The book reconstructs the utopian tensions present in positivism, generally projected towards imaginary descriptions of the future, taking its cue from Comte's doctrine of political positivism in which he describes an ideal society based on collaboration between different classes. The temptation to describe the future in terms of achievement of perfection is a trait shared by many other writers that were close to positivism. Nevertheless, the book demonstrates how at times these operations of alternative history can nourish an image that is not confident, but on the contrary concerned about the repercussions on human qualities of a world overly grounded in technology and the tangible values of economic development.

Il saggio ricostruisce criticamente la polemica sulla filosofia dello Stato intercorsa, negli anni Trenta e Quaranta del Novecento, tra Benedetto Croce e Felice Battaglia: assertore, il primo, negli Elementi di politica (1925), della riduzione economicistica dello Stato; sostenitore, il secondo, negli Scritti di teoria dello Stato (1939), dell'eticità di esso. Si considera inoltre Diritto e filosofia della pratica (1931), contributo nel quale il pensatore palmese ha tentato di riformare sia la dialettica gentiliana degli opposti contraddittori sia il nesso crociano dei distinti concreti, elaborando una nuova dialettica degli opposti contrari, che poggia sull'ethos o giuridicità essenziale, categoria identificata da Battaglia con lo stesso Stato, nel fondamentale lavoro del 1935 su La concezione speculativa dello Stato. In appendice si pubblica il carteggio finora inedito tra Croce e Battaglia. The purpose of this essay is to outline the theoretical debate between Benedetto Croce and Felice Battaglia on the Philosophy of the State. Occurred mainly throughout the Thirties and the Forties, it opposed Croce's economic theory of the State, as enunciated in his Elementi di politica (1925), and the ethical State theory, as asserted in Battaglia's Scritti di teoria dello Stato (1939). The paper deals as well with Battaglia's previous work Diritto e filosofia della pratica (1931), wherein the Calabrian philosopher analysed neo-idealistic dialectics, both Gentilian's dialectics of contradictory opposites and Crocean's nexus of concrete distincts. The scrutiny of neo-idealistic dialectics inspired the elaboration of a new dialectics of contrary opposites, based on the concept of the ethos – i.e. the essential lawfulness – that would later be identified with the State itself in Battaglia's fundamental essay La concezione speculativa dello Stato (1935). The essay also introduces the private correspondence between Battaglia and Croce.

LIUC PAPERS-41 Serie Economia e Impresa 10, maggio 1997 In this essay I suggest a first-best solution to the collusion problem in a three-levels principal-supervisor-agent hierarchy (Tirole 1986, Laffont-Tirole 1993) in the context of a repeated games model. I introduce a new player in the component game i.e. a group of consumers which is also modelled as the constituency of the principal. An ex ante incomplete constitutional contract of authorisation links the principal to the group of consumer. At the next move in the game the group of consumers has a choice on the level of support and compliance to the principal's authority, which I intend as a specific investment. Due to the incompleteness of contracts problem, according to the economic theory of corporate culture (Kreps 1990) and code of ethics (Sacconi 1997), the principal may only announce a code of basic principles of good administration, being not automatically enforceable. In the repeated game among the three levels hierarchy and an infinite series of short-lived groups of consumers/supporters, I prove by a reputation effects construction (Fudenberg-Levine 1989, 1992) that the first best contract offered by the principal to the supervisor and the agent is part of a self-enforcing equilibrium profile making possible to the principal to get a payoff that approximates the Stakelberg payoff in nearly all the component games.

