How can structural aspects as well as agency be taken into consideration when analyzing states in dependent societies? The application of important critical approaches such as dependency theory & the state derivation debate as well as the mainstream discussion on failed states remains unsatisfactory. Therefore, an alternative critical approach is proposed which draws from regulation theory, gramscian ideas & the materialist state theory developed by Poulantzas. The value of such an approach is illustrated with regard to the Mexican transition towards neoliberalism & the transformation of the Mexican developmental state towards a competition state. Sowohl China als auch Indien haben in den vergangenen 30 Jahren eine bemerkenswerte wirtschaftliche Transformation vollzogen. Aus den beiden ökonomisch unterentwickelten Staaten sind zwei zukünftige wirtschaftliche und politische Supermächte erwachsen. Trotz zahlreicher Reformen zur Liberalisierung der Volkswirtschaften ist in beiden Ländern der Staat noch immer der wichtigste wirtschaftspolitische Akteur. Basierend auf dem staatszentrierten Modell des Developmental State nimmt die Arbeit einen Vergleich der wirtschaftspolitischen Institutionen, Akteure und Industriepolitik Chinas und Indiens vor. Die Arbeit kommt zu dem Ergebnis, dass China sich im Laufe des Untersuchungszeitraums zu einem Developmental State entwickelt hat und daher heute mit Einschränkungen als solcher bezeichnet werden kann. Indien weist hingegen nur partielle Übereinstimmungen mit dem Modell auf und es ist keine eindeutige Entwick-lung hin zu einem Developmental State erkennbar. Die Ergebnisse der Arbeit zeigen zudem, dass im Hin-blick auf China und Indien eine Erweiterung des theoretischen Ansatzes des Developmental States um eine vertikale bzw. regionale Analyseebene als analytisch vielversprechend angesehen werden kann.

There are losers & winners in globalization. In this paper it will be argued that those developing countries that enable structural change might benefit, but this does not apply to those developing countries, that have fallen into a structural instability trap. Especially those countries suffering from asymmetric integration in world markets (resource-abundant states) face external shocks. Countries integrating in global value chains are in a far better situation but there is growing inequality. The minority of successful catching up countries have done better, because these economies started earlier, had a developmental state, established linkage structures thus boostering productivity industrialization & agrarian change. The Washington Consensus fails to realize that liberalization & export orientation without structural change, endogenous development via a developmental state will not be able to reduce inequality & poverty. 5 Tables, 110 References. Klare Eckpunkte des angestrebten Wirtschaftssystems sind schwer erkennbar. Eine Abkehr vom staatsinterventionistischen Marktwirtschaftsmodell ist geboten. In contrast to the minor importance within the overall economy, the fishing industry still plays an important part in the regional economy of the northern German coastal Länder. It has to be kept in mind that the fishing industry which is spatially concentrated there employs 48 000 persons and has an annual turnover of about DM 11,3 thousand millions (in 1992). Among the five nothern German coastal Länder there are in fact some structural differences with respect to the locational distribution: while in Bremen, Mecklenburg-Vorpommern and Lower Saxony all fishing industry branches are still represented, there are only some branches of the fishing industry left in Hamburg and Schleswig-Holstein. Finally,quite different activities are subsumed under the heading "fishing industry",such as deep-sea fishing and inshore fishing, transportation, mariculture, import and marketing of raw fish, but also the fish-processing industry, fish gastronomy and forwardly and backwardly linked service sectors. Starting from a brief review of the development of the fishing industry in the reunified Germany, this paper deals in detail with the situation of the different fishing industry branches in the coastal Länder situated on the Baltic Sea and on the Northern Sea. The paper is focussed on developmental trends which are indeed sectorially and regionally different.

A study of the transforming relationship between state and business in India since the 1980s allows us to derive important insights into the functioning of modern capitalism in large emerging markets, also in contrast to the traditional model of the East Asian developmental state. Departing from the context of historical formation, we are characterizing state capitalism in major Indian urban areas as a 'state-permeated market economy'. However, in spite of all economic dynamism, this economic model is necessarily bound up with considerable down sides, including most notably severe inequality. Adapted from the source document.

