The onslaught of information and communications technologies (ICTs), theburgeoning popularity of the Internet, and the ideology behind the new information economy has coalesced into a force that is fundamentally reshaping the contours of the Canadian political landscape. This reorganization of the state will profoundly impact women's opportunities to participate in and alter conventional notions of citizenship. The establishment of electronic or e-government and the implications behind the development of the cyberstate promise to revolutionize Canadian governance and our traditional understandings of democracy. While there is the political possibility of shaping the emerging cyberstate as a vehicle of empowerment for women and marginalized others, there is also the prospect that Internet-facilitated government will exacerbate inequalities and impair women's citizenship status.

Bruce Babbitt discusses the role of county governments within the Arizona intergovernmental system. He discusses the findings of the County Government Study Commission, which suggested a 'home rule' constitutional amendment granting more power and autonomy to county governments. BIOGRAPHICAL NOTE: The Bruce Babbitt Collection contains material pertaining to Babbitt's terms as governor of Arizona, from 1978-1988, and several articles written after the presidential campaign, during 1989-1990. There are also papers generated during and after Babbitt's term as Attorney General of Arizona, 1974-1978. The Gubernatorial Subgroup consists of administrative files, speeches, Babbitt-authored articles, news releases, daily schedules, and newspaper articles from the national and Arizona press. Included in the Presidential Campaign Subgroup are financial records, daily schedules, press and news articles from Arizona and the nation, and position papers. Subgroup Three contains press releases for 1974, articles written in 1974 during Babbitt's term as Attorney General of Arizona, and news and articles written from 1974 to 1981.
