Throughout the lifespan, while development is increasing fast day by day in infancy, there is an increasing slowdown in old ages. This is essentially one of the evident features of the life cycle. Individuals with normal development are expected to be physically and mentally at a parallel developmental rate. In cases of developmental delay or superiority in one of the processes, the identification process of the individual begins. Medical diagnosis and educational diagnosis are necessary in the developmental identification and evaluation of individuals. Many variables are evaluated together in identification. Speed is among the common variables studied in both medical and educational diagnostics. While speed provides clinical information based on reaction time in neural transmissions, it provides educational information in assessments based on mental performance. In this study, the studies related to speed are examined in the historical process and the prominent issues in line with the conceptual diversity encountered are emphasized. The literature review was carried out within the framework of the concepts related to speed and it was discussed based on the relevant research. As a result of the reviews, the studies were examined in two historical periods and examined in the context of the process in which they were associated with intelligence. Recent studies have revealed that the concept of processing speed has a wider usage and is close to the concepts of mental speed and cognitive speed. On the basis of studies about speed measurement, implications were presented to researchers in line with the characteristics of speed tests. In this context, it can be argued that this study is important for researchers and practitioners in terms of distinguishing conceptual differences related to measurement of mental performance speed.
Avrupa'da bölgeselleşme, Birliğin ekonomik ve sosyal alanlarda bütünlük içinde gelişi-minin ve entegrasyonunun sağlandığı, ve bölgeler arasındaki gelir dağılımı farklılıklarının neden olduğu kalkınmayla ilgili problemlerin üstesinden gelindiği bir süreçtir. Türkiye'de bölgeler arasındaki sosyo-ekonomik farklılıklar AB üyesi ülkelerdekilerden daha belirgindir; bu nedenle, Türkiye'de bölgesel politikalara daha fazla önem verilmelidir. Bölgesel Kalkınma Ajansları (BKA'lar) 2005 yılında gündeme gelmiştir; o tarihten itibaren işlevleri ve amaçları hakkında yoğun tartışmalar yaşanmaktadır. İki yıl süren ve Danıştay ve Anayasa Mahkeme-si'ni de içeren bir yargı mücadelesini kazanan BKA'lar bölgesel kalkınma farklılıklarının ortadan kaldırılması ve daha iyi entegrasyon için bir fırsat sunmaktadır; bu, AB'nin bölgesel-leşme idealleriyle de paraleldir. ; Regionalization in Europe implies a process through which coherent development and in-tegration of the Union in economic and social areas is ensured, and employment and devel-opment problems caused by income distribution differences between regions are overcome. Inter-regional socio-economic differences in Turkey are more noticeable in Turkey compared to EU member states; for this reason, greater importance has to be attached to regional policy in Turkey. Regional Development Agencies (BKAs) were introduced in 2005, and since then there has been intensive debate on their functions and the goals they serve. Having won a two-year-long juridical struggle, which involved Council of State and Constitutional Court, BKAs provide an opportunity for better integration and elimination of regional development differ-ences, which is an important element of regionalization policies of the Union.
Türkiye'de bölgesel kalkınma ajansları, AB'nin bölgesel politikasına uyum sağlanabilmesini temin maksadıyla ABkurumlarının tavsiyesi üzerine AB ile tam üyelik müzakereleri sürecinde kurulmuştur. Bu bölgesel kalkınmaajansları ülkedeki bölgesel eşitsizlikleri yerelde ve yerinde azaltarak ülkenin tümünün mümkün olduğunca homojenbir şekilde kalkınabilmesi için yeterli bir kapasitenin geliştirilebilmesine katkı sağlama amacıyla oluşturulmuştur. Bukalkınma ajansları toplamda 26 olup, 23 kalkınma ajansı birden fazla ili kapsarken, sadece İstanbul, Ankara ve İzmirilleri bir ajans tarafından temsil edilmektedir. Tek tip yönetişim modeliyle kurulan bu ajanslar 10 yılı aşkın birsüredir faaliyetlerini sürdürmektedirler. Ancak ülke genelinde tek tip örgütlenen bu yapıların her bölgenin farklıdinamiklerini harekete geçirerek bölgesel eşitsizliğin giderilmesinde hedeflenen başarıyı tam olarak yerinegetiremeyeceği görülmeye başlanılmıştır. Bu çalışmada bu yetersizliğin olası nedenleri ve bu ajansların yönetişimyaklaşımına uygunluğu irdelenmiştir. Bunun yanında daha dar bir alanı kapsayan il ölçeğinde çoklu tip kalkınmaajansları modeli bir öneri olarak ifade edilmiş ve değerlendirilmiştir. Bu kapsamda her kente özgü bu ajanskurgusunun yereldeki ekonomik dinamikleri harekete geçirerek yerinde kalkınmayı sağlamada daha iyi modelolabileceği üzerine durulmuştur ; Regional development agencies in Turkey were founded in the process of full membership negotiations with the EU on the advice of the relevant EU institutions to meet the need of compliance with the EU's regional policy. These