Das politische Wirken Gunnar Myrdals zwischen 1943 und 1947, insbesondere aber seine Zeit als schwedischer Handelsminister ab 1945, die mit seinem Rücktritt im Zuge der Währungskrise 1947 endete, gilt nach allgemeiner Auffassung als gescheitert. Der folgende Artikel analysiert Myrdals politische Leistungen in einem breiteren Gesamtzusammenhang und kommt zu dem Ergebnis, daß Myrdals Schicksal weitgehend umbewertet werden muß. Persönlich scheiterte er zwar an Widerstand und Unverständnis innerhalb der Regierung sowie taktischen Manövern der bürgerlichen Opposition. Seine fachliche und politische Weitsicht jedoch bestätigte sich nicht nur in der Währungskrise 1947, die er zunächst zwar durch von ihm selbst mitgetragene Beschlüsse mitverursachte, vor allem aber dann als erster zu korrigieren versuchte, sondern auch im Erkennen des sich anbahnenden Ost-West-Konflikts und den sich daraus ergebenden außenpolitischen Konsequenzen für Schweden sowie in seiner wegweisenden Unterstützung makroökonomischen Wachstums in der Wirtschaftspolitik.

This study is about seven women's organizations in Belgrade, Serbia and their relations to domestic and international donors during the period 2003-2006. My main research questions focus on their choices of either domestic or international cooperation partners. How and why did the women organize themselves? What factors were essential when selecting donors? In what ways were the organizations influenced by donors? Through interviews, with organization representatives' concepts such as gift and reciprocity, power and dependency, trust and mistrust and collective identity emerged. These concepts were used as points of departure for developing deeper understanding of women organizations' choice of cooperation partners. The women organizations' basically had two alternatives for cooperation: cooperation with foreign donors which offered funds, organizational development and social networks. Alternately, cooperation with local donors, which offered the equivalent except for the organizational development. Cooperation with the foreign donor has resulted in more professional attitudes to the work that have been desired by other international donors. A result is that they can compete with other women's organizations' for international funding. Cooperation with local donors has led to fewer resources but more independent working practices. For these women organizations' independence was important so they choose partners who, they felt more respected this allowing them to write articles or discuss gender in the media with little external influence. Regardless of the chosen donor the reciprocity is embedded in the relation between the donor and the receiver of aid, which in various ways is beneficial for both parties.

Oomph' is a book about the women who brought on a revolution in Swedish kitchens, linen closets, living rooms, and in the country's textile and fashion industries. With their work in glass, textiles, and ceramics, and their radical ideas about the future of domestic life, they put Sweden on the industrial design map in the middle of the twentieth century. Many women designers were engaged in the increasingly acute housing crisis, and questioned the way homes were traditionally designed. The size of a country's police force is of great public and political concern. In the 2006 national election campaign the opposition coalition promised that if they would be elected the number of police officers in Sweden would increase from about 17 500 to 20 000 by the year 2010. The coalition was elected and the political goal was achieved. The main question in this report is: What impact will such an increase of the number of police officers have on the crime rate? In this report previous research, mainly from the United States, is reviewed and thoroughly analyses of the relationship between police strength and domestic burglary, robbery, homicide and car related offences in Sweden are made. The data consists of a random sample of 145 municipalities studied between the years 2001 and 2008. A complementary data set consists of all 21 police forces in Sweden between 1995 and 2009. Through panel data analysis it is concluded that an increase of the local police by 10 percent would possibly reduce domestic burglary by 3 to 4 percent. No impact is found on robbery, car theft or homicide, however. More police officers also means that more drug offences are being registered and more crimes in general being cleared-up. The allocation of police officers is also briefly investigated in this study. About 30 percent of all police officers in Sweden are allocated to Stockholm County. This proportion has been fairly stable over the last 15 years. However, the population in this metropolitan area has increase by 20 percent since 1995, compared to about 3 percent in the rest of the country. One consequence is that the surplus of police officers per capita in Stockholm in relation to the number of officers per capita in the rest of the country has decreased substantially.

Twenty percent of the Swedish laws & amendments are directly governed by binding EC decisions, directives & regulations. Another 10 percent are connected with the EU or the EC. That is the result of a study examining all new laws & amendments passed by the Swedish Parliament during the years 1998-2003. By investigating the government bills behind the 3,449 acts, the researcher has analyzed to what extent the bills are designed to implement binding EC legislation or remove obstacles & conflicts between national & EC law, & to what extent the legislation is in any way influenced by the EU membership. This is one of few studies that make a quantitative survey of the power that the European Union wields over Swedish democratic institutions. We calculate values of forest carbon sequestration and nutrient recycling applying the replacement cost method. The value is then determined as the savings in costs by the replacement of more expensive abatement measures with these ecosystem services in cost-effective climate and nutrient programs. To this end, a dynamic optimization model is constructed, which accounts for uncertainty in sequestration. It is applied to the Stockholm-Malar region in southeast Sweden where the EU 2050 climate policy for carbon emissions and the Baltic Sea action plan for nutrient discharges are applied. The results show that the value of carbon and nutrient sequestration can correspond to approximately 0.5% of the region's gross domestic product, or 40% of the value of productive forest. The largest part of this value is attributed to carbon sequestration because of the relative stringency in targets and expensive alternative abatement measures. However, sequestration is uncertain because of stochastic weather conditions, and when society has a large risk aversion for not attaining climate and nutrient targets, the values of the forest carbon and nutrient sequestration can approach zero.

