This article proposes the formation of a National Investment Employment Corps to provide a job guarantee for all citizens and to perform the work necessary to maintain and expand the nation's physical and human infrastructure. The permanent establishment of the National Investment Employment Corps coupled with the federal job guarantee not only would address the employment needs created by the current economic crisis but would yield enduring benefits to national well being. Moreover, it would provide a direct mechanism for producing continuous full employment in the US economy.
This open access book summarizes the research being pursued as part of the COST Action CA21103 titled "Implementation of Circular Economy in the Built Environment" (Circular B), which aims to define the methodology to develop a common circularity framework for inclusive application and assessment in new and existing buildings to support decision-making for all value chain stakeholders and appraise the implementation level of the European Circular Economy Action Plan (CEAP). The Action is increasingly gaining interest worldwide, bringing multidisciplinary young and experienced researchers together to share the latest studies and develop new knowledge. Consisting of 17 chapters corresponding to the conference themes, the book analyses and discusses topics such as Circular Economy (CE) best practices, design strategies for circular buildings, circular materials and products, adaptive reuse of existing buildings, recovery and reuse of salvaged materials and products, case studies of current applications and trends, barriers against CE implementation in buildings, efficient waste and circular resource management, circular lifecycle management and decision making, stakeholders relationships, CE supporting policies and barriers, circular business models, criteria, KPIs and assessment models for circular buildings, CE criteria in sustainability frameworks, digitalization and BIM for enhanced circularity of buildings and building materials, and standardization of CE definitions in buildings.
В статье «Евразийская политическая экономия» рассматривается, как часть политической экономии в широком смысле, то есть как вызванная к жизни двумя обстоятельствами. Во-первых, нерешённостью старой научной проблемы азиатского способа производства и, во-вторых, созданием и развитием Евразийского экономического союза, который, как новое явление, требует фундаментального обоснования, осмысления и практических рекомендаций. В связи с этим возникает проблема взаимодействия евразийской политической экономии с практически-ориентированными экономическими науками. Багиевым в Санкт-Петербургском государственном экономическом университете ; The article discusses Eurasian political economy as a part of political economy at large, called forth by two circumstances: first, by the lack of resolution of the old scholarly problem of the "Asian way of production," and secondly, by the creation of the Eurasian Economic Union which, as a new phenomenon, requires fundamental justification and practical recommendations. As a consequence, there emerges a problem of interaction between the Eurasian political economy and practically-oriented economic sciences. В статье рассматривается влияние институциональных факторов на развитие экономики региона. Цель: Выявить роль институциональных факторов в развитие экономики региона. Метод и методология проведения работы: Использовались общенаучные методы: анализа и синтеза, сравнения, обобщения, системного подхода. Результаты: Кратко рассмотрены имеющиеся точки зрения представителей институционализма о сфере деятельности институтов и вкладе институциональных факторов в развитие экономики региона. Выделяются функции реализующиеся под действием институциональных факторов. Предложен авторский подход характеристики вклада институциональных факторов в развитие экономики региона. Выделены наиболее значимые эффекты действия институциональных факторов развития региона для бизнеса, домохозяйств, органов государственной власти и органов местного самоуправления. ; The article examines the impact of institutional factors to development of regional economy. Purpose: Identify the role of institutional factors in the development of regional economy. Methodology: We used scientific methods: analysis and synthesis, comparison, generalization, systematic approach. Results: Briefly considered available representatives of institutionalism perspective on the scope of institutions and institutional factors contribution to the economic development of the region. Allocated functions are realized under the influence of institutional factors. The author's approach characteristics contribution of institutional factors in the development of regional economy. Prodded by the Great Recession, journalists and economists are gradually altering their views of the economy, freeing themselves from the mainstream paradigm of the last thirty years: that the natural tendency of a market economy caught in a recession is to right itself, returning to full or nearly full employment and healthy growth with a minimum of help from government through public employment, public works projects, or a combination of the two. The evolution is slow, however, making most journalists and economists reluctant to engage in a full-throated appeal for government help.
