"Der Forschungsbereich 4 "Konjunktur, Arbeitszeit und Arbeitsmarkt" des IAB
analysiert die kurzfristige Entwicklung des Arbeitsmarktes auf der Makroebene.
Ein verfolgter Ansatz ist die Einbettung des Arbeitsmarktgeschehens in ein gesamtwirtschaftliches,
interdependentes Konjunkturmodell. Damit können die
Auswirkungen der konjunkturellen Entwicklung sowie politischer Maßnahmen auf
den Arbeitsmarkt im gesamtwirtschaftlichen Kontext dargestellt, simuliert und
prognostiziert werden.
In Kooperation des IAB mit dem RWI Essen entstand unter dieser Zielvorgabe eine
Arbeitsmarktversion des RWI-Konjunkturmodells. Sie enthält zusätzliche Module:
Eines beschreibt den Arbeitsmarkt detaillierter, gliedert ihn z.B. in den ersten
und zweiten Arbeitsmarkt und disaggregiert wichtige Variablen, wie z.B. die
Zahl der Erwerbstätigen nach Sektoren, Ost und West, nach der Stellung im Beruf
und nach der Qualifikation. Ein zweites Modul integriert wichtige Zusammenhänge
und Ergebnisse der Arbeitszeitrechnung des IAB. Schließlich berücksichtigt
ein drittes Modul explizit die Einnahmen und Ausgaben der Bundesagentur für
Arbeit.
Neben der Erläuterung und Prüfung der Einzelgleichungen stellt der Bericht in der
Betrachtung des Gesamtmodells fest, dass es die Entwicklung auf dem Arbeitsmarkt
in der Vergangenheit gut erklärt und langfristig stabil ist. Anhand von Alternativrechnungen
wird aufgezeigt, wie Änderungen volkswirtschaftlicher Rahmendaten
auf kurze Sicht insbesondere das Wirtschaftswachstum, die Beschäftigungsentwicklung
und Arbeitslosigkeit beeinflussen. Mit einer Simulation gesamtwirtschaftlicher
Wirkungen von Arbeitsbeschaffungs- und Strukturanpassungsmaßnahmen
enthält der Bericht auch ein Beispiel für die Anwendung des
Modells in der Evaluationsforschung und in der Politikberatung."[Autorenreferat]

In this paper, we put DSGE forecasts in competition with factor forecasts. We focus on these two models since they represent nicely the two opposing forecasting philosophies. The DSGE model on the one hand has a strong theoretical economic background; the factor model on the other hand is mainly data-driven. We show that by incooperating large information set using factor analysis can indeed improve the short horizon predictive ability, as claimed by manyresearchers. The micro founded DSGE model can provide reasonable forecasts for inflation, especially with growing forecast horizons. To a certain extent, our results are consistent with the prevailling view that simple time series models should be used in short-horizon forecasting and structural models should be used in long-horizon forecasting. Our paper compareds both state-of-the art data-driven and theory-based modelling in a rigorous manner.

