of regional collectives in electoral representative organs on European, national, regional, and local levels can allow for drawing appropriate conclusions and a substantive evaluation of chances of and threats to democracy, which result from including political representatives of regional collective into lawmaking and — in a wider context — the workings of the political system. Fourthly, an analysis of the functioning of regional parties in the framework of European political systems can significantly contribute to the understanding of some factors conditioning the so-called "unfreezing process" of political systems. Finally, it should be noted that despite the existence of several classifications of political parties, the authors researching the matter today usually propose the adoption of a division into party "families", since the main "rivalry poles" are similar in most European states. The assumption of divisions based on doctrinal stereotypes is the reason many authors question the purposefulness of including regional and ethnic parties in classifications, which indicate the existence of ideological "families". It does not, however, change the fact that they comment on the matter of the existence of such groupings in their works, which is why we can assume that this is a consequential research issue. Contemporary Spain is undoubtedly one of the most interesting examples of a European state, where the political rivalry between the core and the periphery indicates the existence of a substantial sociopolitical division in this aspect. It is clear that any attempt to describe the functioning of its party system based solely on a classification formed using traditional doctrinal stereotypes must lead to an incomplete, heavily distorted image. The political processes in this country during the last 150 years show that the socio-political division between the core and the periphery is not any less vital in Spain than the divisions based on the attitudes towards economic and ideological issues. It is clear there that at the turn of the second decade of the 21st century, in the midst of a serious economic crisis, the disappointment in elite politics on the political core level resulted in the rise of popularity of regional parties. It should be noted here that the research on Spanish parties from this party "family" must be coupled with devoting particular attention to a subtype of groupings, which advocate ethnic values. This is due to the specificity of periphery regions, differing from other state areas in language, customs or tradition of political institutions, but also in using these differences in political play by ethno-regional parties. From the perspective of a highly centralized state such as Poland, it definitely merits to examine the case of Spain. The first argument in favor of researching this field is the fact that despite granting autonomic rights to all regions of Spain, the state still retains the form of a unitary state. This work is therefore an analysis of occurrences within the context of a similar form of state, as opposed to those happening in a federation — a form foreign to Polish tradition. Secondly, adding to Polish literature and therefore widening the knowledge of regional parties in Spain may be useful in future in the context of gradual maturing of Polish democracy on local and regional levels. The state decentralization, which occurred in Poland after 1989 was probably one of the most difficult political processes carried out in the country. It is suffice to note that in 1990, at the dawn of the Polish Third Republic, only one level of self-government — the municipal government — was established. Further solutions in the local government reform area were not implemented until 1998, when the government of Jerzy Buzek decided to create county and province levels. However, those solutions are becoming a frequent subject of political and scientific discussion. These discussions often include the notion that the local government reform is a process, which has not been finalized in Poland yet. It is worth noting here that the requests related to directions of changes in the field of Polish decentralization often come from local and regional entities. It can be therefore presumed that the process of development of sub-state political elites will result in subsequent requests in the future. This can further exacerbate the sociopolitical core-periphery division. Consequently, the main goal of this work is to verify the research hypothesis, which assumes that the significant sociopolitical core-periphery divisions in Spain must have prompted the political elites of the central level - which were active after the demise of general Franco and guided the democratic transformation process, setting the state's territorial integrity as a main goal — to employ solutions for the creation, activity and financing of political parties, as well as for electoral laws, which would allow for communities from individual historical regions to maintain a representation in representative organs on four levels — European, state, regional, and local — therefore ensuring their significant position in the political system of contemporary Spain.
"Yearbook of Eastern Studies" has been established as a forum for the debate on the multifaceted nature of transformations in Central and Eastern Europe and Asia, with particular focus on the post-Soviet area. The conceptual content of the periodical was born thanks to the professors Zdzislaw J. Winnicki and Walenty Baluk, who edited the first three volumes, which were published formally as separate monographs, but already under the banner of "Wschodnioznawstwo". Since 2010, the Yearbook has the status of a scientific journal, and two years later it has been listed on the journals of the Ministry of Science and Higher Education. In addition, the periodical is indexed in national and international databases such as Index Copernicus, Central European Journal of Social Sciences and Humanities, BazHum and Polska Bibliografia Naukowa. The scientific profile of the periodical, which has consistently been implemented since the beginning of the activity of "Yearbook of Eastern Studies", focuses on the field of social sciences, with particular emphasis on the science of politics and science of safety. Its great advantage is its internationalization, which manifests itself both in terms of composition of the scientific council, reviewers, and authors of texts published in the "Wschodnioznawstwo" in Polish, English and Russian languages. Up to now, researchers from Poland, Azerbaijan, Belarus, Czech Republic, Georgia, Germany, Hungary, Japan, Kazakhstan, Latvia, Macedonia, Russia, Slovakia and Ukraine have published on the cards of the journal. ; Wydawany przez Zakład Badań Wschodnich od 2007 r. rocznik "Wschodnioznawstwo" powstał jako forum debaty nad wielowymiarowością przemian w regionie Europy Środkowej i Wschodniej oraz Azji, ze szczególnym uwzględnieniem obszaru postradzieckiego. Koncepcja merytoryczna periodyku zrodziła się dzięki profesorom Zdzisławowi J. Winnickiemu oraz Walentemu Balukowi, którzy redagowali wspólnie pierwsze trzy tomy, wydane jeszcze z formalnego punktu widzenia jako odrębne monografie, ale już pod szyldem "Wschodnioznawstwa". Od 2010 r. rocznik posiada status czasopisma naukowego, a dwa lata później trafił na listę czasopism punktowanych Ministerstwa Nauki i Szkolnictwa Wyższego. Ogromnym atutem rocznika jest jego umiędzynarodowienie, które przejawia się zarówno w aspekcie składu rady naukowej, recenzentów, jak i autorów tekstów zamieszczanych na łamach "Wschodnioznawstwa" w językach polskim, angielskim i rosyjskim. Do tej pory na kartach periodyku publikowali naukowcy z Polski, Azerbejdżanu, Białorusi, Czech, Gruzji, Japonii, Kazachstanu, Łotwy, Macedonii, Niemiec, Rosji, Słowacji, Ukrainy i Węgier.
