Der vorliegende Text will herausarbeiten, wie sich ökonomische Modellformen zu bestimmten Formen von Computerspielen verhalten. Ausgehend von einer neuartigen interdisziplinären Kooperation zwischen Medienkulturwissenschaft und (heterodoxer) Ökonomik, die in Zukunft zu vertiefen ist, sollen neuartige Perspektiven auf die mögliche Rolle von Computerspielen und -simulationen in gesellschaftlichen Transformationsprozessen entwickelt werden. Basierend auf der systematischen Ausdifferenzierung von Computerspielwelten, vorgeschlagen von Claus Pias, wird erörtert, inwiefern sich Simulation zu einem experimentellen Medium der Kollektivierung gesellschaftlicher Utopien entwickelt, und somit zum Austragungsort politökonomischer Hegemoniekämpfe werden könnte. ; This essay explores how different forms of economic models relate to certain forms of computer games. Starting from a novel and interdisciplinary cooperation between cultural media studies and (heterodox) economics that is intended to be deepened in the future, it develops novel perspectives on the possible role of computer games and simulations in processes of social transformation. Analysing the systematic differentiation of computer game worlds as proposed by Claus Pias, it discusses the extent to which simulation might develop into an experimental medium for collectivizing societal utopias that would thus also become a venue for political-economic hegemonic conflicts.

Die gängige Begründung – basierend auf der bahnbrechenden Arbeit Rokkans – dafür, dass ein spezifisches Wahlsystem bevorzugt wird, ist, dass die Verhältniswahl ("proportional respresentation" oder "PR") von einer zersplitterten Rechte eingeführt wurde, um ihre Klasseninteressen gegenüber denen einer wachsenden Linken zu verteidigen. Neue Erkenntnisse zeigen jedoch, dass PR tatsächlich die Linke und das Konzept der Umverteilung stärkt. Wir behaupten daher, dass die allgemein akzeptierte Sichtweise historisch, analytisch und empirisch falsch ist. Unsere Erklärung für die Einführung der PR ist eine grundlegend andere: Durch die Integration zweier gegensätzlicher Interpretationen von PR – das Konzept der minimal erfolgreichen Koalitionen [minimum winning coalition] gegenüber dem Konzept des Konsens – gehen wir davon aus, dass die Rechte PR übernommen hat, als ihre Unterstützung für konsensuelle rechtliche Rahmenbedingungen (besonders im Arbeitsmarkt und in der Ausbildung neuer Arbeitskräfte, wo spezifische Investitionen wichtig waren) wichtiger wurde als ihre Abneigung gegen die Umverteilungsauswirkungen; dies passierte in den Ländern, die vorher eine eng organisierte kommunale Wirtschaft hatten. In Ländern mit relativ schlechten Arbeitgeber- Arbeitnehmer-Beziehungen und einer schwach ausgeprägten Koordination zwischen Wirtschaft und Gewerkschaften hatte die Beibehaltung von Mehrheitssystemen die Funktion, die Linke in Schach zu halten. Diese Tatsache erklärt die enge Beziehung zwischen den bestehenden Varianten von Kapitalismus und Wahlsystemen und warum diese weiterhin fortbestehen. ; The standard explanation for the choice of electoral institutions, building on Rokkan's seminal work, is that proportional representation (PR) was adopted by a divided right to defend its class interests against a rising left. But new evidence shows that PR strengthens the left and redistribution, and we argue the standard view is wrong historically, analytically, and empirically. We offer a radically different explanation. Integrating two opposed interpretations of PR – minimum winning coalitions versus consensus – we propose that the right adopted PR when their support for consensual regulatory frameworks, especially of labor markets and skill formation where co-specific investments were important, outweighed their opposition to the redistributive consequences; this occurred in countries with previously densely organized local economies. In countries with adversarial industrial relations, and weak coordination of business and unions, keeping majoritarian institutions helped contain the left. This explains the close association between current varieties of capitalism and electoral institutions, and why they persist over time.

There are several reasons to assume that political decision making has to solve problems of considerably higher complexity than those to be dealt with in private business. At the same time the data base for describing the consequences of public decision making often is fairly weak. Cosequently, it often seems that public decision making lacks rationality. This in mind, is it worthwhile to apply model building techniques for public decision support ?For regional economic and port policy it is shown, that model building is able- to enhance transparency for a wide range of problems- to betterunderstand the questions to be dealt with- to clarify the consequences of particular courses of actionand thereby to increase efficiency of the resources publicly used.