'Im Dezember 1996 beging die Gemeinschaft Unabhängiger Staaten (GUS) den fünften Jahrestag ihrer Gründung. In dem zurückliegenden Zeitraum haben im System der wirtschaftlichen Verbindungen Rußlands mit den übrigen ehemaligen Unionsrepubliken der UdSSR sowie aller GUS-Länder mit der übrigen Welt tiefgreifende Veränderungen stattgefunden. Zum ersten haben die gegenseitigen Beziehungen rasch und unumkehrbar den Charakter binnenwirtschaftlicher Verbindungen im Rahmen eines einheitlichen, unter den Bedingungen einer zentralisierten Planwirtschaft entstandenen Wirtschaftskomplexes verloren. Seit dem endgültigen Zerfall der 'Rubelzone' im Jahre 1993 gründen alle GUS-Länder ihre wechselseitigen Beziehungen auf die Prinzipien zwischenstaatlicher Wirtschaftsbeziehungen und orientieren sich an den Bedingungen des Welthandels. Zum zweiten basieren heute die Wirtschaftsverbindungen zwischen den Ländern auf den Prinzipien der Achtung der Souveränität und der nationalstaatlichen Interessen der GUS-Länder, unabhängig von deren wirtschaftlichem Potential. Jeder, auch der kleinste der GUS-Staaten geht, wenn er im postsowjetischen Raum tätig ist, von seinen eigenen Vorstellungen von wirtschaftlicher Zweckmäßigkeit aus, und das gilt auch für die bilateralen Beziehungen zu Rußland. Zum dritten hat die gesamte Region der ehemaligen UdSSR - Rußland und seine Partner in der GUS, dazu die baltischen Staaten - aufgehört, eine autarke, für die Weltgemeinschaft unzugängliche Handelszone zu sein. Dieses riesige Territorium, das bis vor kurzem als 'Reservezone des Weltmarkts' bezeichnet wurde, ist durch die in Gang gesetzten politischen und wirtschaftlichen Reformen auf einmal stark in die weltwirtschaftlichen Prozesse einbezogen worden. Der GUS-Markt wird gegenwärtig zum Ort des Konkurrenzkampfes internationaler Monopole und transnationaler Korporationen, hier stoßen die Interessen der internationalen und der russischen Geschäftswelt aufeinander. Die 'Öffnung' der Märkte der GUS-Länder fand buchstäblich in Form eines Schocks statt, was auf alle Seiten ihrer binnen- und außenwirtschaftlichen Entwicklung starke Auswirkungen hat. Zum vierten findet vor dem Hintergrund seiner Öffnung eine weitere innere Strukturierung des regionalen GUS-Marktes statt, und es zeichnen sich Tendenzen einer subregionalen Integration und der Bildung wirtschaftlicher Gruppierungen einzelner Länder ab, und zwar sowohl mit als auch ohne Beteiligung Rußlands. Alle diese neuen Tendenzen machen es erforderlich, sie zu analysieren und zu verallgemeinern, zumal die Bewertungen der verschiedenen Experten, vor allem in Fragen der wirtschaftlichen Integration der Länder der Region, erheblich auseinandergehen. Die Verfasser dieses Berichts haben sich das Ziel gesetzt, den gegenwärtigen Zustand der Wirtschaftsverbindungen zwischen Rußland und den GUS-Staaten sowie die nach dem Auseinanderbrechen der UdSSR eingetretenen hauptsächlichen Veränderungen (Zeitraum 1992-1996) zu beschreiben. Des weiteren wollen sie die wichtigsten Desintegrations- und Integrationstendenzen aufzeigen, die realen Prozesse des wirtschaftlichen Zusammenwirkens mit den bestehenden Idealmodellen und den von den politischen Eliten ins Gespräch gebrachten Konzeptionen multilateraler Integration vergleichen sowie mögliche Szenarien der Entwicklung der Beziehungen Rußlands zu den übrigen Staaten der GUS in der nächsten Zeit beschreiben. Dabei haben sie sowohl Ansätze zu einer Integration 'von unten' als auch den politischen Druck 'von oben' im Blick.' (Autorenreferat)

In der vorliegenden Studie werden auf der Grundlage von Makrodaten die Beziehungen zwischen Wirtschaftswachstum, sozialer Gerechtigkeit und Umweltschutz im Zeitablauf durch ein einfaches mathematisches Modell dargestellt und dabei die besondere Bedeutung des ökologischen Aspekts für die gesellschaftliche Wohlfahrt hervorgehoben. Es wird ein Mikrodatenmodell zugrunde gelegt, anhand dessen die verschiedenen psychischen Zustände von einzelnen Personen aufgezeigt werden können, die diese als Arbeitskräfte von ihrem Eintritt bis zu ihrem Ausscheiden in einer hierarchischen Organisation durchlaufen. Der Übergang von einem in einen anderen Zustand kann als stochastischer Prozess aufgefasst werden, wobei jede Zustandsänderung zufällig mit bestimmter Wahrscheinlichkeit erfolgt und von dem jeweils zuletzt erreichten Zustand abhängt. Je nach Intensität des Übergangs wird der neue Zustand schneller oder langsamer erreicht, wodurch die Situation eines Markoffschen Prozesses gegeben ist. Die empirische Datenbasis bezieht sich auf den Zeitraum 1991-2006 und umfasst insgesamt 21 nichtnegative rationalskalierte Variablen als Einzelindikatoren, und zwar ein Indikator der Wirtschaftsleistung, vier Indikatoren der gesellschaftlichen Wohlfahrt, sieben Indikatoren der Umweltbelastung sowie neun Indikatoren der sozialen Spannungen in der Bundesrepublik Deutschland. From time to time, economies undergo far-reaching structural changes. In this paper we investigate the consequences of structural breaks in the factor loadings for the specification and estimation of factor models based on principal components and suggest test procedures for structural breaks. It is shown that structural breaks severely inflate the number of factors identified by the usual information criteria. Based on the strict factor model the hypothesis of a structural break is tested by using Likelihood-Ratio, Lagrange-Multiplier and Wald statistics. The LM test which is shown to perform best in our Monte Carlo simulations, is generalized to factor models where the common factors and idiosyncratic components are serially correlated. We also apply the suggested test procedure to a US dataset used in Stock and Watson (2005) and a euro-area dataset described in Altissimo et al. (2007). We find evidence that the beginning of the so-called Great Moderation in the US as well as the Maastricht treaty and the handover of monetary policy from the European national central banks to the ECB coincide with structural breaks in the factor loadings. Ignoring these breaks may yield misleading results if the empirical analysis focuses on the interpretation of common factors or on the transmission of common shocks to the variables of interest. -- Dynamic factor models ; structural breaks ; number of factors ; Great Moderation ; EMU

