There have been over one million deaths from the COVID-19 infection so far. The pandemic forced governments across the world into emergency lockdowns that pushed nearly all parts of the world economy into the deepest slump in production, investment, consumption, and employment since the 1930s. There is optimism that world economy will bounce back in 2021 in a V-shaped recovery. But that seems unlikely because global capitalism was in trouble before the pandemic hit and was already heading into a recession. The lockdown slump was just a tipping point. Also, the pandemic is not yet over and infections continue to mount. The impact of the pandemic lockdowns on employment and incomes, particularly for the poorest countries and the poorest in all countries has been devastating and will leave permanent scarring on economies and livelihoods. And there is no internationally coordinated plan to contain the pandemic and to restore livelihoods. Market-led economies and health systems have failed. Only a social economy where there is public ownership and community control of finance and industry can turn the world economy around for working people. Questa tesi utilizza metodologie differenti al fine di esplorare argomenti generalmente ascritti all'economia dello sviluppo. Il primo capitolo discute la letteratura sul capitale sociale scomponendolo nel suo componente strutturale, le reti, e cognitivo, la fiducia. Ogni componente è a sua volta scomposto in diverse sotto-dimensioni una delle quali, il particolarismo, è utilizzato nel secondo capitolo, sia a livello teorico che empirico, come determinante di forme di corruzione collusiva. Come previsto dalla teoria, il particolarismo ha un effetto positivo e causale sulla probabilità di offrire una tangente. Il terzo capitolo valuta l'impatto di un progetto di estensione agricola realizzato in Etiopia, volto ad introdurre la coltivazione di nuovi prodotti ortofrutticoli insieme ad alcune tecniche e strumenti innovativi. Empiricamente si utilizzano gli strumenti della valutazione d'impatto combinando confronti tra villaggi, attraverso una stima difference-in-differences, con una comparazione all'interno del villaggio usando uno studio controllato randomizzato. I risultati indicano che il progetto ha contribuito alla diversificazione produttiva ma non ha influenzato i ricavi ottenuti dalla vendita dei prodotti ortofrutticoli e, di conseguenza, il benessere delle famiglie. Il quarto capitolo mostra come meccanismi incentivati sufficientemente simili elicitino decisioni correlate in termini di avversione al rischio solo quando si tengono in considerazione altri atteggiamenti relativi al rischio. Inoltre si studia la correlazione tra l'avversione al rischio riportata e l'avversione al rischio ottenuta tramite lotterie. I risultati suggeriscono una misurata validità esterna dei due metodi studiati. ; This dissertation makes use of several methodologies to explore topics ascribed to the field of development economics. Chapter 1 reviews the literature on social capital by presenting a decomposition of trust and networks -- the cognitive and the structural component of social capital, respectively--, in several sub-dimensions. One of this dimension is used in chapter 2 where we investigate, both theoretically and empirically, the role played by the cultural norm of particularism, as opposed to universalism, for collusive bribery. Consistent with the theory, particularism is found to have a positive causal effect on the probability of offering a bribe. Chapter 3 assesses the impact of a small-scale agricultural extension project implemented in rural Ethiopia aimed at introducing the cultivation of horticultural gardens. Empirically, a mixed impact evaluation design is used combining across-villages comparisons, through difference-in-differences estimations, with a within village randomized control trial. The findings indicate that the project contributes to production diversification while it does not influence total revenues from sales, household welfare and diet. Chapter 4 shows that similar incentivized mechanisms elicit similar decisions in terms of monetary risk aversion only if other risk-related attitudes are accounted for. Furthermore, it examines whether individuals' characteristics and a self-assessed measure of risk aversion relate to individuals' choices in lotteries. The findings suggest that there is some external validity of the two studied tasks as predictors of self-reported risk attitudes.