Die Neue Ökonomische Geographie (NEG) erklärt Agglomerationen aus einem mikroökonomischen Totalmodell heraus. Zur Vereinfachung werden verschiedene Symmetrieannahmen getätigt. So wird davon ausgegangen, dass die betrachteten Regionen die gleiche Größe haben, die Ausgabenanteile für verschiedene Gütergruppen identisch sind und die Transportkosten für alle Industrieprodukte die selben sind. Eine Folge dieser Annahmen ist es, dass zwar erklärt werden kann, unter welchen Bedingungen es zur Agglomerationsbildung kommt, nicht aber wo dies geschieht. In dieser Arbeit werden drei Standardmodelle der NEG um verschiedene Asymmetrien erweitert und die Veränderung der Ergebnisse im Vergleich zum jeweiligen Basismodell dargestellt. Dabei wird neben der Theorie auf die Methoden der Simulation eingegangen, die sich grundsätzlich auf andere Modelle übertragen lassen. Darauf aufbauend wird eine asymmetrische Modellvariante auf die wirtschaftliche Entwicklung Deutschlands angewandt. So lässt sich das Ausbleiben eines flächendeckenden Aufschwungs in den neuen Ländern, die starken Wanderungsbewegungen in die alten Länder und das dauerhafte Lohnsatzgefälle in einem Totalmodell erklären. ; The new economic geography explains agglomerations based on a microeconomic general equilibrium model, witch is usually assumed to be symmetric in the sense, that regions are of the same size and transport costs and expenditure shares are the same. As a result, the models can explain why an agglomeration occurs, but not in witch region. This book modifies three of the most influential models of the new economic geography and assumes various asymmetries. It compares the results to the symmetric cases. Not only theoretical aspects but also methods of simulation are discussed in detail. This methods can be applied to a wide variety of models. To show the political implications of the theoretical results, one of the asymmetric models is applied to the economical development in germany after reunification. The model is able to explain the persistent difference in wages between east and west and the simultaneous incomplete agglomeration in the west.

Many theoretical models show that redistribution causes low growth or capital outflows even though empirically redistribution and growth are often found to be positively associated across countries. This paper argues that tax competition and the danger of capital outflows leads optimizing governments to pursue high growth, no redistribution policies in technologically similar economies. However, the government of a technologically superior economy may attract foreign and domestically owned capital and may have relatively higher GDP growth and more resources for redistribution than in a closed economy. Thus, redistributing governments may have a relatively stronger interest in technological advance or high economic integration. The results imply that one may well observe a positive association between redistribution and growth across countries.

Dieser Bericht stellt ausgewählte Ergebnisse der Thünen-Baseline 2015 – 2025 sowie die zugrunde liegenden Annahmen dar. Für die Erstellung der Thünen-Baseline wurden mehrere agrarökonomische Modellen im Verbund eingesetzt. Die Projektionen beruhen auf den im Juli 2015 vorliegenden Daten und Informationen zur weltwirtschaftlichen Entwicklung. Die Thünen-Baseline geht von einer Beibehaltung der derzeitigen Agrarpolitik bzw. der Umsetzung bereits beschlossener Politikänderungen aus. Dargestellt werden Projektionsergebnisse für Agrarhandel, Preise, Nachfrage, Produktion, Einkommen und Umweltwirkungen. Die Darstellung der Ergebnisse konzentriert sich hauptsächlich auf die Entwicklungen des deutschen Agrarsektors im Vergleich zur Situation im Basisjahrzeitraum 2009 - 2011. Darüber hinaus widmet sich die Thünen-Baseline 2015 – 2025 in einem eigenständigen Kapitel den Auswirkungen der Kopplung von Direktzahlungen, die in allen EU-Mitgliedstaaten, mit Ausnahme von Deutschland, eingesetzt wird. In der Thünen-Baseline 2015 - 2025 tragen günstige Aussichten auf dem Weltagrarmarkt in Kombination mit einem schwachen Euro dazu bei, dass sich die Einkommen vieler Betriebe in Deutschland bis 2025 positiv entwickeln. Jedoch zeigt eine Variationsrechnung, die eine Wiederaufwertung des Euro unterstellt, wie stark gerade die exportorientierten Sektoren (wie z. B. Milch) von der Entwicklung gesamtwirtschaftlicher Kennzahlen abhängig sind. ; This report presents selected results of the Thünen Baseline 2015 – 2025 as well as the assumptions upon which these results are based. The Thünen Baseline is established using and combining several models of the Thünen model network. The baseline assumes a continuation of the current policy framework and the implementation of already decided policy changes. This report describes the outcome of model projections of agricultural trade, prices, production, income and environmental impacts. The presentation focuses on the development of the German agricultural sector compared to the base period 2009 - 2011. In addition, the Thünen Baseline 2015 – 2025 takes a closer look at the impacts of coupled payments, which have been implemented in all EU member states except Germany. In the Thünen Baseline 2015 - 2025, a favourable outlook for world agricultural markets in combination with a weak Euro contribute to the positive development of farm incomes in Germany. However, a sensitivity analysis, based on a scenario which assumes an appreciation of the Euro, highlights the extent to which export-oriented sectors (e.g., the milk sector) depend on macro-economic developments.

