ABSTRACT. This paper proposes a new approach to the classification of Developmental States (DS) based on their public efforts to foster human development. We conceptualize DS within a multidimensional framework that includes three main dimensions (economic, social and democratic), and run a hierarchical cluster analysis for 112 countries in order to build a multidimensional taxonomy of DS. We propose a country classification and characterize three country-groups with different developmental public efforts: i) the human development States; ii) the unbalanced developmental States and iii) the non-developmental States. Our multidimensional taxonomy offers a more complex understanding of the variety of public efforts devoted to promote human development, thus overcoming the restricted - economical - conception of DS, which is mainly focused to the East Asian region. Este trabajo propone un nuevo marco para clasificar a los Estados Desarrollistas (ED) basado en sus esfuerzos para mejorar el desarrollo humano. Se conceptualiza a los ED en un marco multidimensional con tres dimensiones principales (económica, social y democrática) y se realizó un análisis de clúster jerárquico para 112 economías con el fin de construir dicha taxonomía. Se propone una clasificación por país y se clasifican tres grupos en función de sus esfuerzos desarrollistas: i) los Estados de desarrollo humano; ii) los Estados desarrollistas desbalanceados y iii) los Estados nodesarrollistas. La taxonomía multidimensional ofrece un entendimiento más complejo de la variedad de esfuerzos públicos para promover el desarrollo humano, superando así la concepción - económica - restringida de los ED prevaleciente en la región del Este Asiático.
The main objective of this article is to explain the economic rise of China, South Korea and Japan, based on developmental state theory. Through a qualitative and descriptive quantitative analysis, it is intended to answer the questions: What has been the impact of the developmental states: Japan, South Korea and China in their respective economic expansions? And what have been the characteristics that these countries have had in common in this process? This swill focus on the following specific aspects for each country and at the same time in common: intervention by the state (protection of certain productive sectors), stimulation of the national production as well as its exportation, and business conglomerates. It can be said that China's policy focused on "four modernizations" plus "four principles": agriculture, industry, science and technology, and defense via the socialist, dictatorship of the proletariat, leadership of the Communist Party of China (CPC) and thinking of Marx-Lenin-Mao Zedong principles. South Korea, concentrated on the implementation of five-year plans focused on different strategic sectors, and on efficient educational training. Japan, its policy was focused on the education of the population; in granting privileges such as the distribution of raw materials, subsidies, rationalized credits, among others, mainly to the coal and steel sector, and the generation of new industries such as automobiles, heavy electrical machinery, computers and petrochemicals, and for this, the government applied measures as a special tax, import quotas, accelerated depreciation, among others (Nishijima 2009, 9). At the end it is concluded that the impact of the developmental state on the economic success of the three countries analyzed, was of vital importance in the economic expansion of these East Asian countries, proving that, without the active participation of the developmental state, the economic performance of these three nations would not have reached the achieved dimensions. ; El presente artículo tiene como objetivo principal explicar el ascenso económico de China, Corea del Sur y Japón, teniendo como base la teoría desarrollista o developmental state theory. Por medio de un estudio cualitativo y cuantitativo descriptivo, se intenta responder las preguntas: ¿Cuál ha sido el impacto de los Estados desarrollistas: Japón, ¿Corea del Sur y China en sus respectivas expansiones económicas? Y ¿Cuáles han sido las características que estos países han tenido en común en dicho proceso? Este estudio se centra en los siguientes aspectos específicos para cada país y a la vez en común: intervención del Estado (protección a sectores productivos determinados), estimulación de la producción nacional y su exportación, y los conglomerados empresariales. Puede decirse que la política de China se centró en "cuatro modernizaciones" más "cuatro principios": agricultura, industria, ciencia y tecnología y defensa vía los principios socialista, dictadura del proletariado, liderazgo del Partido Comunista de China (PCCh) y pensamiento de Marx-Lenin-Mao Zedong. Corea del Sur, se focalizó en la implementación de planes quinquenales enfocados en diferentes sectores estratégicos, y en la formación educativa eficiente. Japón, su política se concentró en la educación de la población; en otorgar privilegios como repartición de materia prima, subsidios, créditos racionalizados, entre otros, principalmente al sector carbonífero y siderúrgico, y la generación de nuevas industrias como la automovilística, maquinaria eléctrica pesada, computadores y petroquímica, y para ello, el gobierno aplicó medidas como un impuesto especial, cuotas de importación, depreciación acelerada, entro otros (Nishijima 2009, 9). Al final se concluye que el impacto del Estado desarrollista en el éxito económico de los tres países analizados, fue de vital importancia en la expansión económica de estos países del Este Asiático, comprobando que, sin la participación activa del Estado desarrollista, el desempeño económico de estas tres naciones no hubiese conseguido las dimensiones alcanzadas.
El artículo hace una revisión sobre el papel que ha jugado la burocracia en el desarrollo de Corea del Sur a través del tiempo. El análisis menciona la importancia de legados históricos como el confucianismo, la ocupación japonesa y las políticas públicas promovidas por el estado desarrollista en Corea durante el gobierno del general Park como elementos que han dado carácter a la relación entre el Estado y el sector empresarial (los chaebols). Se concluye que la burocracia ha sido esencial para el trabajo conjunto entre el Estado y las empresas, lo que, a su vez, ha sido clave para el desarrollo del país.
