Classical liberalism as opposed to traditional concepts has established a notion of justice that envisages the equality of individual (negative) freedoms & (tutelary) rights. Under the influence of socialist criticism, modern-day liberals have been trying to include within the concept of justice the problem of the distribution of positive freedoms & rights. The already classic attempt of solving this problem is John Rawls's theory that defines justice as fairness, based on the principles of the equality of basic freedoms of individuals compatible with the freedom of other individuals; the distribution of goods that will most benefit the least privileged; & the primacy of freedom over social equality & justice over economic efficiency. In a pluralist society, these principles should facilitate the establishment of the "overlapping consensus" among divergent social groups on the issues of the basic social structure. In his attempt to solve the problems of social equality, which Rawls's theory leaves open-ended, Michael Walzer postulates the principle of complex equality, which requires different ways of distribution for different types of goods. These types cannot be specified in advance; however, their distribution is the most remarkable skill of liberal politics. Finally, the author claims that the problem of a just political organization of multicultural societies can be solved by applying Rawls's principles of fairness to the negotiating processes & to achieving consensus among divergent cultural groups on certain issues. U ovom radu autor analizira političku filozofiju minimalne države Roberta Nozicka, nasto-jeći na objektivan način predočiti njezin značaj, ali i nedostatke. Autor se fokusira na Nozickovo shvaćanje nastanka države djelovanjem nevidljive ruke dominantnog zaštitnog udruženja, preko ultraminimalne do minimalne države. Iznesen je kritički osvrt na Nozicko- vu teorija pravde u posjedima na osnovu ovlaštenja, pri čemu autor ukazuje određene sla-bosti i nedorečenosti navedene teorije. U kontekstu teorijske rasprave s Johnom Rawlsom o središnjem pitanju distributivne pravde, fokus je na kritici modeliranog koncepta pravde. Autor dovodi u pitanje i Nozickovo poimanje određenih segmenata marksističkog učenja, nerijetko nalazeći ideološku isključivost. Zaključno se osvrće na Nozickovo napuštanje libertarijanskih svjetonazora, pritom iznoseći objektivan pogled na njegovu političku filozofiju. ; The author analyzes Nozick's political philosophy of minimal state, to present its significance and disadvantages objectively. The author focuses on Nozick's view of the emergence of the state by the act of the invisible hand of the dominant protective association, from the ultraminimal state to the minimal state. The central part of the paper is Nozick's theory of justice, where the author points out its specific weaknesses and inconsistencies. In the context of a theoretical debate with John Rawls on the central issue of distributive justice, the focus is on criticizing the modelled concept of justice. The author also problematizes Nozick's perception of certain segments of Marxist theory, to find ideological exclusivity. Finally, the author comments on Nozick's abandonment of libertarian worldviews, giving an objective perspective on his political philosophy.
The precondition for growth of Serbian export to the EU market is restructuring of domestic production in accordance with the import demand of this market. However, increasing of export is not possible without bigger inflow of foreign capital in form of new equipment & modern technology. In implementing measures of economic policy, bigger attention has to be paid to financing production for export, to crediting & insuring export, as well as to export promotion. Role of small & medium size enterprises has to be stronger in domestic production. Connecting between them & distributive chains of parts & intermediate goods within TNC can contribute to growth of sustainable export of Serbia to EU as well as to process of connecting with this integration. The author presents the complex institutional framework of the youth policy in Croatia using the theoretical insights from network management, described in the edited volume by Kickert, Klijn & Koppenjan Managing Complex Networks, as well as the typology of Theodor Lowi who recognizes four basic types of policies: distributive, redistributive, regulative & constitutive. The analysis shows that the youth policy in Croatia is basically a redistributive policy with elements of regulative policy. It is also shown that the success of the policy depends on strengthening the roof youth organization that could be both a partner & a critic in the working of