This article is a case study of the role played by a non-governmental organisation in the development policy and development assistance on the example of the Coprodeli Foundation in Peru. In developed democratic countries, the organs of state power entrust part of their tasks to civil society organisations. However, these organisations can also become the leader in the development policy replacing or supporting the state. This determination is particularly important in the perspective of developing countries. However, the business model of these organisations must be inclusive and not substitute. The model developed by Coprodeli involves both beneficiaries, local and state power and business structures, and other aid organisations. Participation of many entities and the specifics of the work of the foundation, which places entire settlements in places neglected and affected by natural disasters, makes the model developed by Coprodeli important for the advancement of the theory of development assistance policy.
Support of African geological surveys by their European partners in the context of the Polish initiatives.A b s t r a c t. African countries in the 1960s began to recover their independence. These facts coincided with the good results in raw materials findings of the Polish geologists and geophysicists. Therefore, in the 1960s and 1970s, geologists of the Polish Geological Institute and other companies indicated their presence in the research works in several countries of the African continent. Nowadays, the EuroGeoSurveys (EGS) members with the support from the Organization of African Geological Surveys (OAGS) prepared a strategy for sustainable strengthening of African countries' geological administrations. The strategy focuses on natural resources governance, enforcing sustainable mineral resources exploitation as well as preventing and mitigating natural disasters by establishing long-term strategic cooperation relationships in these areas. EGS, on behalf of the European Commission's DG Development and Cooperation (DEVCO) and with the support and additional supervision of DG ENTR, was requested to cooperate with the OAGS to develop, over a period of about twelve months, a feasibility study focusing on one key priority of the EU-Africa Strategy Action Plan 2011–13, which is to "foster further co-operation between African and European geological surveys". As the result of this cooperation the identification of the Africa's challenges in geological knowledge and skills has been done, that emerged by analysis of targeted information derived from questionnaires distributed via OAGS to their members.
Civil defence means actions aiming at protecting population, industrial plants, utility companies, and cultural goods, saving and helping the injured in times of war, as well as cooperating in fighting natural disasters and environmentas threats and in deletion of their effects. Vivil defence should function on the basis of the principle of generality, obligation, unvariability of organizational structure, complexity of operation, adequacy, readiness, decentralization of management, planning, support, and interterritorial solidarity. The central organ of government administration for civil defence is the Chief of Civil Defence of the Country, who is appointed by the Prime Minister. The motion is put forward by the minister of internal affairs. Provincial governors, starosts, borough leaders, presidents of towns or cities are local organs of civil defence. ; Obrona cywilna to działania mające na celu ochronę ludności, zakładów pracy i urządzeń użyteczności publicznej, dóbr kultury, ratowanie i udzielanie pomocy poszkodowanym w czasie wojny oraz współdziałanie w zwalczaniu klęsk żywiołowych i zagrożeń środowiska oraz usuwanie ich skutków. Obrona cywilna powinna funkcjonować na podstawie zasady powszechności, obowiązkowości, niezmienności struktur organizacyjnych, kompleksowości działania, adekwatności, gotowości, decentralizacji zarządzania, planowania, wsparcia i międzyterytorialnej solidarności. Centralnym organem administracji rządowej w sprawach obrony cywilnej jest szef Obrony Cywilnej Kraju, którego powołuje Prezes Rady Ministrów na wniosek ministra właściwego do spraw wewnętrznych. Terenowymi organami obrony cywilnej są wojewodowie, starostowie, wójtowie lub burmistrzowie (prezydenci miast).
