The aim of this research is to reveal the bibliometric analysis of the published articles on collective memory. For this purpose, journal articles published in the Web of Science database were examined. In the Web of Science database, the keywords; collective memory" was searched in the categories of history, geography, and educational research. The study material is limited to 1986-2021 as the year, English as the publication language and SSCI, ESCI and A&HCI as indexes. The data obtained from the Web of Science database were analyzed with the bibliometrix package included in the RStudio program. Related to the subject of collective memory, annual production, the most relevant authors, the most relevant journals, the number of article productions in countries, the most frequently used sources, the most used keywords in the researches and the current trends in the articles on the subject of collective memory were determined in the journal articles. As a result of the research, it was identified that in recent years, when the articles written on the subject of social memory in history, geography and education researches have been increasing and diversifying, issues such as commemorative culture, space, violence, power and politics have created a trend towards this field. It was determined that the most relevant countries for the subject area were the USA, England, Israel, Germany and Canada. In the articles written on collective memory, it was determined that the most frequently used keywords of the researchers were history, politics, identity, memory, war, place, holocaust, and commemoration culture. It is thought that these results will give perspective to researchers who plan to conduct research in this field.

Arabian society, which lived on the border of two great civilizations in the 7th century in an ignorant life away from civilization, experienced great changes and transformations when Islam emerged. The Arabs of the Age of Jahiliyya, which does not have any written document about the pre-Islamic period, built a great civilization that started with the example and practices of the Prophet and the principles and messages of the Qur'an. No doubt, the messages of the Qur'an, which guided people toward science and education in the first place, had great effects on this great transformation. The education-intensive messages of the Qur'an came to life and gained meaning with the practices of the Prophet. With his message, "I was sent as a teacher" the Prophet paved the way for the formation of a great scientific and educational tradition for the following periods with his practices and verbal messages. Unmatched in previous religions, the great incentives on the way leading to the demand for knowledge turned Muslims into great seekers of knowledge and education. The Hadith "Achieve knowledge even if it is in China" and similar messages paved the way for scientific journeys (Rihle), which have an important place in the history of Islamic education. Hatib al-Baghdadi revealed the transformation of the messages of the Prophet into "Rihle" as an educational tradition with his work under the same name. ın this way, in addition to the emphasis of the verses on science, the Prophet's pointing out science and education to his ummah as a target was the basis for the formation of a great scientific and educational tradition.

Üstün zekalı ve yeteneklilerin tanılanması ve tanılama sonrasında eğitimlerinin gerekliliği en çok tartışılan konular arasında yer almakta olup tanılanması sırasındaki yaklaşımlar da farklılaşmaktadır. Bu sebepten yola çıkılarak alanyazında üstün zekalılık ve yetenekliliğin tanılanmasına yönelik olan çalışmaların sistemli bir şekilde incelenmesi amaçlanmıştır. Araştırmada, betimsel yöntemlerden tarama modeli kullanılmış ve bibliyometrik analiz tekniği uygulanmıştır. Web of science veri tabanında üstün zekalılar /yetenekliler ve tanılama kelimeleri kullanılarak araştırma temalarında arama yapılmıştır. 1980-2022 yılları arasında yayımlanan 819 akademik çalışmanın bibliyometrik analizi gerçekleştirilmiştir. Web of science kategorilerine göre dağılımda, 359 makale ile Education Special, 228 makale ile Psychology Educational ve 122 makale ile Education Educational Research olduğu tespit edilmiştir. Yayınlanan dergilerin ise 121 makale ile Gifted Child Quarterly, 76 makale Journal For The Education of The Gited, 45 makale ile Roeper Review A Journal On Gifted Education dergileri arasında yer almaktadır. En çok kullanılan anahtar kelimeler ise "gifted, "identification", "giftedness" ve "talent identification" kavramlarıdır. Bu araştırma ile üstün zekalıların ve yeteneklilerin tanılanmasına ilişkin alınyazında yer alan araştırmaların alana katkısı ve araştırmacılar için temsil edilen konu hakkında bakış açısı sağlayacağı düşünülmektedir. Araştırma konusu, WoS veri tabanı dışında SCOPUS gibi uluslararası ya da ULAKBİM, Dergipark gibi ulusal veri tabanlarında da benzer çalışmalar yapılarak karşılaştırmalar sağlanabilir.

