The objective of the article was to clarify the concept and classification of the potential of territorial communities; to determine the main indicators of the development of their territorial spaces; to outline the methodology for establishing the socioecological development potential of a particular territorial community and; furthermore, to determine strategic directions for its improvement. The research involved the following methods: economic statistics; BCG matrix; SWOT analysis; graphic methods. As a result of the study, the main statistical indicators related to community development were determined and, similarly, the potential for social-ecological development and the main strategic directions for increasing the potential for social and ecological development were also determined through the use of SWOT analysis. The results of the study can be used by local self-government bodies to increase the potential for social and ecological development and determine strategic directions for its improvement in terms of public policies. Everything allows to conclude that, future research on the topic should be focused on the study of directions of social-ecological development potential in the context of post-war recovery in Ukraine.

The article reveals the importance of the legal institution in the urban planning structure in the Russian Federation, using the methods of content analysis and deductive and inductive approaches. In connection with the creation of a new public-legal entity for Russia, the federal territory "Sirius", a comparative analysis was carried out, as a result of which it is evident that the territories of the federal capital were identified as optimal in terms of the success of development, the economic achievement of which is due, among other things, to novel progress, generally based on the acquisition by the public authorities of the federal territory of special rights over parcels within federal territories. Considering that one of the objectives of the creation of the federal territory "Sirius" is a complex sustainable and innovative socioeconomic development of the territory and, in addition, with the factor of lack of legal certainty, the authors conclude that the need to use a new conceptual apparatus of elements of planning structure in the regulation of urban planning activities of the territory is justified. federal, which are defined and ascribed in the general regulatory system.

Using dialectical, systemic, logical and historical methods of scientific knowledge, the main purpose of the article was to study the features of the state legal regulation of the innovation development management system. The subject of the research is the system of innovative development. The sphere of innovation at the present stage acts as a highly organized type of activity that requires the reciprocal influence of the state. The experience of developed countries shows that the existence of a market economy is not a sufficient condition for technological growth. It is concluded that consistent state regulatory measures are needed to create a favorable innovation climate to help develop the country's scientific and technical potential. As a result of the study, a number of key aspects of state legal regulation of the innovation development management system were identified.

The objective of the work was to study the international aspects of the regulation of social and labor relations, with emphasis on global processes and their influence, on the part of international institutions, on the security of the individual and stable development in the work environment. The study used scientific methods such as: systemic analysis, comparison, functional historical, legal comparative and communicative. It was established that the sharp multiplication of global problems that have currently appeared before mankind requires consensual efforts of all members of the world community. In the conclusions it was stressed that all measures of the world community in terms of labor have to start from the true fact that it affirms the safety and dignity of work of each person as a fundamental value. Consequently, the category «security» should be considered not only as an abstract dominant of development of a certain spectrum of labor social relations, but also as a real reason for the valid assurance of each individual. Definitely, the guarantee of safety should be based on the active position of each separate individual, not only in the sphere of occupational safety and hygiene, but in all spheres of social relations.

The objective of the article is to analyze international experience in the professional development of private detectives, in order to implement some positive aspects in Ukrainian law. The methodological basis of the research was articulated in a set of general and special scientific methods of scientific knowledge, a saber: historical comparative method and legal method, dialectic, induction method, comparative and legal method, formal and legal method. Based on the analysis of international experience, the education problems of private detectives, as well as those that recycling and advanced training features, whose study is necessary for the full development of the institution of the activity of private detectives in Ukraine, reveals the revelation of modern services for the training of private detectives in Ukraine. In the conclusions, the authors pay special attention to specialists in the activity of private detectives in several countries, where private detectives have a wide range of opportunities and their activity is actually compared to the activity of law enforcement. Finally, the requirements are proposed for candidates for the position of private detective, as well as for the program of their training.

The aim of the study was to identify the legal mechanisms for the establishment of e-government and the development of e-governance from the perspective of international law and national legislation of countries where the level of e-governance is very high. Empirical and theoretical methods of scientific knowledge, as well as the comparative analysis were used for a comprehensive coverage of the research topic. It is found that the community-oriented principles are the basis for the functioning of e-government with a view to the digital transformation values. The establishment of digital government in different countries with a very high level of e-governance has its own peculiarities related to the status of the national legal framework, institutional capacity and economic development, information policy and information security. It was established that the e-governance should be improved by eliminating the digital gap, raising the level of digital literacy, creating a single competent authority to regulate public e-governance policy, introducing a network system of access to e-government services, and establishing a system for training civil servants on the provision of electronic services. Further research on e-governance may be focused on follow-up study and argumentation in order to determine effective legal tools of its regulation.

This research examines the process of decentralization of power as a global trend of democratization. The concept of decentralization of power is revealed and the process of implementation of the reform of decentralization of power in some European countries is highlighted. The relationship between the course of decentralization reform and the index of democracy in countries has been studied. The aim of the research is to identify and analyze the essence, features and experience of decentralization as a global trend of democratization. The realization of the goal requires the solution of the next task - to analyze the experience of decentralization in the context of the development of democracy in the European Union. The solution of research problems became possible due to the use of a complex of general scientific and special research methods. This analytical essay is based on documentary sources. Аnalyzing the principles and results of decentralization of power in European countries in the study we see the growth of democracy. Decentralization causes a global shift in power, as the distance between citizens and government institutions is reduced.