Il presente lavoro analizza il ruolo ricoperto dal legislatore e dalla pubblica amministrazione rispettivamente nel delineare e attuare politiche pubbliche volte alla promozione di modelli di sviluppo economico caratterizzati da un elevato tasso di sostenibilità ambientale. A tal fine, il lavoro è suddiviso in quattro capitoli. Nel primo capitolo vengono presi in considerazione i principali elementi della teoria generale che costituiscono i piani di lettura del tema trattato. Questa prima fase della ricerca è incentrata, da un lato, sull'analisi (storico-evolutiva) del concetto di ambiente alla luce della prevalente elaborazione giuridica e, dall'altro, sulla formazione del concetto di sviluppo sostenibile, con particolare riguardo alla sua declinazione in chiave ambientale. Nella parte centrale del lavoro, costituita dal secondo e dal terzo capitolo, l'analisi è rivolta a tre settori d'indagine determinanti per l'inquadramento sistematico delle politiche pubbliche del settore: il sistema di rapporti che esiste tra i molteplici soggetti (internazionali, nazionali e locali) coinvolti nella ricerca di soluzioni alla crisi sistemica ambientale; l'individuazione e la definizione dell'insieme dei principi sostanziali che governano il sistema di tutela ambientale e che indirizzano le scelte di policy nel settore; i principali strumenti (giuridici ed economici) di protezione attualmente in vigore. Il quarto ed ultimo capitolo prende in considerazione le politiche relative alle procedure di autorizzazione alla costruzione e all'esercizio degli impianti per la produzione di energia alimentati da fonti energetiche rinnovabili, analizzate quale caso specifico che può essere assunto a paradigma del ruolo ricoperto dal legislatore e dalla pubblica amministrazione nel settore delle politiche di sviluppo sostenibile. L'analisi condotta mostra un elevato tasso di complessità del sistema istituzionale e organizzativo, a cui si aggiungono evidenti limiti di efficienza per quanto riguarda il regime amministrativo delle autorizzazioni introdotto dal legislatore nazionale. ; This work analyzes the role of the legislator and of the public administration respectively in outlining and implementing public policies aimed at the promotion of economic development models distinguished by a high rate of environmental sustainability. For this purpose, the work is split into four chapters. The first chapter takes into consideration the main elements of the general theory making up the keys to understanding the topic being dealt with. This first research phase is centred, on the one hand, on the (historical-evolutionary) analysis of the environment concept in the light of prevalent legal interpretation and, on the other, on the formation of the concept of sustainable development, especially in an environmental perspective. In the central part of the work, consisting of the second and the third chapter, the analysis involves three areas of investigation of great importance for the systematic contextualization of public policies in the sector: the system of relations existing between the numerous entities (international, national and local) involved in finding solutions to the systemic environmental crisis; the identification and definition of the substantial principles regulating the environment protection system and directing policy choices in the sector; the main, currently applicable protection instruments (juridical and economic). The fourth and last chapter takes into consideration the policies relating to the authorization procedures for the building and running of energy production plants fuelled by renewable sources, analyzed as a specific case which can be taken as a paradigm of the role played by the legislator and the public administration in the sector of sustainable development policies. The analysis conducted shows a high rate of complexity of the institutional and organizational system, to which must be added evident limits of efficiency as regards the administrative system of authorizations introduced by the national legislator.

The article deals with Jenny Griziotti Kretschmann, born in Wishni-Wolostchok (Russia) on 22 June 1884 in a middleclass family of German origin & died on 4 December 1980 in Pavia (Italy). In October 1905 she moved from Moscow to Lausanne in order to enroll at the Faculty of Social Sciences where she attended Vilfredo Pareto's courses in Economics. Here she met Benvenuto Griziotti, also in Lausanne for a postgraduate specializing course; in Pavia he would become one of the major Italian scholars in Finance. In 1908 she followed him to Rome where she enrolled at the Faculty of Law, & attended courses held by Antonio De Viti De Marco, Rodolfo Benini & Maffeo Pantaloni, who was carrying out innovative analysis on system dynamics factors. Under Pantaleoni's supervision, she got her full degree in December 1912. From 1930 until her retirement in 1954 she taught as a Lecturer in Economics at the University of Pavia (1930-1933), was assigned the course of Financial Law & Finance at the University of Parma (1935-1940) & of History of Economic Doctrines at the University of Pavia (1940-1954); since 1948 she was also assigned the course of Finance & Economic Policy. She never had the possibility to hold any academic chair; those who knew her acknowledged that her political creed & her status as an academic's wife did not favor her career at all. Some prevailing paths of interest can be discerned in her numerous articles, essays & monographs on issues in Economy & Economic Theory. Initially (1915-1929) she carried out pioneer systematic analysis of the peculiar features of Russian economy. Another area of interest of hers was the analysis of long-term price movements. A third research area she addressed included issues in economic & financial policies, & a fourth area of interest was the history of economic thought, in which regard her handbook is of primary importance; it is based on an interdisciplinary approach, as systems can be fully understood only if analyzed in the context of the social & ideological milieus in which they constitute & evolve in time. Part of her fecund activity is reflected in textbooks on economic policy & finance (1950-1954) & her commitment, also to the diffusion of economic thought, is testified by her transla-tions into Italian of works by Wagemann (1932), Wicks ell, von Mises & Hayek (1935) & the fifth Italian edition of Economics by P. Samuelson (1964). Partly inventoried biographical material & the collection of her writings are available in the Griziotti Family Archive in Pavia (Italy). The most significant recognition of her status has only recently been awarded by those few -- not Italian -- authors who came in contact with her scientific work. References. The term "recovered factories" is used to indicate the process of recovering enterprises which have filed for or declared bankruptcy by workers which gained momentum in Argentina after the 2001 crisis and led to systematic forms of self-management. Although the first recovered factory dates back to 1959, the phenomenon is mainly linked to the crisis in 2001, a time when there was great social unrest following one of the biggest financial crises in human history. To describe the phenomenon in greater depth, the article retraces some causes in terms of economic theory proposing some policies put in place by the 70s onwards in Argentina, to get to define a recovered factory model defined "territorial" in order to propose on the cultural plan a mode of management based on the centrality of the labor force and community wellness, diametrically opposed to the liberal model of those years whose dysfunctions have caused its birth as a socio-economic response. Con il termine "fabbriche recuperate" si indica il processo di recupero di imprese da parte degli operai, a causa di situazioni fallimentari conclamate o incipienti, che si rafforzò in Argentina a cavallo della crisi del 2001, che diede vita a forme sistematiche di autogestione. Nonostante la prima fabbrica recuperata risalga al 1959, il fenómeno è legato principalmente alla crisi del 2001, momento in cui si assistette alla nascita di un gran fermento sociale in risposta ad una delle più grandi crisi finanziarie della storia umana. Per descrivere con maggior profondità il fenomeno l'articolo ripercorre alcune casue sul piano della teoria economica riproponendo alcune politiche messe in campo dagli anni '70 in poi in Argentina, per arrivare a definire un modello di fabbrica recuperata definito "territoriale" che tenta di proporre sul piano culturale modalità di gestione basate sulla centralità della forza lavoro e sul benessere della comunità, diametralmente opposte al modello liberista di quegli anni le cui disfunzioni ne hanno causato la sua nascita come risposta socio-economica.