Against the backdrop of the success story of the Korean shipbuilding industry, numerous legends and hero stories have been created. On the one hand, they advocate the developmental dictatorship while highlighting the positive role of Park Chung-Hee and the government. Others have emphasized the role of Chaebol owners or entrepreneurs from a market-oriented perspective. Strangely, the two views are often combined at the same time. This paper went beyond the discussion of success factors to examine how the relationship between the government and the market has changed and what difficulties and problems the shipyard workers had to face in the process. In particular, the paper has dealt with government's policy for the shipbuilding industry during the recessions. This article provides an overview of the Korean government's policy for the shipbuilding industry and the business strategy of the Hyundai Heavy Industries (hereafter, HHI), South Korea's leading shipyard. Especially, the historical process of structuration of the state-market relations, or the government-industry relations would be focused on. Labor disputes related with restructuring will be also briefly mentioned. The first part will investigate the historical transformations from the shipbuilding promotion policy of the developmental state into the neo-liberal policy for restructuring to deal with the shipbuilding depression. The effects and implications of such transformation on labor relations will also be noted briefly. The second part will deal with so called the success of the HHI, and its recent restructuring. The political and economic histories of Argentina and Brazil reveal similarities and differences that favor the understanding of the evolution and institutionalization of capitalism in Latin America. Based on this argument, this study focuses on a time frame (1956-1978) of the stories of industrialization in Brazil and Argentina, with a view to exploring the relational field between the state and industrial business associations in both countries, with emphasis on nature of industrial corporatism of that period and its contribution at process industrial modernization. So, were listed as objects of analysis, in Brazil, CNI and FIESP system and, in Argentina, UIA. The research is characterized as qualitative and documentary, and uses the historical method for the comparative analysis of the results. The findings indicate that industrial corporatism, present in Argentina and Brazil did not represent factor of the importance in the process of industrial upgrading. ; As histórias político-econômicas de Argentina e Brasil revelam semelhanças e diferenças que ajudam a entender a evolução e a institucionalização do capitalismo na América Latina. Com base nesta argumentação, este estudo centra-se em um recorte temporal (de 1956 a 1978) das histórias da industrialização brasileira e argentina, com vistas a explorar o campo relacional entre o Estado e as associações empresariais industriais nos dois países, com ênfase à natureza do corporativismo industrial nesse período e sua contribuição aoprocesso de modernização industrial. Para tanto, foram elencados como objetos de análise, no Brasil, a CNI e o Sistema FIESP, e, na Argentina, a UIA. A pesquisa caracteriza-se como documental e qualitativa, e utiliza-se do método histórico comparativo para a análise dos resultados. Os achados sugerem que o corporativismo industrial, presentes na Argentina e no Brasil não representou fator preponderante no processo de upgrading industrial.

El presente ensayo intenta dar respuesta a la pregunta: ¿cómo podrían los gobiernos cambiar una trayectoria de desarrollo para insertarse en la dinámica de la economía capitalista mundial? La variante progresista del neo-desarrollismo prioriza la expansión de la demanda omitiendo las tensiones con la ganancia. También busca equilibrar las variables macroeconómicas desconociendo los desajustes que genera la acumulación. Su expectativa de sustraer al capitalismo de estado de las crisis que afronta el sector privado no se verifica. Tampoco es viable el reemplazo de empresarios por funcionarios. Los proyectos políticos del desarrollismo democrático-popular chocan con los compromisos asumidos por la variante conservadora y el modelo regional cooperativo está afectado por la inserción global primarizada. Es erróneo observar a los gobiernos de centro-izquierda como antesala del socialismo y sustituir la evaluación de la lucha social por registros de proximidad o lejanía del industrialismo capitalista. Respetar las singularidades nacionales no impide discutir contrastando experiencias. ; The progressive variant of neo-developmentalism prioritizes the expansion of demand omitting tensions with the rate of profit. It also seeks to balance the macroeconomic variables ignoring mismatches generated by accumulation. His expectation of shielding the state capitalism of the cirisis facing the private sector is not verified. Nor is it feasible to replace entrepreneurs by state officials. Political projects of popular democratic developmentalism collide with the commitments made by the conservative variant. The proposal to build cooperative regional model is affected by the global integration of primary exports in all countries. It is wrong to see in the center-left governments in anticipation of socialism and replace the evaluation of the social struggle for proximity or distance records of capitalist industrialism. This work seeks to describe the economic and institutional incentives that define China's role as a provider of public goods in global economic governance. After the creation of the XIII Five-Year Plan in 2016, China expects to become an important contributor to global governance by promoting the development of the world economy. However, this nation has assumed a selective participation within the different regimes of current international economic system. Besides, the appropriation of liberal economic practices by the Asian country is still limited. In this paradox between goals and means, China does not expect to propose or modify an alternative system or substantially adapt the current system. Instead, the improvement of its productive capacities and competences, as promoted by the government, would allow China to encourage competition for a better global provision of public goods through the regime of technical standards, specifically. ; Este artículo se propone describir los incentivos económicos e institucionales que delimitan el papel de China como proveedor de bienes públicos en la gobernanza económica global. Tras la formulación del XIII Plan Quinquenal en el 2016 China plantea convertirse en un importante contribuyente a la gobernanza global por medio del impulso al desarrollo de la economía mundial. Sin embargo, ha asumido una participación selectiva dentro de los diferentes regímenes del actual sistema económico internacional y su apropiación de las prácticas económicas liberales aún son limitadas. En esta contradicción entre metas y medios, China no tiene como alternativa proponer o modificar un sistema alternativo o modificar sustancialmente el sistema actual. En su lugar, la mejora promovida desde el Estado de sus capacidades y competencias productivas le permitirían incentivar una competencia por una mejor provisión global de bienes públicos específicamente a través del régimen de estándares técnicos.