The aim of the research is to bibliometrically analyze 1419 publications published in the field of information literacy in the field of education between 1989 and 2022 and indexed in the Web of Science (WoS) database. The data of the research was reached on 01.02.2022 and 7,210 scientific publications were found as a result of the search. According to the scope of the research, a limitation was made in the category of "educational / educational research". As a result of these processes, bibliometric data of 1419 studies were accessed and the data were recorded. Percentage and frequency values of the obtained data were calculated and presented in tables and graphics. At the same time, the data of the studies were visualized by making bibliometric network maps using the VOSviewer package program. According to the results of the research, the highest number of publications in the education category related to information literacy in WoS were made in the articles, papers and book chapters, respectively, in 2018, the most common publication language was English, then Spanish, and the most academic publications were USA. It was later found that it was made in China. Purdue University and the Purdue University System are top-publishing authors affiliated. In Turkey, Hacettepe University is the institution where the authors who publish the most on information literacy work. After 2007, the citations increased every year compared to the previous year, and the most citations were made in 2021. In the educational research category, "information literacy, media literacy, teaching strategies, digital" are the most frequently used keywords in studies on information literacy. The study was conducted in the WoS database, and it can be recommended to compare the bibliometric analyzes in the Scopus, EBSCO and PROQUEST databases to researchers who can work on information literacy. stract:

The Ottoman administration took European armies as a model in all areas of military modernization. Taking modern armies as a model, both in educational and organizational means, provided the new technology weapons, which were the basic need of these armies, to enter the Ottoman army inventory. Each new weapon brought with it the need for training in the familiarization and use of the weapon. The Ottoman officers trained in modern military schools took part in meeting this need. In addition to playing an active role in weapon purchases, this staff shared their knowledge and experience for the effective use of such weapons. Thus, important works on modern firearms were published. Fenn-i Esliha (The Science of Weapon) books, one of these works offered to the use of military students and officers, contained general information about all firearms used in the Ottoman army. In addition to Fenn-i Esliha books, manuals written specifically for a weapon or a model also played a significant role in familiarizing new weapons. Mahmud Şevket Pasha, who gained serious experience in firearms with his duties and later rose to the position of grand vizier, was also one of the officers who penned his experiences. He had a book called Fenn-i Esliha as well as his three of other works were aimed at introducing Mauser rifles. These works containing detailed information on rifles were also supported by images. These three publications, from which the enthusiasts can access extremely specific and technical information, were among the most comprehensive examples of the firearm training literature of the Ottoman army.

Bu araştırma; lise son sınıf öğrencilerinin mesleki olgunluk düzeyleri ve karar verme stratejilerinin aralarındaki ilişkinin incelenmesi ve öğrencilerin mesleki olgunluk ve karar verme stratejilerinin demografik özellikleriyle olan ilişkilerinin incelenmesi amacıyla hazırlanmıştır.Amaç doğrultusunda kullanılan anket ve ölçekler İstanbul ili Kadıköy ilçesindeki ortaöğretim kurumlarından random yöntemiyle seçilmiş 10 ortaöğretim kurumunda öğrenim gören 452 son sınıf öğrencisine uygulanmıştır.Elde edilen veriler bilgisayar ortamında SPSS (Statistical Package for Social Sciences) for Windows 17.0 programında analiz edilmiştir.Araştırma sonucunda; öğrencilerin; mesleki olgunluk düzeyleri ile karar stratejileri ölçeği mantıklı-sistematik alt boyutu arasında istatistiksel açıdan anlamlı bir ilişkinin bulunmadığı, diğer karar stratejileri boyutları olan içtepisel, bağımlı ve kararsızlık stratejileri ile öğrencilerin mesleki olgunluk düzeyleri arasında istatistiksel açıdan p< ,01 düzeyinde anlamlı negatif yönlü ilişkilerin olduğu sonucuna varılmıştır. Diğer bir ifade ile öğrencilerin mesleki olgunluk düzeyleri yükseldikçe içtepisel, bağımlı ve kararsızlık stratejilerini seçmeleri azalmaktadır. Öğrencilerin mesleki olgunluk düzeyleri ile demografik özelliklerinden meslek seçimi konusunda bilgi almaya ihtiyacının olup olmama durumu dışında kalan, cinsiyetleri, yaşları, lise türleri, gelir düzeyleri, anne-baba eğitim durumları, eğitim gördükleri okulu isteyerek seçip seçmeme durumları, algıladıkları başarı düzeyleri, meslek seçiminde yardım alıp almama değişkenlerine göre anlamlı bir farklılığın olmadığı sonucuna varılmıştır. Ayrıca araştırmada öğrencilerin karar stratejileri ile demografik özellikleri arasında anlamlı farklılıklar saptanmıştır.Anahtar Kelimeler: Mesleki olgunluk, mesleki gelişim, karar verme, karar verme stratejileri. ; This research was made for examining the relationship between occupational maturity level and decision making strategies of secondary school students and to examine relationship of occupational maturity level and decision making strategies of students with demographic properties.Surveys and scales that were used for the purpose were applied to 452 final year students who study in 10 secondary schools and who were selected with random method from secondary schools in Istanbul City Kadıköy Town.The achieved data were analyzed in electronic environment SPSS (Statistical Package for Social Sciences) for Windows 17.0 program.As a result of the research; it was determined that there is no meaningful relationship statistically between occupational maturity level of the students with decision strategies scale-systematic lower dimension, but it was determined that there are meaningful negative relations statistically at p<, 01 level between occupational maturity levels of the students with impulsive, dependency and indecision strategies which are other decision strategy aspects. With another words, as occupational maturity levels of the students increase, their choice for impulsive, dependency and indecision strategies shows decrease. Except for aspects for determining whether they need information for choosing occupation according to occupational maturity levels of the students with demographic properties, it was decided that there is no meaningful difference according to their genders, ages, high school types, level of income, mother-father educational background, whether they intentionally chosen their current school or not, perceived success levels and whether they received support in choosing occupation. Besides, meaningful differences were determined in the research between decision strategies and demographic properties of the students.Keywords: Occupational maturity, occupational development, decision making, decision making strategies.

