I. Dünya Savaşı'nın sona ermesinden sonra, uluslararası savaşlardan daha yaygın hale gelmesine karşın, akademik çevre 1990'lı yılların sonlarına kadar silahlı iç çatışma sorununa ilişkin çalışmalara ağırlık vermemiştir. Bu tarihten itibaren yapılan pek çok çalışma doğal kaynaklar ile silahlı iç çatışma veya iç savaş başlangıcı, süresi ve şiddeti arasında bir ilişki olduğunu ileri sürmektedir. Literatürde doğal kaynaklar ile silahlı iç çatışma başlangıcı arasındaki ilişki altı farklı mekanizmayla açıklanmaktadır. Bunlar; açgözlü ayaklanma, dışarıdan müdahale, kindarlık, elverişlilik, zayıf devlet ve seyrek ticaret ağıdır. Mekanizmaların farklı önermeler üzerine inşa edilmiş olması hem terminolojik hem de kuramsal bir altyapının oluşturulmasını zorlaştırmaktadır Bazı kaynaklarda geçen teorilere diğer bazı kaynaklarda hiç yer verilmemesi ya da benzer teorilerin daha farklı, hatta bazen de çelişir şekilde kullanılması mevcut sorunu daha da büyütmektedir. Benzer şekilde farklı teorilerin sıralandığı iddia edilen kaynaklarda da sıralanan teorilerin birbiriyle iç içe oldukları, kullanılan teorilerin birbirinin tekrarından öteye geçemedikleri ya da tamamlayıcı oldukları görülmektedir. Mevcut literatürdeki bu eksiklik ve zorluklar bu çalışmanın hazırlanmasındaki ana etkendir. Bu etken bağlamında bu çalışmanın iki amacı vardır. Bunun ilki, mevcut çalışmalar ışığında doğal kaynaklar ile iç çatışma başlangıcı arasındaki ilişkiyi iç çatışma mekanizmaları yardımıyla iktisadi olarak tanımlamaktır. İkinci amaç ise bu tanımlamalarla terminolojik eşgüdümün oluşturulmasına ve kuramsal altyapının şekillenmesine katkıda bulunmaktır. ; Scholars did not place any emphasis on the studies regarding the issue of armed civil conflicts or wars from the ending of World War II to the late 1990s, though they appeared to be more common than the international wars. A high number of studies from then on, however, have suggested that there is a relationship between the natural resources and the onset, duration and severity of the armed civil conflicts or wars. In literature, the relationship between the natural resources and armed civil conflicts is accounted for with six different mechanisms. These are greedy the rebels mechanism, the greedy outsiders mechanism, the grievance mechanism, the feasibility mechanism, the weak states mechanism and the sparse network mechanism. That these mechanisms are based on different propositions makes it difficult to form a terminological and theoretical substructure. The current problem is intensified by the fact that the theories in some sources are not mentioned at all in other sources or that similar theories are used in a more different and even conflicting way. Likewise, it is seen in the sources in which different theories are claimed to be listed that these theories concentric with each other and that the theories used are no more than the repetition of or just complementary to one another. It is these deficiencies or difficulties in the current literature that make the primary factor for the preparation of this study. In the sense of this factor, this study is intended for two purposes. The first purpose of the study is to make an economic definition of the relationship between the natural resources and the commencement of the civil conflict with the help of civil conflict mechanisms in the light of the existing studies. The second purpose of the study is to contribute to the formation of terminological coordination and the shaping of the theoretical substructure with these definitions.

