The article outlines the theoretical approaches to the study of the transformation of the forms of interaction between government and firms under the influence of the evolution of the productive forces and relations of production, depending on the mechanism for the coordination of economic activity, the level of competition and the dominant form of ownership. Substantiated, that partnerships between government and firms are a natural result of the transformation of these relations in the post-industrial economy. ; В статье изложены теоретические подходы к исследованию трансформации форм взаимодействия государства и фирм под воздействием эволюции производительных сил и производственных отношений в зависимости от механизма координации хозяйственной деятельности, уровня конкурентной среды и господствующей формы собственности. Обосновано, что партнёрские отношения между государством и фирмами являются закономерным результатом трансформации этих отношений в условиях постиндустриальной экономики.

UAV usually is used in military field for reconnaissance, surveillance, and assault. To detect a moving object in real-time like vessel, there are complex processes than to detect the object that does not moving. There are some issues that faced in detection process of moving object in UAV, called constraint uncertainty factor (UCF) such as environment, type of object, illumination, camera of UAV, and motion. One of the practical problems that become concern of researchers in the past few years is motion analysis. Motion of an object in each frame carries a lot of information about the pixels of moving objects which has an important role as the image descriptor. In this paper, we use SUED (Segmentation using edge-based dilation) algorithm to detect vessel. The concept of the SUED algorithm is combining the frame difference and segmentation process to obtain optimal results. This research showed that the SUED method having problem to detect the vessel even though we combine it with sobel operator. using the combination of wavelet and Sobel operator on the detection of edges obtained increasing in the number of DR about 3%, but then FAR also increased from 41.23% to 52.09%.

Efficient harbor extraction is essential due to the strategic importance of this target in economic and military construction. However, there are few studies on harbor extraction. In this article, a new harbor extraction algorithm based on edge preservation and edge categories (EC) is proposed for high spatial resolution remote-sensing images. In the preprocessing stage, we propose a local edge preservation algorithm (LEPA) to remove redundant details and reduce useless edges. After acquiring the local edge-preserve images, in order to reduce the redundant matched keypoints and improve the accuracy of the target candidate extraction method, we propose a scale-invariant feature transform (SIFT) keypoints extraction method based on edge categories (EC-SIFT): this method greatly reduces the redundancy of SIFT keypoint and improves the computational complexity of the target extraction system. Finally, the harbor extraction algorithm uses the Support Vector Machine (SVM) classifier to identify the harbor target. The experimental results show that the proposed algorithm effectively removes redundant details and improves the accuracy and efficiency of harbor target extraction.

Edges detection is used to classify, interpret and analyze the digital images in a various fields of applications such as robots, the sensitive applications in military, optical character recognition, infrared gait recognition, automatic target recognition, detection of video changes, real-time video surveillance, medical images, and scientific research images. There are different methods of edges detection in digital image. Each one of these methods is suited to a particular type of images. But most of these methods have some defects in the resulting quality. Decreasing of computation time is needed in most applications related to life time, especially with large size of images, which require more time for processing. Threshold is one of the powerful methods used for edge detection of image. In this paper, We propose a new method based on different Multi-Threshold values using Shannon entropy to solve the problem of the traditional methods. It is minimize the computation time. In addition to the high quality of output of edge image. Commodity resources offer vast opportunities for development. In the long run, however, the performance of commodity-rich countries tends to fall short of expectations, as commodity rents induce macroeconomic volatility and undermine incentives to improve institutions. The paper looks at the strategies that countries can adopt to avoid the "resource trap". These strategies aim at diversifying the economy, promoting financial development, building up stabilization buffers that lower macroeconomic volatility, and reducing inequality. The resource-rich transition countries have embraced these strategies to varying degrees, and with varying success. Improving institutions remains the key challenge.