The Horn of Africa, which is situated in the north-east Africa, comprises mainly Ethiopia, Somalia, Eritrea and Djibouti which cover region of the Somali peninsula. It is one of the area of the world belonging to the most affected by natural disasters, poverty, famine, conflicts and crime. Due to its geographical location on point of the Red Sea, the Gulf of Aden and the Indian Ocean as well the close position to the Arabian peninsula it is the most geo-strategically important regions of the world in terms of military and economic significance. That is why the world powers were and are still interested in it.The main topic of this article is the fragile state - Somalia. It was selected here in terms of its geographical location, high level of instability, civil war, famine and piracy problem or terrorist groups activities as an example of difficult political situation of the Horn of Africa and the attempts of the main economic competitors in Africa - The European Union, China and The United States of America - in order to achieve stabilization in the region.The prime aim of this analysis based on the source materials, subject reading matters and media news, is the presentation the most essential current activities of the above international actors that lead them to rise in the level of security in Somalia and neighbouring sea, straits, ocean and strengthening the Federal Government of Somalia and its security structure. The present condition of the Somali National Army and its future transformation are also presented in this work. Taking all above into consideration it was hard not to give attention to peacekeeping African Union Mission in Somalia AMISOM active since 2007 with approval of the United Nations Security Council. Despite the deep criticism of its activities by the nongovernmental organization Human Rights Watch, AMISOM has taken over most areas of central and south Somalia until now. What is more, the research points also the main legal framework that make possible foreign security aid in Somalia. In case of the EU - The Global Strategy for the European Union's Foreign and Security Policy (2016) and the Strategy for the Horn of Africa (2011). In the case of the US - the New National Security Strategy announced by president Trump in December 2017. Additionally, the article is focused on the growing presence of China in the Horn of Africa what is highly visible in the creation of the first foreign military Chinese base opened in July2017 in the neighbouring to Somalia - Djibouti.As a result of the analysis of the current activities of AMISOM, pointed American or Chinese actions and the European External Action Service (EEAS) in Somalia: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) and European Union Capacity Building Mission (EUCAP Somalia) a few essential conclusions can be made:the regular trade competitors in the race for their impacts in modern Africa - EU, China, US - are able to cooperate in taking care about either own and the Horn of Africa benefits if it is necessary,the level of security and democracy in Somalia has risen significantly in the last decade and a threat of piracy has fallen definitely in region of the Aden Gulf, The Red Sea and the Indian Ocean as an effect of activities of AMISOM, the Combined Task Forces, the EU peace missions and separate states. Nevertheless, the level of security which has been reached is really fragile and it may be disturbed easily when international security aid services will be over,the foreign peace missions active nowadays will be continued but with the tendency to their limitation in the next few years,the tasks of the peacekeeping African Union Mission in Somalia AMISOM, that is step by step limited and it is planned to stop in 2020, will be taken over by the transformed Somali national Army and Police,it is highly impossible to become self-supporting and to reach full independence of the Somali security structure from foreign peacekeeping assistance just in 2 years so that Somalia itself can guarantee own security and take over the prior AMISOM tasks,the full security and saving the political and economic stability in Somalia in the future may be possible not only by temporary military and humanitarian aid but also by so called fundamental work. Region ten ze względu na swoje położenie geograficzne na styku Morza Czerwonego, Oceanu Indyjskiego i Zatoki Adeńskiej, jak również ze względu na bliskość Półwyspu Arabskiego stanowi strategicznie ważne miejsce pod względem gospodarczym jak i militarnym. Stąd znajdował się i znajduje wciąż w strefie zainteresowania światowych mocarstw. Tematem niniejszego artykułu jest państwo upadłe - Somalia, która ze względu na swoje położenie geograficzne, wysoki poziom niestabilności, wojnę domową, problem głodu i piractwa morskiego oraz aktywność grup terrorystycznych na jej terenie została wybrana jako przykład ilustrujący trudną sytuację polityczną Rogu Afryki i wysiłki konkurujących ze sobą o wpływy ekonomiczne w Afryce Unii Europejskiej, Chin i Stanów Zjednoczonych podejmowane w celu ustabilizowania sytuacji w regionie rogu Afryki.Celem niniejszego analizy opartej o dokumenty źródłowe, literaturę przedmiotu i doniesienia medialne jest zaprezentowanie najważniejszej bieżącej aktywności w/w międzynarodowych aktorów prowadzące do podniesienia poziomu bezpieczeństwa w Somalii i otaczających ją wodach oraz wzmocnienia Federalnego Rządu Somalii i jego struktur bezpieczeństwa. Zaprezentowano również stan bieżący Narodowych Sił Zbrojnych Somalii oraz plany ich restrukturyzacji w najbliższych latach. Analizując w/w kwestie nie pominięto również zaangażowania Unii Afrykańskiej w postaci operacji pokojowej AMISOM prowadzonej w Somalii od 2007 roku posiadającej autoryzację Rady Bezpieczeństwa ONZ. Operacji, która choć w ostatnich latach krytykowana przez pozarządową organizację Human Rights Watch za łamanie praw człowieka przejęła kontrolę nad znaczną częścią środkowej i południowej części Somalii. W artykule wskazano również ramy prawne, w oparciu o które