'Die vorliegende Arbeit ist ein empirischer Beitrag zum Diskurs um das Konzept der Entwicklungsaufgaben, insbesondere im Kontext schulischer Sozialisation und dem Übergang ins Berufsleben. Vier explorativ-faktorenanalytisch ermittelte Entwicklungsaufgaben-Skalen werden in einem Allgemeinen Linearen Modell dazu eingesetzt, Determinanten des Ausmaßes ihrer Bewältigung bei 16 bis 18-jährigen SchülerInnen aus Berlin-Charlottenburg festzustellen. Dabei werden wesentliche Erkenntnisse des aktuellen Forschungsstands repliziert, insbesondere hinsichtlich des Einflusses des Geschlechts auf die Auseinandersetzung mit (zwischenmenschlichen und persönlichen) Entwicklungsaufgaben. Weitere Ergebnisse werden jedoch wichtige Fragen hinsichtlich der Reproduktion von sozialer Ungleichheit durch das Schulsystem auf.' (Autorenreferat)

In contrast to their Northeast Asian neighbors, most Southeast Asian countries have not been able to generate sustainable and equitable economic growth to date. Instead of successfully employing industrialization policies like the governments of, for example, Japan, South Korea, and Taiwan have, countries such as Indonesia, Malaysia, the Philippines, and Thailand have rather been following entirely different - and ultimately economically less successful - development trajectories. Especially the Philippines stands out here, as it went from having brighter economic prospects than neighboring countries in the 1950s to having been left behind by the 1980s - with its industrial sector still significantly lagging behind regional standards today. In order to adequately capture the Philippines' current predicament, the concept of "underdevelopmental" states is introduced. Situated between the two ideal types of "developmental" and "predatory" states, underdevelopmental ones neither particularly promote nor entirely block development - rather they continually reproduce a certain level of underdevelopment through their institutional specificities. This is mostly due to the lack of specific development-oriented industrialization policies and to ineffective government-business relations. Delineating the concept of underdevelopmental states and introducing the Philippines as an illustrative case study adds, then, to our understanding of the political economy of development in that country, while also providing insights on the prospects for as well as limits of industrial policy in the wider Southeast Asian context. "Der öffentliche Wohnungsbau gilt im Hinblick auf die Integration der multi-ethnischen Bevölkerung des Stadtstaates Singapur als eine der 'Säulen der Nation'. Über ein ausgeklügeltes System der Alterssicherung macht er fast 90 Prozent der Einwohner zu Quasi-Eigentümern. Diesen Anreiz setzt Singapur gezielt für die Realisierung seines weltweit wohl einmaligen Modells der staatlich gelenkten residentiellen Integration ein. Über das Leitbild des Nation Building und das Mittel des Social Engineering steuert der Developmental State den Integrationsprozess seiner ethnisch und sozioökonomisch gemischten Bevölkerung. Das seit Januar 2001 laufende Projekt der Deutschen Forschungsgemeinschaft 'Öffentlicher Wohnungsbau und Stadtentwicklung in Singapur' am Lehrstuhl für Kulturgeographie, Fakultät für Gesellschaftswissenschaften der Universität Duisburg (Prof.Dr. Winfried Flüchter, Institut für Geographie und Institut für Ostasienwissenschaften) zielt auf eine Analyse des residentiellen Integrationsmodells im Hinblick auf neue Aspekte für die Sozialökologie - im Rahmen qualitativer Sozialforschung unter besonderer Beachtung der mikroräumlichen Dimension. Der folgende Beitrag bietet einen Ausschnitt der Ergebnisse der ersten, quantitativen Projektphase: eine Bestandsaufnahme des residentiellen Integrationsmodells auf unterschiedlichen kleinräumigen Maßstabsebenen, Grundlage für die noch bevorstehenden empirisch-qualitativen Recherchen."