Society has long recognized the critical importance of stored product protection for welfare of humans and domestic livestock. Economists note additional benefits in terms of more efficient resource use, facilitated trade, and market stability. Estimates of the stored product losses vary greatly but are large in aggregate and potentially economically devastating to individual enterprises. Economic principles can be applied to stored product protection to understand current practices and to indicate potential pathways to refine strategies for stored product protection. The appropriate selection of the adaequate method in stored product protection will choose the alternative that provides the greatest net benefits. Cost-benefit analysis is a powerful tool for rationalizing the resource allocation. The decision should focus on "how much" or "which one". Economic threshold models offer insight into discrete choice problems. The good storage protection practice should recognize and deal with externalities. Protection activities may be driven by economic externalities and may themselves general externalities impinging on others. Economic theory discusses which goods should be provided privately and which publicly (by government). Economic theory identifies the circumstances where government supported research is sound policy. Minimize transactions costs to improve market efficiency. Contracts, voluntary industry standards, government regulations, and treaties, if properly formulated, can reduce transactions costs and improve commerce and trade.

Um im intermodalen Wettbewerb des Personenfernverkehrs bestehen zu können, muss der Verkehrsträger Bahn seine Konkurrenzfähigkeit gegenüber dem Individual- und Luftverkehr unter Beweis stellen. Ausschlaggebend für die Gewinnung hoher Anteile des Verkehrsaufkommens sind in erster Linie attraktive Reisezeiten, welche nur über hohe Betriebsgeschwindigkeiten realisiert werden können. Beispiele zeigen, dass genau dort nachhaltige Veränderungen des Modal Split zu Gunsten der Bahn erreicht werden, wo hinsichtlich der Reisezeiten keine inkrementellen Verbesserungen, sondern vielmehr ein völlig neues Angebot im Schienenpersonenfernverkehr geschaffen wird. Schnelle und qualitativ hochwertige Produkte des spurgeführten Verkehrs setzen leistungsfähige Fahrzeuge und aufwendig trassierte Infrastruktur voraus. Da die für die Realisierung neuer Bahnprojekte notwendigen finanziellen Ressourcen nicht mehr allein über Haushaltsmittel aufgebracht werden können, ist in den letzten Jahren in Europa eine zunehmende Verschiebung von Kompetenzen und Verantwortung hin zu teilstaatlichen und privaten Akteuren zu beobachten. Neben den Eisenbahnverkehrsunternehmen (EVU) können bei Neubauprojekten auch die Hersteller von Infrastruktur und Fahrzeugen, Banken und Fondsgesellschaften in die Finanzierung eingebunden werden. Für deren Entscheidung über ein finanzielles Engagement innerhalb eines bestimmten Projektes sind betriebswirtschaftliche Größen ausschlaggebend. Die Möglichkeit eines eigenwirtschaftlichen Betriebs und der Erzielung von Betriebsüberschüssen im Fernverkehr zur Mitfinanzierung der Anfangsinvestitionen spielt damit eine zunehmend größere Rolle. Im Rahmen dieser Arbeit wird untersucht, ob und unter welchen Randbedingungen spurgeführter Fernverkehr eigenwirtschaftlich durchführbar ist. Dazu werden wichtige technische, betriebliche und finanzmathematische Parameter auf Kosten- und Erlösseite identifiziert, bewertet und innerhalb einer MS-Excel-basierten Software logisch miteinander verknüpft. Für die Berechnung des zu erwartenden Verkehrsaufkommens in Abhängigkeit der Qualität des Angebotes aller Verkehrsträger werden Gesetzmäßigkeiten des Reisendenverhaltens mathematisch abgebildet. Zur Ermittlung der wichtigsten Einflussgrößen werden die Kostentreiber dargestellt. Auswirkungen einzelner betrieblicher Maßnahmen auf den Projekterfolg können ebenso simuliert werden, wie eine Veränderung der gesellschafts-, ordnungs- und finanzpolitischen Rahmenbedingungen beispielsweise in Folge von Verteuerung der Energie oder starken Zinsschwankungen. Durch Berechnung verschiedener Szenarien wird die Ermittlung und Bewertung von potenziellen finanziellen Risiken ermöglicht. Die Untersuchungen, an zwei ausgewählten Beispielstrecken gespiegelt, schließen sowohl das klassische Rad/Schiene-System als auch Magnetschwebebahnen vom Typ Transrapid ein. Als Ergebnis zeigt sich, dass die Stärke der Bahn im Wettbewerb der Verkehrsträger auf mittleren bis langen, durchgehend für hohe Betriebsgeschwindigkeiten ausgebauten Verbindungen von Aufkommensschwerpunkten liegt. Können auf solchen Strecken Durchschnittsgeschwindigkeiten von 150 - 200 km/h realisiert werden, reicht das