The thesis is made of two chapters. The first one exploits an historical natural experiment set during Italy's Fascism to assess cultural persistence vs. dynamics in a paradigmatically critical area, Southern Italy, whose current economic backwardness is often associated to a low social capital endowment, in turn commonly ascribed to cultural and institutional heritage. In the experiment, an exogenous shift of a border into a territory entirely internal to that heritage provides us with an highlighting instrument able to identify weight of history and variation in culture in the 20th century in this doubly depressed region. A discontinuity exercise at the new border shows that, starting from previous homogeneity, there is evidence of relatively recent adverse cultural dynamics in Southern Italian territories. A comparison with an analogous exercise on the old, upper border tends to rule out classical institutional or contagion channels as individual and administrative behaviours used to be not better (mostly, worse) northwards. Their deterioration below the new border emerged endogenously in the period following the creation of Regions, contradicting previous legacy and giving rise to a relative reversal of cultural fortunes. The second chapter provides new evidence on the effectiveness of hiring subsidies that target the long-term unemployed, analysing a generous policy that was in force until the end of 2014 in Italy. Unlike others of its kind, this policy was particularly ambitious as it encouraged only permanent employment, which at the time still benefited from strong employment protection legislation. To achieve identification, we use a triple difference estimator, where we exploit three sources of variation: (i) the subsidy was only for the long-term unemployed and not for the short-term unemployed; (ii) it was significantly more generous in the South; (iii) it was in place until 2014. We find that the relative probability of eligible individuals in the southern regions of finding a permanent job dropped after the program terminated. This effect does not seem to be driven by substitutions over time, across contracts or among jobseekers. A cost-benefit analysis shows that the policy was globally in surplus.
Il contributo utilizza la critica che l"economia femminista ha mosso all"homo oeco-nomicus per presentare le più recenti visioni dello sviluppo, del benessere e della felici-tà. Questi ultimi vengono, pertanto, analizzati in una nuova prospettiva che tiene contodi aspetti quali: i beni relazionali, la responsabilità sociale, il valore della cura, della col-laborazione e del rispetto reciproco. A tal proposito, vengono presentati alcuni innovati-vi indici di sviluppo già adottati da vari Paesi volti a indirizzarne le proprie politiche e-conomiche e sociali verso la promozione del benessere dei propri cittadini.
This thesis is a collection of three essays about the economics of coordination. Coordination issues arise when, in presence of multiple equilibria, heterogeneously informed agents need to coordinate with each other towards a Pareto-superior outcome. Electoral outcomes, collective decision-making, currency attacks or polit- ical regime changes examples of coordination problems. The first chapter provides a game theoretic analysis of group decision making, investigating how an agent's communication behavior is affected by different voting systems. I show that in an ideal state where communication is noisy but agents can communicate without opportunity costs, agents will always reach unanimous consensus regardless of which voting system governs the deliberative process. I further show that under the more realistic case in which communication involves opportunity costs, voting systems shape an agent's communication behavior. Specifically, when the opportunity costs of communication are low, a voting system based on unanimity approximates the results of the ideal state. Conversely, when communication involves high opportunity costs, a voting system based on majority is more desirable. The second essay is an experimental test of the predictions developed in the first chapter. The experiment is designed to determine how different voting institutions in uence the process of communication of collective decision bodies when communication can be costly. In contrast with the existing literature, I have found that different voting institutions induce different decision outcomes. In particular, a voting system based on unanimity fosters subjects' communication and information sharing. Once subjects choose to communicate, I also have observed that communication unambiguously improves the quality of the decision outcome across each voting rule. The third and final essay provides a political regime-change interpretation of the organized crime phe- nomenon. Under the assumption that the a criminal organization in a society benefits of the support of individuals, I investigate the strategic interplay between a criminal organization and a large number of citizens who might be more inclined to support the criminal organization rather than reporting its illegal activities to the legal authority. Borrowing from the economic literature on coordination and regime change, I model a criminal organization as an autocratic regime and claim that illegal activities are used in order to raise citizens support.
La qualità della mobilità è un tema centrale per lo sviluppo urbano. In primo luogo, la capacità di soddisfare la domanda di mobilità è un parametro essenziale per la competitività nell'organizzazione del lavoro. In secondo luogo, l'innovazione portata dall'uso di app e social media può determinare l'attrattività dei centri urbani e ottimizzare le scelte di mobilità con riferimento alle preferenze individuali. Combinando questi obiettivi, diverse "comunità di pratiche" stanno proponendo innovative soluzioni per rispondere alle nuove esigenze del movimento. Si tratta di pratiche che fuoriescono dai percorsi istituzionalizzati e dai grandi investimenti (tipici del comparto tecnologico), favorendo e valorizzando le capacità locali che le città possiedono: intercettando flussi di informazioni e relazioni dalla "comunità di users", sperimentando nuove formule di condivisione, interazione e comunicazione tra gli individui, generando nuove organizzazioni e funzioni spaziali. L'obiettivo della trattazione mira ad una riflessione sul ruolo che le istituzioni possono svolgere per garantire lo sviluppo di competenze e politiche territoriali orientate ad un approccio behavioural alla mobilità urbana. ; Mobility plays a central role in the socio - economic dynamics of cities. The innovation recently brought into the market for mobility by apps and social media impacts upon the economic appeal of cities and benefits both the demand and the supply side s of the market. Several 'practice - based communities' now offer innovative solutions producing such effects. Their initiatives do not move through the traditional channels of policy and big investment, although they still contribute towards market efficien cy and appreciate the human capital of urban realities. They do so by collecting and conveying useful information to the whole community of users, by proposing new ways of sharing and using resources, and by favouring the equilibrium conditions in the mark et. This paper discusses practice - based communities and suggests what policymakers could (or should) do to promote similar initiatives.