opisywana pomoc pokojowa może być udzielana. W przypadku UE - Globalną Strategię na Rzecz Polityki Zagranicznej i Bezpieczeństwa Unii Europejskiej (2016) oraz Strategię dla Rogu Afryki (2011). W przypadku USA - Nową Strategię Bezpieczeństwa Narodowego Stanów Zjednoczonych ogłoszoną przez prezydenta D. Trumpa w grudniu 2017r. Artykuł odnosi się również do rosnącej obecności Chin w tym rejonie Afryki wyraźnie widocznej przez otwarcie w lipcu 2017 roku pierwszej chińskiej zagranicznej bazy wojskowej w sąsiadującym z Somalią kraju - Dżibuti.Analiza bieżącej działalności AMISOM oraz aktywnych obecnie misji Europejskiej Służby Działań Zewnętrznych w Somalii: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) czy European Union Capacity Building Mission (EUCAP Somalia) doprowadziła do kilku istotnych wniosków:rywale handlowi zabiegający o wpływy w Afryce - UE, Chiny, USA - potrafią w razie potrzeby współpracować dla dobra swoich interesów i krajów Rogu Afryki, w tym Somalii,poziom bezpieczeństwa i demokracji w Somalii w ostatniej dekadzie znacznie wzrósł a zagrożenie piractwem zdecydowanie zmalało w rejonie Zatoki Adeńskiej, Morza Czerwonego i Oceanu Indyjskiego w efekcie działań podejmowanych przez AMISOM, międzynarodowe siły zadaniowe, misje pokojowe UE oraz pomoc poszczególnych państw. Osiągnięty poziom bezpieczeństwa jest jednak bardzo kruchy i po zakończeniu wspierających działań międzynarodowej społeczności może łatwo powrócić do stanu poprzedniego,w najbliższych kilku latach zagraniczne misje pokojowe działające od wielu lat w Somalii będą kontynuowane z tendencją do ich ograniczania,zadania misji pokojowej Unii Afrykańskiej AMISOM, która jest stopniowo ograniczana i formalnie planuje się jej zakończenie w 2020r., zostaną przejęte przez zreformowane Narodowe Siły Zbrojne Somalii,wątpliwym jest by w ciągu najbliższych 2 lat struktury bezpieczeństwa Somalijskiej Republiki Federalnej były w pełni samodzielne i mogły przejąć w pełni zadania AMISOM oraz zapewnić krajowi bezpieczeństwo,do osiągnięcia pełnego bezpieczeństwa oraz zachowania stabilizacji politycznej w Somalii potrzebna jest nie tylko doraźna pomoc wojskowa i humanitarna ale tzw. praca od podstaw;Słowa kluczowe: Somalia, Róg Afryki, piractwo, Al-Shabaab, bezpieczeństwo międzynarodowe, bezpieczeństwo morskie, operacje pokojowe, terroryzm; ; Розташований в північно-східній частині африканського континенту Африканський Ріг, який охоплює розміщені на Сомалійському півострові Ефіопію, Сомалі, Еритрею, Джибуті, є одним з регіонів в цій частині світу, який належить до найбільш постраждалих від стихійних лих, убогості, голоду, конфліктів і злочинності. Цей регіон через своє географічне розташування на стику Червоного моря, Індійського океану і Аденської затоки, а також через близькість до Аравійського півострова є стратегічно важливим місцем з економічної та військової точки зору. З огляду на це даний регіон знаходився і продовжує знаходитися в зоні уваги світових держав. Предметом дослідження даної статті є неспроможна держава – Сомалі, яка через своє географічне положення, високий рівень нестабільності, громадянську війну, проблеми голоду і морського піратства та діяльність терористичних груп на своїй території була обрана в якості прикладу, що ілюструє складну політичну ситуацію в районі Африканського Рогу і демонструє зусилля щодо економічних впливів в Африці конкуруючих між собою Європейського Союзу, Китаю та Сполучених Штатів, спрямованих на стабілізацію ситуації в даному регіоні.Метою даного аналізу, який ґрунтується на основі первинних джерел, спеціалізованої літератури і повідомлень засобів масової інформації, є представлення найбільш важливих аспектів діяльності провідних міжнародних гравців, спрямованих на підвищення рівня безпеки в Сомалі та навколишніх водах і зміцнення федерального уряду Сомалі та його безпекових структур. Представлено також сучасний стан національних збройних сил Сомалі та плани їх реструктуризації на найближчі роки. Аналізуючи названі вище проблеми, не залишено без уваги участь Африканського Союзу у формі миротворчої операції AMISOM, яка проводиться з 2007 року відповідно до рішення Ради Безпеки ООН. Операції, яка в останні роки зазнала критики з боку неурядової організації Human Rights Watch через порушення прав людини, дала змогу взяти під контроль більшу частину центральної та південної частини Сомалі. У статті також вказується правова база, на підставі якої може бути надана описана допомога по встановленні миру. З боку ЄС це Глобальна стратегія зовнішньої політики і політики безпеки Європейського Союзу (2016) та Стратегія Африканського Рогу (2011). З боку США – Стратегія нової національної безпеки Сполучених Штатів, оголошена президентом Д. Трампом у грудні 2017 року. У статті також йдеться про зростаючу присутність Китаю в цьому регіоні Африки, що чітко видно через розміщення в липні 2017 року першої іноземної військової бази Китаю в сусідній з Сомалі країні – Джібуті.Аналіз поточної діяльності AMISOM та місій Європейської служби зовнішньої діяльності в Сомалі: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) та European Union Capacity Building Mission (EUCAP Somalia) дав змогу зробити такі важливі висновки:• конкуренти, які прагнуть впливати на торгівлю в Африці – ЄС, Китай, Сполучені Штати Америки за необхідності можуть працювати разом на благо своїх інтересів і країн Африканського Рогу, включаючи Сомалі;• рівень безпеки і демократії в Сомалі за останнє десятиліття суттєво зріс, а загрози піратства в Аденській затоці, Червоному морі та Індійському океані значно зменшилися в результаті заходів, вжитих AMISOM, міжнародної цільової групи, миротворчих місій ЄС і допомоги окремих країн. Однак досягнутий рівень безпеки є дуже крихким і після завершення підтримуючої діяльності міжнародного співтовариства ситуація може легко повернутися до попереднього стану;• іноземні миротворчі місії, що діяли протягом багатьох років в Сомалі, будуть продовжені протягом наступних декількох років з тенденцію до їх обмеження;• завдання миротворчої місії Африканського Союзу АМІСОМ, яка поступово згортається і має бути офіційно завершена в 2020 році, будуть перейняті реформованими Національними збройними силами Сомалі;• викликає сумніви те, що в найближчі два роки безпекові структури Федеративної Республіки Сомалі стануть повністю незалежними і будуть здатними взяти на себе повністю завдання АМІСОМ і забезпечити країні безпеку;• для досягнення повної безпеки та збереження політичної стабільності в Сомалі необхідна не тільки екстрена військова та гуманітарна допомога, але так звана робота з початків.Ключові слова: Сомалі, Африканський Ріг, піратство, Аль-Шабааб, міжнародна безпека, безпека на морі, миротворчі операції, тероризм.