Yeni Kurumsal İktisat Okulunun sunduğu katkılar çerçevesinde kurumların iktisadi gelişme için önemli olduğu genel kabul gören bir önerme hali almıştır. Gelişmişlik farklarının açıklanmasına ilişkin ilgili literatürde kurumların analize dahil edilmesi gelişme iktisadı teorisine yeni bir boyut kazandırmıştır. Bu gelişmenin politik yansıması başta Dünya Bankası, IMF gibi uluslararası gelişme politikalarına yön veren kurumlar üzerinden gerçekleşmiş ve beraberinde iyi yönetişim tartışmalarını gündeme getirmiştir. Çalışmada Washington Uzlaşmasından Post Washington Uzlaşmasına geçişin zeminini oluşturan kurumlar ve yönetişim tartışmaları, gelişme iktisadı teorisine ve politikasına etkileri bakımından ele alınmıştır. İktisadi gelişme için doğru kurumların ve yönetişim mekanizmalarının hayata geçirilmesinde, ülkelerin bulundukları gelişmişlik düzeyinin belirleyiciliği üzerinde durulmuştur. Çalışmanın ampirik kısmında hem yatay kesit bağımlılığını dikkate alan hem de heterojenliği açıklayan bir test olarak öne çıkan Bootstap panel Granger nedensellik analizi kullanılarak kurumlar ve iktisadi gelişme arasındaki nedensellik ilişkileri incelenmiştir. Çalışmada kurum göstergesi olarak Dünya Bankası Yönetişim Göstergelerinden (WGI) üçü ele alınmıştır. Ekonomik kurumları temsilen düzenleyicilik kalitesi, yasal kurumları temsilen hukukun üstünlüğü, politik kurumları temsilen ise yolsuzluğun kontrolü göstergeleri seçilmiştir. Panelde ele alınan 31 ülke, Dünya Bankası Atlas metoduna göre sınıflandırılmış, kurumlar ve iktisadi gelişme arasındaki nedensellik ilişkileri her bir gelir grubu için ayrı ayrı incelenmiştir. North'un kavramsallaştırması ile oyunun kuralları olarak tanımlanan kurumlar, bireylerin davranışkalıplarını belirleyen kısıtları koymaktadır. Bu kısıtlar resmi veya gayri resmi nitelikte olabilir. İnsan davranışları üzerindeki etkisi her geçen gün daha fazla kabul gören kurumlar, iktisadi ve siyasi olarak sistemin işleyişini, sistemin kazan ve kaybedenlerini de belirleme gücüne sahiptir. Bu işleyiş birçok araştırmacı tarafından farklı yönleri ile alınarak kavramsallaştırılmıştır. Kurumların gelişmişlik düzeyi üzerindeki etkisini ele alan birçok kuram geliştirilmiştir. Kurumların kapsayıcı veya dışlayıcı niteliğe sahip olmasını toplumsal atışma teorisi temelinde ele alan Acemoğlu'na göre kapsayıcı kurumlara sahip ülkeler gelişme gösterebilmektedir. Çünkü bu ülkeler farklı sosyal gruplar arasında uzlaştırıcı bir iktisadi ve siyasi sistem kurgulayarak siyasi gücün tek bir kişi veya grup elinde toplanmasını engellemektedir. Böylelikle yatırım ve yenilik yapma isteği, kendi kazancına ve mülkiyetine sahip çıkabileceğini bilen bireylerin oluşturduğu toplumlarda gelişmiş olmaktadır. Gelişme probleminin önündeki en önemli sorun, elindeki siyasi gücü kaybetme kaygısı taşıyan seçkinlerin toplumun elindeki kaynakları sadece kendileri için kullanmasıdır. Siyasi kaybedenler hipotezi olarak ifade edilen bu yaklaşım, siyasi gücün ve siyasi kurumların önemine de vurgu yapar. Related to the North, we can define it as the rule of games, which means that institutions put constrains on individuals' behaviors. These constraints can be in formal forms as well as informal ones. That the human behaviors are designed by institutions is becoming a wellaccepted idea day by day, therefore it is the same to accept thefunctions of institutions in economics and social process; its power on determining the losers and winners of society. This process with its different sides has been investigated by scientists. Several theories are constructed for understanding therelations between institutions and development level. Daron Acemoğlu is one of the economists who have important contributions to the institutional theory. He uses inclusive and exclusive institutions concept with social conflict theories for explaining the reason for that some countries have better development level in compare to others. Since these countries succeed in establishing political and economic institutions which have ability solve social conflicts in order to prevent elites' selfinterested behaviors for using societies' resources. Therefore incentives for investment