This article presents The National Firefighting and Rescue System (NFRS), which implements in Poland, tasks in rescue service, organization and management. Based on the twenty years of experience, the belief has been established that in order to ensure the safety and protection of the population in the case of natural disasters or technical failures, the integrated solutions are the only effective form of risk prevention. To demonstrate the functionality of NFRS as part of the security system of the state in the area of rescue and civil protection, in the article has been made a general analysis of the system in 20 years, and presented the thesis that the continuous development of civilization and the consequent new and changing threats, causing a continuing need of improving rescue systems in Poland. The approach to the tasks of civil protection must evaluate, which has a beneficial effect on the rescue system, and the solutions adopted for rescue are effective and widely acceptable by Polish society. It is also essential considering how to present reality to link actions NFRS the designed system in Poland to protect the population. It should be noted that for several years the development of the NFRS is aimed at protecting the population, not only in the areas of rescue, so there is no logical justification for creating and maintaining an armchair formation of Civil Defense, since NFRS can fulfill the tasks assigned to these formations ; Artykuł przedstawia Krajowy System Ratowniczo-Gaśniczy (KSRG), który realizuje w Polsce zadania z zakresu ratownictwa oraz organizacji i zarządzania nim. Na podstawie dwudziestoletnich doświadczeń utrwaliło się przekonanie, że w celu zapewnienia bezpieczeństwa i ochrony ludności w przypadku wystąpienia klęsk żywiołowych, katastrof naturalnych i awarii technicznych, tylko zintegrowane rozwiązania są skuteczną formą przeciwdziałania zagrożeniom. Aby zaprezentować funkcjonalność KSRG jako elementu systemu bezpieczeństwa państwa w obszarze ratownictwa i zarządzania ochroną ludności, dokonano ogólnej analizy działania systemu w minionych 20 latach oraz przedstawiono tezę, że ciągły rozwój cywilizacji i wiążące się z tym nowe, zmieniające się zagrożenia, powodują ciągłą potrzebę doskonalenia systemu ratowniczego w Polsce. Podejście do zadań z zakresu zarządzania ochroną ludności musi ewaluować, co ma korzystny wpływ na system ratowniczy, a przyjęte rozwiązania dla ratownictwa są skuteczne oraz powszechnie akceptowane przez polskie społeczeństwo. Zasadnicze stają się również rozważania, jak w obecnej rzeczywistości powiązać działania KSRG z projektowanym w Polsce systemem ochrony ludności. Należy zauważyć, że od kilku lat rozwój KSRG nakierowany jest na ochronę ludności nie tylko w obszarach ratowniczych, więc nie ma logicznego uzasadnienia dla tworzenia i utrzymywania nieaktywnych formacji Obrony Cywilnej, skoro KSRG może wypełniać zadania wyznaczone dla tych formacji
The chief purpose of BBC World Service, Radio France Internationale, and Voice of America in the Context of International Communication: From Propaganda to Public Diplomacy is to analyse the role radio stations fulfil for international communication nowadays in the light of the roles they served in the past (that is, the times when radio dominated). During the interwar period and right before World War II, new radio stations came to being that aimed at broadcasting content targeted at the listeners abroad. Initially, these radio stations were transmitting mostly official messages or functioning as private point-to-point communication; in both cases, they functioned similarly to telegraphs (assuming one addresser and one addressee). Along with not only the development of the transmitting and receiving devices but also the widening of our knowledge on radio waves, radio turned into a mass medium, thanks to various "freaks," including investors and other radio lovers. Having access to the network of correspondents and a powerful radio signal, radio stations back then were able to provide live coverage of the events that interested listeners all around the globe. The capacities of radio were significant during World War II as well; precisely, it ceased to serve communication purposes exclusively, and was included into military arsenal (used not only in operations and diversion actions, but also for jamming and scouting). This military conflict showed that the possibility of reaching listeners abroad – that is, the citizens of adversary, allied, and neutral states – had been of enormous importance, whereas the ability of shaping the opinions of foreign citizens had become a crucial part of contemporary warfare. The relevance of radio for international communication was indisputable also during the Cold War. Radio Free Europe, Radio Liberty, Voice of America, BBC World Service, Radio France Internationale, Deutsche Welle, Radio Madrid, Radio Moskwa, and Radio China International were fundamentally engaged in both ideological war and public diplomacy. Simultaneously, various international processes changed the position radio occupied among other media; the "Golden Age of Radio" reached a significant decline in the 1950s, when the dominance of radio gave way to the advent of television, whereas from late 1990s on the situation of all media was revolutionised by the birth of the Internet. As a result, digitalisation, convergence, shifts in reception and use of media – not to mention other broader phenomena, including the dominance of audiovisual culture – affected not only listeners and their