Tom Cyberbezpieczeństwo wyzwaniem XXI wieku jest opracowaniem, które wpisuje się w kontekst rozważań poświęconych wielorakim aspektom bezpieczeństwa w cyberprzestrzeni. Autorzy, którzy zostali zaproszeni do realizacji tego projektu, prezentują różne spojrzenia na tę problematykę. Pomysłodawcą pierwszego rozdziału – Główni aktorzy cyberprzestrzeni i ich działalność jest Tomasz Hoffman. Autor, piszący z perspektywy prawno-politologicznej, posiłkujący się dorobkiem nauk o bezpieczeństwie, koncentruje się na ukazaniu potencjalnych aktorów cyberprzestrzeni, ich działalności, a w tym również zachowań niezgodnych z prawem. Cyberbezpieczeństwo, zdaniem Hoffmana, jest nową dziedziną bezpieczeństwa narodowego, z którą nieodłącznie wiążą się takie wyzwania, jak cyberprzestępczość oraz cyberterroryzm. Drugi rozdział – Cyberbezpieczeństwo jako wyzwanie dla współczesnego państwa i społeczeństwa – wyszedł spod pióra Marka Górki. Badacz dokonał przeglądu aktualnego stanu bezpieczeństwa cybernetycznego w kontekście rozprzestrzeniania się zagrożeń pochodzących z cyberprzestrzeni, tworzonych przez organizacje państwowe oraz niepaństwowe. Górka stoi na stanowisku, że cyberprzestrzeń stała się podstawową cechą świata i stworzyła nową rzeczywistość dla prawie wszystkich krajów, co sprawia, że problemy z cyberprzestępczością oraz cyberbezpieczeństwem mają istotne, globalne znaczenie zarówno w wymiarze politycznym, jak i gospodarczym. Z przemyśleniami Górki koresponduje tekst Bogusława Węglińskiego – Cyberterroryści w cyfrowych czasach – profesjonalizacja i digitalizacja współczesnych organizacji terrorystycznych. Autor poddał analizie ewoluujące wraz z rozwojem technologii instrumentarium wykorzystywane przez grupy terrorystyczne, zwracając uwagę na Internet, który otworzył przed nimi nowe możliwości oddziaływania, a w tym także w sferze kreowania przekazu medialnego. W tekście zawarte są również dociekania dotyczące możliwości użycia przez terrorystów dronów. Nadmieńmy, że także czwarty rozdział Ataki cyberfizyczne a system bezpieczeństwa narodowego, którego autorem jest Bogusław Olszewski, wpisuje się w nurt wcześniejszych dociekań. W tej części tomu poruszone zostały sprawy związane z niepożądanym oddziaływaniem systemów cyberfizycznych na bezpieczeństwo otoczenia międzynarodowego. Zdaniem Olszewskiego, ich hybrydowy (cyfrowo-materialny) charakter sprawia, że wpływają nie tylko na logiczną warstwę cyberprzestrzeni, ale także na dziedzinę fizyczną. Umożliwiają m.in. destabilizację porządku wewnętrznego państwa, co w konsekwencji może prowadzić do destrukcyjnych zmian w szerszym, międzynarodowym kontekście. Stanowią zatem wielowymiarowe zagrożenie dla szeroko pojętego systemu bezpieczeństwa globalnego W rozdziale piątym, Marcin Adamczyk przedłożył tekst Cyberszpiegostwo w relacjach chińsko-amerykańskich w kontekście potencjalnej zmiany światowego hegemona. Opracowanie poświęcone jest działaniom Chińskiej Republiki Ludowej w cyberprzestrzeni, ukierunkowanych na nielegalne pozyskanie amerykańskich technologii wojskowych i cywilnych. Zdaniem autora, Państwo Środka jest aktualnie jedynym krajem, który obecnie mógłby rzucić wyzwanie dominacji Stanów Zjednoczonych. Dążenie do uzyskania statusu państwa hegemonicznego wymaga zatem od Pekinu zbudowania odpowiedniej koalicji wspierającej Chiny na arenie międzynarodowej, ale również zmniejszenia dystansu ekonomicznego, jaki dzieli to państwo od Waszyngtonu. Autorem kolejnego rozdziału jest Kamil Baraniuk, którzy przygotował tekst Zarys przemian instytucjonalnych rosyjskiego wywiadu radioelektronicznego. Baraniuk podkreśla, że współczesny wysoki stopień zinformatyzowania społeczeństw i powszechności korzystania z technologii informatycznych sprawia, iż dane o charakterze sygnałowym i elektromagnetycznym stanowią bardzo istotne źródło informacji dla wyspecjalizowanych instytucji, zajmujących się ich gromadzeniem oraz przetwarzaniem. W tym kontekście zarysowuje genezę i przekształcenia instytucjonalne wywiadu radioelektronicznego Federacji Rosyjskiej, a co za tym idzie wojskowe i cywilne instytucje zajmujące się tego rodzaju działalnością na przestrzeni ostatnich kilkudziesięciu lat, przy uwzględnieniu ich zadań, a także zmian personalnych w ich kierownictwie. Rozdział siódmy napisany został przez dwie autorki z Ukrainy. Tetiana W. Nagachevskaya i Lyudmila Frliksowa przygotowały rozważania zatytułowane Napriamky formuwannia miżnarodnoji konkurentospromożnosti IT-sektoru Ukrajiny. Zawierają one analizę stanu i osobliwości kształtowania się międzynarodowej konkurencyjności sektora IT na Ukrainie. Nagachevskaya i Frliksowa zaprezentowały pozycję ukraińskiego sektora IT rozpatrywaną w kontekście Networked Readiness Index, który mierzy skłonność do wykorzystywania przez kraje możliwości oferowanych przez technologie informacyjno-komunikacyjne. Ponadto, ukazały przewagę konkurencyjną i wady ukraińskich firm IT na rynkach międzynarodowych oraz kierunki wzrostu międzynarodowej konkurencyjności sektora informatycznego Ukrainy. Kolejne dwa rozdziały dotykają problematyki religijnej w cyberprzestrzeni. Autorem dociekań – Religijne i parareligijne grupy destrukcyjne: wyzwania cyberprzestrzeni – jest Wojciech Gajewski, który zwraca uwagę na sprawę penetrowania wirtualnej przestrzeni przez destrukcyjne grupy religijne. Jego zdaniem, stanowią one wzrastające zagrożenie nie tylko dla jej indywidualnych użytkowników, ale także zbiorowości społecznych. Religioznawca jest zwolennikiem podejmowania szeroko zakrojonych działań badawczych, edukacyjnych, a także prawnych, które wpłyną na ograniczenie negatywnych następstw ich aktywności w cyberprzestrzeni. Z kolei, Lucjan Klimsza przedłożył tekst Filozoficzne aspekty działania Internetu w kontekście zadań misyjnych Kościoła. Autor, który jest duchownym ewangelickim, zwraca uwagę na możliwości, jakie otwiera przed współczesnym chrześcijaństwem dostęp do przestrzeni cyfrowej. Klimsza wyraźnie zaznacza, że obecny Kościół musi być wspólnotą multimedialną, jednakże nie wirtualną, która jest oddalona od człowieka i jego realnej egzystencji. Autor, Internet postrzega zatem jako metamedium umożliwiające przekazywanie treści religijnych, które może być pomocne m.in. w spotkaniu i relacjach człowieka z człowiekiem oraz Boga z człowiekiem. Dziesiąty rozdziały Cyberbezpieczeństwo jako konstrukt w polskiej przestrzeni publicznej, będący rozważaniami o nachyleniu politologicznym, napisał Przemysław Mikiewicz. Tekst jest refleksją nad obecnością kategorii cyberbezpieczeństwa w polskiej przestrzeni publicznej, którą autor zawęził do opiniotwórczego oddziaływania centralnych instytucji państwowych oraz partii politycznych. Autor wskazuje, że pojęcie cyberbezpieczeństwa jest obecne w polskiej przestrzeni publicznej w różnym stopniu w dokumentach rządowych i w programach partii politycznych. Zdaniem Mikiewicza, występuje zasadnicza asymetria pomiędzy oboma typami dokumentów: dokumenty urzędowe poświęcają uwagę cyberbezpieczeństwu w znacznym stopniu, podczas gdy w dokumentach partyjnych kwestia ta jest jedynie wzmiankowana. Tak więc, cyberbezpieczeństwo jawi się jako rodzaj konstruktu, za pomocą którego kreowany jest obraz świata pełnego nienamacalnych niebezpieczeństw, do zwalczania których