This article analyzes the problems of the implementation of accepting effective decisions in local authorities. Besides, certain suggestions and reccomendations related to the participation of social public control in decision accepting process in local state governmental bodies.

The article considers the legislative norms which consolidated the different
rights and opportunities of parliamentary and non-parliamentary parties of modern
Russia. These restrictions determine unequal position of parties in the political
system. Conclusions made in the article tell about necessity of alignment of the
formal rights of parliamentary and non-parliamentary structures for effective
functioning of the institute of political parties.

Politics is an essential part of people's life. It influences every aspect of nowadays society. Economics and culture, social life and personal problems of each human, education and healthcare, everything depends on the current politics established in the country.

The article is devoted to an urgent criminological problem connected with the insufficiently controlled and illegal external labor migration into the Russian Federation, which poses a considerable threat to its national interests and public safety. The author presents and analyzes new statistical data regarding the qualitative and quantitative characteristics of crimes committed by labor migrants in Russia as well as their other criminologically relevant characteristics, he singles out and describes economic, psychological, legal and socio-political prerequisites and factors of crimes committed by labor migrants in Russia. It is noted that modern Russian society is characterized by worsening criminogenic situation and processes that lead to hostile and aggressive behavior and intolerance towards labor migrants, which exacerbates both the criminal situation and the interethnic and interfaith conflicts and increases the manifestations of everyday xenophobia, migrant phobia, and nationalism from the locals. The author draws attention to the fact that criminogenic factors in the labor migrants' environment are mainly connected with a low degree of social adaptation, acculturation and integration of labor migrants into the Russian social and cultural environment due to their poor knowledge of the Russian language, history and culture, the basics of Russian legislation, traditions and customs of social interaction, the absence of a substantial and constant intercultural dialogue or productive information exchange, comprehensive and resourced state and municipal projects and programs aimed at the socialization, successful integration, and social support of labor migrants. In this connection, the author suggests new, effective and optimal anti-criminogenic directions and formats of integration and adaptation work with labor migrants living and working in the Russian Federation that could improve their law abidance, general and legal culture, responsible attitude to social norms; the author also outlines prospective measures of general and special prevention of crimes committed by external migrants. © 2019, Baikal National University of Economics and Law. The subject of the article is the search for an effective strategic solution in the framework of sustainable development of gold mining enterprises belonging to small and medium-sized mining businesses. The goal of the study is to analyze the problem and the theoretical rationale for the use of horizontal integration for the category of gold mining enterprises, as well as the development of methodological provisions to assess the effectiveness of this strategy in modern conditions. In the process of writing the article the methods of analysis and synthesis within the system approach, mathematical and graphical modeling of economic processes were used. As a result of the study, the processes of development of the gold mining industry, taking into account the state of the mineral resource base of alluvial gold, are revealed. The role of horizontal integration and the expediency of its application within the enterprises belonging to the small and medium mining business are indicated. A methodology has been developed for evaluating the effectiveness of a horizontally integrated gold mining enterprise, taking into account potential synergistic effects, the possibility of diversifying production. The described approaches, at the project stage, will allow to assess the feasibility and effectiveness of the planned consolidation.

Показаны социальный, национально-конфессиональный и численный состав отделов общероссийских политических партий (конституционные демократы, «Союз 17 октября», Союз для достижения полноправия еврейского народа в России и др.), регио¬нальных объединений, действовавших в границах белорусских и соседних губерний (Конституционно-католическая партия Литвы и Беларуси, организации, разделявшие краевую идею, польские национальные партии), а также мест¬ных общественных структур, функционировавших на уровне отдельной губернии или города (Могилёвская прогрес¬сивная партия, Северо-Западное русское вече, Белорусское общество, Минское общество врачей и др.). = The article reveals the structure of the liberal camp in the territory of Belarus at the beginning of the ХХ century. The author shows the structure and characterizes the social, national-confessional and numeral composition of the departments of all-Russian political parties (constitutional democrats, the Union of October 17, the Union for the full rights of the Jewish People in Russia and others), regional associations, operating within the borders of Belarus and neighboring provinces (the Constitutional Catholic party of Lithuania and Belarus, organizations shared the boundary idea, the Polish national parties), as well as local organizations, functioning at the level of certain provinces or towns (Mogilev progressive party, the North-West Russian veche, Belarusian society, Minsk society of doctors and other).