preferences (inclining to fragmented radio programmes), but also ratings and marketability of radio stations. Finally, since political communication has privileged the audiovisual paradigm, and domestic policy has gradually become a media issue, radio has withdrawn in this area as well, giving primacy to television and new media. Because of the aforementioned factors and shifts, it becomes vital to carefully reconsider the contemporary and international status of radio. After all, one might be tempted to think that radio is no longer in its heyday, whereas both governments and individual listeners do not deem it as a genuine informative medium or a means capable of reaching the foreign public opinion. This book, therefore, explores how Radio France Internationale, Voice of America, and BBC World Service changed diachronically in reference to other radio stations alike, points to rules they follow and formats their programmes take, and analyses their recent activity in international communication between 2014 and 2018. Chapter 1 introduces theoretical vocabulary international communication relies on, and juxtaposes its various definitions with related cultural phenomena, including transcultural communication, political communication, propaganda, public diplomacy, cultural diplomacy, media diplomacy, and soft power. Aside from analysing these concepts, this chapter also proposes an innovative definition of international communication and its graphic model. Chapter 2 is diachronic, and it focuses on the discovery of radio waves and the invention of radio read from the technical perspective, which determines the position of radio for international communication. Moreover, the early forms of radio are recalled with regard to their significance for foreign communication. Finally, the development of radio and broadcasting in France, United Kingdom, and the USA is presented with an emphasis put on the differences between their broadcasting models. Chapter 3 is devoted to the development of international broadcasting, dividing it into three stages: 1) the early 20th century (until the 1930s), when radio waves were being tested, the first experimental stations came to being, and first international radio stations were founded, including those in Nauen and Zessen (Germany), Sainte-Assise and Le Post Colonial (France), Eindhoven and Heuzen (Netherlands), Chelmsford (United Kingdom); 2) the World War II period, in which the uses of radio for international military communication are analysed in reference to propaganda radio stations (Radio Berlin, Radio Hamburg, Radio Stuttgart, Radio Tokio) and its prominent figures (William Joyce ("Lord Haw-Haw"), Paul Ferdonnet ("the Stuttgart Traitor"), Mildred Gillars ("Axis Sally"), Ive Togure ("Tokyo Rose")), British pirate radio stations functioning in response to the Axis propaganda (for instance, Gustav Siegfried Eins), the radio stations of French Resistance with a special emphasis put on Radio Brazzaville, that is, Charles de Gaulle's chief means of international communication, and, finally, Voice of America serving for public diplomacy purposes; 3) the Cold War period, in which the objectives, assumptions, and strategies of international broadcasting posed by France, United Kingdom, the United States of America between 1945 and late 1980s are examined. The last chapter is entirely dedicated to BBC World Service, Radio France Internationale and Voice of America nowadays, paying attention to their regulations, structures, and broadcasting services. These radio stations are understood as means used for public diplomacy of their countries, and their institutional and formal connections to government institutions are discussed. Consequently, this comparative chapter refers to the legal contexts, supported by acts and regulations of a given country, presents the principles and levels of funding, reconstructs the institutional positions of radio among other media, and characterises broadcasting in terms of services, directions, and programmes. The analysis of contemporary strategies and activities of the discussed radio stations makes it possible to claim that the use of radio for international communication has not lost its relevance, and currently is supported with television and the Internet, that is, the media that were invented later in the course of historical progress. Radio stations, therefore, are not held in media bubbles; rather, they are still significant means of foreign communication because of their specificities. Furthermore, radio communication complies with strategic foreign policies, which affects various parts of the world where levels of technological development diverge whilst the access to television or the Internet connection is not available. In the countries stricken with military conflicts or poverty, radio is still the predominant means of communication that serves numerous purposes; not only is it a source of information on military operations, epidemiological situations, climate and natural disasters, but also it educates its listeners on civil and human rights, especially women's rights. Finally, Voice of America, BBC World Service, and Radio France Internationale support policies against extremism and propaganda (for instance, fake news). The services of the discussed radio stations are related to the policies the United States of America, United Kingdom, and France put forward against ISIL and international terrorism, but also to those actions that support democratic changes in the countries affected by war and political unrest.