Aydınlanma Dönemi'nin özellikle de Rönesans ve Reform hareketlerinin bir ürünü olarak ortaya çıkan modern üniversiteler, Ortaçağ Dönemi eğitim kurumlarının hüküm sürdüğü ulus-devlet öncesi yapılanmayı büyük bir değişime uğratmıştır. Eğitimin yanında araştırma niteliği ile ön plana çıkan modern üniversiteler, "bilim için bilim" anlayışı üzerine temellerini atmıştır. Neo-liberal dönemin piyasa mantığı ile vücut bulan bu yapılar artık "girişimci üniversite", "şirket üniversiteleri" olarak adlandırılacaktır. Tam da bu noktada tüm Avrupa ve Avrupa dışından sürece dâhil olan kurumlar gibi Türkiye de Bologna Süreci'ne kendini adapte etmek zorunda kalmıştır. Zorunda kalmıştır, çünkü Bologna Süreci temelde "gönüllülük" esasına dayanmaktadır. Sürece dâhil olan ülkelerin bakanları 2010 yılına kadar bir araya geldikleri her toplantıda farklı bir eylem başlığı belirlemiş ve çeşitli kriterlerin sağlanması konusunda bir dizi maddeyi yükseköğretim kurumlarına sunmuştur. Bu bağlamda belirlenen başlıklardan biri ise, kalite güvencesi sistemidir. Sistemin düzenli ve eksiksiz ilerleyebilmesi adına kurumlar hem iç değerlendirme hem de dış değerlendirme süreci kapsamına alınmaktadır. Türkiye'de dış değerlendirme sürecini yöneten kurum olarak Yükseköğretim Kalite Kurulu, süreci tamamlayan kurumlara geri bildirimlerde bulunarak bir nevi yön göstermektedir. Trakya bölge üniversiteleri kapsamında Trakya Üniversitesi, Çanakkale Onsekiz Mart Üniversitesi, Tekirdağ Namık Kemal Üniversitesi ve Kırklareli Üniversitesi verileri karşılaştırılmaktadır. The ministers of the countries involved in the process identified a different title of action evey time they met until 2010 and presented a series of articles to the higher education institutions to meet various criteria. One of the topics identified in this context is the quality assurance system. In order for the system to proceed regularly and without interruption, institutions are included in both internal and external evaluation processes. The Higher Education Quality Board, the institution in charge of the external evaluation of the universities in Turkey, plays a guiding role by providing feedback to the institutions which have completed the process. In this study, the data concerning Trakya University, Çanakkale Onsekiz Mart University, Tekirdağ Namık Kemal University and Kırklareli University within the frame of Thrace Region Universities are compared. When all the service areas of the institutions were examined, it was found that they had defined the processes but their efforts for monitoring and improvement were inadequate.

At every second in any part of the world people are faced with a disaster risk. When we look at statistical data, many people lose their lives and the countries are suffering serious damage in material terms. When we look at the content of losses, we see that lack of education has made serious contributions to disaster catastrophe. As schools are among major places where education services are provided, they are the first institutions to provide awareness of individuals in disaster training. In today's developing world, there is change and development in the field of education as it is the case for all fields of life. Educational institutions, that have a traditional education understanding structured with a passive approach based on rote-learning, have adopted the philosophy of constructivist approach with 2005 program change in Turkey. Scenario-based teaching (STÖ) method is one of the education methods that take the student at the center and see the teacher as a guide. As disaster training issues are related to a lot of social loss and risk, the program of disaster training at the secondary school level is included in social science courses. This study analyzes the effects of scenario-based disaster training on the disaster-related information and attitude level of secondary school students. The characteristics of the scenario-based teaching model are thought to be appropriate in teaching the disaster topics included in the updated social studies curriculum and in achieving the goals to be attained by the students. The research was conducted using quantitative research methods. In the quantitative dimension of the study, "pre and post test pattern with control group pattern" was used from experimental designs. The study group of the research is composed of 46 students who are attending to 6th grade in a randomly selected secondary school in Kocaeli, which is the most affected province from disaster in Turkey. The application phase of the study lasted 6 weeks. In this process, the experimental group were taught disaster training activities formed by scenario-based training while the control group were taught according to the currently applied traditional approach based on narrative and question-answer method. Disaster education achievement test (ABT), Disaster preparedness attitude scale (AHTÖ) were developed and used to collect the data of the study. The ABT achievement test and the AHTÖ attitude scale were administered twice to the experimental and control groups as pre - test and post - test. In the study, t-test for independent groups and t-test for dependent groups in the SPSS 22 statistical package program were performed to determine the effect of the course on the knowledge and attitudes of the students when the course is taught with the scenarios prepared according to the STÖ method. At the end of the study, it was determined that there was a significant difference between students' post-test attitude scores for disaster preparedness attitudes. Finding end result one, it shows that the STÖ method increases the attitudes towards the AHTÖ positively. It was determined that there was a significant difference between students' post-test academic achievement scores. These findings indicate that the STÖ method positively enhances the ABT-oriented academic achievement levels of students. In this context, it was concluded that Scenario-Based Training contributes to Disaster-Related Information and Attitude Levels of Secondary School Students.