generierte Aufkommen bei Marktanteilen von bis zu 50 % aus, um nicht nur sämtliche Betriebskosten zu decken, sondern auch deutliche Betriebsüberschüsse zu erzielen, welche wiederum eine Mitfinanzierung der Investitionen ermöglichen. Eine komplette Finanzierung von Eisenbahninfrastruktur ohne Staatshilfen erscheint im Regelfall zwar nicht möglich, die Beteiligung der öffentlichen Hand an den Kosten kann jedoch deutlich zurückgeführt werden. ; If rail transport is to succeed in the intermodal marketplace of long-distance passenger services, it must prove its ability to compete against road and air transportation. The key to gaining a larger share of traffic volume is convenient travel times – which, in turn, can be achieved only through high operating speeds. Indeed, a number of cases have demonstrated that sustainable improvements in the modal split in favor of rail transport have been attained only when entirely new long-distance passenger rail services have been offered, and not through incremental enhancements. Fast and high-quality rail transport services require efficient vehicles and an elaborate infrastructure. As government funding is no longer sufficient on its own to finance new rail projects, responsibilities in Europe have increasingly been shifted in recent years to partially government owned or private actors. In addition to the rail transport companies themselves, manufacturers of infrastructure and vehicles, as well as banks and investment firms, can be brought on board for financing new construction projects. Economic and business considerations are crucial for any of these actors when deciding whether to participate in such projects. The ability to provide long-distance passenger transport in the absence of subsidies – and, while doing so, to achieve an operating surplus that can be applied to the initial investment – has thus come to play an increasingly important role. The present study examines whether, and under which conditions, long-distance passenger rail services can be operated economically without subsidies. To do so, important technical, operational and microeconomic parameters are identified, evaluated and combined into a data model and analyzed using a self-developed software application based on Microsoft Excel. To calculate the expected traffic volume in relation to the quality of available options offered by all modes of transport, the study reproduces the principles of travelers' behavior mathematically. Moreover, to determine the most important influencing factors, the various cost drivers are identified. The software can simulate both the impact of individual operational measures on a project's success, as well as the effects of changes in social, legal, financial and political conditions – for example as a consequence of rising energy prices or wide fluctuations in interest rates. By calculating different scenarios, the software can identify and evaluate potential financial risks. Of the two example routes that have been chosen for analysis in the study, one involves the classic wheel/rail system and the other a Transrapid-type maglev technology. The results of the analysis show that, compared to competing modes of transportation, the strengths of rail transport are to be found in medium- to long-range direct connections that have been designed or enhanced for continuous high-speed traffic. If average speeds of 150 - 200 km/h can be achieved on such routes, market shares of up to 50% are possible, generating sufficient traffic not only to cover all operating costs, but also to achieve operating surpluses – which, in turn, can be applied to the initial investment. Although it appears that financing railroad infrastructure without any subsidies is generally not feasible, the share of total expenses borne by state and local governments can be reduced substantially.

Many models show that redistribution is bad for growth. This paper argues that in a non-cooperative world optimizing, redistributing ('left-wing') governments mimic non-redistributing ('right-wing') policies for fear of capital loss if capital markets become highly integrated and the countries are technologically similar. 'Left-right' competition leads to more redistribution and lower GDP growth than 'left-left' competition. Efficiency differences allow for higher GDP growth and more redistribution than one's opponent. Irrespective of efficiency differences, however, 'left-wing' governments have higher GDP growth when competing with other 'left-wing' governments. The results may explain why one observes a positive correlation between redistribution and growth across countries, and why capital inflows and current account deficits may be good for relatively high growth.