The Horn of Africa, which is situated in the north-east Africa, comprises mainly Ethiopia, Somalia, Eritrea and Djibouti which cover region of the Somali peninsula. It is one of the area of the world belonging to the most affected by natural disasters, poverty, famine, conflicts and crime. Due to its geographical location on point of the Red Sea, the Gulf of Aden and the Indian Ocean as well the close position to the Arabian peninsula it is the most geo-strategically important regions of the world in terms of military and economic significance. That is why the world powers were and are still interested in it.The main topic of this article is the fragile state - Somalia. It was selected here in terms of its geographical location, high level of instability, civil war, famine and piracy problem or terrorist groups activities as an example of difficult political situation of the Horn of Africa and the attempts of the main economic competitors in Africa - The European Union, China and The United States of America - in order to achieve stabilization in the region.The prime aim of this analysis based on the source materials, subject reading matters and media news, is the presentation the most essential current activities of the above international actors that lead them to rise in the level of security in Somalia and neighbouring sea, straits, ocean and strengthening the Federal Government of Somalia and its security structure. The present condition of the Somali National Army and its future transformation are also presented in this work. Taking all above into consideration it was hard not to give attention to peacekeeping African Union Mission in Somalia AMISOM active since 2007 with approval of the United Nations Security Council. Despite the deep criticism of its activities by the nongovernmental organization Human Rights Watch, AMISOM has taken over most areas of central and south Somalia until now. What is more, the research points also the main legal framework that make possible foreign security aid in Somalia. In case of the EU - The Global Strategy for the European Union's Foreign and Security Policy (2016) and the Strategy for the Horn of Africa (2011). In the case of the US - the New National Security Strategy announced by president Trump in December 2017. Additionally, the article is focused on the growing presence of China in the Horn of Africa what is highly visible in the creation of the first foreign military Chinese base opened in July2017 in the neighbouring to Somalia - Djibouti.As a result of the analysis of the current activities of AMISOM, pointed American or Chinese actions and the European External Action Service (EEAS) in Somalia: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) and European Union Capacity Building Mission (EUCAP Somalia) a few essential conclusions can be made:the regular trade competitors in the race for their impacts in modern Africa - EU, China, US - are able to cooperate in taking care about either own and the Horn of Africa benefits if it is necessary,the level of security and democracy in Somalia has risen significantly in the last decade and a threat of piracy has fallen definitely in region of the Aden Gulf, The Red Sea and the Indian Ocean as an effect of activities of AMISOM, the Combined Task Forces, the EU peace missions and separate states. Nevertheless, the level of security which has been reached is really fragile and it may be disturbed easily when international security aid services will be over,the foreign peace missions active nowadays will be continued but with the tendency to their limitation in the next few years,the tasks of the peacekeeping African Union Mission in Somalia AMISOM, that is step by step limited and it is planned to stop in 2020, will be taken over by the transformed Somali national Army and Police,it is highly impossible to become self-supporting and to reach full independence of the Somali security structure from foreign peacekeeping assistance just in 2 years so that Somalia itself can guarantee own security and take over the prior AMISOM tasks,the full security and saving the political and economic stability in Somalia in the