The article suggests that, during the two last decades, the Mexican government has been adopting political & economic measures in tune with the economic integration model for the Americas proposed by the United States of America. This paper is aimed at analyzing the mode of attachment of the Brazilian entrepreneurs of the manufacturing sector on the current debate on the dilemmas faced by society and government on the verge of the next millenium. This debate unfolds around three encompassing and interdependent themes. The first concerns the current phase of the globalization process; the second concerns the path of the national economy; and the third is related to the problems of consolidation of democracy. Starting with considerations on the globalization process and the constraints which it poses to the society, the paper focuses the characteristics of the new Latin American democracies that were set up in a context of worsening of the external crisis. Next it analyses of the Brazilian case intending to assess the political activities of national entrepreneurs during the different conjunctures of the period between 1985 to 1997. Relationship between the land market, economic growth and land insecurity explained by an overlapping model. This paper analyzes the relationship between the land market failures and the economic growth in Brazil, starting from an overlapping model including two sectors: agricultural and industrial. The land is both a specific factor for agriculture and an asset that can be substituted to the capital used in industry. The trade-off between land and capital holding depends, among other factors, on the transaction costs on the land market. These costs result from land insecurity and generate a decrease in the land price that favors capital accumulation. Two assumptions follow from our model: on the one hand, land insecurity has a negative effect on the land price; on the other hand it has a positive effect on economic growth. These two hypotheses are tested on panel data for Brazilian Federation. The econometric results do not reject the hypothesis. (Rev Econ Polít/GIGA)

New Development Strategy for Brazil: a long-term vision. The foremost aim of the article is to propose a new development strategy for Brazil, replacing the neoliberal model presently used. In short, the point is to recover a long term vision of the economic policies. And for that it is indispensable to take into consideration the recent evolution of the Development Economics which considers the existence of market, instead of the availability of savings, as the main condition in economic development policies has as one of its consequences the unacceptability of the process of globalization with its present characteristics. OBJETIVO: Propor a "solidariedade crítica" como valor a ser incorporado na agenda bioética do século XXI e como instrumento que guia as pessoas e associações na prática voluntária. MÉTODOS: Para explicar de que modo a solidariedade se materializa são analisadas as motivações à atividade voluntária das associações que integram o voluntariado do Instituto Nacional do Câncer, Rio de Janeiro. Os dados para análise foram obtidos pela aplicação de dois instrumentos: um questionário dividido em duas partes que o identificam o perfil socioeconômico, e a solidariedade como valor que motiva a atividade voluntária; e entrevista semi-estruturada para obtenção de dados complementares à análise. RESULTADOS: Os resultados mostram que a atividade voluntária se dá em torno de três tipos de motivações básicas: a) motivações pessoais relacionadas à vida do voluntário, b) motivações decorrentes da crença professada, e c) motivações despertadas pelo sentimento de solidariedade. CONCLUSÕES: A incorporação da solidariedade crítica impõe a ruptura do modelo de voluntariado assistencial detectado. Isso implica em visibilizar os interesses, que egóicos, em geral, permeiam as práticas voluntárias. Assim, qualifica-se um voluntariado orgânico, politizado e comprometido em atender demandas específicas dos tempos atuais. ; OBJECTIVE: The study proposes "critical solidarity" as a value to be incorporated into the 21st century's bioethics agenda and as an instrument to guide people and associations in volunteer praxis.METHODS: To explain how solidarity materializes itself, the motivations for engaging in volunteer activities in associations that integrate the corps of volunteers of the Instituto Nacional do Cancer [National Cancer Institute] in Rio de Janeiro, Brazil, are analyzed. The data for analysis were obtained by applying two instruments. The first one consists of a questionnaire divided into two parts: one part identifies the socio-economic profile, and the other identifies solidarity as a value that motivates volunteer activity. The second instrument comprises of semi structured interviews utilized to collect supplementary data for analysis. RESULTS: The results indicate that volunteering is based on three basic motivations: a) personal motivations related to life as a volunteer, b) motivations resulting from professed beliefs, and c) motivations aroused by the feeling of solidarity.CONCLUSIONS: It was concluded that the incorporation of critical solidarity requires a rupture with the detected model of patronizing volunteering; it implies explicating the common selfish interests that permeate volunteer activities and qualify an organic volunteering, that is, volunteering which is politically aware and committed to responding to the specific demands of the present time.