Ülkelerin sağladığı güvenlik ölçüsünde değerlendirilen faaliyet raporu güvenliğin ne derece etkin rol oynadığını göstermektedir. Sporda güvenlik; İstanbul Maratonunda OHAL öncesi ve OHAL dönemi özel ve kamu güvenlik birimleri tarafından alınan güvenlik önlemlerinin katılımcı yaklaşımı açısından analiz edilmesini esas almaktadır. Son zamanlarda, spor aktivitelerinde yaşanan güvenlik sorunları ülkenin gündemini meşgul etmektedir. OHAL döneminde ülke genelinde çıkan olaylarda yaşanması muhtemel can ve mal kayıplarının önlenmesi için alınan kamu ve özel güvenlik tedbirlerinin yeterliliği tartışılmaktadır. Bu kapsamda, İstanbul Maratonu için de en önemli problemlerinden biri güvenlik ve güvenlik uygulamalarıdır. Spor organizasyon yöneticileri, İstanbul Maraton'da düzenlendiği güzergâhlarda alınan güvenliğin; katılımcı güvenliğini, genel asayişin sağlanması, maratona giriş kontrolü, katılımcı yönlendirme, kalabalık kontrolü, sporcuların ve spor malzemelerinin korunması gibi güvenlik tedbirlerini almak için İstanbul Maraton'da kamu ve özel güvenlik birimlerine ihtiyaç duymaktadır. Önerilen bu projede: Sporda Güvenlik Sistemleri ve İstanbul Maratonun Güvenliğinin yasalar ve kanunlar çerçevesinde; kolluk gücü ve özel güvenliğin müdahale ediş şekillerinin araştırılması amaçlanmaktadır. Bu proje iki ayrı kısımdan oluşmaktadır. 1. Birinci kısım sosyal bölümü spor, sporcu, maraton, katılımcı, seyirci, şiddet ve güvenlik kavramları örnekler ile vurgulanarak anlatılmıştır. 2. İkinci kısım "Yasal Düzenlemeler" başlığı altında mevcut yasalarla, alınan önlemlere değinilerek, yasalarda güvenlik birimlerinin teşkilatlanması, güvenlikle ilgili birimlerin görev ve sorumlulukları oluşturmak. 3. Spor organizasyonlarında kullanılan güvenlik sistemleri ile günümüzde karşılaşıla olayları ve alınan önlemleri anlatılmaya çalışılmıştır. Araştırma bölümünde ise, araştırma nicel araştırma metodolojisi içinde yer alan genel tarama modellerinden betimsel tarama modelinde gerçekleştirilmiştir. Çalışmanın sonucunda: 1.Katılımcıların güvenlik algısı; yaşa, cinsiyete, medeni durum, eğitim duruma göre farklılaşmakta mıdır? 2.Katılımcıların sporda güvenliğe ilişkin görüşlerinde, sporda şiddetin sorumlusunu tanımlama açısından farklılaşmakta mıdır? 3.Araştırmaya katılan katılımcıların maratonda kendini güvende hissetmekte midir? 4.Kamu güvenlik görevlilerinin almış olduğu güvenlik tedbirleri yeterli midir? Kamu güvenlik görevlileri güvenliğin sağlanmasında etkili midir? 5.Özel güvenlik görevlilerinin almış olduğu güvenlik tedbirleri yeterli midir? 6.Özel güvenlik görevlileri güvenliğin sağlanmasında etkili midir? Toplumları, hatta tüm kıtaları etkileyen spor ve spor organizasyonlarının etkin ve etkili yapılabilmesidir. İstanbul Maratonu'nda özel ve kamu güvenlik birimleri tarafından alınan güvenlik önlemlerinin, organizasyonun güvenliğini üstlenen İBB'nin güvenlikten sorumlu özel kolluk görevlileri, Spor İstanbul'un maratonda güvenliğini sağlayacak olan çalışanları ve çeşitli üniversitelerden gönüllü olarak güvenlik sağlamak üzere katılan öğrenciler, ki bunların tamamı spor organizasyonlarında güvenliğinde görev alan personeller olarak adlandırılacaktır. Ülkelerin sağladığı güvenlik ölçüsünde değerlendirilen faaliyet raporu güvenliğin ne derece etkin rol oynadığını göstermektedir.Sporda güvenlik; İstanbul Maratonunda OHAL öncesi ve OHAL dönemi özel ve kamu güvenlik birimleri tarafından alınan güvenlik önlemlerinin katılımcı yaklaşımı açısından analiz edilmesini esas almaktadır.Son zamanlarda, spor aktivitelerinde yaşanan güvenlik sorunları ülkenin gündemini meşgul etmektedir. OHAL döneminde ülke genelinde çıkan olaylarda yaşanması muhtemel can ve mal kayıplarının önlenmesi için alınan kamu ve özel güvenlik tedbirlerinin yeterliliği tartışılmaktadır. Bu kapsamda, İstanbul Maratonu için de en önemli problemlerinden biri güvenlik ve güvenlik uygulamalarıdır. Spor organizasyon yöneticileri, İstanbul Maraton'da düzenlendiği güzergâhlarda alınan güvenliğin; katılımcı güvenliğini, genel asayişin sağlanması, maratona giriş kontrolü, katılımcı yönlendirme, kalabalık kontrolü, sporcuların ve spor malzemelerinin korunması gibi güvenlik tedbirlerini almak için İstanbul Maraton'da kamu ve özel güvenlik birimlerine ihtiyaç duymaktadır.