The article reveals the features of social security for the elderly in Ukraine, as well as offers an analysis of international experience on this issue. The urgency of the research topic is due to a number of political, socio-cultural, integration and economic factors caused by the gradual entry of Ukraine into the European community. The problem of aging has become increasingly important in recent years, as global aging is occurring, which is most progressive in underdeveloped countries. It has been determined that in the vast majority of countries, the elderly are considered to be retired people. The World Health Organization refers to the elderly as people aged 60-75. Ukrainian law also stipulates that old age coincides with retirement. In the United States, the concept of «retirement age» is absent. From the age of 62, citizens have the opportunity to submit documents and, gradually, receive benefits: pensions, medical services, social assistance. There is a state-run Medicare public health program for the elderly. Residents of the United States want to work as long as possible and be active (play sports, travel). Canada is also active in increasing longevity: the government plans to increase the number of longevity to 81,000 by 2061. Europe has different retirement periods: France – 62 years, Germany – 67 years, Poland – 60 (women) and 65 (men). Almost all highly developed European countries provide decent social security and highly qualified medical care. According to statistics, the world's longest lives are in Japan and Morocco, in Europe – France, Iceland, Italy. In Ukraine, the population is aging quite rapidly and, thus, is at the bottom of the European rankings. Older people also include veterans of labor, as they have a work experience of 40 years or more. Ukrainian legislation provides a number of benefits for the elderly and labor veterans. Today, the Ukrainian government is trying to ensure and simplify the lives of the elderly as much as possible. Recently, the President of Ukraine announced the ...
The article considers one of the problems of an aging society – taking into account the needs of elderly people in rural areas in order to ensure quality of life through social work with them. The urgency of the topic is due to the growing number of elderly people as clients of social services and the difference in opportunities to ensure quality social work in urban and rural areas. The targeting of social services, social services and social work of this group of the population, according to the author, largely depends on knowledge of the primary and secondary needs of the elderly living in the village. The article presents data from a study of the needs of elderly people in rural areas of Volyn region through questionnaires and interviews during 2020. The results of the study showed that the villagers, as well as the city, have an insufficient level of pension provision among the elderly, which causes dissatisfaction with material needs, especially the cost of treatment and maintenance of physical health, utilities, and food is mainly provided by products grown on the plot. The need for access to quality medical care is also unmet. However, respondents also identify secondary needs as full-fledged, there are: full communication, timely receipt of information and clarifications on the adoption of legislation governing land relations, pensions, social protection, provision of medical services in connection with medical reform, the possibility of administrative reforms, as well as the organization of leisure (it is as such absent in the countryside), involvement in the cultural life of the community. According to the author, to meet these needs it is necessary to coordinate the work of state and non-state organizations, this is what the work of community leaders and state authorities should be aimed at. The obtained research can contribute to the optimization of social work, but the dynamics of the needs of people of respectable age requires constant monitoring and research in terms of age groups.
; Theoretical approaches to the state of the elderly in society are systematized: the theory of social liberation; theory of activity in old age; the doctrine of natural rights and social justice, the doctrine of the rule of law and civil society; the doctrine of solidarity. The evolution of welfare theories is analyzed in order to find the best model for practical implementation in the social policy of Ukraine. It is recognized that the origin and development of ideas of well-being provides the social nature of social relations of the elderly. It is proved that the application of scientific theories will contribute to the state's performance of a set of social protection functions, the government's responsibility to meet the basic social needs of the elderly. The influence of social insurance theory on the model of social protection of the elderly is clarified. A combination of three forms of social insurance – (collective, state, mixed), in order to create a synthetic model of social protection of the elderly, where the latter are actors (actors) of public policy. Civil society is an effective mechanism for building relationships based on democracy, mass involvement to the interactions of almost the entire population, a barometer of social protection of all categories of the population. Systematization of theories of welfare, social insurance, to offer an acceptable model of policy towards the elderly in Ukraine. Changing of the demographic situation in Western European countries, in Ukraine, a new policy on the labor market, in the sphere of the wage and the growth of working retirees require a new forms of social solidarity, refusal of former standard forms of employees participation in single social insurance systems. Insufficient awareness of the people connected with the risks of the old age, the prevention of these processes in older age groups is the number one task for the social policy of the state addressed, in particular, to these wide sections of the population.

