Manuel Gonzalez Ramírez informs Gen. Plutarco Elías Calles that he is writing a book about the Bucareli Treaty. He tells that in one of the chapters he writes about the reformation of the Article 27 of the Constitution during his administration. He states that he consulted a biography of Dwight Morrow, who was a former Ambassador of the United Sates in Mexico. Within the biography, it is stated that the reformation of the law caused a diplomatic issue. On the other hand, in different statements by the oil companies it is said that Calles and Morrow made an agreement to solve the issue. Manuel González asks Gen. Plutarco Elías Calles to clarify is he made an agreement with Morrow, how it happened and what was the answer by Morrow regarding reformation of the Article 27 for the oil industry. Gen. Plutarco Elías Calles replies stating that he never made an agreement with Morrow and that the Ambassador was always respectful of Mexico's sovereignty. He states the biography he consulted was inaccurate because when he met the author Harold Nicolson he was disappointed. He suggests him to interview Luis N. Morones; former Secretary of Commerce and Industrial Development and B.A. Aarón Sáenz; former Secretary of Foreign Affairs, since they know the facts. He also suggests him to consult the archives of the two secretariats where he can find documents related to the issues between Mexico and the United States because of the reformation of several laws at that time. Gen. Plutarco Elías Calles states that the reformation of the regulation for oil was due to a decision by the Supreme Court and not to hidden agreements. Manuel González Ramírez sends to Gen. Plutarco Elías Calles a copy of the book "The so-called Bucareli Treaty" and informs him that he will write a book about the work of Morrow in Mexico concerning the relationship between Mexico and the United States. / Manuel González Ramírez informa al Gral. PEC que está escribiendo un libro acerca de los Tratados de Bucareli, que uno de los capítulos se refiere a la reglamentación del Artículo 27 Constitucional cuyas leyes orgánicas se promulgaron durante su presidencia; para documentarse consultó una biografía del que fuera embajador de Estados Unidos en México, Dwight Morrow, en la que se afirma que la promulgación de las leyes suscitó un incidente diplomático, y por otro lado en diversas publicaciones que han hecho las compañías petroleras se dice que Calles y Morrow celebraron un convenio para solucionar el asunto. Manuel González pide al Gral. PEC que le aclare si hubo convenio con Morrow y ¿cómo fue? y ¿cuál fue la respuesta de Morrow a la reglamentación del Artículo 27 para el ramo del petróleo? Respuesta tajante del Gral. PEC afirmando que nunca hubo tal convenio y que el embajador Morrow siempre fue respetuoso de nuestra soberanía; que la biografía consultada es inexacta, que incluso él conoció al autor Harold Nicolson y que después de entrevistarse se sintió muy decepcionado de él. Le sugiere que se entreviste con Luis N. Morones y el Lic. Aarón Sáenz quienes fueron secretarios de Industria y Comercio y Relaciones Exteriores, respectivamente, y conocen muy bien los hechos, que consulte los archivos de ambas secretarías donde están los documentos relativos a la citada controversia surgida entre México y Estados Unidos con motivo de la promulgación de varias leyes expedidas en esa época. Aclara que las modificaciones que sufrió la Ley Reglamentaria del Petróleo obedecieron a sentencias de la Suprema Corte de Justicia de la Nación en amparos interpuestos, no a convenios ocultos o componendas. Manuel González Ramírez envía al Gral. PEC un ejemplar del libro "Los llamados Tratados de Bucareli" y le anuncia que escribirá una obra sobre la gestión diplomática de Morrow en México en la que tratará más a fondo las relaciones de México y Estados Unidos.