In this article, we study factors defi ning left party's policy positions on the immigration issue. This theme is not so popular in political science despite of plenty of works devoted to that problem in the context of far-right and mainstream parties. Therefore in this paper, we propose our own models that takes into account two kinds of factors: endogenous (organizational) traits and exogenous (enviromental) arrangement. Proposed models try to explain the position and saliency of immigration issue in the manifestos of socialdemocratic, green and new left parties. We pay more attention on several independent variables, such as electoral competition (we operationalize it through the notion of effective number of parties offered by Laakso and Taagepera), migration rate, popularity of far- right party, party's nicheness, organizational traits (that we consider in terms of leaders-activists relations). We have two dependent variables which called (1) party position on the immigration issue and (2) saliency of this issue. In order to estimate necessary links between variables we use regression analysis of time-series-cross- section data. As units of our research we present political party's moves in 10 Western European countries between 1975 and 2010. We conclude that organizational peculiarities with its link to the electoral competition make infl uence to the dependent variable. Niche parties tend not to concentrate their attention on the issue of immigration, but if they do that greens and new lefts demonstrate proimmigrant positions. Social-democrats try to act less forthrightly in order to maximize their electoral support. ; В статье рассматриваются факторы, которые влияют на изменение левыми партиями своих предвыборных позиций по проблеме иммиграции. Изучение характерной для крайне правых партий темы в позиционировании их конкурентов с левого фланга политико-идеологического спектра является не самым традиционным явлением в зарубежной и отечественной политической науке. Автор ставит цель рассмотреть влияние различных эндогенных и экзогенных факторов не только на занятие социал-демократическими партиями, «новыми левыми» и «зелеными» определенных позиций по проблемному измерению, но и на придание ими значимости проблеме иммиграции в своих предвыборных программах. Основное внимание уделяется таким факторам, как доля мигрантов в общей численности населения страны, сила крайне правой партии, электоральная конкуренция, нишевость партии, характер партийной организации, рассматриваемый в контексте отношений лидеров и активистов. Влияние регрессоров на зависимые переменные анализируется на примере наблюдений по партиям из 10 стран Западной Европы. Интересующий автора период включает временной промежуток с cередины 1970-х гг. по 2010-е гг. Для выявления связи между переменными используется метод регрессионного анализа. В начале статьи приводится краткий обзор наиболее важных работ, которые перекликаются с темой статьи. Далее автор выдвигает 5 гипотез. После этого описывается методология исследования. В конце статьи представлены результаты проведенного анализа, а также вопросы, которые требуют дополнительного изучения. Автор приходит к выводу, что лежащие в основе процесса позиционирования партий по проблеме иммиграции факторы сводятся к особенностям внутрипартийной организации и связанной с ней реакцией на конкуренцию со стороны других участников межпартийного соревнования. Данное исследование показало, что «нишевость» партий с левого фланга политико-идеологического спектра проявляется в их нежелании концентрировать внимание на «чужих» темах, а в случае необходимости такой концентрации – в выражении мнения, отличающегося от риторики крайне правых партий. Социал-демократические партии, в которых партийные лидеры доминируют над активистами, склонны выступать менее прямолинейно, с одной стороны, не отпуская далеко от себя соседей по флангу, с другой – демонстрируя ориентацию на максимизацию голосов избирателей.

The rapid aging of the population and the steady increase in life expectancy around the world is one of the greatest social, economic and political transformations of our time. The on-going demographic changes are accompanied by a significant increase in the prevalence of non-communicable diseases and disabled people. There is still no adequate medical care, as well as access to essential medicines and technologies for treatment and prevention of NCDs, what leads to disability, loss of productivity and reduction of national income in many regions of the world. These trends underline the necessity of developing effective measures to promote prosperous aging, which implies, first of all, legislative, administrative and other measures, as well as the development of a socio-economic strategy and action plan, which will protect interests of elderly population.Стремительное старение населения и постоянное увеличение продолжительности жизни во всем мире является одним из величайших последствий социально-экономических и политических преобразований нашего времени. Происходящие демографические изменения сопровождаются значительным увеличением распространенности неинфекционных заболеваний (НИЗ) и инвалидизацией населения. По-прежнему во многих регионах мира отсутствует надлежащая медицинская помощь, а также ограничен доступ к основным технологиям и лекарственным средствам для лечения и профилактики НИЗ, что приводит к инвалидизации населения, масштабным экономическим потерям вследствие производительности труда и, в конечном итоге, к сокращению национального дохода. В данных условиях актуальной становится разработка эффективных мер по содействию благополучному старению, предполагающая, прежде всего, законодательные, административные меры, а также разработка плана действий социально-экономического характера, максимально учитывающих потребности пожилых людей.
