The Organization under extreme conditions
The contemporary crises become increasingly complex, accompanied by more hostilities leading the infected societies to witness more unfortunate events, especially when political solutions are absent in war times or internal conflicts. The humanitarian sector, on the other hand, has to mitigate the severe effects of these crises on communities and provide assistance despite lack of funding and data. The action of UNHCR during the conflict in Syria has been taken as a case study due to the complexity of the situation in Syria. Contingency theory has been adopted within this study to investigate how does the humanitarian crisis in Syria impact the structure of UNHCR. Furthermore, contingency planning as a vital element to address emergencies effectively, enabling the organization to absorb shocks entirely or even partly, is adopted to investigate whether the UNHCR's crisis management is efficient or not. The study reveals that UNHCR's emergency preparedness planning is a sophisticated tool in meeting emergencies, particularly when adopting and implementing these plans on the ground and in coordination with the other stakeholders. Emergency preparedness planning has been observed to be an advantage to the organization primarily when the existing hazard or the predicable one is described as very dynamic. The case study discovers that UNHCR experienced extreme conditions in Syria, such as lack or absence of the data, funding gaps, and safety threatening. Despite these challenges, the organization developed an inclusive response action in which it collaborates with the other humanitarian organizations in Syria and involves the local communities to design site-oriented and more accurate plans.

In 2004 a reform of the Swedish Constitution was proposed. The article analyzes the Constitution Convention, a political role play established at Goteborg University, which should train the participants as social actors. First, nine groups with nine participants each will define their own interests, priorities, strategies & limits to compromise. In the second round, nine Constitution Committees with one participant from each of the previous groups will form & write a proposal for a specific area. The proposals are revised & put together for the final Convention Meeting. Other interested institutions and participants are welcomed. A. Barral

From comparative research on the constitutional development in Central & Eastern Europe & also from the long-standing debate on whether parliamentarism or presidentialism best facilitates democracy, it is apparent that there has been & continues to be, a certain degree of confusion concerning the concepts of semi-presidentialism & presidentialism. Different scholars mean different things by the terms & therefore classify countries differently. In this article I argue that the conceptual dichotomy between pro-premiar (premier-presidentialism) & pro-president systems (president-parliamentary systems) provide the best solution to several of the problems related to categorizing constitutional types, most importantly perhaps to the presidential power dilemma. I, furthermore, employ these concepts on the post-communist constitutional systems & try to reveal patterns with regard to presidential power, geographical region & democratzsation. 6 Tables, 3 Figures, 51 References. This paper presents a rational reconstruction of Kropotkin's view on human nature, institutional change and economic development. Kropotkin shows that mutual aid among animals as well as in human society is far more important than recognized by contemporary individualist interpretation of Darwinism on society. His major contribution to political economy is that he offers an endogenous model of why institutions exist. However, his biological determinism and ethical naturalism imply that he disregard historical context, which leads him to de facto apply the perspective of historical idealism. The purpose of this article is to review the main hypotheses on Questione meridionale, the Southern Question, a term which means the differences between the North & South of Italy, their causes, & possible solutions. All the hypotheses on the problem refer to three sectors: structural, economic, & cultural. Structural explanations include inefficiency, corruption of state administration, poor infrastructure & clientelism. Economic explanations revolve around the economic relation that was established between the North & South after the political union (1861). On one hand the Southern capitals go to the North in the form of taxes or State investments or Treasury bonds; on the other hand the North uses the South as a market for its manufactured goods. Cultural approaches explain Southern backwardness as is the result of a mentality characterized by lack of collaboration, lack of interest in public welfare, & victimization. All three types of explanations are inspired by North American or North European models, & "blame" the South for not being more like the North. In the last part of this article two scenarios are discussed. The first is that the cleavage between North & South will remain in the coming years. The second is that the cleavage will disappear as a result of European cultural & economic integration process & new cleavages formed by non-European immigration. 9 Tables, 1 Chart, 174 References. The important role played by the army in the pol'al life of Latin America is revealed by the history of these nations. To begin with, the military conquistadors were quickly replaced by a civil bureaucracy which was under the complete control of the Spanish crown. The financiers were constantly seeking to sell military titles while the need for a defense against Indians & pirates called for the creation of a militia. The wars of liberation brought the generals to the fore, though Spanish customs had already given the military the benefits of a privileged class. These soldiers now found that they had no outlet for their military prowess because South America was far removed from the area of major conflicts. The generals entered into an alliance with the large landowners to form a pol'al system resembling the Spanish one, a type of caudillism, that is to say a dictatorship depending upon the army. Toward the end of the 19th cent, modifications in the recruitment of soldiers & in the formation of officer corps tended to do away with the influence of the military on pol'al life. It was the crisis that followed WW1 that brought back the influence of the military, but this time in a diff fashion. The officer corps had become much less conservative & had been seriously affected by doctrines inspired by Fascism & Communism. The army also tended to intervene indirectly to support particular pol'al views by allowing the leaders who had the army's support to maintain order. In several states, then, the police, frequently organized with the help of the US, began to play a role formerly held by the army. The Gov's therefore began to depend for their existence on an equilibrium between the army, police, & militia. Frequently, also, the various armed forces were at odds, with the navy & the Air Force generally being more liberal than the Army. Military careers appeared to be instruments of soc promotion & made it possible, in nations where marked diff's in class existed, for individuals to achieve a fair degree of success. Tr by J. A. In a comparative perspective, Sweden is a society with high social trust, corruption, law and high political trust. Research shows that the presence of social trust in society is crucial for economic growth, corruption, law and functioning democratic institutions. A society with high levels of trust leads to positive effects of increased security, more economic equality, more tolerance, better health and increased ability to solve social problems of various kinds. The doctrine of the separation of powers, which under the influence of Locke became the basis of US society, has had the effect of blocking the organs of gov & dividing their pol'al power & authority. Scandinavia, despite all the centrifugal elements which exist in its geographic & econ sphere, has managed to establish an internordic collaboration both econ'ally & pol'ally. No other project of regional development, except perhaps the European Common Market, has grown so rapidly, & this resurgence is due to historical experience of the association of the Scandinavian peoples. The example of the Scandinavian countries can help in the planning of US cities & towns. Individual interests which divide society can be counterbalanced by a strong executive & by a planner who directs & coordinates community plans. (Tr by J. A. Broussard from IPSA).
Colonised fields and private gardens
Smallholder farmers are defined as key actors in the implementation of Agenda 2030, based on their importance for food security and poverty reduction, particularly in Sub-Saharan Africa. This is also true for South Africa, where smallholder farming has attracted considerable policy attention in an attempt to break the trend of rural poverty and the legacy of the apartheid era. One issue of concern is the long-term decline in arable production in fields, reflecting a wider trend of de-agrarianisation among peasantries and smallholders all over the world. In South Africa this withdrawal from field cultivation is compensated to an extent by intensification in garden cultivation. This thesis explores how smallholders perceive the role of these two different crop cultivation practices in their daily lives. The empirical data were collected during an ethnographic field study in rural South Africa in early 2020 using a variety of qualitative research methods. Drawing on the theoretical concepts of lifeworld and system world together with perspectives of livelihoods, the study shows that household agricultural production is being downscaled, with most households prioritising the continuation of garden cultivation. Garden cultivation draws upon capabilities that most households can access and is viewed as a taken-for-granted activity within the lifeworld of smallholders. Field cultivation emerges as a deliberate choice made by households who are able to access sufficient family labour and financial capital. Furthermore, arable production in fields is based on long-term experience of government involvement, resulting in a commonly shared view that a government presence in field farming is something to be expected even today. It would appear that this commonly shared view enables agricultural projects and certified seeds to be introduced that are disembedded from smallholders' local conditions, mirroring a policy belief in a New Green Revolution for Africa. This finding suggests that garden cultivation can serve as an example of crop cultivation that is attuned to local conditions, indicating the direction smallholders could take if they are to fulfil their role as promoters of sustainable development in line with Agenda 2030.