nieodzowne wydaje się publikowanie dokumentów pod postacią kolejnych doktryn i strategii walki z zagrożeniami w cyberprzrestrzeni. W nurt rozważań politologicznych wpisują się także dwa kolejne teksty. Autorem pierwszego jest Grzegorz Tokarz, którego dociekania zostały zatytułowane Internet jako instrument nawoływania do przemocy – przykład organizacji "Krew i Honor" Polska. Tekst przybliża działalność polskiej sekcji neonazistowskiej organizacji "Krew i Honor", a w tym zawartość jej strony internetowej, która jest istotnym narzędziem w propagowaniu idei tego środowiska, jak również źródłem informacji o osobach oraz instytucji uznawanych za zdrajców "białej rasy". Drugi tekst, który zarazem kończy niniejszy tom przygotował Mariusz Kozerski. W rozdziale Dawne afery polityczne ze współczesnej perspektywy: przykład sprawy Barschela/Pffeifera analizowana jest rola, jaką media odgrywają w nagłaśnianiu afer politycznych. Autor poddał oglądowi wydarzenia, które rozegrały się w latach 80 XX wieku, w północnoniemieckim landzie Szlezwik-Holsztyn, a w których ważną rolę odegrał opiniotwórczy tygodnik "Der Spiegel". Dodajmy, że Kozerski podejmuje się również próby odpowiedzi na pytanie, w jaki sposób afera kilońska mogłaby przebiegać współcześnie, w kontekście potencjału informacyjnego/opiniotwórczego, którym charakteryzuje się globalna sieć komputerowa. ; "Cybersecurity as the challenge of the XXI century" is a collection of considerations dedicated to various aspects of security in cyberspace. Authors, who have been invited to this project, present different views on this subject. An author of the first chapter, "The main actors of cyberspace and their activities", is Tomasz Hoffman. Writing from a legal and political perspective, including the achievements of security sciences, he tries to present potential actors of cyberspace, and their activities, including behaviors against the law. Cybersecurity, according to Hoffman, is a new element of national security and is related to challenges, such as cybercrime and cyberterrorism. The second chapter, "Cybersecurity as a challenge for modern countries and societies", has been written by Marek Górka. The researcher has reviewed the current situation of the cybersecurity in the context of the spread of dangers in cyberspace, created by government and non-government organizations. Górka states that cyberspace has become a basic feature of the world and has created a new reality for almost all countries, what caused that the problems with cybercrime and cybersecurity became significant in both, the political and the economic aspect. A text, which corresponds to the Górka's thoughts, is the text "Cyberterrorists in digital times - professionalization and digitalization of modern terrorist organizations" by Bogusław Węgliński. The author has analyzed the instruments used by terrorist groups. The instruments which have been evolving along with the development of technology. The most important of them is the Internet, which has opened new opportunities for terrorists, including digital communicating. The text also includes aspects of the usage of drones by terrorists. The fourth chapter, "Cyber-physical attacks and the national security system", by Bogusław Olszewski, is also related to the previously mentioned issues. This part of the book deals with matters of the undesirable impact of cyber-physical systems on the safety of the international environment. According to Olszewski, their hybrid (digital-material) character causes that they affect not only the logical aspect of cyberspace but also the physical one. They enable destabilization of the internal structure of countries, what can lead to destructive changes in the wider, international context. They are a multifaceted danger to the broadly understood system of the global security. In the fifth chapter, Marcin Adamczyk has presented a text titled "Cyberspying in Chinese-American relations, in the context of the potential change of the world hegemon". The study is dedicated to the activities of the People's Republic of China in cyberspace, taken to acquire American military and civil technologies. The author claims that China is currently the only country that could challenge the global domination of the United States. However, to obtain the status of the hegemonic state, Beijing would need to build a solid coalition, supporting China on the international arena, but also reduce the economic distance between Beijing and Washington. An author of the next chapter is Kamil Baraniuk, who has prepared a text titled "Outline of the institutional changes in the Russian radio-electronic intelligence". Baraniuk emphasizes that the high level of computerization of societies and the common use of information technologies makes the signal and electromagnetic data a very important source of information for specialized institutions dealing with information collection and processing. In this context the author outlines the genesis and the institutional transformation of the Russian radio-electronic intelligence, as well as the military and civil institutions dealing with this kind of activities over the last decades, analyzing their tasks and personnel changes in their management. The seventh chapter has been written by two authors from Ukraine. Tetiana W. Nagachevskaya and Lyudmila Frliksowa prepared a text "Napryamky formuvannya mizhnarodnoyi konkurentospromozhnosti IT-sector Ukrayiny". This text contains an analysis of the current situation and peculiarities in the shaping of the international competitiveness of the IT sector in Ukraine. Nagachevskaya and Frliksowa have presented the position of the Ukrainian IT sector, considered in the context of the Networked Readiness Index, which measures the tendency of different countries to use the opportunities offered by informational and communicational technology. In addition, they have shown competitive advantages and disadvantages of Ukrainian IT companies on international markets, and directions of growth of the international competitiveness of the IT sector in Ukraine. Next two chapters have been related to religious issues in cyberspace. "Religious and pseudoreligious destructive groups: the challenges of cyberspace" has been written by Wojciech Gajewski, who pays attention to the matter of penetrating of the virtual space by various destructive religious groups. In his opinion, they become increasing dangers not only for individual users of the cyberspace but also for entire social groups. The religious scholar is a supporter of extensive research, educational and even legal activities, that suppose to reduce the negative consequences of the sectarian activity in cyberspace. Next author, Lucjan Klimsza, has presented a text "Philosophical aspects of the Internet in the context of missionary tasks of the Church". Klimsza, who is a Protestant pastor, pays attention to the possibilities that the access to the digital space opens to