and innovation can grow societies which have well protected property rights and gains. The most important problem for development is the fear of elites who do not want to lose their political power. This theory is called political losers hypothesis and it underlines the importance of political institutions accompanied with political power. In this study, political losers hypothesis was investigated as a case study for Turkey's history. The main result is that Turkey's exclusive institutions have inability to solve social conflicts which cause the governance problems. Additionally, the panel data analysis results support the informal institutions' effects on development and shows how it affects the changes related to development level. ; Bu çalışma Ç.Ü. Ekonomik entegrasyon arayışı, 2. Dünya Savaşı'nı takip eden dönemin ana karakteristiğidir. Bu dönemde temelleri atılan Avrupa Birliği, iktisat yazınında en önemli ekonomik entegrasyon uygulaması sayılmıştır. Avrupa'nın en büyük ekonomisi olan Almanya ile Türkiye arasındaki ekonomik ilişkiler, büyük ölçüde 1996'da Avrupa Birliği'yle tesis edilen gümrük birliği çerçevesinde şekillenmiştir. Sanayi devriminden en çok etkilen alanlardan biri olan nakil vasıtaları sektörü, 2. Dünya Savaşı sonrası dönemde hem Almanya hem de Türkiye için öncelikli bir üretim ve ticaret dalı olarak ortaya çıkmıştır. Ekonomiyle birlikte, teknolojiyi, siyaseti ve sosyolojiyi de dönüştüren bu sektördeki gelişmelerin etkileri, entegrasyon literatürünün sağladığı bilgiler ışığında izlenmiş ve yorumlanmıştır. Bu çalışmada, Türkiye ile Almanya arasındaki nakil vasıtaları ticareti 1969-2018 periyoduna ait veriler üzerinden analiz edilmiştir. Bai-Perron yapısal kıralma testi (2003), VAR'a dayalı Granger nedensellik testi, etki-tepki fonksiyonları ve varyans ayrıştırması yöntemleri kullanılarak analizler gerçekleştirilmiştir. Bulgular şu şekilde özetlenebilir: (i) 1971'de Avrupa Ekonomik Topluluğu (AET), Türkiye lehine gümrük vergilerini ve miktar kısıtlamalarını tek taraflı kaldırdığında, Türkiye'nin Almanya'ya nakil vasıtaları ihracatında bir kırılma gözlemlenmemiştir. Buna karşın, (ii) 1996'da Türkiye, AB lehine gümrük vergilerini ve miktar kısıtlamalarını kaldırdığında, Türkiye'nin Almanya'dan satın aldığı nakil vasıtaları ithalatında bir kırılma gözlemlenmiştir. Ayrıca, (iii) ithalattan ihracata doğru tek yönlü ve negatif nedensellik ilişkisi tespit edilmiştir ; The quest for economic integration is the main characteristic of the period that followed the World War II. The European Union, the basis of which were laid in this period, is considered in the economic literature as the most important economic integration practice. Economic relations between Turkey and Germany, the largest economy of Europe, have mostly been shaped within the framework of the customs union with the European Union. The transportation sector, one of the sectors that has been primarily affected by industrial revolution, has emerged as a priviledged branch of business for both Germany and Turkey in the period after the World War II. The effects of developments in this sector, which has transformed technology, politics and sociology along with the economy, have been monitored and interpreted in the light of the information provided by the integration literature. In this study, the trade of transportation vehicles between Turkey and Germany has been analyzed through the data related to 1969-2018 period. The methods such as Bai- Perron structural break test, VAR Granger causality test, impulse-response functions, and variance decomposition analysis have been used. Findings can be summarized as: (i) There is no structural break in the time series of Turkey's transportation vehicles export on the date when the European Economic Community (EEC) abolished the tariffs and quotas on behalf of Turkey in 1971. Nonetheless (ii) there observed a structural break in the time series of Turkey's transportation vehicles import on the date when Turkey abolished the tariffs and quotas on behalf of European Union (EU) in 1996. Moreover (iii) one-way and negative causality relationship from import to export has been determined.