The objective of the project is to propose and implement new solutions to tackle food waste. Based on the principle of circular economy, the strategy of the project is to prevent food losses from turning into waste by working synergistically on different action points. The main goal of the project is to develop an innovative network of expertise, able to implement new food recovery logistics chains. This study arises out of the need for new strategies to: (i) prevent and reduce the volume of surplus food generated, (ii) implement and harmonize the recovery system for social solidarity purposes, and (iii) enhance the conversion of food waste into safe and sustainable feed products. For this reason, the study is divided in three sections: source reduction, feed hungry people and feed animals. The section entitled "source reduction" presents two studies: the first study is focused on food packaging, a fundamental aspect related to the extension of the product's life that helps preventing waste. The second study is an analysis of the correlation between food portion size in school catering and the generation of food waste, which can result when food is not accurately proportioned. In the section called "feed hungry people" three studies are included. The first identifies critical points with respect to the food recovery chain, while the second study is a Manual of Good Practices for Charitable Organization approved by the Italian Ministry of Health. Finally, at the end of this section an applicative study is presented that was conducted in collaboration with Fondazione Banca Popolare of Lodi and Centro Solidale del Diritto al Cibo of Lodi. In the final section "Feed Animals", two scientific works are presented; the first is a qualitative analysis of agri-food waste and by-products in order to estimate their bioactive contents and a possible reuse as functional ingredients in animal feed. The last work examines the European regulatory framework regarding animal feeding in order to evaluate possible new interventions to reuse food waste, not only vegetable matter, in the pet food industry. The project builds on the fact that around 88 million tonnes of food are wasted annually in the European Union, with associated costs estimated at 143 billion euros. Thus, looking for every opportunity to prevent food waste and strengthen sustainability of the food system is one of the most crucial issues of modern societies. The key output of the project consists of an improvement of the overall sustainability of food chains, from social, environmental and economic perspectives.
In a global market characterized by the trend of saving non-renewable resources, recycling has become one of the key factors that alleviates the rarity of resources and preserves existing ones. One of the largest industries that consumes natural resources is the automotive industry. This includes not only resource consumption but also the environmental effects of each new unit produced in this industry. As a result, recycling end-of-life vehicles has become an increasingly obvious and widespread concern. This paper proposes a preliminary analysis of the dismantling/recycling activities in Romania compared to other economies (e.g., USA). It aims to determine the impact that dismantling end-of-life vehicles has, according to the legislation in the field, on the economy and the environment. In order to obtain a complete picture, it is obvious that further research is needed.
This essay analyzes the media presentations of young Latin American immigrants in the Spanish press. Attention is centered on four questions. What has shaped the demographic panorama of migration of young Latin Americans in Spain? Who are the recurrent actors in the information on migration in the media discourse? What mechanisms of discursive representation generate the news on urban violence related to ethnic minorities amongst the youth population? To what extent is the figure of young Latinos inserted in the European discourse of exclusion? When considering these inferences, it explores the role of the media in the context of contemporary migration, and from the political economy of communication and critical discourse analysis, considers the media accounts of the narratives of exclusion not just as rhetoric but an access to social debate. AbstractSome studies suggest that market-based economic development with state policies based on the rule of law are essential in stabilizing democracy and protecting civil and political rights. This article explores a possible association between weak civil and political rights, democratic instability and the delay in a state-regulated market development under the rule of law in Turkey. Despite its experience with democratic institutions since the 1950s, Turkey can be characterized as an 'illiberal' democracy because of its poor record on human rights. The lack of a relatively autonomous and competitive market economy may be explained by clientelist and inegalitarian forms of state intervention. These in turn contribute to the perpetuation of low income levels, a clientelist rent-seeking political and economic culture and unstable and illiberal democracy.
