Due to the increasing globalization and the danger of reducing all beings to things, it is central to point out again and again that a human being is not a thing among other things, and that the appreciation and realization of their life requires nurturing and cultivating the variety of human knowledge pertinent to different spheres of the historical world of life. Thus, the relevance and the role of practical philosophy is gaining significance regarding the - to the historical Being - proper understanding and fulfilIment of human potentials in today's world. (SOI : PM: S. 25) + The author first defines the various facets of globalization in today's world and emphasizes the key changes that are stepping up and intensifying communication among peoples, nations, and cultures all over the world. However, parallel to this there are other pressing problems: from the ecological crisis, to the realization of human rights, to the anomie of life and work. All this proves that globalization is not only an economic and technical but, ultimately, practically an ethic/political issue. Along the lines of Hegel's philosophy of world history and Aristotle's practical philosophy, the author has come to view the contemporary globalization as a step forward of world civilization, i.e. as a possibility of the realization of freedom and good life. Globalization, of course, scares people with its unpredictability and the erratic development of "global society" which (in line with Beck's distinction between the First and the Second Modernism) today is represented as a society of nation-states on the one hand, and as a "global society of transnational actors" on the other

The paper deals with the possible impact of globalization and decentralization on the future role of public spending in Croatia. In the first part, the author describes the elements of government intervention in the economic process during the 20th century and the theoretical origin of public goods as a resource that the market is incapable of efficiently providing. After that the characteristics of the process of globalization and decentralization (localization) are listed. These are the two simultaneous processes whose intensification leads to the reduction of the regulative role of the nation-state and public spending. The second part of the article first discusses the structure of public spending in Croatia, and then a possible impact of the two processes on its structure and volume. (SOI : PM: S. 193)

The United States of America are the front runner of the contemporary process of globalization. The global American superiority in the political, military, economic, and cultural spheres goes hand in hand with the globalization trends, focusing on the activity of the global leader. The design of the new strategic approach which was to include its vision of the new relations as well as of its global leading role, has been unhurried and circumspect. In the course of two Clinton's mandates the finishing touches of that new outlook got concrete contours in practical actions, so it seems that the search for the place of the leader is soon going to called off. The American politics is entering the next millennium as a well defined and organized enterprise with well thought out global objectives. (SOI : PM: S. 41)

The author analyzes the current trends of the globalization of trade, capital, mass media, communication, transport, tourism and economic migrations. However, there is the backlash to the globalizing processes: cultural particularism which has mobilized traditions and triggered violent outbreaks of hostilities. Political scientist Francis Fukuyama has pointed out that today the key challenges to liberal democracy are a miscellany of particularistic fundamentalism, national extremism, totalitarism and authoritarian paternalism. Samuel Huntington also warns about the dangers of particularism. Within such a framework, the phenomenon of "ethnic cleansing" is only an extreme form of the trend which has marked the 20th century - ethnical homogenization as a reaction to the problems of multiethnic communities. The author is of the opinion that this development need not represent an obstacle for the dialogue and communication among cultures. (SOI : PM: S. 168)
