This article analyzes the way in which electoral rules are harder for small & new parties in France. On the one hand, it seems that French electoral rules disfavor small & new parties in comparison to other EU countries regarding both the rules of the voting system & financial rules. On the other hand, in France, electoral rules are changed not in a consensual way for a better political representation, but by the will of the dominant political actor & to its benefit. 4 Tables, 47 References. Les elections se sont deroulees dans le respect de la legalite, malgre quelques incidents. A la suite des elections, le MNR a reussi a former un gouvernement malgre la faiblesse de son assise. D'abondants projets de reforme restent en attente malgre les reformes deja accomplies. L'attention se tourne vers les futures elections presidentielles

The question of electoral reform has been asked for a long time & frequently comes back on the agenda, particularly since the last elections in Quebec (1998) & in Canada (2000). Many options of reform have been proposed without measuring the probable impact on the chamber partisan distribution & on the other things it ensues. This article proposes to fill this blank with simulations based on the last elections results. Two hypotheses of proportional representation & three electoral formulas are taken into account. The analysis allows the verification of usually admitted postulates concerning the degree of proportionality of each formula, the impact of that electoral system on parliamentary representativeness, regional polarization, & majority governments. 10 Tables. Examines developments that began with the aim of the government to reform regional elections in order to allow for a more effective regional management. This was a law "relative to the election of regional council members & European Parliament representatives as much as to the public assistance of political parties." Regional ballots of 2004 were to take place under such conditions until the administration, acting under Raffarin, decided to institute a new system by making controversial use of article 49.3 of the constitution in order to have this law passed. The Constitutional Council (Conseil Constituionnel) sanctioned not the applicability of the article, but rather the procedure by which the State Council (Conseil d'Etat) was consulted. The Prime Minister then responded by presenting new, adjusted measures fit to the reply of the Council. The integrity and consequences of justifying passage of reforms based on controversial use of law are thus taken into critical consideration. 50 References. Adapted from the source document.

Treats the constitutional conditions concerning regional elections in French overseas departments & territories. As the Constitution underlines the "decentralized" nature of the French Republic, such regional elections carry an important weight in the continuity of norms & practices. In a communique citing the Law of 28 Mar 2003, the enhanced capacity of regional election is underlined as necessitating regional submission to the government of reforms it wishes to see made the order of the day for electoral vote. The manner in which electoral capacity is introduced & managed in the Antilles is examined, as are some of the roadblocks that arise in its implementation. It is suggested that while a positive reply to a suggested ballot item does not legally necessitate its being carried through point-by-point, a negative reply blocks the change altogether, making any necessary adaptive efforts all the more potentially problematic. It is concluded that regional elections still need further systematic improvements as they are broadened, most notably in their transparency & administrative representation within Europe. C. Brunski

The law of 7 July 1977 that deals with the election method of French representatives to the European Parliament has been modified by the law of 11 Apr 2003. After a quarter of a century, there is a difference in tone & scope. The basic arguments have been replaced in the French Parliament by a polemic often futile & a battle of procedure. On the other hand, it is not prohibited to quote some excerpts of the 1977 debates in order to show how much the arguments of modification are sometimes insufficiently convincing. 2 Tables. Eine Analyse der Entwicklung des politischen Systems in Togo. Kurzer Überblick über die Gründung von Parteien in der Kolonialzeit, Veränderungen nach der Unabhängigkeit und politische Geographie im Rahmen der Wahlen vom 27. April 1958. 18 Jahre nach der Machtübernahme durch General Eyadema wurden am 24. März 1985 wiederum Wahlen abgehalten. Gefragt wird, ob die Tatsache, daß in etwa der Hälfte der Wahlkreise mehrere Kandidaten zur Auswahl standen, als Demokratisierung anzusehen sei. Analysiert werden: Kandidatenaufstellung, Wahlkampf, Wahlergebnisse, Wahlbeteiligung bzw. -enthaltung für die einzelnen Wahlkreise und Regionen. (DÜI-Wsl)