Önerilen bu projede: Sporda Güvenlik Sistemleri ve İstanbul Maratonun Güvenliğinin yasalar ve kanunlar çerçevesinde; kolluk gücü ve özel güvenliğin müdahale ediş şekillerinin araştırılması amaçlanmaktadır. Bu proje iki ayrı kısımdan oluşmaktadır.1.Birinci kısım sosyal bölümü spor, sporcu, maraton, katılımcı, seyirci, şiddet ve güvenlik kavramları örnekler ile vurgulanarak anlatılmıştır.2.İkinci kısım "Yasal Düzenlemeler" başlığı altında mevcut yasalarla, alınan önlemlere değinilerek, yasalarda güvenlik birimlerinin teşkilatlanması, güvenlikle ilgili birimlerin görev ve sorumlulukları oluşturmak.3.Spor organizasyonlarında kullanılan güvenlik sistemleri ile günümüzde karşılaşıla olayları ve alınan önlemleri anlatılmaya çalışılmıştır. Araştırma bölümünde ise, araştırma nicel araştırma metodolojisi içinde yer alan genel tarama modellerinden betimsel tarama modelinde gerçekleştirilmiştir. Çalışmanın sonucunda:1.Katılımcıların güvenlik algısı; yaşa, cinsiyete, medeni durum, eğitim duruma göre farklılaşmakta mıdır?2.Katılımcıların sporda güvenliğe ilişkin görüşlerinde, sporda şiddetin sorumlusunu tanımlama açısından farklılaşmakta mıdır?3.Araştırmaya katılan katılımcıların maratonda kendini güvende hissetmekte midir?4.Kamu güvenlik görevlilerinin almış olduğu güvenlik tedbirleri yeterli midir? İstanbul Maratonu'nda özel ve kamu güvenlik birimleri tarafından alınan güvenlik önlemlerinin, organizasyonun güvenliğini üstlenen İBB'nin güvenlikten sorumlu özel kolluk görevlileri, Spor İstanbul'un maratonda güvenliğini sağlayacak olan çalışanları ve çeşitli üniversitelerden gönüllü olarak güvenlik sağlamak üzere katılan öğrenciler, ki bunların tamamı spor organizasyonlarında güvenliğinde görev alan personeller olarak adlandırılacaktır. İstanbul maratonun ne kadar emin ellerde ve güvenli olup olmadığını araştırmak, ülkemizin içinde bulunduğu özel ve stratejik durumundan dolayı daha sonra düzenlenecek yarış ve organizasyonların güvenliğinde önemli bir rol oynamak ve bu organizasyonlarda güvenlik önlemlerine kaynak oluşturmak ve spor bilimlerinde yeni olan bu alana literatür açısından katkıda bulunmayı amaçlamaktadır. --- Sport is the largest organization of activities that unites countries. ÖZET10 Kasım 1938 tarihinde Mustafa Kemal Atatürk'ün hayatını kaybetmesi ile bir-likte Cumhurbaşkanı olan İsmet İnönü ülke yönetiminde en yetkili kişi haline gelmiştir. İnönü'nün CHP ve ülke yönetimindeki adete tek kişilik hakimiyeti ( Milli Şef ) Celal Bayar başta olmak üzere dönemin CHP'li milletvekili ve yöneticilerinde tepkiye neden olmuştur. Bir şahsın parti ve ülke yönetimindeki hakimiyetine İkinci Dünya Savaşı'nın da etkisiyle halkın büyük çoğunluğunda oluşan ekonomik sıkıntının ve iktidarın halkın muhafazakarlığı ile çelişen eğitim ve sosyal alanlardaki uygulamaları CHP ve dışındaki siyasi çevrelerde ve halkın büyük bir bölümünde muhalif bir tutumun oluşmasına neden olmuştur. Bu süreç hükümetin birtakım radikal uygulamaları ile birlikte örgütlü bir mu-halif hareketin doğmasına neden olmuştur. Yukarıda belirtilen nedenlerden kaynaklanan ve açıktan açığa bir söylem ve ey-leme dönüşmeyen CHP milletvekillileri içindeki bireysel tavırlar ilk defa Çiftçiyi Top-raklandırma Kanunu teklifi sırasında ortaya çıkmıştır. CHP milletvekilleri Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan, 14 Mayıs 1945 tarihinde bu kanun teklifinin TBMM'de görüşülmeye başlaması ile birlikte hükümetin bu uygulamasına karşı tavırlarını yaptıkları konuşmalar ile ortaya koymuşlardır. Fakat esasen bu kanun tasarısının TBMM'ye sunulmasından önce CHP içinde muhalif bir grubun oluşması Tevfik Rüştü Aras'ın evinde yapılan perşembe toplantılarıyla başlamıştır. 