Die Masterarbeit analysiert die Demokratisierung der Republik Mali, welche im Jahr 1992 eingeleitet wurde. Nach anfänglicher Skepsis der internationalen Gemeinschaft galt Mali ab dem Jahr 2000 als Vorzeigedemokratie Afrikas, als Beispiel dass eine Demokratisierung unter schwierigen wirtschaftlichen Voraussetzungen möglich ist. Im Jahr 2012 überstürzten sich die Ereignisse, als im März der langjährige Präsident Malis, Amadou Toumani Touré, vom Militär gestürzt wurde. In Folge kam es zu einem politischen und militärischen Machtvakuum, welches von den Tuareg im Norden Malis ausgenutzt wurde, um einen unabhängigen Staat namens Azawad auszurufen. Die Rebellen eroberten etliche Städte im Norden Malis, im Dezember kam es in der Hauptstadt Bamako erneut zu Unruhen - der im März eingesetzte Premierminister Cheick Modibo Diarra wurde vom Militär gestürzt. Die nun neu eingesetzte Interims-Regierung von Premierminister Django Sissoko bat schließlich Ende Dezember 2012 die frühere Kolonialmacht Frankreich um militärische Hilfe, um die Integrität Malis wieder herzustellen. Dank des Eingreifens der internationalen Truppen konnte das Land soweit stabilisiert werden, dass im Juli 2013 landesweite Präsidentenwahlen organisiert werden konnten. Ziel der Arbeit ist es die Fragestellung, ob die demokratische Republik Mali langfristig ohne finanzielle und militärische Hilfe überlebensfähig ist zu beantworten. Nach einer kurzen Darstellung der politischen Entwicklung in der I. und II. Republik werden die demokratischen Institutionen der III. Republik dargestellt. Anschließend wird die Entwicklung der Demokratie anhand der politischen Parteien, der Wahlen und der Wahlbeteiligung dargestellt. Abschließend beschreibt die Arbeit den Klientelismus, den Tuareg-Konflikt und die Dezentralisierung welche eine wichtige Rolle am Konsolidierungsprozess in Mali haben. ; The master thesis analyses the democratization of the Republic of Mali, which was initiated in 1992.The international community was skeptical if a democratic process would be possible under difficult economic circumstances. At the beginning of the millennium Mali was considered as role model of functioning democracy in Africa. In 2012 several incidents happened, at the end a coup d'état against the president Amadou Toumani Touré caused a crises to the democratic republic of Mali. The Tuareg, citizens in the north of Mali took advantage of this political and military power vacuum and proclaimed the independent state of Azawad. The rebels took the power in several cities in northern Mali. In December 2012, a second coup d?état happened against the interim premier Cheick Mobido Diarra, because of opposite opinions how to treat with the rebels. A new government was established, and this government under Django Sissiko applied for military operation to the former colonial power France in order to reestablish the integrity of the Republic of Mali. Due to the military intervention of an international operation, the country was stabilized in a way that presidential elections could be hold in July 2013. The aim of the master thesis is to respond to the question if the democratic Republic of Mali is viable without international economic and military aid. After a short overview of the I. and II. Republic, the democratic institutions of the III. Republic are represented. In a next step the development of the democracy is shown on the basis of the political parties, the elections and the voter participation at the elections. In der vorliegenden Arbeit wird ein Bewertungs-Verfahren zur ganzheitlichen Betrachtung von Biogaslagen im thailändischen Erneuerbaren Energien Markt entwickelt. Dabei werden technische, operationale, sozio-ökonomische und ökonomische Faktoren hinsichtlich ihres Einflusses auf die Wirtschaftlichkeit von Biogas- Anlagen betrachtet. Die erste Bewertung des vorliegenden Datenmaterials zeigt, dass der auf multiplen Kriterien beruhende Ansatz bei der Interpretation wirtschaftlicher Kennzahlen zu neuen Erkenntnissen führen kann. Inhaltlich wurden aus den gewonnenen Erkenntnissen Thesen zum Biogasmarkt in Thailand gebildet. Grundsätzlich lässt sich feststellen, dass Optimierungspotenziale insbesondere bei der Nutzung der Energie, bei der Technologie, beim Anlagenbetrieb, bei Sicherheitsfragen sowie bei den angewendeten Geschäftsmodellen bestehen. In Bezug auf kleinere Anlagen lässt sich sagen, dass ihre Wirtschaftlichkeit stark von der staatlichen Förderpolitik abhängig ist. ; In this study a method for the assessment of the overall performance of biogas plants within the context of the renewable energy market in Thailand has been developed. The influence of technical, operational, socio-economic and economic factors on the financial viability of biogas plants is hereby assessed. A first evaluation of the data obtained indicates that an assessment based on multiple criteria can bring new insights when interpreting financial figures. A number of assertions were able to be formulated that are open to verification in further studies. The potential for the optimisation for biogas plants can generally be ascertained by looking at the final use of the energy, the technology used, the plant's operation, for questions of plant safety and for the applied business models. For the small-scale plants investigated, it was found that the financial feasibility heavily depends on governmental incentives.