Purpose: studying of life quality indicators at elderly patients with osteoarthritis using international EuroQol questionnaire for evaluate of efficiency of sanatorium treatment.Materials and methods. 72 patients have been included in study at the age from 60 till 78 years, mean age was 67,6±8,7 years. Patients have been divided by method of randomization on two groups. Patients of one of groups in addition passed rehabilitation in sanatorium conditions for 18–21 days. Assessment of life quality related to health was conducted with use of international questionnaire EuroQol-5D-European Quality of Life instrument (EQ-5D).Results. At all patients with osteoarthritis health problems of varying degree have been revealed. In 12 months according to the questionnaire, reliable positive dynamics of life quality was observed at patients passing sanatorium treatment at the expense of improvement of ability to movement, reduce pain and discomfort and increase daily activity.Conclusions. Having of sanatorium stage of rehabilitation in complex treatment of osteoarthritis allows affect quality of life and keep remission for a longer period in comparison with outpatient treatment.KEY WORDS: quality of life, sanatorium treatments, osteoarthritis.Osteoarthritis (OA) is one of the most common disorders of the muscle-skeletal system, especially in the elderly age group ( in every third elderly person, reaching 70% among those who have over 65 years). During the natural aging occurs involutional changes in the connective tissue, especially in the tendons, ligaments, cartilage, bone tissue, in the walls of blood vessels, muscles [2]. Thus aging of body contributes to the accumulation of diseases. During the examination in elderly and senile patients were diagnosed from three to five different diseases. Modern elderly person is - a unique clinical phenomenon from the point of view on availability and the combination of its diverse in character and course of diseases that are competing for their prognostic significance and impact on quality of life. OA attributed to diseases with high comorbidity, and founded that patients with OA have a significantly higher risk of comorbid conditions than patients who do not suffering from OA [4].Clinical experience and numerous publications data suggest that OA is often associated with subsequent somatic disorders: hypertension, coronary heart disease, obesity, diabetes, lung diseases (chronic obstructive pulmonary disease) and gastro- intestinal tract diseases. The greatest burden on society observed in cases of combination OA and osteodeficiency (osteopenia, osteoporosis (OP)), which significantly decreses the quality of life [5].Quality of life - integrated description of physical, psychological, emotional and social functioning of a person based on its subjective perception. Assessment of quality of life at modern stage have more increasing strong position in medicine, reflecting on the one hand, the presence of new medical technologies that do not affect the life expectancy, but significantly improve its quality, and from the other hand - expanding activity of the patient, increasing of its role in choice of methods of diagnostic and treatment [9].When selecting the questionnaires it is important to consider that to be used in a clinical studying suitable only those that give results of the evaluation quality of life in a form of a single summary score from 0 to 1.0. These includes a generic questionnaire EQ-5D (EuroQol) [8]. This general questionnaire is easy to fill , widely used in different countries and gives during the processing of collected data single score to measure the quality of life, represented by values between 0 and 1, which also provides the possibility of its using in clinical trials. This questionnaire is widely used in various clinical situations , including in assessing the quality of life patients with rheumatic diseases [7].The aging process is controversial, because on the background of regression processes - atrophy, degradation, etc., develops progressive trends of creating the new compensatory-adaptive mechanisms to maintain homeostasis in an aging body, which, however, does not fully offset the growing phenomena of degradation [2]. It should be noted that the adaptive capacity of the aging body is reduced, the possibility of development various diseases increases. In this context, particularly important in cases of illness in the elderly patient is the role of sanogenetic mechanisms, their