The purpose of this thesis is to investigate the implementation of a political aim – formulatedfrom a context of sustainable development. In 2006 both the Swedish national Parliament andthe municipality of Växjö (among others) stated that 25% of publically served food wouldstem from organic production by the end of 2010. The thesis investigates the outcome of theimplementation of this policy in a local perspective - looking at one part of the public sectorby focusing on four differently organized schools within Växjö municipality. School food in Sweden has a specific institutional setting. It holds the almost unique statusas a non-charged, legal right to all pupils in the compulsory school system. School food as apublic good is affected by the EU legislation of public procurement. The thesis studies theoverall institutional framework (i.e. legislation and regulations) fundamental to school food.With the institutional framework in mind the thesis also describes different organizationalactivities connected to school food. Thus the thesis involves four geographical levels: Theregional (EU), the national, the local and the individual level. The latter is defined in theorganized context from a number of individual professionals. Some of these individuals arefurther considered as so called street level bureaucrats – officials sandwiched between superiorsand their clients. The thesis builds a conceptual framework based on institutional, organizational and streetlevel theory together with policy analysis. Methodologically the thesis is formed around andcarried out as a local case study through a number of semi-structured qualitative interviews.The empirical and analytical part of the thesis is further structured around the three theoreticalconcepts. From the thesis´ purpose three guiding questions were outlined. The main implications of the thesis are that a number of factors were found to be involvedin the policy implementation. The most significant factors for the policy implementation arefirstly the formulation of the political goal, and secondly the individual professionals actuallybuying the food for the schools. As long as the policy of the school food is non-forcing (i.e. anaverage aim of the public sector, and not included in the legislation) the final outcome of thefood depends on the decisions made by the buyer. There is disagreement of the policy intention and of whether organic food is more sustainablethan other food. Thus I end the thesis by suggesting a change of concepts if the politicalaim is to reach sustainability. I encourage a system to control the food´s total ecological footprint.This would be achieved by formulating the policy around a suggested level of the ecologicalfootprint. The level would be calculated and set where experts say it´s in accordancewith sustainable development. From this the street level bureaucrats can sum up the componentsof the lunch they buy and serve. No matter if the individual product is labeled organic,local, conventional, or… This would – according to me – improve the chances for Växjö actually to live up to itslogo: the greenest city in Europe.