Taking Macur Olsonś theory of the decline of nations as pathbreaking in this field we develop a formal model of the behavior of interest groups and their interaction to win some deeper insights into the interior mechanics of the interest-group-state. Followed by a brief survey of empirical studies testing Olsonś theory, we at the first time in the literature present a time-series analysis of data from the German lobby-list and estimate macro-variables as economic growth and inflation using data on the number of interest groups between 1973 and 2006. Based on these theoretical and empirical results we conclude our study with some integrative reflections on the future of interest groups and the nation-state under the pressure of globalization and a footloose new economy

In my dissertation I explore conceptual and economic aspects of resilience, i.e. a system's ability to maintain its basic functions and controls under disturbances. I provide methodological considerations on the conceptual level and general insights derived from stylized ecological-economic models. In doing so, I demonstrate how to frame resilience so as to economically evaluate and investigate it as an important property of ecological-economic systems. Is conceptual vagueness an asset or a liability? In chapter 1 I address this question by weighing arguments from philosophy of science and applying them to the concept of resilience. I first sketch the wide spectrum of resilience concepts that ranges from concise concepts to the vague perspective of "resilience thinking". Subsequently, I set out the methodological arguments in favor and against conceptual vagueness. While traditional philosophy of science emphasizes precision and conceptual clarity as precondition for empirical science, alternative views highlight vagueness as fuel for creative and pragmatic problem-solving. Reviewing this discussion, I argue that a trade-off between vagueness and precision exists, which is to be solved differently depending on the research context. In some contexts research benefits from conceptual vagueness while in others it depends on precision. Assessing the specific example of "resilience thinking" in detail, I propose a restructuring of the conceptual framework which explicitly distinguishes descriptive and normative knowledge. Chapter 2 investigates the common assumption that the optimization problem within a simple selfprotection problem (spp) is convex. It is shown that the condition given in the literature to legitimate this assumption may have implausible consequences. Via a simple functional specification we analyze the (non-)convexity of the spp more thoroughly and find that for reasonable parameter values strict convexity may not be justified. In particular, we demonstrate numerically that full self-protection is often optimal. Neglecting these boundary solutions and analyzing only the comparative statics of interior maxima may entail misleading policy implications such as underinvestment in self-protection. Thus, we highlight the relevance of full self-protection as a policy option even for non-extreme losses. Chapter 3 starts from the observation that ecosystem resilience is often interpreted as insurance: by decreasing the probability of future drops in the provision of ecosystem services, resilience insures risk-averse ecosystem users against potential welfare losses. Using a general and stringent definition of "insurance" and a simple ecological-economic model, we derive the economic insurance value of ecosystem resilience and study how it depends on ecosystem properties, economic context, and the ecosystem user's risk preferences. We show that (i) the insurance value of resilience is negative (positive) for low (high) levels of resilience, (ii) it increases with the level of resilience, and (iii) it is one additive component of the total economic value of resilience. Chapter 4 performs a model analysis to study the origins of limited resilience in coupled ecologicaleconomic systems. We demonstrate that under open access to ecosystems for profit-maximizing harvesting forms, the resilience properties of the system are essentially determined by consumer preferences for ecosystem services. In particular, we show that complementarity and relative importance of ecosystem services in consumption may significantly decrease the resilience of (almost) any given state of the system. We conclude that the role of consumer preferences and management institutions is not just to facilitate adaptation to, or transformation of, some natural dynamics of ecosystems. Rather, consumer preferences and management institutions are themselves important determinants of the fundamental dynamic characteristics of coupled ecological-economic systems, such as limited resilience. Chapter 5 describes how real option techniques and resilience thinking can be integrated to better understand and inform decision making around environmental risks within complex systems. Resilience thinking offers a promising framework for framing environmental risks posed through the non-linear responses of complex systems to natural and human-induced disturbance pressures. Real options techniques offer the potential to directly model such systems including consideration of the prospect that the passage of time opens new options while closing others. Examples are provided which illustrate the potential for integrated resilience and real options approaches to contribute to understanding and managing environmental risk.

This title describes formal models of reasoning that are aimed at capturing the way that economic agents and decision makers in general think about their environment and make predictions based on their past experience. The focus is on analogies (case-based reasoning) and general theories (rule-based reasoning), and on the interaction between them, as well as between them and Bayesian reasoning. A unified approach allows us to study the dynamics of inductive reasoning in terms of the mode of reasoning that is used to generate predictions.

This paper describes how to use multi-level models for longitudinal studies with panel data. A special focus is set on the specification and estimation of hybrid models combining some advantages of models for fixed-effect and random-effects panel regression. The paper addresses some basic principles of multi-level- and panel analysis but it also discusses some very special problems of longitudinal analysis like centering of variables. It presents an example of a stepwise, applied panel regression analysis within a multi-level-model approach using the data of the SOEP (the national German socio-economic panel study) and the SPSS-MIXED-software. After reading this paper every social research scholar should be able to perform his/her first longitudinal analysis by multi-level modeling.