Kurumsal iktisadın, günümüzde yaşanan paradigma değişimi ile birlikte tekrardan gün yüzüne çıkmış olmasıyla birlikte, kurumların yanı sıra kurumsal bir bakış açısından iktisadın evrimine bakış bir gereklilik halini almaktadır. Bu böyledir çünkü kurumsallığı içermeyen bir iktisat teorisi formülasyonu, kabul edileceği üzere, mümkün değildir. İnsanlar ile kurumlar arasındaki ilişki, birinden diğerine doğru tek yönlü bir ilişki değil, karşılıklı bir ilişkidir. Eğer bir iktisatçının bu karşılıklı etkileşimin dışında olduğu varsayılmıyorsa bu iktisatçının geliştirdiği teori de bu etkileşimin bir ürünü olacaktır. Zira iktisatçı, çevresel koşulların doğal bir sonucudur. Değişen paradigma altında kurumsal iktisat okulunun evrimini izlemek ve diğer iktisat okullarındaki kurumsal öğeleri araştırmak, ilk olarak bir kavram olarak kurum kavrayışının ne yönde evrimleştiğini anlamaya ve sonrasında ise bu kavrayış çerçevesi içerisinde iktisat teorilerini, gerilerinde yatan iktisadi, politik ve toplumsal yapı - kısaca kurumsal doku - bağlamında kavramaya hizmet edecektir. The liberalization policies begun after 1980 and globalization process bring with new economic associations and trade blocs among countries. The European Customs Union which established to improve economic relations and to make the political integration possible after World War II, reached large trade capacity today. On the other hand, the Post-Soviet countries that followed similar way like European ones established Eurasian Customs Union under the leadership of Kazakhstan, Belarus and Russia. The advantage of European Customs Union for Turkey which became a member of it in 1995 is still discussed. From this viewpoint the study aims to answer a question that Eurasian Customs Union can be an alternative to European Customs Union for Turkey in point of trade capacity. The aim of the study is to discuss the possibility of the Eurasian Customs Union and to compare it with the European Customs Union in which Turkey is involved. In this context, at first, the conceptual framework about the subject will be discussed and European Customs Union and Turkey relations will be examined. After, the current situation of the Eurasian region will be analyzed and the possibility of the Eurasian Customs Union will be discussed. And, which customs union will be more advantageous in terms of Turkey will be examined by VAR analysis.

Dünyanın çeşitli yörelerinde başlayan bölgesel bütünleşme hareketleri, kültürel ve coğrafi yakınlıklara dayalı olsa da, temelinde ekonomik ilişkilerin olduğu bir gerçektir. Bu tür ekonomik örgütlenmelerin son zamanlarda dünyanın her tarafında hız kazandığı görülmektedir. Bu ekonomik örgütlenmelerden en önemlisi de Avrupa Birliği'dir. Gümrük Birliği, Tek Pazar gibi önemli aşamalardan sonra en son ve en kapsamlı olan Ekonomik ve Parasal Birlik (EPB) aşamasına geçen Avrupa Birliği, üye ülkelerin ekonomik standartlarını birbirine yakınlaştırarak, bölgeselleşmenin başarı ile sürdürülmesini sağlamaktadır. Bu kapsamda Parasal Birlik aynı zamanda, üye ülkelerin ekonomilerinde borç, fiyat istikrarı, faiz oranları, kur istikrarını içeren kriterlere uymalarını zorunlu kılmaktadır. Avrupa Birliği ile yıllardır süren ve henüz istediği aşamaya ulaşamayan bütünleşme süreci, Türkiye'nin önemli dış politika amaçlarından biri olmuştur. Bu çerçevede yapılan reform çalışmaları ve parasal birlik için istenen kriterlerin karşılanması bu tezin asıl amacını oluşturmaktadır. Bu çalışma ile Avrupa Birliği uyum sürecinde Türkiye ile yaşanan ekonomik ilişkilere değinilmiş ve ekonomik bütünleşme teorisi çerçevesinde hangi aşamanın gerçekleştiği ve bundan sonra kalan aşamalar için neler yapılması gerektiği üzerinde durulmuştur. Özellikle, birliğin en önemli ticari ortaklarından biri konumunda bulunan Türkiye'ye, bütünleşmenin yol haritasının zorlu yollardan geçirilmesi bütünleşmenin düşünüldüğü gibi kolay olmayacağının göstergesi niteliğindedir. Bu doğrultuda, Türkiye'nin bundan sonraki yaklaşımı bütünleşmenin sürdürülebilirliği açısından önem arz etmektedir. ; Although regional integration movements, that emerge in various parts of the world, are derived from cultural and geographical proximity, it is a fact that they are based on economic relations. It is observed that foundation of such economic organizations