stimulation and support. A special interest belongs to the sanatorium stage of rehabilitation, whose mission is the prevention of disease progression, stimulation of compensatory capacity of the muscle-skeletal system and the possible restoration of joint function.Spa treatment has a special place in the treatment and preventive care of elderly patients , as a stage in the system of rehabilitation of many chronic diseases. Multi-disciplinary nature of medical rehabilitation in spa conditions, a wide range of rehabilitation methods can embrace patients of all age groups with the most common diseases [1].Compared with medication treatment, natural and artificial physical factors, when they are properly used, characterized by the absence of allergies, lower incidence and severity of side effects, the ability of positively influencing on the number of pathological processes and the whole body, thus helping to improve the quality of life and are important in the prevention of premature aging [2]. In the resort conditions further rehabilitation is indicated for patients with initial stages of OA, disabled (groups I and II), patients with resistant synovitis and comorbidity with the possibility of self-servicing (including general contraindications for a spa treatment) [3].The aim of the study. To investigate the quality of life in elderly patients with osteoarthritis using international EuroQol questionnaire to evaluate the effectiveness of spa treatment.Materials and methods. In study were included 72 patients aged from 60 to 78 years, middle age was 67,6 ± 8,7 years. Among the patients predominates women - 88.4 %. I radiographic stage of osteoarthritis by J.H. Kellgren-Lawrence [ 6] was diagnosed in 23,3 % of patients , II stage - in 76,7 %. In the view of modern geriatric approaches applying of the physical factors in patients with OA who were in the spa rehabilitation stage in the appointment of balneotherapeutic procedures we gave preference to ultrasonic inhalation of mineral waters and baths , from physiotherapy usually prescribed magnetic-lazer therapy, interferential therapy, patients also performed massage and physical rehabilitation . In order to prevent climate-adaptational and reaclimate-adaptational reactions and optimization process of climate-adaptation were included into the treatment complex ( based on established risk factors) adaptogens and treatment procedures that have adaptogenic action ( phytoaeroionisation , singlet-oxygen therapy). In the process of rehabilitation treatment in sanatorium conditions , we have selected the most effective combination of different methods of rehabilitation , which caused the most significant treatment effectiveness : a combination of balneotherapy , physiotherapy and exercise therapy. To improve continuity during medical rehabilitation, at discharging from the sanatorium patients were given written (in the form of special attractions ) recommendatitons about further treatment, lifestyle, physical activity, diet etc.By the method of randomization, patients were divided into two groups. A marked difference for the main source of clinical and functional parameters between the groups were not observed. The control group consisted of 14 patients of the same age without joint pathology. Treatment regimens differed between the studying groups the presence in one of the groups sanatorium stage of rehabilitation. In the first group (n=34) patients received Structum 500 mg 2 times a day ( within 6 months of the year ) and courses of NSAID, including mainly patients treated with meloxicam ( at a dose of 7,5 mg/d) or nimesulide (in dose of 100-200 mg/d) for 7-10 days during worcening. The patients of the second group (n=38) during the 18-21 day were on spa treatment ( once a year ), in the scheme of rehabilitation were: sitting hydrogen sulfide baths, a concentration of 80 mg/L for 10 minutes at a temperature of 360C , the course of 8 procedures every other day or ultrasonic inhalation by hydrogen sulfide water, period of 5 minutes; blue clay applications every other day at 260C temperature; interferential therapy and magnet-lazer therapy on the affected joints to 8 treatments alternately every other day ; pneumomassage ; classes of physical rehabilitation therapy, aromatherapy , singlet -oxygen therapy . After the sanatorium stage of rehabilitation patients are taking drugs containing chondroitin sulfate (within 6 months of the year), at worcening of NSAIDs.Assessment quality of life related to health , was conducted using an international EuroQol-5D-European Quality of Life instrument (EQ-5D), which consists of two parts. At first part the patient self- assessed his condition by 5 parameters: mobility, self-care , usual activities, pain and discomfort , anxiety and depression. In each variant patients could give three possible answers : No problem - 1 , there is some problem - 2, much of the problem - 3. In the second part of the questionnaire , patients assessed their health on a scale from 0 to 100 on the VAS, the so-called thermometer , where 0 means the worst condition , 100 - the best state of health of the patient. This part of the questionnaire is a quantitative assessment of general health.Statistical analysis of the results was done in the department of statistical system research at SHEE "Ternopil State Medical University by I. Y. Gorbachevsky Ministry of Health of Ukraine" in the software package Statsoft STATISTIC. To determine the reliability of the differences in the change of certain indicators were used parametric and non-parametric methods: criterion Wilkoksona, two-sided Fisher's criterion. A significant differences were considered when the degree of probability of error-free prognosis is (p) 95% (p <0.05). Results and discussion. General description of the health status of patients studied with OA according to EQ-5D questionnaire is given in the table. In all patients with osteoarthritis were found health problems of different severity degrees. Mostly suffers ability to travel and daily activity . This data confirms that the OA in the elderly age reduces quality of life. After 12 months, according to questionnaire, health status was different in two groups . Reliable positive trend was in patients from the second group 57,9 % (p < 0,05), as a result of improving the ability to travel in space , reducing pain and discomfort and increasing of daily activity.According to the second part of the questionnaire EQ-5D, at baseline, most patients had reduced general health assessment : the first group to 51,91 ± 1,07 ( median for «thermometer» EQ 52 points ) in the second group to 50,65 ± 1,17 ( median 48,5 points) in comparison with the best state of possible health. 12 months after the sanatorium stage of rehabilitation of patients with repeated testing were produced the following results : The average index quality of life on the " thermometer " EQ-5D questionnaire in the first group of patients was 54,76 ± 1,23 ( median - 56 points), the second group was 69,28 ± 0,89 ( median - 70 points), reliability differences is high : p < 0,001.In the category quality of life most of all patients reacted on the presence of sanatorium stage of rehabilitation in the category " movement in space " ( GPA retesting 1,60 ± 0,08, p < 0,001), " daily activity " ( GPA retesting 1 68 ± 0,07, p < 0,001), " pain / discomfort " ( GPA retesting 1,92 ± 0,08, p < 0,001), " anxiety / depression ( GPA retesting 1 52 ± 0,08, p < 0,05).Thus, the data suggested that in elderly patients with OA who were once a year on a spa treatment and took over 6 months structure-modification drugs significantly upgraded quality of life during 12 months.Conclusions1. Based on the analysis were founded that elderly patients with OA who underwent rehabilitation treatment in sanatorium- health resorts have continued improving quality of life in comparison with patients who were treated only in outpatient conditions.2. Availability sanatorium stage of rehabilitation in the treatment of elderly patients with OA contributes more complex influence on the human organism.3. Multi-disciplinary nature of medical rehabilitation in spa conditions , a wide range of used restorative treatment methods can affect the quality of life and maintain remission for more longer period in comparison with outpatient treatment.4. Monitoring the quality of life can not only control the functional state of the organism in the elderly aged people at various stages of treatment , but also to properly evaluate the effectiveness of treatment , and, if necessary, to carry out the correction of rehabilitation activities .Perspectives for future research. Aimed at studying the impact of rehabilitative and preventive measures on the quality of life in elderly patients with osteoarthritis at other stages of rehabilitation. Further work in this direction is reasonable and economically justified.REFERENCES1. Golyachenko A.O., Martynyuk V.I., Bakalyuk T.G. EuroQol-5D-European Quality of Life instrument (EQ-5D).