government. Exploring whether young people have material goods, whether they are represented in the formal decision making bodies & whether they are well informed, the article points to the disadvantaged position of young people in Croatia that corresponds to the concept of social exclusion, which means that young people suffer from the impossibility to influence the circumstances, rules of the game & the future development of the political community where they live. In his recent essay Wojciech Sadurski distinguishes between the "real" & the "conceptual" conflict, the distinction originally introduced by Bernard Williams. A conflict is "real" when the prospects of another group are also an option for us, meaning that it is reasonably convincing or possible for us to become like them. This does not only imply a comparison between us & the culture or the identity to which, in real life, we could not be similar but also means that we confront a culture, which has some practical implications. Similarly the identity of a community is constituted in opposition to another identity or as a part of another identity. The construction of a community's identity is greatly influenced by social discourse as a set of communications of a certain group related to this group & other social groups it gets into contact with. The author claims that the dominant discourse on the European Union in Croatia hugely differs from the European discourse on the European Union; consequently, there is a difference in the construction of the Croatian & the European identity. This difference in the discourses stands in the way of Croatia's incorporation into the distributive mechanisms of the European Union & the maximization of the membership benefits. References. Enormna opterećenost bolestima, lošim ishodima učenja u visokom obrazovanju u Južnoj Africi i njihova interakcija u smislu utjecaja na produktivnost ljudskih resursa iziskuju istraživanja za konkretne smjernice u okviru politike. U tom smislu, svrha ovog rada je istražiti ovaj odnos, zajedno s drugim čimbenicima, promatrajući ljudske resurse iz perspektive zdravlja, upisa u visoko obrazovanje (HEE) i diplomiranih studenata visokog obrazovanja (HEG). U istraživanju se primjenjuje model vremenskih serija s autoregresijskim distribuiranim pomacima (ARDL) s podacima koji obuhvaćaju razdoblje od 1980. do 2015. godine. Studija je pokazala da, dok BDP raste, stope zaposlenosti i HEE imaju pozitivan učinak na produktivnost u Južnoj Africi; kapital i životni vijek su inverzni u odnosu na produktivnost. Naime, rezultati ovog istraživanja potvrđuju hipotezu da bez odgovarajućeg školskog sektora usmjerenog na potrebne vještine, široko rasprostranjena antiretroviralna terapija u prevenciji HIV-a stanovništva, a s tim i njihovo preživljavanje, negativno utječe na produktivnost. Nadalje, rezultati potvrđuju da uključivanje u obrazovanje djeluje pozitivno na produktivnost, jer obuhvaća pojedince koji su djelomično vješti u programima potrebnim gospodarstvu. Naposljetku, potvrđena je i hipoteza da su ishodi učenja diplomskih studija negativni u odnosu na produktivnost zbog neusklađenosti vještina diplomanata i potreba gospodarstva. Stoga se predlaže da se u okviru politike za povećanje produktivnosti u Južnoj Africi, poduzmu zajednički napori u školskom i zdravstvenom sektoru. ; The huge burden of diseases, poor higher educational outcomes in South Africa and their interaction on affecting productivity of human capital requires investigation for a context –specific policy advice. To this effect, the purpose of this paper is to investigate this relationship, alongside other factors, viewing human capital from the perspective of health, higher education enrolment (HEE) and higher education graduates (HEG). The study adopts time series autoregressive distributive lag (ARDL) with data covering the period 1980 - 2015. The study has found that, while GDP grows, employment rates and HEE have a positive impact on productivity in South Africa; capital stock and life expectancy exhibited an inverse relationship with productivity. These findings support the hypothesis that widespread antiretroviral therapy and resulting survival, without corresponding school sector focus on needed skills, relate negatively to productivity. The findings further support that enrolments affect positively productivity because they comprise individuals who are partly skilled in programs needed by the economy. Finally, they support the hypothesis that graduate outputs relate negatively to productivity because of mismatch of graduation skills and the economy's need. As a policy suggestion, combined effort at school and health sector is needed in South Africa for increased productivity.