1945 yılının Nisan ayından itibaren Tevfik Rüştü Aras'ın evinde bir araya gelen Emin Sazak, Adnan Menderes ve Fuat köprülü CHP'nin, İsmet İnönü'nün otoritesi altında olduğunu ifade etmişler ve bu durumu değiştirmek gerektiği üzerinde durmuşlardır. İkinci defa bir ara-ya gelen Adnan Menderes ve Fuat Köprülü demokratik bir merkez oluşturma konusun-da görüş birliğine varmışlardır. Daha sonraki toplantılara Refik Koraltan da katılmıştır. Adnan Menderes, partide ve toplum içinde etkili olan Celal Bayar'ı bu gruba katmak gerektiğini açıklamıştır. Celal Bayar ile yapılan toplantı sonunda o da gruba dahil ol-muştur. Grup üyeleri 18 Mayıs 1945 tarihinde yapılan toplantıda CHP Meclis Grubuna vermeyi düşündükleri Dörtlü Takriri hazırlamışlardır.Takrir verilmeden önce TBMM'de 1945 yılı devlet bütçesinin oylamasına katı-lan üç yüz yetmiş üç milletvekilinden İzmir Milletvekili Celal Bayar, Aydın Milletve-kili Adnan Menderes, İçel Milletvekili Refik Koraltan, Kars Milletvekili Fuat Köprülü ve Eskişehir Milletvekili Emin Sazak bütçeye karşı aleyhte oy kullanmışlardır. Cumhu-riyet Dönemi'nde ilk defa bir bütçeye karşı aleyhte oy kullanılmıştır. Böylece muhalif tavırlarını ikinci defa ortaya koymuşlardır. Grup üyeleri 7 Haziran 1945 tarihinde Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan'ın imzası ile Dörtlü Takrir'i CHP Meclis Grubu Başkanlığı-na vererek muhalif tutumlarını somutlaştırmışlardır. Takrirde CHP'nin işleyişinin de-mokratik ilkelere uygun hale getirilmesini ve TC. Anayasası'nda var olan vatandaş hak ve hürriyetlerinin tanınması talep etmişlerdir. Bu takrir 12 Haziran 1945 tarihinde CHP Meclis Grubu'nda görüşülmüş ve red-dedilmiştir. Takririn reddedilmesi ile birlikte devam eden süreçte bu kadronun CHP içinde siyaset yapma imkanı kalmadığı gibi takrirde talep edilen bir düzenin kurulma-sının CHP içinde mücadele edilerek olamayacağı ortaya çıkmıştır. Takririn, CHP Meclisi Grubuna verildiği günlerde Cumhurbaşkanı İsmet İnönü, Rauf Orbay ile görüşmüş yeni parti kurulması fikrini ona açmıştır. Bu görüşmeden, İnönü'nün yaptığı diğer konuşmalardan cesaret alan grup üyelerine karşı CHP'li yöne-tici ve milletvekillerinin olumsuz tavrı, partinin yayın organı Ulus gazetesindeki ağır sözlerle dolu yazılar grup üyelerinin CHP'den ayrılmalarına neden olmuştur. Zaten Adnan Menderes ve Fuat Köprülü Vatan gazetesinde yayınlanan yazıları nedeniyle CHP Divanı tarafından 25 Eylül 1945 tarihinde CHP'den ihraç edilmişlerdir. Diğer isimlerde istifa etmişlerdir. Partisiz kalan grup üyeleri parti kurma çalışmalarına başla-mışlar ve Demokrat Parti 7 Ocak 1946 tarihinde resmen kurulmuştur. Demokrat Parti, Dörtlü Takrir'in imzacıları: Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan tarafından kurulmuştur. Demokrat Parti'nin simgesi "DP", genel merkezi ise Antalya Milletvekili Cemal Tunca'nın Ankara Sümer Sokaktaki sekiz numaralı binası olmuştur. Demokrat Parti'nin kuruluş gerekçesinde ve programında Türkiye'de demok-ratik bir rejimin kurulacağı, TC Anayasası'nda demokrasiye aykırı kanunların kaldırı-lacağı, vatandaşların hak ve hürriyetlerinin anayasal teminat altına alınacağı dile geti-rilmiştir. Muhalefet yıllarında ise CHP ve iktidar demokratik olmayan tutum ve davra-nışlar sergilemekle itham edilmiştir. Muhalefet yıllılarında iki parti arasında demokra-siye aykırı birçok olay yaşanmıştır. Hatta 7 Ocak 1947 tarihinde gerçekleşen Demokrat Parti Birinci Genel Kongresi'nde kabul edilen Hürriyet Misakı'nda TC Anayasası'na aykırı olan kanunların kaldırılması ve demokrasiye uygun kanunların yapılması talep edilmiştir. Bu istekler yerine getirilmez ise Demokrat Parti Genel Yönetim Kurulu'na sine-i millet kararı ( TBMM'den çekilme ) hakkı verilmiştir. Demokrat Parti yönetici-leri iktidara gelmeleri halinde vatandaşlara hak ve hürriyetlerinin tanınacağı, demokra-siye aykırı kanunların kaldırılacağı ve TC Anayasası'nın demokrasiye uyumlu hale ge-tirileceği sözlerini vermişlerdir. 