Introduction. The article is devoted to the topical issues in the area of ensuring the right of the older persons to health, taking into account modern realities. In particular, it focuses on the existing problematic aspects through the prism of the right to decent treatment and autonomy. The issue of abuse of the elderly, which negatively affects their physical and mental health and providing palliative care, which helps to improve the quality of life of patients with diseases that limit life expectancy have been analyzed; it focuses on the problem of dementia, which is one of the leading causes of disability and dependence among older people around the world; given the fact that older people are at high risk during COVID-19, the focus is on protecting this category of people during a pandemic. The main results of the study. An analysis of the existing legal framework for cooperation between states to overcome the negative trends in the provision of health care to the elderly, in particular: the Toronto Declaration on the Global Prevention of Elder Abuse, the Council of Europe Convention on preventing and combating violence against women and domestic violence, the European Social Charter (revised), the Inter-American Convention on Protecting the Human Rights of Older Persons, the Global action plan on the public health response to dementia 2017-2025, the "Towards a Dementia Plan" Guide , World Health Organization Guidelines for Reducing the Risk of Cognitive Function and Dementia. In addition, attention is paid to the recommendations of the main bodies of international intergovernmental organizations, in particular the Committee of Ministers of the Council of Europe, and international treaty bodies in this field - the Committee on Economic, Social and Cultural Rights, the Committee on the Elimination of Discrimination against Women (General recommendation № 24, General recommendation № 27) etc. Relevant conclusions and recommendations have been made. Conclusions. It should be noted that the existing tendency of the population to age is a reality of today and encourages society to seek new ways of life in these circumstances. Aging is no longer seen as a problem, but rather as a challenge and an opportunity for society to respond and take timely adaptation measures. The international community is making significant efforts to create a legal framework, develop standards, and develop international cooperation to ensure a decent old age for the elderly. The task for governments is to implement international norms into national legislation and to optimize national measures in this area. The field of healthcare for the older personsis the most sensitive, as it is a question of a decent standard of living, so it needs a balanced strategy, which should include: disease prevention (diagnosis, medical care, etc.); development, improvement, introduction of an affordable and inexpensive system of long-term care with the involvement of the elderly themselves in this work and training of specialists who will work in this field; training of persons who informally care for the elderly; regular independent monitoring of long-term care services, based on clear principles and rights that older people can exercise on their own; giving preference to home care; creation of appropriate services to provide advice, psychological, legal assistance to the elderly. It is also important for society to be aware of aging in order to understand the problems and not to cause repeated psychological trauma to the older persons so they don't feel like a "burden" for society, rather than full members.
The current Ukrainian government policies are aimed at creating opportunities for obtaining education by people of all ages. However, the insufficiently developed regulatory framework throws back the obtaining of such an opportunity by elderly people. Art, as an effective means of socialization, selfexpression, and self-identity is a strong potential that can be used in education and has a prior role. The purpose of the article is to analyze and summarize the experience of foreign scientists concerning educational opportunities for both adults and elderly people, prove the need for introducing art education for elderly people in Ukraine. The need of adult education in Ukraine is prime due to the discrepancy between the labor market and education, a significant increase in the number of senior/retired citizens and the subsequent growth of these trends. Currently, there is observed alienation between generations. This is due to the intensity of reforms being implemented and transformation, the lack of conditions for developing the adaptive capacity, mobility and flexibility of the old generation. Hence, the education lifelong contributes to social development of the population and minimizes the alienation, which enhances such negative phenomena inherent in the modern society as ageism, violence, marginalization, etc. The historical experience of foreign countries, including the Scandinavian ones and Germany, gives reason to confirm the effectiveness of implementing the education of both adult and elderly people. Inasmuch as the use of art in education only positively affects the development of the society, the elderly are in need of self-expression and self-actualization through art. It mobilizes the resources of this age group, which has a positive trend both for the individual and for his/her environment. The scientists have proved that the level of adult education development on the social and economic, social and cultural progress of the society and the state is natural. Creating the necessary conditions for implementing artistic education of adults and seniors gives the opportunity for social flourishing of the civil society with relevant principles of interaction, since the presence of intellectual and social potential of the elderly generation should contribute to the wellbeing of the Ukrainian society. So, the prospect of further scientific studies is aimed at studying the impact of individual types of art on the social development of elderly people.