Napor na uključenju načela održivosti u osnove prostornog planiranja u današnjem postsocijalističkom svijetu traži nove odnose između ustaljenih i suvremenih sudionika. Pojedini interesenti uključeni u razvoj, upravljanje i politiku djeluju na ishod regionalnih i urbanih sustava u Hrvatskoj ponekad bez obraćanja pozornosti na održivost. Njihovo djelovanje pokazuje nedostatak svijesti i negativan odnos prema održivosti u planerskoj praksi gdje je glavni cilj unaprijediti kakvoću života sadašnjih i budućih naraštaja. Bez dobrih ideja o nosivim kapacitetima i održivosti, neki od ovih sudionika zanemaruju planerska znanja i ekspertizu (CAVRIĆ, NEDOVIĆ – BUDIĆ, 2007.). Vještinama i znanjima planeri ih savjetuju, međutim, glavna pokretačka sila još je uvijek politički utjecaj. Takvi predlagači uspijevaju zaštititi svoje osobne probitke glede prostora i zemljišta nauštrb javnosti i običnih građana, podržavajući sustav izrade "preslikanih" planerskih izvješća, pogodujući tek daljem urbanom širenju i nenadziranoj izgradnji. Na žalost, poradi dužega vremenskog društvenog ignoriranja i jake sveze lobija investitora, arhitekata i građevinara, različite međunarodne planerske ideje s "održivošću na umu" još ne utječu na hrvatsku teoriju i praksu planiranja. Neke su od njih jednostavno neprihvaćane, netočno tumačene ili odbacivane zahvaljujući krutoj zakonskoj regulativi, nepostojanju formalnog školovanja planera i povlaštenom položaju tek jednog tipa ovlaštenih planera tj. arhitekata . Osjetljivost za alternativna razvojna rješenja, sudjelovanje javnosti, novine u ponašanju, organizaciji i tehnologijama, raznovrsnost pomagala za provedbu u planerskoj "kutiji s alatima", kao i različite vrste planerskih poslova u usmjeravanju održivih promjena, tek treba prepoznati u zemlji koja je u procesu pristupanja EU. Unatoč tomu, ovaj rad teži sumirati održivost i njezine sastavnice kao nove postavke, u kojima je glavna misao vodilja novoga globalnog pristupa planiranju, objavljena od Centra za ljudska naselja Ujedinjenih Naroda (UNCHS) kako slijedi: "Novo planiranje je manje kodirano i tehničko, više inovativno i poduzetničko. Ono je više sudioničko i usmjerenije projektima nego cjelovitim prostornim sustavima. Plansku ekspertizu sve češće ne zahtijeva samo država već i dioničarski i javni dijelovi građanskog društva. Prijeporno nije planiranje samo po sebi, nego njegov cilj: da li ga voditi uglavnom učinkovitošću, jačajući postojeću razdiobu bogatstva i moći, ili bi trebalo odigrati distribucijsku ulogu da može pomoći pri stvaranju minimalnih standarda urbanog življenja" (Hague, 2001.). ; Effort to incorporate sustainability aspects into the spatial planning agenda requires new relationships between conventional and new players in today's post-socialist world. Some stakeholders engaged in development, management and governance are sometimes tailoring the destiny of regional and urban systems in Croatia without sustainability concerns. Their activities show the lack of awareness and negative attitude towards sustainable planning practices where the major goal is to improve the quality of life of current and future generations. Without sound ideas about carrying capacities and sustainability, some of these actors have ignored the planning knowledge and expertise (CAVRIĆ, NEDOVIĆ – BUDIĆ, 2007). Planners advise upon them with their professional skill and knowledge but the driving force is still political power. These proponents have managed to safeguard their own spatial and land interests on the expense of the public and ordinary citizens, by maintaining the system of "copy-paste" planning blue prints, suitable for supporting emerging urban sprawl and uncontrolled construction activities. Unfortunately, due to the long-term social ignorance and strong alliance of developer's lobbies, architects and constructors, various international planning ideas with "sustainability in mind" have not affected Croatian planning theory and practice, yet. Some of them are petrified, misinterpreted or simply abolished owing to obstinate legislation, the non-existence of formal planning education, and the privileged position of only one brand of chartered planners (e.g. architects) . Alternative development solutions, such as public participation, behavioral, organizational and technological advances, diversity of implementing instruments in the planner's "toolkit", and the planner's numerous tasks in guiding sustainable change, are still to be recognized in this EU accession country. Notwithstanding, this paper aims to summaries sustainability and its derivates as the new paradigms, in which the guiding leitmotif of the new global agenda for planning is spelled out by the United Nations Centre for Human Settlements (2001b) as follows: "The new planning is less coded and technical, more innovative and entrepreneurial. It is more participatory and concerned with projects rather than whole spatial systems. Planning expertise is increasingly sought not only by the state, but also by the corporate sector and civil society. What is controversial is not planning per se, but its goal: whether it should be directed chiefly at efficiency, reinforcing the current distribution of wealth and power, or whether it should play a distributive role to help create minimum standards of urban liveability" (Hague, 2001).