14 Mayıs 1950 seçim faaliyetlerinde aynı vaatler tekrarlanmıştır. Hatta 2 Nisan 1950 tarihinde Kasımpaşa'da konuşan Demokrat Parti Genel Başkanı Celal Bayar, grev hakkının demokratik hak olduğunu ve demokrasinin olduğu ülkelerdeki gibi toplumsal düzene ve ekonomiye zarar vermeyecek biçimde işçilere grev hakkının verileceğini ifa-de etmiştir. Seçimleri kazanan Demokrat Parti adına Adnan Menderes 22 Mayıs 1950 tarihinde hükümeti kurmuş ve 29 Mayıs 1950 tarihinde hükümet programı TBMM'de onaylanmıştır.Hükümet programında partinin seçim beyannamesinde olduğu gibi iktidar deği-şikliğinin ülkede maddi ve manevi hiçbir sarsıntıya yol açmasına imkan tanınmayacağı ve özellikle devri sabık yaratılmayacağı vurgulanmıştır. Programda, TC Anayasası'nda vatandaş hak ve hürriyetlerine ve millet iradesine dayanan kararlı bir devlet düzeninin gerçekleşmesini sağlayacak düzenlemelerin yapılacağı ifade edilmiştir. Ayrıca CHP hükümetlerinden ( tek parti dönemi ) kalan, demokratik olmayan kanunların, alışkan-lıkların ve anlayışların değiştirileceği vurgulanmıştır. Programda, işçilere grev hakkının sosyal ve ekonomik düzeni bozmayacak şekilde tanınacağı açıklanmıştır. Demokrat Parti İktidarı Programı'nda sadece vatandaşlara tanınacak haklar yer almamıştır. Ayrıca o tarihlerde azınlıkta olsa da bazıları tarafından hak olarak görülen faaliyetlerin yasaklanacağı da yer almıştır. Cumhuriyet'in ve inkılapların korunması için aşırı sol akımlara ( komünizm ) izin verilmeyeceği ve bunlarla etkin bir biçimde müca-dele edileceği ifade edilmiştir. Bunlara karşı kanuni tedbirlerin alınacağı çünkü bu tür düşüncelerin günün şartlarında fikir ve vicdan hürriyeti olarak görülmediği vurgulan-mıştır. Bu fikir akımların hürriyet maskesi altında yayın yapmalarına izin verilmeyeceği çünkü bu düşünce akımlarının amacının özgürlükleri ortadan kaldırmak olduğu iddia edilmiştir. Komünizm fikir akımının yanı sıra irticai hareketlere de asla müsaade edil-meyeceği vurgulanmıştır. Demokrat Parti Dönemi'nde iktidarın sivil toplum kuruluşları ile ilişkilerine özetlemeden önce sivil toplumun örgütü tanımını yapmak yerinde olacaktır. Sivil top-lum kavramı farklı biçimlerde tanımlanan bir kavramdır. Özellikle devlet ile sivil top-lum arasındaki ilişki farklı tanımlamalara neden olmaktadır. Bu tanımlardan bazılarında sivil toplum, devletten tamamen bağımsız, devleti kontrol eden ve hatta devletin alter-natifi olan örgütlü bir güç olarak tarif edilmiştir. Diğer tanımlarda ise devlet ile sivil toplum arasında bu kadar keskin bir ayrılığın olmadığı, sivil toplumun devlete top-lumsal katılımı sağlama amacının var olduğu ileri sürülmüştür. Modern anlamda sivil toplum kavramı "Non Govern Mental Organizations" ( devletten bağımsız örgütlen-meler ) olarak tanımlamasının yanı sıra "gönüllü kuruluşlar", "kar amacı gütmeyen ku-ruluşlar" gibi ifadelerle de tanımlanmaktadır. Sivil toplum tanımını yaptıktan sonra Demokrat Parti iktidarları öncesi sivil toplum örgütlenmesine devletin müdahalesinin ne zaman kaldırıldığına kısaca yer verelim. Türkiye'de 28 Haziran 1938 tarihinde yürürlüğe giren 3512 sayılı Cemiyetler Kanunu ile Osmanlı Devleti döneminden kalma 1909 tarih ve 121 sayılı Cemiyetler Kanun'u ve bu kanunda yapılan 353 ve 387 sayılı kanunlar yürürlükten kalkmıştır. Bu kanunun dokuzuncu maddesinin h bendiyle "aile, sınıf, ırk, cins" esasına dayalı der-neklerin kurulması yasaklanmıştır. Bu madde ile sendika ve birçok derneğin kurulması yasaklanmıştır. Bu kanunun kabul gerekçesinde, o dönem de bazı ülkelerde var olan ko-münist ve faşist rejimlerin ülkenin yönetimin ele geçirmesini önlemek olduğu ileri sü-rülmüştür. İsmet İnönü'nün 10-11 Mayıs 1946 tarihinde CHP Kurultayı'nda yaptığı konuşmadan sonra 5 Haziran 1946 tarihinde 4919 sayılı Kanun ile dernek kurma işle-mindeki izin alma formalitesi kaldırılmıştır. Sınıf esasına dayalı dernek kurma yasağı da kalkmıştır. Bu kanunun kabulü sırasında Demokrat Parti adına bir konuşma yapan Adnan Menderes, kanunda yapılan değişikliği demokrasiye giden yolda önemli bir aşa-ma olarak adlandırmıştır. Sivil toplum örgütlenmesinin önündeki engeller Demokrat Parti İktidarı öncesinde kaldırılmıştır. Demokrat Parti İktidarı döneminde sivil toplum kuruluşları ile ilişkiler iki bölü-mde ele alınabilir. Birinci bölüm hükümetin sivil toplum alanında yaptığı düzenleme-lerden oluşur. İkinci bölüm ise iktidarın sivil toplum kuruluşlarına yaklaşımı yani onların faaliyetlerine karşı tutumu, ülke yönetimi ile ilgili alınan kararlara ilgili