regional development agencies were established in order to develop a sufficient capacity that can contribute to the homogeneous development of the entire country by reducing regional inequalities in the country locally and on site. These development agencies are 26 in total and 23 agencies cover more than one province, while only Istanbul, Ankara and Izmir provinces are represented by one agency. Established with a uniform governance model, these agencies have been operating for more than 10 years. However, it is thought that these structures, which are organized uniformly throughout the country, will not be able to fulfil the targeted success properly in eliminating regional inequality. In this study, the possible causes of this inadequacy and the compliance of these agencies with the governance approach are examined. In addition, the model of multi-type development agencies at provincial scale covering a narrower area has been expressed and evaluated as a proposal. In this context, it was emphasized that this agency setup specific to each city could be a better model in providing on-site development by activating the local economic dynamics
Yönetişim, devlet yönetiminde geleneksel olana (kamu kurumlarının tekil aktörlüğüne) yeni bir seçenektir. Karar alma yetki ve gücünü merkezin dışına taşıyan yönetişim, müzakereye dayalı bir yönetimin ifadesi olarak kabul edilir. Bu yönüyle hem daha verimli hem de daha demokratik bir yönetimi ifade eder. Türkiye'de 2006 yılından itibaren kurulan kalkınma ajansları da yönetişim örneği olarak adlandırılır. Bu çalışmanın amacı, kalkınma ajanslarının yapısal düzenlemelerin dışında gerçek anlamda bir yönetişim örneği olup olmadığını güncel raporlar ışığında ortaya çıkarabilmektir ; Governance is a new alternative of the state's traditional forms of administration to the singular agent of public institutions. Governance, which carries decisionmaking authority and power out of the core, is considered a hallmark of administration based on negotiation. In this sense, it refers to both more democratic and more efficient form of administration. Turkish development agencies that have been established since 2006 are also labeled as an example of governance. The aim of this study is to demonstrate, beyond the structural adjustments, whether development agencies are examples of governance in real sense in the light of recent reports.
This article brings together the concepts of land and landscape, tightly linked in urban transformative situations, but rarely used for the purpose to strengthen strategic planning for sustainability. They are investigated as a combined base for land use deliberations, in early phases of planning processes, in practices of different scale, especially in a European context, drawing on planning and landscape policies generally agreed upon, as well as the UN Sustainable Development Goals. This article argues for taking into consideration the landscape as experienced human habitat, in relation to the understanding of land as both a common resource, and as pieces of property. This is motivated partly by the more or less global political trend and the turn from state interventions to individualistic capitalism (calling for new methods to solve common challenges), but also by a changing planning profession, increased collaborative planning processes, increased significance of public space as a scarce resource in densified cities, the need for holistic perspectives in sustainable urban development and the need for unifying concepts for urban and rural land at a local and regional scale. A new concept "around-scape" is suggested, in order to make visible the subjective binding between available perceived resources and spatial transformation.
The paper argues that policies towards upland communities in Vietnam tend to reinforce land use strategies that increase vulnerability to climate-related risk and undermine adaptive capacity of upland communities. It is argued that the division of land use between intensive agriculture/tree plantation and protected forest is increasing both livelihood- and environmental risk. Qualitative interviews and group discussion with upland villagers and local government staff in two districts of north and central Vietnam suggest that farmers are facing frequent loss and damage due to floods, storms and drought. Changing production patterns, together with the increase in climate-related hazards and stresses, is changing the character of vulnerability of upland communities. The study primarily explores village-level perspectives regarding impacts of hazards and stresses, ideas of how to reduce risk, along with how related policies and institutions influence local possibilities of risk reduction and adaptation. Our fieldwork results suggest that many villagers and local leaders see adaptation and risk reduction in terms of improved irrigation and in terms of access to land and forests for their livelihoods. The findings support arguments for more integration of agriculture and forestry land use, allowing for more flexibility in the development of upland livelihoods, with the aim of facilitating adaptation to climate change.