contemporary Christianity. He clearly states that the current Church must be a multimedia, but not a virtual community, distant from a man and his real existence. The author sees the Internet as a meta-medium enabling the transmission of religious content, which may be helpful in cognition and relationship between man and God, as well as between man and man. Tenth chapter, "Cybersecurity as a construct in the Polish public space", has been written by Przemysław Mikiewicz from a political perspective. The text is a reflection of the presence of the cybersecurity in Polish public space, which has been specified by the author as the opinion-making influence of the central government institutions and political parties. The author indicates that the concept of the cybersecurity is present in the Polish public space in government documents and programs of political parties. According to Mikiewicz, there is a fundamental asymmetry between these two types: government documents pay a lot of attention to cybersecurity, programs of political parties, however, only mention about the issue. Finally, cybersecurity appears as a kind of a construct used to create an image of the modern world, full of immaterial dangers, which might be eliminated only by publication of new doctrines and strategies, created to combat dangers in cyberspace. The political aspect of the cybersecurity issue is present also in the next two texts. An author of the first one is Grzegorz Tokarz, whose section has been titled "The Internet as an instrument to incite violence - an example of Poland". The text introduces activities of the Polish section of this neo- Nazi organization, including the content of its website, which is an important tool, used to promote the ideas of this environment, as well as a source of information about people and institutions considered to be the traitors of the "white race". The second text, which also ends this book, has been prepared by Mariusz Kozerski. In this chapter, titled "Former political scandals from a modern perspective: an example of the Barschel/Pffeifer case", the analyzed issue is the role played by media to publicize political scandals. The author has reviewed incidents that took place in the 1980s, in the German land of Schleswig-Holstein. A significant role in those happenings was played by "Der Spiegel", an opinion-forming weekly magazine. Let's add that Kozerski also tries to answer the question of how that, socalled "Kiel scandal" could look like if it happened today, in the context of the contemporary informational/opinion-forming potential, which characterizes the global computer network.

The author attempted at a synthesis of major manifestations of Polish-Russian cooperation and most sticking points in the intergovernmental (international) relations during that period. An important objective was to show the sources and examples of a divergence of interests, and point to the goals, which were based on these premises, established by the foreign policy-makers in Poland and Russia and pursued in mutual relations and international affairs. Between 1992 and 2015, in Poland's foreign policy towards the East and national security policy, the relations with Russia and the Ukraine were of utmost importance. On the economic level, considering the volume of mutual trade turnover, Poland's main partner in the East was the Russian Federation, whereas on the political level, the Ukraine was seen as a strategic partner. Along with the Ukraine, Russia played a key role in Poland's security policy in the discussed period. It should be emphasized that Polish-Russian and Polish-Ukrainian relations were very closely linked, and so was Poland's policy towards Russia and the Ukraine. In Poland's foreign policy towards Russia, or in broader terms, in Polish-Russian relations between 1992 and 2015, seven stages can be distinguished; each having their own characteristic. Despite some new specifics in each particular stage, they all shared an element of continuity. The constant theme was a great divergence of interests between Poland and Russia, particularly with regard to the European security system, and the role of NATO in shaping this security, as well as further stages of the alliance's enlargement, especially by countries of the post-Soviet area; energy security and Poland's strive for diversification of fuels supplies faced with Russia's actions aimed at the diversification of routes of sending its gas and crude oil to Western Europe bypassing the Ukraine and Poland; a historic dispute, in which a thorough, satisfying for the Poles, explanation of the Katyn Forest massacre was particularly high on the agenda among other issues; opposing visions of building an order in Eastern Europe, and first and foremost, in the Ukraine. With the passing of time, especially after Poland's NATO and the EU accession, the future of Eastern European countries, particularly the Ukraine and Belarus, has become a fundamental issue in Polish-Russian relations. Both Russia and Poland treated Eastern European countries as a sort of a safety buffer. However, the two countries had entirely different visions of how this buffer ought to be shaped. The political leadership in Poland saw the strenghtening of national security in the strenghtening of the Ukrainian buffer through the Ukraine's membership in NATO and the EU, whereas for the political leadership in Russia, the strenghtening of national security through Ukrainian buffer meant preserving its outside NATO status, or incorporating it in the the security system built under the aegis of Russia on the area of CIS. A characteristic of the Polish-Russian relations in that period was a great imbalance to Poland's disadvantage, resulting from the differences in broadly understood physical potential of the two countries and, consequently, their international roles (Poland being a medium-size country situated in Central Europe and Russia being a superpower in Central Eurasia). The capacities of Poland to shape the situation in Eastern Europe on its own were incomparably lower than Russia's. Therefore, Poland was trying to make use of European and Euro-Atlantic multirateral structures, mainly through the Eastern Dimension realized by the EU and NATO, to have as much influence as possible, on the desired developments in Eastern Europe. The eastern policy under successive RP governments was characterized by their overrating, frequently, of their own capacities, lack of objectivity in assessment of the situation across our eastern border, and application of double standards, particularly in the policy towards Russia. Polish-Russian political relations throughout the post-Cold War period were critical, and improvements were relatively short-lasting. Not only Russia, but also Poland is to blame for such a state of events. The Polish side, due to historical reasons and imbalance of potential, expected Russia to take more initiative in coming to an