future may be possible not only by temporary military and humanitarian aid but also by so called fundamental work. Region ten ze względu na swoje położenie geograficzne na styku Morza Czerwonego, Oceanu Indyjskiego i Zatoki Adeńskiej, jak również ze względu na bliskość Półwyspu Arabskiego stanowi strategicznie ważne miejsce pod względem gospodarczym jak i militarnym. Stąd znajdował się i znajduje wciąż w strefie zainteresowania światowych mocarstw. Tematem niniejszego artykułu jest państwo upadłe - Somalia, która ze względu na swoje położenie geograficzne, wysoki poziom niestabilności, wojnę domową, problem głodu i piractwa morskiego oraz aktywność grup terrorystycznych na jej terenie została wybrana jako przykład ilustrujący trudną sytuację polityczną Rogu Afryki i wysiłki konkurujących ze sobą o wpływy ekonomiczne w Afryce Unii Europejskiej, Chin i Stanów Zjednoczonych podejmowane w celu ustabilizowania sytuacji w regionie rogu Afryki.Celem niniejszego analizy opartej o dokumenty źródłowe, literaturę przedmiotu i doniesienia medialne jest zaprezentowanie najważniejszej bieżącej aktywności w/w międzynarodowych aktorów prowadzące do podniesienia poziomu bezpieczeństwa w Somalii i otaczających ją wodach oraz wzmocnienia Federalnego Rządu Somalii i jego struktur bezpieczeństwa. Zaprezentowano również stan bieżący Narodowych Sił Zbrojnych Somalii oraz plany ich restrukturyzacji w najbliższych latach. Analizując w/w kwestie nie pominięto również zaangażowania Unii Afrykańskiej w postaci operacji pokojowej AMISOM prowadzonej w Somalii od 2007 roku posiadającej autoryzację Rady Bezpieczeństwa ONZ. Operacji, która choć w ostatnich latach krytykowana przez pozarządową organizację Human Rights Watch za łamanie praw człowieka przejęła kontrolę nad znaczną częścią środkowej i południowej części Somalii. W artykule wskazano również ramy prawne, w oparciu o które opisywana pomoc pokojowa może być udzielana. W przypadku UE - Globalną Strategię na Rzecz Polityki Zagranicznej i Bezpieczeństwa Unii Europejskiej (2016) oraz Strategię dla Rogu Afryki (2011). W przypadku USA - Nową Strategię Bezpieczeństwa Narodowego Stanów Zjednoczonych ogłoszoną przez prezydenta D. Trumpa w grudniu 2017r. Artykuł odnosi się również do rosnącej obecności Chin w tym rejonie Afryki wyraźnie widocznej przez otwarcie w lipcu 2017 roku pierwszej chińskiej zagranicznej bazy wojskowej w sąsiadującym z Somalią kraju - Dżibuti.Analiza bieżącej działalności AMISOM oraz aktywnych obecnie misji Europejskiej Służby Działań Zewnętrznych w Somalii: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) czy European Union Capacity Building Mission (EUCAP Somalia) doprowadziła do kilku istotnych wniosków:rywale handlowi zabiegający o wpływy w Afryce - UE, Chiny, USA - potrafią w razie potrzeby współpracować dla dobra swoich interesów i krajów Rogu Afryki, w tym Somalii,poziom bezpieczeństwa i demokracji w Somalii w ostatniej dekadzie znacznie wzrósł a zagrożenie piractwem zdecydowanie zmalało w rejonie Zatoki Adeńskiej, Morza Czerwonego i Oceanu Indyjskiego w efekcie działań podejmowanych przez AMISOM, międzynarodowe siły zadaniowe, misje pokojowe UE oraz pomoc poszczególnych państw. Osiągnięty poziom bezpieczeństwa jest jednak bardzo kruchy i po zakończeniu wspierających działań międzynarodowej społeczności może łatwo powrócić do stanu poprzedniego,w najbliższych kilku latach zagraniczne misje pokojowe działające od wielu lat w Somalii będą kontynuowane z tendencją do ich ograniczania,zadania misji pokojowej Unii Afrykańskiej AMISOM, która jest stopniowo ograniczana i formalnie planuje się jej zakończenie w 2020r., zostaną przejęte przez zreformowane Narodowe Siły Zbrojne Somalii,wątpliwym jest by w ciągu najbliższych 2 lat struktury bezpieczeństwa Somalijskiej Republiki Federalnej były w pełni samodzielne i mogły przejąć w pełni zadania AMISOM oraz zapewnić krajowi bezpieczeństwo,do osiągnięcia pełnego bezpieczeństwa oraz zachowania stabilizacji politycznej w Somalii potrzebna jest nie tylko doraźna pomoc wojskowa i humanitarna ale tzw. praca od podstaw;Słowa kluczowe: Somalia, Róg Afryki, piractwo, Al-Shabaab, bezpieczeństwo międzynarodowe, bezpieczeństwo