The article is devoted to transformation of international order after the collapse of the bipolar system, given the major Cold War antecedents. Author analyzes the situation created after the collapse of the Soviet Union, pointing to the dominant role of the United States until the invasion of Iraq in 2003 and subsequent financial crisis. At the same time are discussed the factors affecting the potential of other countries, with particular emphasis on the increasing role of China and India. Author also examines the role of non‑state actors in the contemporary world, being especially interested in importance of the international organizations and transnational corporations. Analyzed is also hostile use of ICT as a new treat to international security. Author draws attention to the phenomenon of displacement and diffusion of power in the post‑Cold War world, which determine for all the countries need for action on multilateral basis.

AbstractSeveral phenomena which have been separately observed in Canada are linked: namely the diffusion of power within the executive-administrative branch, the proliferation and expanded role of pressure groups, and the increased attention parliament has been receiving from interest organizations. Suggesting that this last may reflect fundamental changes in the policy system as a whole, it is argued that a tendency toward bureaucratic pluralism has led agencies to develop extra-governmental support at the interest group level; and that both interest groups and agencies have found it useful to exploit the legitimating and publicizing capacities of parliament. In so doing they have contributed to the enhancement of parliament's role in the policy process.

Much of the discourse surrounding counterterrorism centers on the inevitability of displacement, or the substitution of another form of terrorist attack in place of the one that has been thwarted. Yet a longstanding tradition of research in situational crime prevention finds that displacement is far from inevitable, and often depends crucially on the specific features of the incidents in question. In fact, crime prevention efforts are often followed by a 'diffusion of benefits' (i.e., crime reductions) to incidents, groups, or locations that were not the intended target of the intervention. The current study examines various forms of displacement and diffusion in response to airport metal detectors among terrorist groups that had been involved in the perpetration of aviation attacks prior to their implementation. Using data from the Global Terrorism Database, the findings from interrupted time series models suggest a complex set of displacement and diffusion effects with respect to alternative attack modes, target types, and weapon usage.