Mathematical game theory – developed starting from the publication of The Theory of Games and Economic Behavior (1944), by John von Neumann and Oskar Morgenstern – aims to outline an ideal model of behaviour of rational agents involved in some interaction with other rational agents. For this reason, game theory has immediately attracted the attention of philosophers dealing with practical rationality and, since the fifties, has been applied to the analysis of several issues concerning ethics and philosophy of politics. Here we will focus on one of the most interesting applications of game theory to ethical-political inquiry, i.e., with the game theoretic analysis of some problems related to the evolution of moral norms. Firstly, we will provide a short outline of the development of game theory, which has lead to the formulation of a plurality of different game theories. It will be shown that such theories can be classified in two main groups: rationalistic game theories –in two different versions: classical and epistemic – and evolutionary game theories. Moreover, some basic elements of classical game theory will be introduced and the key ideas of epistemic and evolutionary game theories will be illustrated. Afterwards, the main approaches developed within the ethical-political applications of game theory will be shortly described. Finally, some results obtained in the last twenty years by the researchers who have analysed the evolution of moral norms by the conceptual tools of evolutionary and epistemic game theories, will be examined.

Obiettivo del presente lavoro di ricerca è quello di individuare le condizioni grazie alle quali le attività turistiche possono costituire una valida leva a disposizione dei policy makers locali per implementare politiche di welfare che altrimenti risulterebbero troppo onerose, migliorando al contempo la sostenibilità sociale e la competitività economica del territorio. Si dimostra come il collegamento tra sviluppo, turismo e welfare richieda di ripensare, o quanto meno di definire, il concetto di smartness, al fine di abilitare i meccanismi classici che regolano la logica economica quali categorie analitiche utili a rappresentare le dinamiche socio-economiche e territoriali attivate. Una volta delineato un contesto di riferimento appropriato, la teoria economica possiede tutti gli strumenti per identificare il collegamento tra attività produttive, welfare e sviluppo umano nell'ambito di un'economia di mercato, a condizione di aggiungere ulteriori livelli di complessità al classico modello di domanda ed offerta. Il modello elaborato implica in ogni caso un governo pubblico delle relazioni economiche finalizzato alla conservazione di quelle caratteristiche, spesso latenti e non sempre verificate, grazie alle quali il turismo può costituire una leva per promuovere lo sviluppo sostenibile. ; The aim of this work is to identify under which conditions tourism becomes a tool available to policy makers to enhance the implementation of welfare policies that otherwise might result too expensive, improving, at the same time, the social sustainability and the economic competitiveness of the territory. The existence of a link among tourism, welfare and development requires to rethink, or redefine, the concept of smartness, in order to enable the economic theory to model the underlying socioeconomic and territorial dynamics. In a well-defined scenario, the latter is indeed able to represent the connections among productive activities, welfare measures and human development within a market framework, at the cost of adding some degree of complexity to the standard supply and demand model. The proposed approach implies, anyway, a public intervention aimed at achieving and preserving those market and non-market characteristics that make of tourism a valid support to foster sustainable development.