Energiemodelle sind heute ein unerlässliches Werkzeug, um Optionen der zukünftigen Entwicklung von Energiesystemen identifizieren und umfassend beurteilen zu können. Sie finden Anwendung in vielfältigen Bereichen und dienen insbesondere in der Politik dazu, Szenarien zukünftiger Entwicklungen des Energiesystems zu entwerfen und diese hinsichtlich der mit ihnen verbundenen vielfältigen Wirkungen auf verschiedene Bereiche der Ökologie und Ökonomie zu analysieren. Die verfügbaren Modellansätze sind meist für die Untersuchung spezifischer Fragestellungen entwickelt worden. Dies spiegelt sich insbesondere in den ihnen zu grunde liegenden methodischen Ansätzen, der regionalen Auflösung, der zeitlichen Disaggregierung und den Zeithorizonten sowie in den genutzten Datenbasen wider. Während einige Modelle auf die Untersuchung von vollständigen Energiesystemen meist auf nationaler Ebene ausgerichtet sind, ist der Entwicklungsschwerpunkt anderer Modelle auf Analysen zur Stromerzeugung und zum Stromaustausch oft auch in regional größerem Maßstab gelegt worden. Wieder andere Modelle dienen dem Ziel, Veränderungen des Energiesystems hinsichtlich ihrer Wirkungen auf die Volkswirtschaft abzubilden, Marktpreise zu ermitteln, Antworten auf die Frage nach den Konsequenzen für die Beschäftigung zu geben oder die Rolle einzelner Akteure in Energiesystemen zu analysieren und damit Aussagen über Marktstrukturen abzuleiten. Das Spektrum der unterschiedlichen Modellansätze folgt hierbei aus der Vielzahl der verschiedenen Merkmale, durch die sich komplexe Systeme wie Energiesysteme und die Gesamtwirtschaft auszeichnen. Diese Arbeit beschäftigt sich mit Innovationsprozessen der medizintechnischen Industrie in Deutschland am Beispiel der bildgebenden Verfahren. Einen geeigneten Analyserahmen, um die komplexen Verflechtungen und Erfolgs-determinanten zu erfassen, bietet der Clusteransatz Michael Porters. Der Clusteransatz wird um wachstumstheoretische, politökonomische Ansätze ergänzt und erweitert, um die Medizintechnikbranche quantitativ und qualitativ zu untersuchen und die Wechselwirkungen zwischen Medizintechniknetzwerk, Innovationen und staatlichem Sozialsystem in Deutschland aufzuzeigen. Es wird geklärt, welche Auswirkungen Innovationen für die medizintechnische Branche haben und welche institutionellen und politischen Bedingungen Innovationen begünstigen, welche wirtschaftspolitischen Handlungsempfehlungen daraus abgeleitet werden können und wie sich die Zukunft für diese Branche gestalten könnte. Kapitel 1 spezifiziert den Untersuchungsgegenstand auf die bildgebenden Verfahren. Kapitel 2 nimmt - anhand diverser Innovationsindikatoren - eine quantitative Eingruppierung der deutschen medizintechnischen Industrie vor. In Kapitel 3 werden die bislang gewonnen Erkenntnisse mit dem Clusterkonzept Porters einer qualitativen Analyse unterzogen. Es wird der Frage nachgegangen, was die Wettbewerbsfähigkeit der Medizintechnik ausmacht. Hierbei liegt ein Schwerpunkt auf den Wechselbeziehungen von Medizin-technikbranche und staatlichem Gesundheitssystem. Kapitel 4 ergänzt die Wettbewerbsfähigkeitsanalyse um einen inter-industriellen Vergleich. Weitere international erfolgreiche deutsche Branchen werden in ihren Erfolgsfaktoren mit der Medizintechnik verglichen. Das Konzept der "Langen Wellen" präzisiert die Spezifika der Medizintechnikbranche. Kapitel 5 fasst die Ergebnisse der Untersuchung zusammen und gibt eine Prognose für die mögliche Zukunftsentwicklung der Branche. ; The thesis deals with processes of economic innovation in the German medical device industry. Michael Porter`s "industrial cluster model" is used as the relevant analytical framework to deal with the complex intercourses of the different economic determinants of success. Porter`s model is enhanced by aspects of the New Growth Theory as well as Public Choice aspects that allow the examination of the medical device industry. My main focus lies on the explanation of the interaction between the medical device industry cluster, innovations and the German health care system. It is showed which impact innovations generally have in the German medical device industry and furthermore how a certain institutional and political set-up promotes these innovations. In the next step economic recommodations are deduced from the results of the thesis and there will be a forecast on the future of the German medical device industry. Chapter 1 specifies and explains the concepts "innovation", "cluster" and "medical device industry". In chapter 2 the German medical device industry is examined on its different innovation indicators. Chapter 3 uses Michael Porter`s enhanced economic cluster model as the framework for a qualitative examination of the industry. The main focus lies on the interaction between medical device industry and the German national health care system. Chapter 4 completes the analysis of the competitiveness of the medical device industry by an inter-industry comparison with other successful German industry clusters such as the optical industry. The economic concept of "long waves of innovation" gives here a helpful completion. Chapter 5 sums up the results of the thesis and gives an outlook on the future of the German medical device industry.

