Cilj je ovog rada istražiti financiranje domova socijalne skrbi za starije i nemoćne osobe u Hrvatskoj. Pritom se, nakon zakonodavnog okvira, razmatraju državni rashodi za: 1) poslovanje domova čiji je osnivač Republika Hrvatska, 2) poslovanje decentraliziranih domova (domovi za koje je osnivačka prava RH prenijela na jedinice područne (regionalne) samouprave, odnosno Grad Zagreb) i 3) korisnike domova koji nisu u mogućnosti platiti smještaj čak ni uz pomoć obitelji ili prodaju vlastite imovine. Rad pokazuje da su državni rashodi za domove u 2014. iznosili gotovo 250 milijuna kuna, pri čemu se glavnina rashoda odnosi na pokrivanje gubitaka decentraliziranih domova. Cijena smještaja u tim je domovima ispod tržišne, što rezultira potražnjom koja višestruko premašuje ponudu. Uz cijenu, nužno je preispitati i kriterije smještaja koji su trenutno nejasni i neujednačeni. Ključno je da smještaj u državnim domovima dobiju oni koji doista nemaju drugo rješenje te da se smanje liste čekanja, a da država sudjeluje u plaćanju cijene samo za financijski najugroženije. Prioritet u financiranju domova trebalo bi biti usklađivanje prihoda i rashoda na godišnjoj razini kako bi sustav bio dugoročno fiskalno održiv. ; The aim of this paper is to explore financing of the social welfare homes for the elderly and infirm in Croatia. Apart from the legislative framework, the state expenditures for 1) operation of homes founded by the Republic of Croatia, 2) operation of decentralised homes (homes for which the founding rights were passed by the Republic of Croatia to the regional self-government units, i.e. the City of Zagreb and 3) homes users who are not able to pay for their accommodation, even with the help of their families or selling their own real property. The paper shows that the state expenditure for homes in 2014 amounted to almost 250 million HRK, with most of the expenditure covered the losses incurred by decentralised homes. The price of accommodation in these homes is below the market price, which results in demand that surpasses the supply by far. Apart from the price, the accommodation criteria which are currently unclear and uneven should be reconsidered. It is of crucial importance that those who do not have another solution get accommodation in state-owned homes, to reduce the waiting lists, and that the state participates in the payment of the price only for the most financially disadvantaged. The priority in financing homes should be an adjustment of revenue and expenditure on the annual level, in order to make the system long-term fiscally sustainable.

Starenje stanovništva jedna je od najvećih strukturnih promjena koje trenutno utječu na razvoj svih europskih socijalnih država. Različite države se suočavaju s tim promjenama na različite načine. Kao odgovor na svjetsku gospodarsku krizu, mnoge su države reformirale svoje mirovinske sustave i način na koji odgovaraju na rastuće potrebe za skrbi. Te promjene znatno utječu na stavove ljudi o perspektivi socijalne države i na njihova očekivanja u budućnosti vezano uz buduću raspodjelu odgovornosti u pružanju skrbi za starije osobe. Temelj za analizu su podatci prikupljeni u poredbenom europskom projektu uz metodu korištenje demokratskih foruma. Stavove i očekivanja sudionika – kao i razloge i argumente koje su iznijeli – upotrijebili smo kako bismo rasvijetlili čimbenike koji će vjerojatno oblikovati buduće oblike skrbi za starije osobe i mjere mirovinske politike. Analizirali smo četiri države koje imaju različite socijalne režime – Norvešku, Sloveniju, Njemačku i Ujedinjeno Kraljevstvo – i usredotočili se na podjelu odgovornosti između države, tržišta i obitelji, kao i na sličnosti i razlike u prioritetima i proizlazeće argumente iznesene u te četiri države. ; Population ageing is one of the biggest structural changes currently affecting the development of all European welfare states. Countries have tackled these changes in different ways. In reaction to the global economic crisis, many countries have reformed their old-age pension systems and how they address the rising care needs. These changes are bound to influence how citizens view the welfare state's prospects and what they expect from it in the future in relation to policies for the elderly. The paper explores citizens' attitudes and expectations with regard to the future division of responsibilities for the provision of welfare for the elderly. The basis for the analysis is data gathered in a comparative European project adopting coordinated democratic forums as a methodology. We use the participants' views and expectations – as well as the reasons and arguments they presented – to shed light on the factors likely to shape future elderly care and old-age pension policies. We analyse four countries – Norway, Slovenia, Germany and the UK – belonging to four different welfare regimes and focus on the division of responsibilities between the state, the market and the family and the differences and similarities in priorities and subsequent arguments put forward in the four countries.

In the first part of the paper the author makes observations about the demographic processes and ageing of the population. In the second part some basic data about ageing that determines prolongation of life cycle are presented on one hand, and the decreased rates of demographic reproduction on the other. The second part of the paper outlines the projections about the ageing of the population in Croatia and Europe in the following decades. In the third part of the paper public policies focused on overcoming and mitigating consequences of the population ageing are discussed. These include the concept of active ageing, reforms in pension and health systems and the system of the care for the elderly. Finally, the author reflects on some aspects of the future intergenerational contract that should be based on the paradigm adjusted with the changes of circumstances in which people live nowadays. ; U prvom dijelu rada autor iznosi zapažanja o demografskim procesima i starenju stanovništva. U drugom dijelu prezentirani su osnovni podaci o starenju koje determinira produljenje ljudskog vijeka, s jedne, te smanjene stope demografske reprodukcije, s druge strane. U nastavku se iznose projekcije o starenju stanovništva u Hrvatskoj i Europi u narednim desetljećima. U trećem dijelu raspravlja se o javnim politikama usmjerenim na prevladavanje i ublažavanje posljedica starenja stanovništva. Riječ je o konceptu aktivnog starenja, reformama u mirovinskom i zdravstvenom sustavu te sustavu skrbi o starima. Na kraju, autor se osvrće na neke aspekte budućeg međugeneracijskog sporazuma koji se treba temeljiti na paradigmi usklađenoj s promjenama okolnosti u kojima ljudi danas žive.