The state capacity to formulate, supervise, and implement (and in some cases to evaluate) science, technology, and innovation policy is the subject of the present work. The goal is to compare state and policy capacity in Brazil, China, and Argentina to point out comparative institutional advantages and disadvantages. One of the study's main conclusions is the existence of a structured consensus on what sectors the enterprising state should incentivize and promote, on where the frontier is located, and whether these countries are at the frontier of innovation depends on: the existence of a rearguard of institutions capable of undertaking prospective (and retrospective) studies that are effectively considered in the decision-making process; the continuous exercise of foresight or technological foresight, subject to processes of periodic revision; the capacity to take account of conflicts of interest, but equally to neutralize them when building structured consensus; and finally to count on a well-established but effective financial innovation system. Two conditions seem important as far as the governance of the modernization process is concerned: visions of the future and state capacities to implement them. What is at issue is not a continuous set of abilities or expertise but a variety of decision-making processes on long-term strategy and coordination in the development and implementation of technology policies.
Introduction: With the dispatch of Resolution 0429 of 2016, the Colombian government concluded a reform process that retains the insurance healthcare system introduced with Law 100 of 1993 intact, and strengthens the role of health insurance companies (denominated in Colombia by EPS for its initials in Spanish). This Resolution establishes the new "Policy on Comprehensive Healthcare" (PAIS) which must be included in regional development plans and implemented by local health authorities. Thus it is important to analyze the health component of the State Developmental plans. Objective: To examine the health component of the Santander State Developmental Plan and promote the discussion, analysis and debate about public health policy. Discussion: The epidemiological indicators are not used to define a clear health profile of the department; furthermore, the health strategies proposed do not target the aims of the health component in the State plan. In fact, the main health programs and interventions are basically designed to be subject to financial intermediation by the health insurance companies and to establish services contracts with private operators. Conclusions: It is possible to predict that even if most of the goals and indicators proposed in the plan are reached, they will not have a significant impact on the health of Santander State´s population. Introducción: Con la expedición de la Resolución 429 de 2016, el gobierno colombiano culminó un proceso de reforma de la salud que consolida el sistema de aseguramiento representado en las denominadas Empresas Promotoras de Salud o EPS el cual fuera establecido con la Ley 100 de 1993. Esta resolución establece una nueva "PolÍtica de Atención Integral en Salud " que debe ser implementada por las entidades territoriales de salud a través de sus respectivos planes de desarrollo. De ahÍ la importancia de analizar el componente de salud de los planes de desarrollo departamentales. Objetivo: Formular observaciones al componente de salud del Plan Departamental de Desarrollo de Santander PDDS y estimular la comprensión, el análisis y el debate sobre la principal polÍtica pública de salud del Departamento. Discusión: De los indicadores, estrategias y programas presentados en el PDDS no se deriva un claro perfil epidemiológico y de salud del Departamento de Santander que permita la formulación e implementación de un plan de acción estratégico que conduzca a la intervención efectiva de los problemas y necesidades prioritarias de salud de la población del Departamento. The Instituto de Investigaciones Científicas of the Universidad Nacional de La Plata inArgentina refers to two utopias according to the horizons to be reached. At the political level, it expresses the boost given to research, as part of the proposals for economic strengthening of the government's developmental model. At the architectural level, it is one of the earliest manifestations of "system architecture," evidencing confidence in technology. This article analyzes a work often ignored: an illustrative work of a productive disciplinary period with regard to optimistic ideas about future development and witness of the turning point of interwar modernarchitecture. ; La sede del Instituto de Investigaciones Científicas de la Universidad Nacional deLa Plata, en Argentina, remite a dos utopías, en tanto horizontes a alcanzar. En el plano político, expresa el impulso a la investigación como parte del fortalecimiento económico del modelo estatal desarrollista, mientras que en lo arquitectónico constituye una manifestación temprana de la "arquitectura de sistemas" dejando en evidencia una acabada confianza en la tecnología. El artículo analiza una obra poco atendida, ilustrativa de un período disciplinar fructífero en ideas optimistas sobre el futuro, a la vez que testimonio del quiebre respecto de la arquitectura moderna de entreguerra.
