对于转型期中国地方政府行为的研究,现有文献日益重视正式制度对官员行为的激励和约束作用:以GDP为标尺的相对绩效考核制度是改革开放后中国经济成功的决定因素,同时该正式制度也是地方政府忽视公共物品供给的重要原因。即使在考虑了正式制度及社会经济因素之后,本研究仍然观察到地方政府在公共物品供给水平上存在着显著的地区和时间差异。然而,对于此差异背后的决定因素,现有文献却考察不足。本文认为,非正式制度是造成该差异的原因。通过采用地区领导人籍贯作为非正式制度的代理并利用1990年至2010年的中国地级市数据,本研究系统检验了上述假设。本文发现,和来自外地的地方领导人相比,那些在其籍贯地任职的官员有更大的动力为本地区提供公共服务:本地籍贯的领导在基础教育、公共医疗和环境保护上的财政投入比重显著高于外地籍贯的领导。本研究同时发现,公共服务支出份额的增加是以基础设施建设支出的减少为代价的:本地籍贯官员对该项支出的投入比重显著低于外地籍贯官员。同时,利用省级数据及相同的模型设定,本文也发现非正式制度在省级行政单位依然发挥作用,但作用程度减弱。上述发现彰显出在一个正式制度主导的环境中,非正式制度依然发挥着显著的作用,并在一定程度上弥补了前者的不足。在实证发现的基础上,本研究又通过案例分析和访谈进一步考察了非正式制度发挥作用的机制。通过分析两个地级市的本地籍贯领导大力发展民生项目的行为以及普通民众对本地官员和外地官员的看法,本文详细说明了非正式制度对官员行为产生影响的机制,从而为实证分析揭示出的因果机制提供了证据。本研究认为,造成上述差异的原因在于:相比于外地官员,本地官员更多地被嵌入到当地的人际网络中,出于对本人及本家族在家乡声望的重视,他们会对民生项目有更多的投入。本文对非正式制度及两种制度互动的考察凸显出非民主国家内部官员行为丰富的制度动态。 ; Literature on local government behavior in transitional China has primarily examined the impact of formal institutions on the motivations of officials in promoting local economic growth. In particular, investigations focused on how the existing personnel management system provides a "yardstick competition among local officials and therefore guarantees the success of economic reform. Meanwhile, such formal institutions have similarly been studied for the crucial reason that local government ignores the provision of public goods. Nevertheless, even after controlling the influence of formal institutions and socio-economic factors, variations could still be observed on the level of efforts among local governments regarding the provision of public goods. However, these variations cannot be sufficiently explained by existing literature. 本文從技術的政治經濟學視角,觀察中國上世紀七十年代末八十年代的廣播電視大學運動,主要采用文獻分析的方法,試圖去回答,爲什麽電大教育會從單位辦學制、個人自學制、學校辦學制這三種模式存走向單一的學校辦學體制?在電大運動所歸屬的更大的高教去國家化運動當中,爲什麽社會自治主義、新自由主義與電大教育接合失敗,而國家主義却成功了?爲了回答這些或具體或抽象的問題,本文在前人研究的基礎上提出了「新發展主義」的概念作爲分析工具,指出「效率範式」是七十年代末八十年代新發展主義的主要再現形式,它有追求「生産效率優先」和「成本效率」的兩個方面。在「發展主義範式轉移」的語境下,電大運動是國家以「技術動員」的方式徵用社會經濟資本實現人力資本積累的表現。通過使用新發展主義的「集中性-去集中性」這一對框架性工具,本文指出了社會自治主義表現爲「兩種效率衝突」以及「教育低效」的「反效率」,以及新自由主義表現爲「配置低效」的「反效率」,而與之相比,國家主義反倒因爲教育專業主義和機會平等政治的追求,而與新發展主義的效率追求形成了一致性。新發展主義與社會自治主義、新自由主義和國家主義在這一時期的「接合」與「接合失敗」,是單位辦學制與個人自學制的衰落,以及「公立非公費」的「學校辦學制」日漸崛起的原因。此外,本文從「新發展主義」出發,還提出了「改革辯證法」的認識論,作爲從「改革之交」理解共産中國的一種嘗試。 ; From the perspective of political economy of technology, this research aims to analyze the Chinese Broadcasting and Television University Movement(TVUM) , and to answer two sets of questions: 1) During the TVUM in late 1970s and 1980s, why did the "university-organized learning" model rise? Why did the "danwei-organized learning" model and the "self-learning" model decline simultaneously? 