agreement with Poland. However, it has to be admitted that in many activities undertaken by Poland with regard to European security, in particular Eastern European subregion, the interests of Russia were completly disregarded, although they did not have to be accepted fully. An example of this was Polish diplomacy in the second half of 2013 intended not to allow Russia to be included in the negotiations on the EU association agreement with the Ukraine about issues that had economic implications for Russia's interests. In their policy towards Russia, foreign policy-makers in Poland, forgot, all too often, or, were unwilling to remember, about the principle that in order to meet the security needs of one's own country, one should also consider the security needs of other countries, the neighbouring ones in the first place. Analyzing the policies under succesive III RP governments on European security and relations with the post-Soviet countries, it is hard to share the view prevailing in our country that Poland did its best to develop partnership and good neighbourly relations with Russia. Among politicians, publicists and the Polish society, there was a large group of people who took a stance, though it was not always formally articulated, that Poland has a right, or even a duty to remain hostile towards Russia. On the other hand, Russia should not act unfavourably towards Poland, regardless of Poland's anti-Russian policy, although, obviously, it was declared otherwise. One of the few stages showing a distinct improvement in Poland's policy towards Russia and a mutual willingness to normalize our political relations, was the one between 2008 and 2010, when an unsuccesful attempt was made at pragmatizing foreign policy towards Russia. Since the end of 2007, this new foreign policy, gradually encompassing other areas, led to a greater or lesser modification of the policy to date towards Russia, the Ukraine, Belarus and Georgia by basing it on the so-called positive realism. These new trends increased cooperation between Poland and Russia and, eventually, a considerable progress was achieved in normalizing our relations. Between 2008 and 2010, Polish policy towards the East not only changed in practice, it was also a conceptual change. The crash of the presidential plane at Smoleńsk (April 10th, 2010), in which 96 peple were killed, including President of RP Lech Kaczyński and His Spouse, was a major, if not primary reason why the normalization process (2008–2010) was seriously hampered to the point of a standstill between 2011 and 2013. The Smoleńsk air disaster, and conflicting stands over its causes in particular, exacerbated divisions in the Polish society and strenghtened reluctance, if not hostility, towards Russia. A large part of the Polish political class and society did not accept a version of an inadvertent air disaster (plane crash), whose causes, like not following correct procedures, lay on both Poles and Russians. The surveys conducted during the years following the Smoleńsk air disaster showed that over 30% of the Polish society were convinced that it had been an attempt on the life of the Polish delegation en route to a commemoration of the 70th anniversary of the Katyn Forrest massacre, and that the Russian government and secret services had been involved. After the Smoleńsk air disaster, foreign policy towards Russia and Polish-Russian relations became a ground for political struggle in our country. For many politicians and conservatist right-wing journalists, a demonstrated degree of anti-Russian sentiment became the main criterion of patriotism. In a large part of the Polish society, a belief was strenghtened that actions should be taken to weaken and isolate Russia, and to minimize, rather than increase cooperation between the two countries. This meant that internal conditions within our country, which could possibly motivate the foreign policy-makers to stop viewing Russia as the main threat and encourage a breakthrough in thinking about that issue, deteriorated markedly. Consequently, Polish-Russian relations between 2011 and 2013 remained in a state of deadlock. In the foreign policy of Poland between 1992 and 2015, Russia played the leading role. This, however, stemmed from Russia being perceived by the policy-makers as the main threat to our national security, not a recognized partner in pursuing this security. Throughout that period, in all successive stages of Polish security policy, Russia was regarded as the main threat. Each political leadership in Poland, especially since the mid 1990s, treated Russia in this way, and these were not merely anti-Russian declarations, but a guiding principle of the foreign policy. Behind it, was a conviction that Russian imperialism was timeless and Russia would never accept the sovereignty of Poland. It was an obvious reference to the classical Polish geopolitical thought about Russia posing main threats to our national security. During the crisis and conflict in eastern Ukraine, between 2014 and 2015, the foreign policymakers in Poland revived the stance of a military threat on the part of Russia. For the first time since the end of the Cold War, such loud voices were heard about a possible military attack on Poland. Unlike the earlier periods, when there was an informal presumption that Russia was a threat to the security of Poland, in 2014, for the first time, in III RP's security policy, Russia was formally pointed to as a direct military threat. It was articulated in official state documents, including Strategia Bezpieczeństwa Narodowego Rzeczypospolitej Polskiej from November, 2014, and in addresses delivered by the Polish government officials (for instance in exposé of Foreign Minister R. Sikorski and his follower G. Schetyna). The crisis and conflict in south-eastern Ukraine did not substantially change Poland's policy towards Russia. What did change between 2014 and 2015, however, was that much more emphasis than ever was placed on Russia being a threat to our national security, and there being a serious risk of a Russian direct invasion of Poland. During 2014 and 2015, the process of politicizing fear (policy of fear) of Russia was at its height. For Poland, a major outcome of the Ukrainian conflict and crisis was decreased national security and growing fears, among them the fear of Russian invasion, which does not mean that such a threat was real. During the years 2014 and 2015, Polish-Russian political relations at the highest level came almost to the point of being frozen. Important direct implications of the Ukrainian conflict for Poland's security were, apart from a growing fear of Russia, increased desires towards strenghtening its own defense capability, strenghtening NATO cohesion, increased involvement of NATO in our sub-region's security and closer bilateral Polish-American cooperation regarding military security. Resolving the conflict in eastern Ukraine as quickly as possible