The grandiose, but failed, attempts to produce silk in Sweden in the past have been largely ignored by historians. This thesis describes the history of sericulture in Sweden, including three periods of practical trials in 1735-1765, 1830-1898 and 1913-1918. For a long time, the secrets of sericulture were closely guarded in China but by the beginning of the 16th century, knowledge of silk cultivation techniques had reached a number of European countries. The pursuit of domestic silk production was often a costly undertaking instigated by royalty. Since conditions in Sweden and Denmark were partly similar, there was some degree of influence and cooperation between these neighbouring countries. The chapters dealing with attempts at silk production during the 18th century and the history of sericulture in northern Europe are primarily based on printed sources and literature. Several of the 18th century silk farmers documented their experiments, allowing us to follow their efforts and ideas on the feasibility of silk farming in Sweden. The descriptions of the two latter sets of Swedish silk production trials presented in the thesis are primarily based on archive materials, mainly consisting of minutes and annual reports. The history of sericulture in Sweden began in the mid-1730s, when Mårten Triewald conducted experiments and exhaustively described and published these. Carl Linnaeus was a significant influence in Swedish sericulture during this early period. Naturalists were hired as plantation managers and were tasked with supplying the silk industry in Sweden with home-produced raw material. The work was prompted by the desire to find an alternative for the huge Swedish imports of raw silk from China and Southern Europe. However, silk farming never became particularly common, despite the financial incentives available for producing silk and planting mulberry trees during the 1750s in the belief that some 'extravagance' was beneficial for society as a whole. When the 'Hats' position of power ended, so did the financial support for manufacturing luxury goods. Founded in 1830, the Swedish Association for Domestic Sericulture was active for nearly 70 years thanks to foreign influences and the notion that silk farming could be a popular livelihood. Members of the Swedish Royal Family served as patrons and several well-known scientists participated in the projects. The Association furnished mulberry plants and seeds, together with silkworm eggs, most of which were distributed to plantations controlled by the Association or county agricultural societies. However, the Association's annual reports show that many private individuals also planted mulberry trees and some pursued silk farming. Sericulture growing trials were carried out at a number of sites across Sweden, on the initiative of Jacob Berzelius, among others. These trials were mainly funded by Government grants, but numerous wealthy individuals also made contributions to the sericulture venture. Some income was generated by the silk products produced, which were almost solely bought by the Swedish Royal Family. The Swedish Sericulture Association was founded in southern Sweden in 1913 but this third brief foray into sericulture produced few results. All three periods of sericulture trials were initiated by enthusiasts with a firm belief that some silkworm host plants would survive the Nordic climate. There were a number of claims that the white mulberry tree had become acclimatised, but an equal number of cold winters and springs proved the opposite. Ultimately, Swedish sericulture was never economically feasible, since the natural conditions were unfavourable and the output from Swedish silk production was modest, and the cost high, in relation to imported silk. The almost 200-year history of sericulture in Sweden provides an important glimpse into the obsessions and culture of the age, but there were far too many obstacles for the dream of Swedish silk ever to become a reality.

This article deals with the allez and retour provisions (Claes 2005: 84 f) of the Swedish constitution in relation to IU membership. What are the rules governing the transfer of sovereignty to the Union? And what are the provisions for assessing the constitutionality of the incoming tide of Union law into the domestic legal order? I have three objects in this essay. First, to describe how these two groups of constitutional rules were actually modified in the 2010 revision of the 1974 Instrument of Government. 1 find that neither was changed in any material way. Second, to try to explain the apparent reluctance of the parties involved to clarify the constitutional implications of EU membership. I find that this reluctance is rooted in a belief that European integration is not furthered if the rules contained in the allez and retour provisions are made stricter and more precise. Third, to confront a question conspicuously omitted by the parties in their revision: namely, by what criterion should the allez. and retour provisions be intertwined, if an optimum of hi-level constitutionalism is to be achieved? I argue that, in the end, the underlying issue is whether Swedish citizens want to see the principle of free movement applied as widely as possible. Do they want this principle to be applied across the board? Or would they prefer instead to restrict its application to the case of capital and goods, thus leaving them free to structure the labour market and welfare state as they themselves see fit? The oldest unit of land assessment in Sweden is the attung (lat. octonarius). It is first mentioned in written documents from the late 12th century. When, where and why it was introduced has been much discussed. In this study an investigation of documents mentioning the attung until 1376 is presented together with a statistical processing of data from an earlier work (Dovring 1947). The distribution of land assessed in this unit is restricted to the south-eastern part of the medieval Swedish kingdom. According to an evaluation of some records not discussed before in this context the taxation of real estates in attung units dates from the late 11th century. Most probably the original purpose of the taxation was to create an adequate base for the military levy system. Several indications show that the attung originally corresponded to one family's normal holding of land. The usefulness of the attung for other purposes was soon realised. Besides taxes it also became the base for tenant's land rent, tithes to a particular hospital, compensation for plowing of fallow fields but also for the subdivision of common fields on a pro rata basis. The right to an easement could also be connected to the attung. At the same time a subdivision of the attung unit in several fractions was created which facilitated the trading of landed property. A drastic fall in prices on real estates assessed in the attung unit is observable just after the Black Death. The overall conclusion is that the multi functionality of the attung was something that developed gradually in response to socio-legal ideas from the continent as well as progress in domestic agricultural technology, economy and society.