is accelerating all around the world. Most important of those organizations is the European Union. After going through important phases like Customs Union and Common Market, the European Union achieved the last and the most comprehensive stage: Economic and Monetary Union. By making the economic standards of member countries converge, the European Union successfully sustains the regionalization. Also in this regard, Monetary Union requires the debt level, price stability, interest rate and exchange rate stability of member state economies match certain criteria,. The integration process with the European Union has been of important foreign policy objectives of Turkey, although this process has been going on for years but has not reached the desired level yet. In this study, the economic relations of Turkey in the process of harmonization with the European Union are mentioned and the level of progress in the framework of economic integration theory is elaborated. Especially, headed for integration with the Union as one of the main commercial partners, the obstacles confronted by Turkey are signs that the integration process will not be as easy as expected. In this perspective, the attitude of Turkey hereafter is crucial in terms of sustainability of the integration.

Tarihte devlet kavramı toprak parçası üzerinde egemenliği ifade etmiştir. Tarihler boyunca insanların sahip oldukları bencil duygular toplumları güç savaşına itmiş, ihtiyaç duyulan gücü ve toprak parçasını elinde bulundurmak isteyen toplumlar devleti kurmuştur. Devlet, belli bir toprak parçasında egemenlik sağlamış toplumların üstün güç olmak için insan, ülke ve egemenlik unsurlarının birleşmesinden oluşmuştur. Hukuk kurallarının belirlenmesiyle de kurulmuş olan devlet kendine kimlik kazanmıştır. Devletler tüzel kişilik kazanmaları ile hiçbir devletin müdahalesine uğramadan kendi belirlemiş olduğu kurallar ile sürekliliklerini sağlamıştır. Modern devlete can veren egemenlik anlayışının temelleri ise ortaçağ ve yeniçağın başlarında atılmış ve egemenliğin oluşmasına neden olan birçok tarihsel olayı içine almıştır. Toplumlar devlet kavramı etrafında oluşan zıt teoriler ve değişik ideolojileri tasvir eden filozoflar sayesinde devlet kavramı gerçekleştirmek istedikleri amaca ulaşmak için bir araç olarak değerlendirmiştir. Farklı siyasal felsefe akımlarına sahip olan filozoflar savundukları görüşler bakımından zıtlıkların oluşmasını sağlamıştır. Bu sebeple devletlerin siyasi, ekonomik ve hukuk sistemlerinde farklılıklar ortaya çıkmıştır. Sonuç olarak devletler, devletsiz toplumlardan kent devletlerine, imparatorluklardan modern devlet anlayışına, gelişen siyasal iktidarlara ve devletlerin ulusal üstünlüğüne doğru iktidar yapılanmaları açısından tarihsel değişim ve gelişimlere sahip olmuştur. Devletlerin egemenlik açısından gelişimi ele alındığında da siyasi iktidarın sahip oldukları meşrutiyet ideolojisinden teokratik meşruluğa ve ondanda demokratik meşruluğa yönelen bir değişimlere sahip olmuştur. Bu da devletlerin eski varlıklarını tüm değişimlere uyum sağlayarak varlıklarını devam ettirdiğini göstermiştir. Böylece devlet gücü oluşmuş ve sınırlı egemenlik anlayışı uygulanmasıyla toplumların hakları devlet içinde korunmuş devletler üstün konumları sayesinde varlıklarında güçlü hale getirilmiştir. ; The consept of State expresses the sovereignty on piece of land in the past. Self- centeredness of people causes power struggle throughout history and the societies wishing to have the power and the piece of land establish a state. The State consists of human, country and sovereignty of people who to be a superior power on a certain piece of land. The State has gained an identity by determining the rules of law. Thanks to the legal entity, the States have maintained their continuity by their own rules without any state invervention. The basis of the concept of sovereignty that ensouls the modern state was founnded at the beginning of the middle age and the new age and covered many historical events that led to the formation of sovereignty. The societies have evaluated the consept of State as a means to achieve their wishings thanks to the philosophers describing the contradictory theories and the dfferent ideologies related to this concept. The philosophers who have different Political