The article is devoted to the analysis of the world practice of assessing the quality of life of the elderly population in the context of progressive imperatives of the theory of the social state. It is argued that, among other things, the focus and structure of the priorities of the social state as one, that focused on the implementation of social protection, incentives, social integration, social investment functions and social control functions should be focused on quality of life. In particular, this applies to the elderly population. The quality of life of the elderly is one of the defining indicators of success and achievements in building a modern social state. Based on generalized theoretical and empirical data, the conclusions are drawn about the position of Ukraine's approach to the implementation of the principles of the concept of the social state. This is a priority in accordance with the content of the Constitution of Ukraine. In order to solve certain tasks of the study, the international integrated indices used in the process of determining the quality of life of the elderly are systematized and characterized. The focus is on the socio-demographic characteristics of the target audience, the specifics of scientific and applied tasks, relevant methodological approaches and data sources. The authors present the results of systematization and analysis of the main approaches to assessing the quality of life of the elderly. The perspectives of their adaptation to domestic realities are also specified, taking into account the peculiarities of the national practice of statistical observations. The data published by specialized agencies of the United Nations, the World Health Organization, the World Bank, the Organization for Economic Cooperation and Development, the European Union, and the data from international polls of the Gallup WorldView project are presented and analyzed. The conclusions are made on the need to develop the approaches that will provide an opportunity to compare indicators of quality of life of Ukrainians with similar indicators in other countries. All this substantiates the expediency of improving the domestic practice of statistical observations in order to create an information and diagnostic platform suitable for formulating objective conclusions about the quality of life in Ukraine, the degree of its approximation to the norms and standards of the state of the social type.

The subject of the paper is the ways of tackling the old age by the elderly prostitutes in the play by the US dramatist Paula Vogel. The crucial instrument of understanding the late adulthood in fiction is the budding branch of science – literary gerontology. Therefore the author of the article studies current views on the interdisciplinarity of this emerging academic system figuring out its methodological advantages. The most favorable method for the scholars of belle-letters in the framework of the literary gerontology appears to be the focus upon rather literary than gerontological approaches. The topic of the research is the paradigm of social and economic strategies of coping with the vicissitudes of aging by the fictitious group of five septuagenarian hookers in the époque of Reagan. The paradigm relies heavily on the concurrent straight and ironic interpretation of the Reaganomics. The goal of the present study is to define the strategy of adjustment of the older adults to the shifts in social and economic politics of the country in the early 1980s. The characters in «The Oldest Profession» employ active forms of adjustment to their late adulthood due to the specificity of the sex trade. Despite the imminent passing away of each veteran after the symbolic blackouts a geriatric group portrait represents successful adjustment to the down side of supply-side economics. The methods used in the paper are mixed: historical data processing, analyses of interdisciplinary resources (literary gerontology, social gerontology, age studies, age psychology, etc). The innovative solution lies in the application of interdisciplinary approach to close reading of drama texts. The results can be practical for classes of US literature and social gerontology. The findings of the paper inform of the active form of adjustment to their late adulthood by the fictitious group of five septuagenarian hookers in Paula Vogel's play «The Oldest Profession».
; The problem of socio-pedagogical support of the elderly's secondary socialization is a part of a broader scientific problem consisting in furthtering elderly people's full-blown life in the society, which presupposes social assistance, protection, adaptation and development. This problem is obviously interdisciplinary and research of various sciences about the man is devoted to it. The problem of population's rapid ageing, humanization of public consciousness regarding the elderly, strengthening of the State's attention to the problems of elderly people gradually find their reflection in the development of research within the compatible sciences: philosophy, psychology, social gerontology, cultural studies, andragogìcs, sociology and social pedagogics. The phenomenon of socio-pedagogic support has been the subject of scientific interpretation for the last 50 years. The analysis of the scientific literature makes it possible to determine the concept of socio-pedagogical support of the elderly's secondary socialization. We consider it as a set of actions and activities which assist in overcoming obstacles (difficulties, problems) on way to self-selection, vital and existential self-determination, self-actualization, as well as help elderly people in their life plans implementaion, self-development, self-awareness and self-perfection. The ideal objective of support is not to deliver the client from problems but from the need to seek help in order to enable him or her to solve arising difficulties independently. The objective of socio-pedagogical support of secondary socialization is realized through solving the following basic problems: social adaptation; social instruction and education; the development of autonomy, individuality and self-determination; realization of interests and needs; promotion of development and self-realization; social service. The structural-component analysis of socio-pedagogical support makes it possible to single out conditionally social, psychological and pedagogical components. The social component is related to the observance of social guarantees for the elderly provided by Ukrainian legislation. The psychological component includes psychodiagnostics, psychoprophylaxis and psyhocorrection of the elderly people. The pedagogical component substantiates pedagogical conditions for adaptation, self-development, individualization, self-determination and self-realization of the elderly people.
