On 27-29 October 1994, the first multi-party general elections took place in Mozambique. In terms of the Electoral Law No. 4/93 of 28 December 1993, the National Elections Commission (CNE) was tasked with organizing, directing, coordinating, executing and conducting the registration of voters and all other activities relating to the electoral process. This report describes and analyses the work of the CNE over a period of almost fifteen months and includes conclusions and suggestions on the main issues raised. (DÜI-Hff)

Die Demokratisierungswelle in Afrika hatte auch eine Diskussion über die unabhängigen Wahlkommissionen zur Folge. Aufgrund positiver Erfahrungen in anderen Ländern sollte eine solche die Wahlen 1997 in Mali organisieren, die Parlamentswahl vom 13.4.97 endete jedoch im Chaos und bewirkte eine schwere innenpolitische Krise. Hauptkritik wurde an der Commission Electorale Nationale Independante (CENI) geleistet, die einem hohen Erwartungsdruck aufgesetzt war. Sie nahm eine vermittelnde Position zwischen Präsident, Regierung, Opposition und Zivilgesellschaft ein und mußte ihre Arbeit unter extremem Zeitdruck durchführen. Drei Faktoren trugen zu ihrem Scheitern bei und verstärkten sich gegenseitig: eine extrem kurze Vorbereitungszeit; die Unerfahrenheit der Kommission und die allgemein politisierte Atmosphäre, daraus folgend interne Organisationsprobleme; Probleme mit den Wählerlisten. Als Fazit ist festzustellen, daß die politische Bedeutung unabhängiger Wahlkommissionen höher einzuschätzen ist als ihre organisatorische Kompetenz. (DÜI-Wgm)

Training course-style information is provided on the selection of electoral officers, the layout of voting stations as well as voting days and hours. Special emphasis is on the duties of voting officers during voting days and the secrecy of the vote.