philosophical movements create opposing views about the State. Therefore, there are differences in the Political, economic and legal systems of the States. Consequently, the States have historical developments with regard to the power structures towards the Political power and the national state supremacy from the societies to the city states, from the emprires to the sense of modern state. When the development of State in terms of sovereignty is taken into consideration, it is seen that the consitutional monarchy of Political Powers changes from theocratical to democratic legitimacy. This situation indicates that the states continue thir existences by adapting to the new developments. Thus, the state has power and the application of the concept of limited sovereignty cause to protect the right of societies within the state and the states have gained strength by their superior positions.

Determining the direction of the relationship between public expenditures and economic growth has been among the issues that have been discussed for many years. In the paper, the relationship between public expenditures and economic growth was investigated within the scope of Wagner's Law and Keynes Theory, using annual data for the period of 1995-2019 for EU countries. For this purpose, Westerlund (2008) Durbin-Hausman cointegration test and Dumitrescu-Hurlin (2012) panel causality test were applied to test the related theories. According to the findings, it has been concluded that the Wagner Law is generally valid in EU countries.

Son yıllarda ön plana çıkan iktisadi kalkınma ve ülkelerin kalkınma tecrübelerinin karşılaştırılması ile ilgili çalışmalarda kurumsal bakış açısı önemli bir yer tutmaktadır. Söz konusu çalışmalar her ne kadar ülkeler arası gelişmişlik farklarına tarihsel yönden farklı açıklamalar getirmeye çalışsalar da tarihi kurum ve tecrübelere bakışları, bu kurumların kendi tarihsel bağlamları içinde incelenmesi ve bu kurumları ortaya çıkaran fikirsel altyapının, iktisadi sistem tasavvurunun incelenmesi anlamında eksik kalmaktadır. Bu çalışma Osmanlı Devleti tecrübesinde kurum olarak vakıfların ve özelde para vakıflarının önemini ve işlevini tarihi vesikalarla incelemekle beraber bu kurumların ortaya çıkmasına sebep olan iktisadi düşünce altyapısına dikkat çekiyor. Bunu yaparken, kurumsal teori çerçevesinde iktisat tarihi, siyasal iktisat, iktisadi kalkınma ve iktisadi fikirlerin kurumların oluşumuna yaptığı etki ile disiplinler arası bir bakış açısı ile para vakıflarını ortaya çıkaran iktisadi zihniyeti gözden geçiriyor. Bu çalışma gösteriyor ki, para vakıfları dışlayıcı değil kapsayıcı kurumlar olarak yüzyıllar boyunca tarihi şartlara uyum göstermiş, Osmanlı Devleti siyasal ve iktisadi sisteminin sürdürülebilir kılınmasında önemli etkenlerden biri olmuşlardır ve günümüzdeki sürdürülebilir ve eşitlikçi gelir paylaşımı tartışmalarına da ışık tutmaktadırlar. ; In the last few years institutional perspective has an important place in researches on economic development and comparative analysis of economic development experiences in different states. Even though these studies try to bring a historical perspective to the divergence of economic development levels among states, they come short in their analysis with respect to their views on historical institutions and experiences, explanation of these institutions within their historical context and the ideational foundation, economic system vision that gives rise to these institutions. This study not only examines the importance and functioning of awqafand more specifically cash waqfsas institutions in the Ottoman State experience, but also draws attention to the foundation of economic ideas that enables the rise of these institutions. In doing so, this research utilizes institutional theory perspective with an interdisciplinary orientation of economic history, political economy, economic development and the influence of economic ideas on institutional formation. This study shows that cash waqfsas inclusive institutions have adapted to the historical circumstances, have been one of the essential elements in ensuring the sustainability of the economic and political system in the Ottoman State and they shed light to the contemporary debates on sustainable and egalitarian wealth distribution.