morskie, operacje pokojowe, terroryzm; ; Розташований в північно-східній частині африканського континенту Африканський Ріг, який охоплює розміщені на Сомалійському півострові Ефіопію, Сомалі, Еритрею, Джибуті, є одним з регіонів в цій частині світу, який належить до найбільш постраждалих від стихійних лих, убогості, голоду, конфліктів і злочинності. З огляду на це даний регіон знаходився і продовжує знаходитися в зоні уваги світових держав. Предметом дослідження даної статті є неспроможна держава – Сомалі, яка через своє географічне положення, високий рівень нестабільності, громадянську війну, проблеми голоду і морського піратства та діяльність терористичних груп на своїй території була обрана в якості прикладу, що ілюструє складну політичну ситуацію в районі Африканського Рогу і демонструє зусилля щодо економічних впливів в Африці конкуруючих між собою Європейського Союзу, Китаю та Сполучених Штатів, спрямованих на стабілізацію ситуації в даному регіоні.Метою даного аналізу, який ґрунтується на основі первинних джерел, спеціалізованої літератури і повідомлень засобів масової інформації, є представлення найбільш важливих аспектів діяльності провідних міжнародних гравців, спрямованих на підвищення рівня безпеки в Сомалі та навколишніх водах і зміцнення федерального уряду Сомалі та його безпекових структур. Представлено також сучасний стан національних збройних сил Сомалі та плани їх реструктуризації на найближчі роки. Аналізуючи названі вище проблеми, не залишено без уваги участь Африканського Союзу у формі миротворчої операції AMISOM, яка проводиться з 2007 року відповідно до рішення Ради Безпеки ООН. Операції, яка в останні роки зазнала критики з боку неурядової організації Human Rights Watch через порушення прав людини, дала змогу взяти під контроль більшу частину центральної та південної частини Сомалі. У статті також вказується правова база, на підставі якої може бути надана описана допомога по встановленні миру. З боку ЄС це Глобальна стратегія зовнішньої політики і політики безпеки Європейського Союзу (2016) та Стратегія Африканського Рогу (2011). З боку США – Стратегія нової національної безпеки Сполучених Штатів, оголошена президентом Д. Трампом у грудні 2017 року. У статті також йдеться про зростаючу присутність Китаю в цьому регіоні Африки, що чітко видно через розміщення в липні 2017 року першої іноземної військової бази Китаю в сусідній з Сомалі країні – Джібуті.Аналіз поточної діяльності AMISOM та місій Європейської служби зовнішньої діяльності в Сомалі: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) та European Union Capacity Building Mission (EUCAP Somalia) дав змогу зробити такі важливі висновки:• конкуренти, які прагнуть впливати на торгівлю в Африці – ЄС, Китай, Сполучені Штати Америки за необхідності можуть працювати разом на благо своїх інтересів і країн Африканського Рогу, включаючи Сомалі;• рівень безпеки і демократії в Сомалі за останнє десятиліття суттєво зріс, а загрози піратства в Аденській затоці, Червоному морі та Індійському океані значно зменшилися в результаті заходів, вжитих AMISOM, міжнародної цільової групи, миротворчих місій ЄС і допомоги окремих країн. Однак досягнутий рівень безпеки є дуже крихким і після завершення підтримуючої діяльності міжнародного співтовариства ситуація може легко повернутися до попереднього стану;• іноземні миротворчі місії, що діяли протягом багатьох років в Сомалі, будуть продовжені протягом наступних декількох років з тенденцію до їх обмеження;• завдання миротворчої місії Африканського Союзу АМІСОМ, яка поступово згортається і має бути офіційно завершена в 2020 році, будуть перейняті реформованими Національними збройними силами Сомалі;• викликає сумніви те, що в найближчі два роки безпекові структури Федеративної Республіки Сомалі стануть повністю незалежними і будуть здатними взяти на себе повністю завдання АМІСОМ і забезпечити країні безпеку;• для досягнення повної безпеки та збереження політичної стабільності в Сомалі необхідна не тільки екстрена військова та гуманітарна допомога, але так звана робота з початків.Ключові слова: Сомалі, Африканський Ріг, піратство, Аль-Шабааб, міжнародна безпека, безпека на морі, миротворчі операції, тероризм.