was in the interests of Poland. However, Polish diplomacy did not engage much in the conflict deescalation. They were very sceptical about the successive agreements aimed at ending the military operations negotiated within the frames of the so-called Normandy format (Mińsk I and Mińsk II). It seems that, considering the geopolitical situation in the Ukraine and divisions of the Ukrainian society, this country should remain a buffer state. Alternatively, coming out of this role should occur gradually, through a simultaneous Europeization of the Ukraine and Russia. Poland should not be interested in the "revolutionary" speeding up of the processes occuring in the Ukrainian society. Responsible politicians willing to serve the best interests of their nation should be aware of the limitations in pursuing even the most support worthy goals. The policy of every country, the foreign policy of Poland and the Ukraine included, should be founded on a realistic assessment of one's own capabilities so that aspirations would not outgrow the real possibilities of their attainment. Poland, aspiring to the role of the EU main expert in Russian and the post-Soviet area affairs, through insisting in the EU on the earliest possible Ukraine association with the EU, contributed in a way to the situation when the Ukraine had to choose between the EU and Russia. Polish politicians did not anticpate the negative outcomes of such acceleration for the Ukraine itself (including the loss of Crimea and strong separatist tendencies in the East of the Ukraine), as well as for Russian- Ukrainian relations and the security of Poland. Therefore, the firm support and involvement of the Polish political class in the so-called democratic revolution in the Ukraine during 2013 and 2014, can hardly be regarded as a succcess. Polish policy towards the East ended in yet another failure, which was shown as confirmation when Poland was not included in the talks aimed at resolving the Ukrainian crisis, which were held by officials from the Ukraine, Russia, Germany and France since the middle of 2014. The Ukrainian crisis and conflict was a turning point in Polish security policy and Polish-Russian relations. The Polish government officially began to treat Russia as the largest threat to the national and international security. A considerable part of the political elites in Poland did not see the threat in excessive dependence of Polish economy on Russian energy resources or other economic threats, but in a direct military attack. Generally speaking, it is unknown to what extent the Ukrainian crisis and conflict will, in the long run, have an impact on changes in Polish policy towards the East, particularly towards Russia and the Ukraine. It exposed the ineffectiveness of our foreign policy to date towards the East. In this context, a question arises: What will be mid- and long-term implications of the Ukrainian conflict for the modification or a radical alteration to Polish foreign policy towards the East? Another fundamental question pertains to Polish-Russian relations: What policy should Poland pursue towards Russia now and in the future? Will the foreign policy and security policy be directed, like in 2014 and 2015, at instransigence and confrontation, or will the normalization tendency prevail as regards Russia, and will the relations with the Ukraine be redefined? However, at the end of 2015, nothing implied that the foreign and security policy-makers intended to transform in any way the policy towards Russia and the Ukraine to date. It does not mean that changes will not be implemented in the years to come. It will be closely connected with the impact of the Ukrainian conflict on the modification of the policy of Germany and the entire European Union as well as the policy of the United States on the post-Soviet area. The crisis and conflict in eastern Ukraine strenghtened the legitimacy of argumentation that the main player in the post-Soviet area is Russia. None of the serious problems in this area can be resolved without the participation of Russia, and all the more, against Russia, which obviously, does not mean that the proponents of this stance overrate the capabilities of Russia in terms of shaping the closer and farther international environment. On this account, Polish policy will be hardly effective if at least some of Russia's interests in the post-Soviet area, especially in Eastern Europe, are taken into consideration, as was proven to date. Bearing in mind long-term consquences, the strategic conceptions of the Polish policy towards the East, should opt for the closest possible ties of Russia with political and economic structures of the EU and Euro-Atlantic structures (Europeization of Russia). This, in turn, should result in the evolution of the economic-political system of Russia into liberal democracy. The Ukrainian crisis and conflict classified the effectiveness of the Polish conception aimed at occidentalizing the Ukraine, Belarus and Moldova without simultaneously occidentalizing Russia. As was indicated by the proponents of this conception, its implementation assumed an inevitable cost such as a political conflict with Russia. The crisis and conflict in the Ukraine between 2014 and 2015 should be a good reason to change this stance. The biggest price for its implementation was paid by the Ukraininas themselves. Therefore, in the context of these experiences, Poland should suport not in opposition to Russia, but together with Russia, which does not imply that this process has to be fully synchronized. The direction of actions in this matter is of key importance. Despite the many contentious issues in Polish-Russian relations and different historical memory of Poles and Russians, in the long-term interests of Poland's security, lies implementing a cooperative and integrating, not a confrontational conception. For the normalization of Polish-Russian relations, it is essential that the successive governemnets of Poland and Russia should have a political will to a less confrontational approach towards disputable issues and resolve emerging problems in a compromising way, which is one of the "scarcest commodities" in the Polish-Russian relations. A compromise should not be treated as a failure, as is often believed, also by the Poles. It also requires changes in mutual perception. A true normalization of mutual relations between Poland and Russia will not be possible if the majority of political elites, media and society in both countries will see the other not even as a difficult partner of rival, but an enemy. The divergence of interests does not have to lead to hostility. The governing groups in Poland and Russia face a challenge in improving Polish-Russian relations. They can either attempt to broaden the area of common interests or to highlight the discrepancies and divergence of interests, and thus strenghten social attitudes prone to either cooperation or confrontation.