sivil toplum kuruluşlarının tepkileri ve sivil toplum kuruluşlarının kendi alanları ile ilgili alınan kararlarda bu kuruluşların isteklerinin ve itirazlarının dikkate alıp almamasından oluşur.Demokrat Parti İktidarı döneminde sivil toplum alanında birçok düzenleme yapılmıştır. Hükümetin yaptığı bu düzenlemelere günümüzün demokrasi düzeyi ile yaklaşmak zamanın koşullarını ve demokrasi kültürünün oluşum sürecini dikkate almamak anlamına gelir. Hükümetin sivil toplum alanında yaptığı ilk düzenleme 5680 sayılı Basın Kanunu'dur. Kanunun kabulü demokrasi ilkeleri ile bağdaşan bir uygulama olmuştur. Bu nedenle basın ve basın-yayın örgütleri bu yasayı doğru bir adım olarak görmüşlerdir. Hükümetin sivil toplum alanında yaptığı ikinci kanuni düzenleme 5844 sayılı Komünizm İle Mücadele Kanununu çıkarmasıdır. İktidarın programında komü-nizm fikir akımına ve komünist yayınlara karşı mücadele edileceği, bu fikir akımlarının faaliyetlerinin demokratik bir fikir ve vicdan hürriyeti olarak görülmediği aksine de-mokratik rejimi ortadan kaldırmaya yönelik bir tutum ve tavır olduğu vurgulanmıştır. Muhalefetin de bu konuda iktidarla aynı düşünceye sahip olması bu kanunun çıkarıl-masını kolaylaştırmıştır. Demokrat Parti İktidarı'nın bu tür düşünce akımlarına ve onların faaliyetlerine izin vermemesini değerlendirirken zamanın koşullarını ve demok-rasi kültürünün oluşum sürecini göz önünde tutmak yerinde olacaktır. İktidarın sivil toplum alanı ile ilgili yaptığı bir başka uygulama ise 5816 sayılı Atatürk Kanunu'nun çıkarılmasıdır. Atatürk'ün kişiliğine, ilke ve inkılaplarına saldırıların sonucunda kabul edilmiş olan bu kanun günümüzde de geçerlidir. Bu kanunun çıkarılmasına Atatürk'ün kurduğu parti olan CHP'li milletvekillerinin karşı çıkmış olmaları ise üzerinde durul-ması gereken önemli bir husustur. Hükümetin sivil toplum alanında gerçekleştirdiği bir başka düzenleme ise 6761 sayılı Vicdan ve Toplanma Hürriyetini Koruma Kanunu'nun kabul edilmesidir. Kanun, irticai hareketlerin artarak rejimi tehdit eder hale gelmesinin sonucu çıkarılmıştır. İrticai hareketlere izin verilmeyeceğini, demokratik rejimi koruya-cağını programında ilan eden hükümet bunun gereğini yerine getirmiştir. Dinin siyasi veya diğer çıkarlar için kullanılması ve bu tür örgütlenmelerin kurulmasını demokratik ilkelerle bağdaştırmak mümkün değildir. Hükümetin sivil toplum kuruluşları ile ilişkilerine baktığımızda ise olumlu ve o-lumsuz tutum ve uygulamaların varlığından söz edebiliriz. İktidarın sivil toplum kuru-luşları ile ilişkileri dernekler, sendikalar ve basın teşkilatları ile olmak üzere üç ana bö-lüm halinde ele alınabilir. Derneklerle ilişkilere baktığımızda öğrenci dernekleri ile iliş-kilerin daha yoğun olduğunu söyleyebiliriz. Özellikle TMTF ve MTTB gibi öğrenci dernek federasyonları yönetimleri ile ilişkiler öğrenci dernekleri ile ilişkilerin en önemli bölümünü oluşturur. Bu konuda partilerin bugünde devam eden derneklerin yönetimle-rini elde etme isteği Demokrat Parti İktidarı'nın da faaliyetlerinden birisini oluşmuştur. Hükümetin sendikalar ile ilişkilerine baktığımızda ise grev hakkı tartışmalarının en önemli sorun olduğunu söyleyebiliriz. İktidarın seçim vaatlerinde ve programında olan grev hakkı ile ilgili sendikalar tarafından onlarca talep gelmiştir. 1951 yılında bir tasarı hazırlanmış olmasına ve ilgili bakanların bu hakkın verileceğini yıllarca söyleme-lerine karşın grev hakkı verilmemiştir. Çalışma bakanları grev hakkının verilmeme ne-denini, genellikle iktisadi ve sosyal düzenin bozulabileceğine dayandırmışlardır. Basın ve onun teşkilatları ile ilişkilerine baktığımızda Demokrat Parti, muhalefet yıllarında ve iktidarının ilk üç, dört yılında basının büyük bir bölümü tarafından destek- lenmiştir. Fakat hükümet politikalarındaki değişmeler ve ekonomideki kötü gidiş bası-nın büyük bir bölümünün hükümete muhalif olmasına neden olmuştur. Bu nedenle bası-nının muhalif partilerin eylem ve söylemlerini sayfalarına taşıması; hükümet politikala-rını eleştiren yazılar yayınlaması hükümetin yukarıda aktardığımız kanuni önlemleri al-masına neden olmuştur.