This dissertation aims at advancing our understanding of the state-finance nexus in times of globalized financial market capitalism. It sheds light on the profound changes that have occurred on both sides of this relationship since OECD countries have transitioned into debt states since the 1970s. This is done in a first part by examining the financialization of the state in the area of government debt management. Based on the development of a concept that makes it possible to measure this phenomenon, a discernible trend is shown according to which states have aligned their handling of debt with financial markets along two dimensions. First, the sense-making frameworks that guide action in debt management, nowadays, originate from financial economics, so that a portfolio view on indebtedness has found its way into the public realm. Second, the financial market has become the predominant governance mechanism in which economic coordination takes place in this area. Thus, states have increasingly adopted financial market logics and practices in public finance, one of the core areas of modern democracies. At the same time, governments have made a decisive contribution to the development of modern financial markets by the increasing orientation towards international investors and marketability of public debt. These interpenetrations of politics and finance are not limited to the national, but also extend to the subnational level. Local governments in Germany, the US and UK have introduced financial derivatives since the 1980s and continue to use them in some cases, even though they suffered major losses from these instruments during the financial crisis. By combining political economy with an economic sociological perspective, the causes that led to the local manifestation of this phenomenon are scrutinized. It is shown that the chronically underfinanced municipalities hoped to regain financial and political leeway through the use of financial innovations, which were strongly promoted and lobbied by financial institutions. The second part of the thesis analyzes the state-finance nexus from the perspective of the financial industry and the business with public debt, which is embodied in the emergence of pure public sector lending banks in the German mortgage banking sector. Unpacking the manifold state-banks relations demonstrates that the historical emergence of this crisis-ridden business model focusing on public finance closely interacts with the different roles played by the state in financial markets as economic policy maker, borrower, regulator and supervisor. The state is deeply involved in the process of coping with competition between banks by enabling change and stabilization of the social structures in which banks' activities play out. Overall, this dissertation reiterates that the relationship between the state and finance is by no means one-sided, but rather characterized by mutual conditionality. It further highlights that the state-finance nexus is a complex configuration that also arises from the multilayered nature of the two entities themselves. Neither the financial sector nor the state are monolithic, but highly differentiated social arenas in which different actors and interests coexist. It is therefore of great importance that intra-state politics and dynamic relations within both entities are taken into account when studying relations between state and finance.

Jeder Mensch steht während seines Lebens einer Vielzahl von finanziellen Risiken gegenüber. So besteht die Gefahr, arbeitslos zu werden und das monatliche Einkommen zu verlieren. Auch Krankheit oder Pflegebedürftigkeit sind Ereignisse, die einen finanziellen Schock zur Folge haben. Das dadurch entstehende finanzielle Risiko kann gegen die Zahlung einer Versicherungsprämie an eine Versicherung abgegeben werden. Dabei ist es nicht in jedem Fall optimal, einen Versicherungsschutz für den gesamten möglichen Schadensanteil zu kaufen. Es gibt Umstände, die zur Folge haben, nur einen Teil des Risikos über eine Versicherung abzudecken: Unfaire Versicherungsprämien oder Moral Hazard. Neben der Versicherung besteht die Möglichkeit, dass Individuen Ersparnisse bilden, um einem zukünftigen Risiko begegnen können. Wenn Vermögen in den Zustand des Schadenseintritts transferiert wird, reduziert sich der zu ertragende Einkommensschock durch den Sparbetrag. Tritt der Schaden hingegen nicht ein, steht dem Individuum der Sparbetrag zusätzlich zur Verfügung. Ziel dieser Arbeit ist es, Bedingungen darzustellen, unter welchen eine Substitution von Versicherung durch Sparen aus individueller Sicht optimal ist. Insbesondere wird die Möglichkeit einbezogen, dass unvollständige Kapitalmärkte vorliegen und Individuen infolgedessen keine Kredite aufnehmen können. Den betrachteten Modellen ist gemein, dass es nicht optimal ist, das gesamte Risiko an eine Versicherung abzugeben: So steht die Versicherungsnachfrage bei einer aktuarisch unfairen Prämie im Fokus und es wird der Fall untersucht, in dem die Versicherung Verhaltensanreize auf Versicherte ausübt. Kapitel 2 der Arbeit widmet sich aktuarisch unfairen Versicherungen. Zunächst werden Modelle in zwei Perioden betrachtet, bevor Entscheidungen über das Leben hinweg beleuchtet werden. Dabei wird deutlich, dass die Frage der Substituierbarkeit nicht nur vom Zeitpunkt der Prämienzahlung, sondern auch von der Länge des Lebenshorizontes abhängt -- insbesondere dann, wenn Individuen liquiditätsbeschränkt sind. In Kapitel 3 wird das einfache Versicherungsmodell in zwei Perioden um die Annahme erweitert, dass Individuen den Schaden beeinflussen können bzw. dass der Abschluss einer Versicherung Einfluss auf das Verhalten eines Individuums hat. In der Modellierung wird zwischen einer ex-post Moral Hazard Problematik, bei der das Individuum bei Schadenseintritt die Höhe des tatsächlichen Schadens