This paper explores the digitalisation of teaching and learning understood as external processes, influenced by government and international trends and as internal processes within the institutions, in Denmark and Norway. These are countries with similarities regarding digitalisation and educational systems. In the internal processes, there was some use of digital technology in teaching and learning when initiated from administration including IT-staff, in collaboration with academic leaders. There was little or only limited reported use of technology for teaching and learning, when the processes were initiated by administration together with enthusiasts among faculty staff, who did not have leadership roles or influence on change. There was more reported use of technology in teaching and learning in Denmark than Norway. The paper discusses possible explanations for these findings and thus illuminates how processes of digitalisation are influenced by broader governance arrangements, institutional maturity and academic and administration staffs.

AbstractThis article examines the digitalisation of employment services in the UK and Australia, countries that have been on similar policy trajectories with respect to the development of quasi‐markets and increased digitalisation. The article deploys comparative mixed methods comprising surveys of employment service providers and interviews with providers and technology developers in both countries to analyse the extent of, forms and challenges around digitalisation across both countries. The survey data analysis suggested considerable similarities in the UK and Australia regarding the drivers of digitalisation and the tasks which were digitalised. However, the interview data highlighted some differences between the two countries, including the persistence of face‐to‐face delivery in the UK compared with accelerated digitalisation in Australia. In both countries, there were clear differing motivations between stakeholder communities (policymakers and developers), which providers had to negotiate.

Abstract
As of autumn 2020, the Riigikogu is using a new verbatim records system. The system is called Hans and is based on speech recognition technology. The system records the proceedings in the Plenary Hall as sound files, and speech recognition writes them down. The new system embodies a complete workflow of information processing, starting with sound recording in the Plenary Hall and ending with its publication in text format on the home page of the Riigikogu. Another digital innovation is the possibility to hold the plenary sittings so that the members of the Riigikogu do not have to be physically present in the room where the sitting takes place, and they can participate with the help of electronic means.

AbstractPeople living with cognitive impairments face new forms of disablement in the context of transport digitalisation, an issue recently catalysed by controversies regarding rail ticket office closures. Transport can dramatically impact the lives of people diagnosed with dementia, who often find their mobility suddenly and dramatically impaired. Unfortunately, sociological analysis of cognitive disability has traditionally been undermined by under‐theorisation. One solution can be found in classic bioethical work on hypercognitivism—the veneration of cognitive acuity—and its disabling consequences. A hypercognitive approach can nurture an attentiveness to the specificities of digital disablement. Here, disability does not emerge from digitalisation inherently, but is instead intensified by the implementation of digitalisation in line with value commitments. A more robust sociology of cognitive disability could better represent the interests of people with cognitive impairments and resist the new forms of disability that current digitalisation risks spreading.

The article presents legal solutions of the European Union (EU) and Member States (MS) with respect to the digitalisation of company law. We analyse and evaluate the EU's efforts to overcome the backlog of legislation concerning technological development, with legal solutions in the field of the electronic formation and registration of companies and in shareholders' communication with company board members. The analysis shows that company law in the EU is lagging behind technological development. Despite ongoing dynamic efforts to modernise it on the EU level, the MS reveal differences in their speed of implementing the EU's directives. The case of Slovenia shows that while digital tools are in wide use for ensuring transparent data disclosure and publication, along with the realisation of basic corporate governance functions, big differences remain between the minority of companies traded on the regulated market and the majority of companies for which such regulation is deficient. The availability of large amounts of data is starting to impact how the wind energy community works. From turbine design to plant layout, construction, commissioning, and maintenance and operations, new processes and business models are springing up. This is the process of digitalisation, and it promises improved efficiency and greater insight, ultimately leading to increased energy capture and significant savings for wind plant operators, thus reducing the levelized cost of energy. Digitalisation is also impacting research, where it is both easing and speeding up collaboration, as well as making research results more accessible. This is the basis for innovations that can be taken up by end users. But digitalisation faces barriers. This paper uses a literature survey and the results from an expert elicitation to identify three common industry-wide barriers to the digitalisation of wind energy. Comparison with other networked industries and past and ongoing initiatives to foster digitalisation show that these barriers can only be overcome by wide-reaching strategic efforts, and so we see these as "Grand Challenges" in the digitalisation of wind energy. They are, first, the need to create reusable data frameworks; secondly, the need to connect people to data to foster innovation; and finally, the need to enable collaboration and competition between organisations. The Grand Challenges thus include a mix of technical and cultural aspects that will need collaboration between businesses, academia, and government to solve. Working to mitigate them is the beginning of a dynamic process that will position wind energy as an essential part of a global clean energy future.

IN ENGLISH: This chapter looks at the current effects of digitalisation on social inclusion and how the two concepts might be understood and interlinked within the youth sector. It is based on a research study in 2019 by the same group of authors, which looked at social inclusion, digitalisation and young people (Șerban et al. 2020), and the intersection of these themes across Europe. --- IN CROATIAN: Ovo poglavlje razmatra trenutne učinke digitalizacije na socijalnu uključenost i kako se ta dva pojma mogu razumjeti i međusobno povezati u sektoru mladih. Temelji se na istraživanju iz 2019. godine iste grupe autora, koje se bavilo socijalnom uključenošću, digitalizacijom i mladima (Șerban i sur. 2020), te presijecanjem tih tema u Europi.