2) Why was the TVUM articulated with Statism successfully? Why did the articulation of the TVUM with Social Autonomism and Neo-liberalism fail ? Documentary analysis is the main research method. In order to answer the questions above, this research constructs the efficiency-oriented model to illustrate and explain Chinese economic development in late 1979s and 1980s. In the context of the paradigm shift of developmentalism, the TVUM took it as the main purpose to promote the accumulation of human capital. In contrast with the "anti-efficiency" of Social Autonomism and Neo-liberalism, this research identifies that Statism unexpectedly presents its consistency with the effenciency-oriented model by combining the professionalism of education and equal-opportunity politics. The rise and the declination in the TVUM are attributed to the success and the failure of articulation with the efficenecy-oriented model respectively. 本文通過考察吉安青原山寺的歷史來探究宋到清初佛教寺院與地方士人精英的關系演變。 ; 宋元時期,文人碑刻為佛寺帶來聲譽和地位,青原山寺僧通過與上層士大夫精英打交道來獲取文化和政治上的支持。從9 世紀開始,由於禪宗部分宗派的改宗溯源,青原行思和尚最終在宋代官修禪宗史籍中確立正統地位,青原山寺被稱為禪宗「七祖道場」。南宋吉州科舉的興盛和高層士人的崛起催生了吉州的地域認同,青原山在廬陵文化的塑造中成為地方認同的標簽。但是在經濟上,像宋元吉州許多佛寺一樣,青原山寺通過在寺內或寺旁修功德祠的方式與當地富人做生意來獲得捐施。 ; 明代中前期佛教發展走入低潮,洪武皇帝禁止官員與佛寺僧人打交道,以防僧俗勾結。嘉靖時期的毀「淫祠」運動和禁制佛教法令對佛寺造成了災難性的打擊。王學士人和吉安府地方官積極投身開展毀「淫祠」運動,打擊佛寺,清算寺產,青原山寺深受其害。從16 世紀30 年代開始,王學士人在青原山定期舉行講會,變寺院為書院,青原山寺因而被王學講會和儒學祭祀所占領,成為吉安府讀書人求學的精神聖地。 ; 萬曆年間宮廷的崇佛勢力和晚明由政治焦慮而產生的崇佛熱潮波及吉安。在這場佛教復興中,有青原山求學經歷的第三、第四代王學人士熱衷於佛寺的興修。在晚明數十年間,通過科考、學術和姻親組成的吉安上層士大夫家族圈對青原山寺捐修的熱情持續不減。他們將王學會館神祠移至寺外,重修寺院,購買寺田。而嘉靖以來形成的青原山王學講會和精英文化傳統,使得吉安上層士人主導了青原山寺佛教的復興。 ; 清初青原山在地方官和士紳庇護下成為明遺民逃禪之所。三藩之亂以前的清初地方官員創造了比較寬松的政治環境,順治至康熙年間,由前明逃禪官員住持的青原山寺,在省、府、縣三級官員、地方士紳和府縣學生的支持下,贖回大量土地、增建建築規模,免去里甲徭役,收留前朝遺民。青原講會重新恢復,成為全府知識活動的焦點所在。 ; This dissertation examines the relationship between Buddhist monasteries and local literati elites in Jiangxi from Song to early Qing, with focus on a specific monastery: the Qingyuan si . ; Literati inscriptions was a fountain of fame and prestige for Buddhist monasteries in Song-Yuan Ji'an.Thus monks constantly sought for cultural and political support from upper elite officials. Song Jizhou enjoyed unprecedented examination success and produced many high officials, which led to the birth of a territorial identity among the literati. Mount Qingyuan, renowned as a sacred site of the seventh Patriarch of Chan Buddhism--Qingyuan Xingsi( 青原行思), a result of genealogical writing since the 9th century, was constructed into the local identity in this process.The economic base of Qingyuan si, like many others in Song-Yuan Jizhou, however, lied in donations in exchange for a sacrifice hall built in or adjacent to the monastery. ; The first two centuries of Ming was a gloomy time for Buddhism.