Dottorato di ricerca in Economia e territorio ; Le aziende agrarie stanno affrontando un momento di particolare difficoltà, per l'aumento dei costi di produzione e le imprevedibili oscillazioni di mercato dei prodotti agricoli; esiste, inoltre, l'incertezza sulle scelte future di Politica Agricola Comunitaria. Le medio-grandi aziende estensive, poste in aree marginali, hanno basato il loro ordinamento su attività dipendenti dal regime di compensazioni comunitario. Le nuove prospettive della multifunzionalità, connesse con la capacità propria del settore agricolo di produrre Beni Pubblici, possono consentire alle aziende di fornire dei servizi diretti alla collettività. La fornitura di tali servizi può essere finanziata dal PSR ed altri strumenti di pianificazione (Life, POR, etc.) e sarà, probabilmente, integrata nella attesa Riforma della PAC. In tale ottica, sono stati analizzati gli aspetti della domanda di caccia e le tipologie di attività proposte, da parte di aziende agrarie. La caccia è un'attività di antica tradizione, che in Italia gode di un particolare ordinamento dell'attività venatoria. L'unica forma di istituto venatorio che consenta, secondo il nostro ordinamento giuridico, di trasformare la selvaggina cacciabile in risorsa del proprietario del fondo è l'Azienda agrituristica venatoria (o Aatv). Oggetto della tesi è l'indagine su di un gruppo di aziende agrituristico venatorie, attive in due province del Centro Italia e dotate, in quasi tutti i casi, di agriturismo, attivo sia per i cacciatori, sia per ospiti non praticanti la caccia. La metodologia applicata è stata basata sulla selezione, mediante interviste a testimoni privilegiati, di un gruppo di Aatv, attive nelle province di Terni e Grosseto. Dopo aver contattato gli imprenditori che gestiscono le aziende, gli stessi sono stati intervistati, presso l'azienda, compilando, insieme con loro, un modello, in cui venivano analizzati diversi aspetti aziendali: tipo ed entità di attività agricole esistenti, destinazione delle superfici, strutture venatorie realizzate ed investimenti relativi; sono stati elaborati dei conti economici, che tenessero conto dei costi di gestione medi e delle tipologie di caccia offerte. Nello stesso modello, sono stati esaminati gli aspetti basilari dell'agriturismo, soprattutto per le connessioni tra attività venatoria ed ospitalità. Sulla base delle interviste, sono stati elaborati dei sintetici conti economici, che hanno consentito di sviluppare degli indicatori di bilancio, quali incidenza dei singoli costi della gestione venatoria (sorveglianza, lavoro, alimentazione, acquisti di selvaggina, manutenzioni ed ammortamenti delle strutture), sulla produzione lorda vendibile. Per i ricavi medi stimati, sono state elaborate delle disaggregazioni per tipologie di caccia. Sono stati anche descritti gli effetti nella produzione di Public goods (mantenimento del paesaggio, tutela del territorio e delle strutture aziendali, diminuzione della pressione venatoria sul territorio a libera caccia e sulle specie migratorie, maggior controllo in generale delle attività venatorie), da parte delle aziende oggetto della tesi. Gli obiettivi dell'analisi erano, sostanzialmente, riconducibili alla valutazione dell'esistenza o meno di una redditività, nonché della trasferibilità di questa tipologia di aziende. I risultati considerati sono, in primo luogo, la minore redditività delle Aatv, rispetto gli anni passati, per maggiore concorrenza e per il momento economico. La redditività è legata alla figura dell'imprenditore, alla sua capacità relazionale e di saper attirare le tipologie di clienti, con possibilità di caccia non ordinarie. Anche la gestione dell'azienda agraria ha importanza, perché può fornire come produzione secondaria sostentamento per la fauna. Per l'agriturismo, la presenza dei cacciatori usa la struttura ad autunno-inverno, quando l'afflusso di agrituristi ordinari è minimo. In media, dalle 50-60 notti di impegno per singolo letto all'anno si può arrivare alle 70 - 80 notti, che consentono di incrementare sensibilmente il reddito aziendale. La conclusione è che le aziende che riescono a mantenere, anche in momenti di crisi, una certa redditività sono soprattutto quelle che ottengono delle sensibili sinergie ed economie di scopo tra i diversi settori aziendali. ; Agricultural farms are presently facing particular difficulties due to the increase of production costs on one hand and the occurrence of unpredictable fluctuations of agricultural products markets on the other; additionally, there