Doktora Tezi ; 2002 yılında gerçekleştirilen genel seçimler sonucu iktidara gelen Adalet ve Kalkınma Partisi, Türkiye'nin Ortadoğu bölgesinde geleneksel olarak sürdürdüğü güvenlik öncelikli dış politika anlayışını terk etmiş ve bu bölgede Komşularla Sıfır Sorun Politikası yaklaşımı adı verilen yeni bir dış politika anlayışı doğrultusunda hareket etmeye başlamıştır. Türkiye'nin Ortadoğu bölgesinde yer alan ülkelerle olan sorunlarının ekonomik, kültürel ve toplumsal araçlar vasıtasıyla çözümlenmesini ve bu ülkelerle olan ikili ilişkilerin imkanların el verdiği ölçüde geliştirilmesini amaçlayan bu yeni dış politika anlayışı, kısa vadede kendisinden beklenen sonuçları vermiş ve Türkiye'nin Ortadoğu bölgesinde yer alan birtakım ülkelerle olan ilişkilerinde dikkate değer bir ilerleme gerçekleşmiştir. Fakat bu ilerleme çok uzun soluklu olmamıştır. Özellikle söz konusu bölge içerisinde yer alan İsrail'le yaşanan Mavi Marmara Krizi ve Arap Baharı olarak nitelendirilen halk hareketlerinin Suriye'ye sıçramasının ardından bu ülkeyle yaşanan Suriye Krizi, Komşularla Sıfır Sorun Politikası yaklaşımının işlevselliğini önemli ölçüde yitirmesine ve bu bağlamda başarısız olmasına neden olmuştur. Nitekim söz konusu politikanın başarısız olmasının ardından Türkiye, yaşanan bahsi geçen krizlerin etkisiyle, Ortadoğu bölgesinde yeniden güvenlik öncelikli bir dış politika takip etmeye başlamıştır. Bu doğrultuda çalışma, Türkiye'nin 2002-2012 yılları arasında yeni dış politika anlayışı çerçevesinde şekillendirdiği Ortadoğu bölgesine yönelik dış politikasının temel esaslarını ve bu esaslarda meydana gelen değişiklikleri neorealist kuram çerçevesinde açıklamak amacıyla yapılmıştır. Çalışma, tanımlayıcı bir niteliğe sahip olarak, 2002-2012 yılları arasında Türkiye'nin Ortadoğu bölgesine olan dış politikasını ve bu politikanın temel dayanak noktalarını neorealist teori çerçevesinde analiz ederek açıklamaktadır. Çalışma üç ana bölümden oluşmaktadır. İlk bölüm genel itibariyle çalışmanın kavramsal ve kuramsal çerçevesini içermektedir. İkinci bölümde Türkiye'nin Ortadoğu bölgesine yönelik dış politikasının tarihsel arka planı analiz edilmektedir. Üçüncü bölümde ise neorealist kuram çerçevesinde 2002-2012 yılları arası dönemde Türkiye'nin Ortadoğu bölgesine yönelik dış politikası değerlendirilmektedir. ; Abstract ; Justice and Development Party which came into power as a result of the general elections held in 2002 left the security-priority sense of foreign policy which Turkey traditionally maintains in the Middle East region and started to act in line with a new sense of foreign policy called as the Policy of Zero Problems with the Neighbours approach in this region. This new sense of foreign policy aiming the settlement of Turkey's problems with the countries located in the Middle East region via economic, cultural and social means and the development of the bilateral relations with these countries within the bounds of possibility gave the results expected from it and achieved a remarkable progress in Turkey's relationships with several countries located in the Middle East region. However, this progress was not very long-term. In particular, the Syrian Crisis experienced with Syria after the civil commotions characterized as the Mavi Marmara Crisis and the Arab Spring experienced with Israel located within the said region spread to Syria caused the Policy of Zero Problems with the Neighbours approach lost its functionality to a considerable extent and failed in this regard. As a matter of fact, after the said policy