This thesis examines the question of organization, governance and choice of seeds in Swedish agriculture. It consists of four papers: Paper I investigates the evolution of plant breeding industry in Sweden. The results suggest that the establishment of intellectual property rights (IPRs) schemes creates power in the seed value chain in Sweden and has therefore been a major driver of mergers and acquisitions, together with changes in domestic agricultural policy as well the country´s entrance to EU. Based on nationwide survey among farmers, papers II and III examine the impact of IPRs and specifically the implications of the enforcement of Plant Breeders Rights on farmers´ choice between certified versus farm saved seed (FSS). Paper II uses transaction cost theory and logistics regression to examine empirically the governance structure of farmers choosing certified or FSS. Farmers´ assessment of the quality seed in terms of the genetic purity of each channel has no impact on their choice while personal relations with their upstream partners, investments in the farm as well as delivery contracts affect their procurement strategy. In paper III, spatial autoregressive models are used in order to analyze the transfer of "know-how" between farmers, and the spillover effects of social learning in farmers´ choice of seed channel. Farmers are distinguished between neighbors, based on their relative distance; and peers, based on membership in farmers' cooperatives. The results indicate the existence of spatial dependence on Swedish farmers' choice of seed channel. Paper IV evaluates the impact of farmers' social networks on their decision to be involved in the governance of the agricultural cooperative. The findings suggest a relationship between network characteristics and farmers' involvement in the governance that persists over a long period.

The purpose of this thesis is to, from an institutional approach, study how the Stockholm importers within the textile sector adapted their foreign trade to the change in economic policy 1720 through 1738. The focus is to investigate to what extent the introduction of new laws, regulations etc. can be an explanation for what happened to Stockholm's foreign trade, mainly imports, particularly textile imports during the period. It is mainly the economic policies that had been enacted during the Hornian government and their effects that have been studied. This is a period that has seldom been studied in other research. This thesis begins when the Russian raids were over. This was a year when the foreign trade still was relatively free and was untouched by the 17th century's regulations. After 1721 the policies that would be introduced to increase Sweden's level of self-sufficiency and strengthen ties with the North Sea area had several components. Besides the economic policy, the main sources for the thesis are the city toll records. The trade policies in the shape of tolls and fees, import and consumption bans etc. and the commercial policies together became different kinds of political tools used for several purposes. The conclusion of this thesis is that the economic policies made the Stockholm importers adapt their trade to the change. The import bans and sumptuary laws had an effect. The economic policies gave rise to an increase in the import of textile raw materials. The rise in toll costs and import fees contributed to displacing the foreign trade towards other areas. The change in the economic policies was successful in the sense that it gave rise to new conditions for domestic production within the textile sector and forced Stockholm's importers to adapt their foreign trade.

The first part of this report provides an overview of the history of nuclear weapons doctrine, as it evolved in parallel to the practice of warfare and war planning in the mid-1940s and subsequently as an integral element of the cold war. A distinction is made between the early development of nuclear weapons doctrine, when United States held a dominant position in the field, and the near-parity situation that ensued in the late 1960s and onwards. The second part of the report consists of an analysis of American, British, French and Russian nuclear weapons doctrine between 1991 and 2018, illustrating how a period of low tension was gradually replaced with a reinvigoration of mutual suspicion after the year 2000. A third part briefly examines recent contributions to the American scholarly debate about the utility of nuclear weapons for strategic thought in a world moving toward polycentrism, as it revisits earlier theoretical insights and challenges conventional wisdoms. The fourth and final part elicits lessons for Sweden in particular. Overall, the report demonstrates that nuclear weapons consistently have represented an integral element of managing security risks in the Western hemisphere but that domestic political and defense industry considerations play in as well. It also suggests that doctrinal adjustments mirror the major concerns of policymakers in this regard and that nuclear powers are well aware of special obligations and privileges ascribed to them by countries that lack this category of weapons. A world in which the United States wields the greatest share of this power (unipolarity) will nonetheless be quite different from one in which two countries possess roughly the same capacity (bipolarity), and yet fundamentally different from one in which three or more countries compete to gain, or sustain, an edge toward others (multipolarity). To the extent that the world is moving toward greater security competition including the dimension of nuclear power, it will inevitably be more difficult for individual states to remain on the sidelines, unless they are ready to compromise their political autonomy. In terms of options for aligning Sweden with a broader security arrangement in the near future, there are only three feasible alternatives that may offset the risk of nuclear coercion: responding within the framework of the EU, forge closer ties to NATO, or build a bilateral relationship to the United States.