durch das Aufbringen von persönlichem Aufwand beeinträchtigen kann, und einem ex-ante Moral Hazard Modell unterschieden. Hier kann das Individuum durch persönlichen Aufwand die Schadenseintrittswahrscheinlichkeit reduzieren. Eine Besonderheit dieser Modelle besteht in der Modellierung der Kosten: Einmal ist die Möglichkeit gegeben, dass Konsum und Aufwandskosten additiv in die Nutzenfunktion eingehen. Eine andere Variante besteht in der multiplikativen Zusammensetzung dieser Variablen. Es wird sich zeigen, dass je nach Modellierung unterschiedliche Ergebnisse in Bezug auf die Substituierbarkeit von Versicherung durch Ersparnisse zutage treten. Insbesondere wird deutlich werden, dass nicht nur Versicherung, sondern auch die Höhe der Ersparnisse einen negativen Einfluss auf die Aufwandserbringung haben kann. Diese Analyse wirft ein neues Licht auf die Diskussionen von Sparkonten in der Arbeitslosen-, aber auch in der Krankenversicherung. Im vierten Kapitel dieses Buches wird ein Modell präsentiert, welches die Versicherungs- und Sparentscheidung von quasi-hyperbolischen Individuen darstellt, die sich gegen das Risiko der Pflegebedürftigkeit absichern wollen und sich aufgrund der speziellen Diskontierungsfunktion -- anders wie exponentielle Diskontierer -- zeitinkonsistent verhalten. Hyperbolische Diskontierer haben auf kurze Sicht wenig Interesse daran, Ersparnisse zu bilden. Vielmehr bewerten sie den aktuellen Konsum sehr hoch. Es wird deutlich, dass dieses Verhalten nicht nur die Sparentscheidung, sondern auch die Nachfrageentscheidung nach Versicherung beeinflusst, wobei es einen Unterschied macht, ob das Individuum liquiditätsbeschränkt ist oder nicht. Insbesondere wird deutlich werden, dass liquiditätsbeschränkte, quasi-hyperbolisch diskontierende Individuen weniger Versicherung nachfragen als exponentiell diskontierende Individuen. Das stellt auch eine Begründung für die geringe Nachfrage nach einer privaten Pflegeversicherung dar, wie es z.B. in Deutschland beobachtet werden kann. Im Rentenalter könnten Individuen es bedauern, einen so geringen Versicherungsschutz gekauft zu haben. Darauf basierend wird eine Pareto-superiore Politikempfehlung vorgeschlagen. ; Every person faces a variety of financial risks throughout his life. There is a risk of becoming unemployed and losing the monthly income. Illness or long-term care are also events that can lead to a financial disaster. The resulting financial risk can be transferred to an insurance company against payment of an insurance premium. It is not optimal to buy full insurance in all cases. There are circumstances that lead to cover only part of the risk: Unfair insurance premiums or moral hazard. Besides insurance, there is also the possibility that individuals accrue savings to address a future risk. If property is transferred to the state of an occurrence of a loss, the income shock will be reduced by the savings. But if damage not occurs, the amount of savings will be available. The goal of this book is to present conditions under which the substitution of insurance through savings from an individuals' perspective is preferred. In particular the possibility is included, that there are imperfect capital markets and therefore individuals can not borrow. All models have in common that it is not optimal to buy full insurance: actuarially unfair premium are investigated as well as moral hazard. Chapter 2 of the book deals with actuarial unfair insurance. First, two-period-models are considered before decisions are illuminated through the life time. It will show that the answer to the question of substitutability of insurance through personal savings depends not only on the date of premium payment, but also on the length of the life expectancy - particularly if individuals are liquidity constrained. In chapter 3 the simple two-period-insurance-model is extended by the assumption that individuals can influence the level of damage. It is assumed that insurance influences the behavior of an individual: Ex-post moral hazard is analyzed as well as ex-ante moral hazard. The former affects individuals' effort to reduce the amount of loss after a loss occurrence through personal costly effort. Ex-ante moral hazard model deals with the reduction of loss probability through personal effort. A special feature of these models is the modeling of costs: Once there is the possibility that consumption and effort costs enter the utility function additively. Another variant is the multiplicative composition of these variables. It is shown that the results depend strongly on the cost function. In particular it becomes clear that not only insurance but also the amount of savings can have a negative impact on individual effort. This analysis gives important insights for the judgement of the reform proposal of savings accounts in the unemployment and health care system. In the fourth chapter a model is presented that analyzes the insurance and savings decisions of quasi-hyperbolic individuals who seek to cover against long-term care and also behave time-inconsistent – in difference to exponential discounting individuals. Quasi-hyperbolic individuals are more impatient when they make short-run trade-offs compared to long-run trade-offs. Individuals tend to revise their savings decisions at a later stage and typically save less than initially planned. This behavior affects also the time-inconsistent insurance demand. Especially binding liquidity constraints changes individuals' insurance decision. In the presence of a binding liquidity constraint in old age, they tend to buy less insurance than initially planned. The model provides an explanation for the low demand of long-term care insurance, as it can be observed in Germany. At old age, individuals may regret having bought too little insurance coverage. Based on a pareto-superior policy proposal is given.