failed, Turkey started to follow up a security-priority foreign policy again in the Middle East region by the effect of the mentioned crisis experienced. Accordingly, the study was carried out for the purpose of describing the basic principles of Turkey's foreign policy for the Middle East region which Turkey configured within the framework of the new sense of foreign policy between the years of 2002-2012 and the changes which occurred in these principles within the framework of the neorealist theory. The study has a descriptive characteristic and analyzes and describes Turkey's foreign policy for the Middle East region between the years of 2002-2012 and the basic reference points of this policy within the framework of the neorealist theory. The study consists of three main parts. The first part includes the conceptual and theoretical framework of the study in general terms. In the second part, the Historical background of Turkey's foreign policy for the Middle East region is analyzed. In the third part, however, Turkey's foreign policy for the Middle East region within the period between the years of 2002-2012 is evaluated within the framework of the neorealist theory.

Dış çevre ile ilişkiler örgütlerin varlığını sürdürmesi için önem taşımaktadır. Teorik bağlamda incelendiğinde, dış çevre ile ilişkileri yeni kurumsal kuram "belirsizlik" açısından ele almaktadır. Belirsizliklerin etkisinin incelenmesi, belirsizlik ortamlarında örgütlerin reaktif ya da proaktif yaklaşımlarının öngörülmesi açısından önem arz etmektedir. Bu çalışma çevresel uyum ve tepki bağlamında belirsizliklerin etkisinin örgütsel eşbiçimlilik kavramı çerçevesinde incelenmesini amaçlamaktadır. Çalışma ile örgütsel eşbiçimliliğin türleri ele alınmış yeni kurumsal kuramın çizdiği perspektif ile belirsizlik kavramı değerlendirilmiştir. Bu kapsamda örgütsel çevreye uyum sürecinde örgütler kurumsallaşmış yapı uygulamakta, bu yapı örgütsel çevreyle olan ilişkiler doğrultusunda değişim göstermektedir. Bu değişimde örgütlerin dış çevrelerindeki aktörlerle etkileşimleri, sosyal, ekonomik, politik unsurlar, teknolojik gelişmeler ile faaliyet gösterdikleri ülke ve ülke grupları bazında belirsizlikten kaçınma eğilimi örgütlerin yaklaşımlarına etki edecek olası unsurlar arasında yer almaktadır. ; Relations with the external environment are important for the survival of organizations. In the theoretical context, the new institutional theory deals with relations with the external environment in terms of "uncertainty". Investigation of the effects of uncertainties is important for predicting reactive or proactive approaches of organizations in uncertain environments. This study aims to investigate the effect of uncertainties in the context of environmental adaptation and response within the framework of organizational uniformity. It discusses the types of organizational isomorphism and evaluates the concept of uncertainty with the new institutional theory perspective. In this scope, organizations implement an institutionalized structure in the process of adapting to the organizational environment, and this structure changes based on the relations with the organizational environment. In this change, the possible factors that will affect the approaches of the organizations include the interactions of the organizations with the actors in their external environment, social, economic, political elements, technological developments and the tendency to avoid uncertainty on the basis of the country and country groups in which they operate.
