This paper engages in a discussion between regulationists and urban scientists with the aim of bringing awareness ofthe growing role of property markets as drivers of contemporaneous capitalist regimes — a dimension that has notbeen given proper consideration by the French Regulation School. The case of China exemplifies the centrality of landin macroeconomic dynamics. The paper explores this centrality trough the prism of the Development State (DS), aframework that sets China's experience in the broader context of Northeast Asia. Three main characteristics ofJohnson's DS framework are mobilized to highlight the role of property value enhancement in the regime of capitalaccumulation in China, i.e. the state's productivist approach, the main bank system and a nationalistic ethos ineconomy. It is argued that the state (at both central and local levels) has used the mechanism of property valueenhancement as a major tool to ensure a smoother economic transition. By keeping the 'main bank system' andavoiding the development of financial markets, it has created a dual track financing system of urban production,evidenced by the process of 'landed urbanization' (Li, 2014) and the proliferation of grey finance. This thesis provides a macro-regional reading of the urbanization process in Taiwan since its origins, over a period or four centuries. The characteristics or city growth arc captured in relation to the development strategies of the various regimes on the island. The method intersects a historical approach with geographic information techniques (QGIS software) to spatialize historical processes. The Taiwanese territory has been essentially dominated by exogenous or colonial powers, while al the same time being the support of intense ethnic mixing, notably by the influx of migrants from the Chinese mainland. Taiwan's economic and urban development has thus found itself at the interface of Western and Eastern spatial strategies of domination. The Western powers developed port cities as part of a colonial strategy embedded in world trade, while the Eastern countries pursued a more continental strategy. The country's capital, Taipei, experienced a less pronounced process or urban primacy than its East Asian counterparts. This betrays a more balanced urban growth, concentrated however in the western part of the island, along a north-south continental transport axis linking two major port hubs. This thesis examines the apparent contradiction between, from one side, the major change caused by the regionalisation process involving the affirmation of the French regions as a level of economic development and, from the other side, the inertia of the regional borders until 2015. The regional delimitations have been maintained for sixty years, despite the absence in some regions of metropolitan areas, considered by scientific literature as an indispensable element of development because of the location of the decision-making centres. The objective is therefore to deconstruct the decision-making "black box" by identifying the various factors that constrain actors' decisions and that have led to this paradox, which is a handicap for regions without metropolitan areas. For this goal, a multifactorial analysis based on neo-institutionalist theories was used to study the influence of interests, ideas and institutions on actors' decisions. The thesis also proposes to understand the role played by space on decisions through the formulation of the concept of "territorial dependency". This approach is mobilized to analyze the process that led to the existence of regions without metropolitan areas in the Paris Basin, chosen because it exacerbates the existing tension between the area of influence of the Paris and the division of the institutional borders. La thèse propose en outre de comprendre le rôle joué par l'espace sur les décisions à travers la formulation du concept de territorial dependency. Cette approche est mobilisée pour analyser le processus ayant conduit à l'existence de régions sans métropole dans le Bassin parisien, choisi car il exacerbe la tension existante entre l'aire d'influence de la métropole (Paris) et la division du maillage institutionnel. L'analyse de plusieurs séquences d'action publique (schéma directeur de 1965, schéma basse seine, lois de réforme régionale, contrat de plan État-région, programmes FEDER) au moyen d'une méthodologie adaptée aux sources et aux hypothèses a permis d'identifier plusieurs mécanismes (incrémentaux, intérêts, territoriaux, idéologiques) à l'origine des blocages au développement économique dans le Bassin parisien.