Bu analiz sayesinde koruma sorumluluğu normunun uygulanış şekli, uluslararası hukuk normlarına uygunluğu, uluslararası pratiğin tutarsızlığının nedenleri ve küresel sistem düzeyinde P5'in aralarındaki güç ilişkilerinin normun uygulanmasına yansıması irdelenmiştir. Sonuç olarak bir devlette insani krizin ortaya çıktığı olaylarda yetkili otorite tarafından yapılacak olası bir müdahalenin amacının "norm mu? egemenlik mi?" olduğu sorunsalı uluslararası ilişkiler teorileri ve uluslararası hukuk kuralları çerçevesinde değerlendirilmiştir. ; There is a lack of responsibility for sovereignty when states cannot protect their citizens against genocide, war crimes, crimes against humanity and ethnic cleansing, or are reluctant to protect them or use violence against their own citizens. With the emergence of this concept of open responsibility for protection, it has been tried to be closed by giving the intervention authority to the international community. The concept of sovereignty has been replaced by the concept of sovereignty as responsibility where the population has suffered serious damage as a result of civil war, rebellion, repression or failure of the state and the government has failed to control the situation. The understanding that the people who are separated from the territory of the country where the state has full and absolute sovereignty will not be a part of pure sovereignty has been developed by international treaties. This responsibility, which is based on a three-stage structure, includes coercive measures such as humanitarian intervention, and, unlike "humanitarian intervention" imposes"preventive diplomacy"and" reconstruction "responsibilities on the international community. With the recognition of the responsibility of protection, international peace and security As the norm enforcer of the United Nations Security Council, which is the primary international actor competent to provide, it is recognized that it has the authority to intervene in the sovereignty of the state without the consent of the relevant state for a reason other than the threat of international peace and security. However, failure to comply with the order envisaged in the three-pillar structure during the implementation of the norm, the fact that the intervention took place in the form of an intervention directly to the political integrity and independence of a state other than the purpose of human protection, the non-compliance with the principle of being the last resort of the intervention and the instability in practice interrupted the development of the norm. In this study, the qualitative content analysis of the decisions taken by the Security Council since 2011, which has witnessed similar internal conflicts with the Libya intervention, which is the first coercive intervention under the name of protection responsibility of the international community, has been conducted. With this analysis, the application of protection responsibility norm, compliance with international norms of law, the reasons of inconsistency of international practice and the reflection of the power relations between P5 on the implementation of the norm at global system level were examined. As a result, the question of whether a possible intervention by the competent authority in the events of humanitarian crisis in a state is 'norm or sovereignty? It has been evaluated within the framework of international relations theories and international law rules.
Bölgelerarası gelişmişlik farkları ülkelerin geçmişten günümüze kadar uğraştıkları en önemli sorunlardan biri olmaktadırlar. Bu sorunların çözümünde hükümetlerin bölgelerarası gelişmişlik farklarını azaltmak için finansal teşvikler ve alt yapı yatırımları gibi çeşitli politikalar uyguladığı dönem, 1970'li yıllarda yaşanan kriz süreci ile birlikte önemini kaybetmeye başlamıştır. Bu dönemde üretim sisteminde yaşanan dönüşümler, teknolojide yaşanan gelişmeler ve tüm dünyayı içine alan küreselleşme süreci ile birlikte uygulanan bölgesel politikalarda da değişim gündeme gelmiştir. Bölge artık geçmişin ulus devlet denetiminde ve ulus devlet dışına kapalı bir ekonomik sistemden, uluslar arası direk ilişkilere açık olan bir birim halini almıştır. Bölge kavramı ile birlikte bölgesel politikalarda yaşanan değişim, bölgesel farklılıkları giderme problemi olmaktan çıkmış bölgenin küresel rekabetçiliğini arttırmaya yönelik yerel aktörlerin başını çektiği bir yenilikçi ve sürdürülebilir rekabetçi bir model yaratma sorununa dönüşmüştür. Bu doğrultuda bölgesel politikaların uygulanmasında, kamu kesimi, özel kesim, sivil toplum kuruluşları ve üniversiteleri bir araya getiren, bölgelerarası gelişmişlik farklarını eşitleyici değil bölgelerarası rekabet anlayışını benimseyen, bölgenin sorunlarına çözüm bulmayı amaçlayan kurumlar ortaya çıkmaya başlamıştır. Bu kurumlardan biri olan Bölgesel Kalkınma Ajansları tüm dünyada uygulama alanı bulmuştur.Bu çalışmada, bölgesel politikalarda yaşanan değişim süreci ve bu sürecin kurumsal yansıması olan kalkınma ajanslarının ortaya çıkışı ve Avrupa Birliğine aday ülke konumundaki Türkiye'nin bu süreç ile birlikte bölgesel politikalarındaki yapısal dönüşüm incelenmiştir. ; The development differences among the regions have been the most important problem that the countries have been dealing with so far. In the solution of these problems, the period in which governments' implementing several policies such as financial incentives ve infrastructural investments to reduce the interregional development differences, lost its importance with the crisis period during the 1970s. In this period, some changes have come up with the transformations in production systems, developments experienced in the technology and regional policies implemented with globalization process including the whole world. Region has become a unit that is open to the international direct relationships from an economic system under the control of nation state and close to the out of nation state. With the region concept, the change experienced in regional policies has converted the problem of regional development from the issue of eliminating regional differences into creating a innovative, sustainable and competitive model directed to increase the global competitiveness, in which the local actors lead. Accordingly, in the implementation of regional policies, institutions adopting not equalizing the development differences among the regions but the conception of interregional competitiveness, gathering public and private sectors, non governmental organizations and universities, aiming to find solutions to the problems of the regions, have started to occur. Regional Development Agencies, which is one of these institutions, have found an implementation area in the whole world.In this study, period of change which is experienced in the regional policies and occurance of the development agencies which are institutional reflections of this period and structural conversion of Turkey, which is in the position of being a candidate country to European Union, in regional policies, has been examined.