Dottorato di ricerca in Economia e territorio ; La presente ricerca rientra nell'ambito degli studi socioeconomici di carattere territoriale e si pone lo scopo di riuscire a sviluppare una metodologia capace di arricchire la fase di studio e di analisi preliminare alla progettazione degli interventi politici ed economici che mirano al miglioramento del benessere nella popolazione. L'interesse per un simile argomento deriva dalla constatazione che in tempi recenti la parola "benessere" ha assunto un ruolo centrale nel dibattito politico ed economico. Lo schema teorico di riferimento è il modello stock e flussi (SeF), proposto da Mauro Bonaiuti, come rivisitazione del modello fondi e flussi con cui Nicholas Georgescu-Roegen ha riletto la teoria della produzione in chiave bioeconomica. Il modello SeF servendosi della teoria dei sistemi complessi, ha definito in modo più approfondito le caratteristiche dei fondi, rinominati stock, e dei flussi coinvolti nei sistemi di produzione e consumo. L'impostazione peculiare di un'analisi basata sul SeF è quella di valutare come le caratteristiche strutturali relative alla sfera ambientale, sociale ed economica (stock) riescano a trasformare entità fisiche, materia ed energia (flussi in input), in benessere e scarti (flussi di output). Il modello parte dall'ipotesi che i soli flussi di beni e servizi non siano in grado di produrre alcun benessere ma che è l'insieme di stock e flussi, e soprattutto la loro interazione, a originare il godimento della vita individuale e il benessere della collettività. Con questo lavoro, seguendo l'approccio proprio dell'economia territoriale, si è voluto procedere a una prima verifica di quanto teorizzato con il modello stock e flussi e verificare quanto le caratteristiche economiche, ambientali, sociali e valoriali di un sistema territoriale siano in grado di contribuire alla generazione di benessere per la comunità locale. Da tale approccio scaturisce il carattere fortemente multidisciplinare dell'analisi che, oltre a connotarsi come ricerca economicopolitica, si serve di contributi provenienti da discipline quali la sociologia e la psicologia. La ricerca propone una metodologia capace di individuare strumenti e procedure adatte a rilevare i diversi livelli di benessere eudaimonico prodotti da un sistema economico locale per poi metterli in relazione con le dotazioni delle differenti strutture di produzione e consumo (stock). La metodologia proposta è stata testata e validata con un'applicazione empirica che, per motivi di ordine conoscitivo ed interpretativo, è stata condotta sui sistemi locali del lavoro circoscritti dai confini amministrativi della provincia di Viterbo. I risultati dell'applicazione empirica hanno confermato la validità del modello teorico, la correttezza della metodologia e allo stesso tempo hanno offerto una serie di nuovi spunti per ulteriori ricerche future in merito alla progettazione di interventi di politica economica finalizzati al miglioramento dei livelli di benessere duraturo nelle comunità locali. ; This research enters in the socio-economic studies with a territorial perspective, and it has the objective to develop a methodology capable of enriching the study phase of preliminary design and analysis of political and economic interventions aimed at improving the welfare population. The interest in such an argument stems from the fact that in recent times the word "welfare" has assumed a central role in the political and economic debate. The theoretical frame of reference is the stock and flows model (S&F), proposed by Mauro Bonaiuti, an adaptation of the funds and flows model with which Nicholas Georgescu-Roegen has interpreted the theory of production in a bio-economic key. The S&F model, using the theory of complex systems, describes in detail the characteristics of the funds, renamed stocks, and of the flows involved in the systems of production and consumption. The unique setting of an analysis based on the S&F is to assess how the structural features related to the environmental, social and economic sphere (stock) are able to transform physical entities, matter and energy (input flows), in welfare and waste (output streams). The model assumes that the flows of goods and services are not able to produce any well, but that is the set of stocks and flows, and especially their interaction, that gives rise to the enjoyment of life and wellbeing of the individual community. The intent of this work, following the specific approach of local economy, is to conduct an initial review of the stocks and flows model in order to verify how the economic, environmental, social and value characteristics of a territorial system are able to contribute to the generation of wealth for the local community. From this approach arises the strongly multi-disciplinary feature of the analysis that, in addition to brand itself as an economic-policy research, makes use of contributions from disciplines such as sociology and psychology. The research proposes a methodology able to identify tools and procedures adapted to detect different levels of eudaimonia produced by a local economic system and then put them in connection with the allocations of the different structures of production and consumption (stock). The proposed methodology has been tested and validated with an empirical application that, for cognitive and interpretive reasons, has been carried out in the local employment systems of the province of Viterbo. The results of the empirical analysis has confirmed the validity of the theoretical model, the correctness of the methodology and at the same time offered a number of new ideas for further research on the future design of economic policy measures designed to improve long-term welfare in local communities.