In order to defend Darwinism against the socio-political ideologies tarnishing its image, Patrick Tort, using an immanent reading of Darwin's anthropology, is now presenting this naturalist as the genealogist par excellence of universalist morality and the theorist of the peace of the state of civilization. As a result, Darwin competed with the philosophers of universal morality and of the social contract hypothesis as a path to perpetual peace. Natural selection, accused of promoting a state of war that eliminates the weak, is held up as an engine that, paradoxically, brings about the passage from the state of war to the state of universal peace. This would be possible thanks to the gradual selection of social feelings, the effect of which tends to cancel the removal of the selection and to take on universal dimensions. Tort calls this phenomenon "the reversive effect of evolution". Thus, by resorting to the explanation by selection, universal perpetual peace, regarded by Kant as what collective actors who have become reasonable would ultimately want to focus on after a long history of wars they were waging against each other, – due to the antagonism of their own liberties –, is from the outset attributed to an opportunistic natural law acting without design. The regulating effect of the idea of perpetual and universal peace is lost. So, one has the effort to overcome this risk and to make the Kantian intuition compatible with the theory of natural selection. On the one hand, this is accomplished on the basis of the Neural Darwinism of Edelman claiming, as the name suggests, its continuity with Darwin. His ambition is to account for the occurrence of mental faculties in humans endowed with freedom and intentionality, able to use heuristic fictions in social organization. His hypothesis provides an opportunity to rethink peace as a task for humanity in harmony with the theory of selection. On the other hand, the study of the limitations of the explanation by selection in biology, a holistic point of view, reveals the need to be complemented by an individualistic and developmental perspective as in "the Evo-devo Super synthesis." In fact, a developmental version of the concept of reversive effect of evolution can be found in the political anthropology of Kant, where universal antagonism produces against itself the practical reason giving way to the transition from the state of natural war to the state of peace. His horizon is cosmopolitan peace, a political concept of humanity. to be published in 'The urbanity of margins, migrants, refugees and relegated in cities in the Middle East', Dorai Kamel and Puig Nicolas (dirs.). From 1980 to 1997, Jordan set up a school in the area of the rehabilitation of poor neighbourhoods in eastern cities, being the first Arab country to apply the developmental ideology newly promoted by the World Bank in Latin America and Asia, which consisted of involving people in informal areas in all stages of the renovation of their habitat and enabling them to access property through long-term State-guaranteed loans. However, starting from the Israeli-Palestinian peace process (Oslo Accords of September 1993 and Wadi Araba in January 1994), the Jordanian government via the Housing and Urban Development Corporation (HUDC) changed its modes of intervention in the camps and informal areas of the country to focus on the provision of services alone, with a clear security priority. Once again, Jordan is ahead of the other host countries (Lebanon, Syria) by being the first country to integrate all UNRWA camps into its new urban renewal policies. The objective of this article is to analyse the evolution of policies for the management of informal housing in Jordan since 1980, with a focus on the ways in which refugee populations living in informal areas participate in programmes to secure their property. It is based on a series of interviews with HUDC officials (May 2006, autumn 2007 and 2008) and fieldwork carried out in the informal neighbourhood of NSahara at the beginning and end of the rehabilitation operation (May 2006 and March 2007). It shows that informal housing is treated differently in Jordan depending on whether it originated from the rural exodus or was the result of forced Palestinian migration in 1948 and 1967. La façon dont les jeunes vivent leur période de transition à la vie adulte (TVA) a beaucoup changé depuis les années 1950, suivant les changements ayant eu lieu au plan sociohistorique. La proposition théorique de l'adulte émergent (AE) a été formulée au début des années 2000 afin de décrire comment les jeunes naviguent dans le contexte actuel pour organiser leur entrée à la vie adulte. La proposition théorique de l'AE est utilisée dans de nombreuses études, mais de plus en plus d'auteurs remettent en question sa représentativité chez les jeunes plus vulnérables; leur accès plus limité aux ressources ne leur permettrait pas de repousser leur entrée à la vie adulte au même titre que les jeunes plus privilégiés. La présente étude a ainsi exploré la réalité de 12 participants âgés de 18 à 30 ans qui se présentent comme vulnérables afin d'évaluer dans quelle mesure la proposition théorique de l'AE permet de bien soutenir les individus plus vulnérables durant la TVA. Les récits de vie des participants ont été analysés selon une méthode d'analyse thématique inductive et déductive afin de dégager les thèmes utilisés par ceux-ci pour décrire leur expérience en TVA. Les résultats de l'étude permettent de dégager deux principaux constats à propos de la TVA des jeunes plus vulnérables qui ne sont pas défendues par les travaux d'Arnett: ces jeunes seraient fortement motivés par la construction d'un état de stabilité et l'engagement constituerait un processus central dans leur développement identitaire. Ces résultats appellent à ce que les décideurs et les intervenants psychosociaux considèrent le rôle de la stabilité et de l'engagement identitaire dans l'organisation du soutien offert aux jeunes plus vulnérables afin de favoriser que cette population à risque traverse, voire prospère, durant cette période développementale déterminante. ; The way young people experience their transition to adulthood (TA) has changed significantly since the 1950s, following the changes that have taken place at the socio-historical level. The emerging adult (EA) theoretical proposition was formulated in the early 2000s to describe how today's young people organize their entry into adulthood. The EAs theoretical proposition is used in many studies, but a growing number of authors question its representativeness among more vulnerable youth; their more limited access to resources would not allow them to delay their entry into adulthood to the same extent as more privileged youth. The present study thus explored the realities of 12 participants aged 18-30 who identified themselves as vulnerable in order to assess how well the theoretical proposition of EA supports more vulnerable individuals during the TA. The participants' life stories were analyzed using an inductive and deductive thematic analysis method in order to identify the themes they used to describe their experience in TA. The results of the study allowed to identify two main findings about the TA of more vulnerable youth that are not supported in Arnett's work: these youth would be strongly motivated by the construction of a state of stability and commitment would be a central process in their identity development. These results call for policy makers and psychosocial practitioners to consider the role of stability and identity commitment in organizing support for more vulnerable youth, thereby helping them navigate and even thrive during this critical developmental period.