exists also uncertainty of Common Agricultural Policy choices to be taken in the future. Medium and large sized farms, practicing extensive production and located in marginal areas have based their production patterns overall on activities benefiting from the European Community compensation scheme. New prospective of multifunctionality, related to the agricultural sector specific capacity to produce public goods, allows farms to provide direct services to the community. The provision of such services may be funded by the Rural Development Plan (RDP) and other planning tools (Life, ROP, etc.) and will probably be integrated into the pending reform of the CAP. In this context, the aspects of the application for hunting and the types of activities proposed by agricultural companies have been analyzed. Hunting is an activity of ancient tradition, which in Italy benefits from a particular ordering. The only formal possibility, according to italian legal system, to enable that game present on a farm's territory, become a resource for the same farm is the establishment of a Agri-Tourism and Fee Hunting Farm, "Azienda Agri-turistica Venatoria" (Aatv). Scope of the present Thesis is a research implemented on a group of Aatv, located in two provinces of central Italy and having, in almost all cases, agri-tourism facilities, open for both active hunters and guests who do not practice hunting. The methodology used has been based on the selection, made by interviews with privileged witnesses, of a group of Aatv active in the province of Terni and Grosseto. Entrepreneurs who run businesses were contacted and interviewed in the respective farms. In occasion of interviews and together with the entrepreneurs, a model of their farm was built permitting hence to analyze various aspects of business: type and extent of existing agricultural activities, land use pattern, hunting structures and related investments; economic accounts, which took into account average costs and types of hunting opportunities, have been accordingly developed. In the same model were also investigated some basic aspects of the farm, and, in particular, inter-relations between agritourism and hunting activities. On the basis of the interviews synthetic economic accounts have been developed, permitting hence to develop budget related indicators, such as the impact of costs related to different aspects/elements of hunting management (security, workforce, food, game purchase, maintenance and depreciation of structures) on gross marketable production. Average revenue estimates were drawn up by type of hunting. Effects on the production of public goods (landscape conservation, protection of land and corporate structures, reduced hunting pressure on the territory, better control of hunting in general) by subject farms were also described. The objectives of the analysis were substantially related to the assessment of the level of profitability, as well as to the replicability potential of the identified models. The results have indicated that current level of profitability of Aatv, which is currently lower than in the past years, is due to, on one hand, to increased competition and, on the other, to the current economic climate. It has also been observed that the level of profitability is linked to ability of the entrepreneur in relating with and attracting the customers with hunting possibility, which may be out of ordinary. Also the farm management is important, as it can provide inputs/support for wildlife production. Regarding agri-tourism, the presence of hunters is concentrated mainly in autumn-winter season, when the presence of other guests is minimal. On average, the presence of hunters results in an increased number of overnights, raising hence from about 50-60 nights per bed per year to about 70 - 80 nights/bed/year, which permits to substantially increase the farm income. The conclusion shows that farms which are able to maintain, even in times of crisis, a certain profitability are primarily those that are able to create significant synergies and economies of scope among the different farm branches.
Nel contesto attuale, in un quadro in cui sempre più raffinato appare lo studio di quelle che potrebbero definirsi le ripercussioni normative della crisi economica che ha investito l'Europa, notevole attenzione viene prestata allo studio della matrice ideologica che caratterizzerebbe le politiche poste in essere a livello sovranazionale. Il lavoro offre una recensione critica del volume indicato nel titolo.
