A new electoral system allowing voters to support specific candidates through cumulative voting & panachage was tested for the first time in 2008 in the city-state of Hamburg. This system was the outcome of a bitter fight between democracy activists & party elites. An analysis of the outcome of the election suggests that the impact of individual preferences on the selection of legislators was actually minimal, partly because legislators amended the law so as to minimize its impact, but also because most voters seemingly accept candidates sponsored by parties. This article analyzes the way in which electoral rules are harder for small & new parties in France. On the one hand, it seems that French electoral rules disfavor small & new parties in comparison to other EU countries regarding both the rules of the voting system & financial rules. On the other hand, in France, electoral rules are changed not in a consensual way for a better political representation, but by the will of the dominant political actor & to its benefit. 4 Tables, 47 References. The configuration of the Chilean party system has changed significantly from before 1973 to the period since the mid-1980s, leading to an extremely stable political arena in the post-transition period. Chile's party system was characterized by a competitive dynamic between three ideological blocs along a wide left-right spectrum in 1958-1973. The new pattern is one of unequal competition between two large blocs on a reduced left-right spectrum. Two aspects are decisive here: the location of the borders between political institutional blocs & the system's new anchoring in a wide, center & left-of-center, portion of the political spectrum. The different strategies of struggle against Pinochet's rule gave rise to a major displacement of these borders, thus changing the relative strength of the system's blocs. The question of electoral reform has been asked for a long time & frequently comes back on the agenda, particularly since the last elections in Quebec (1998) & in Canada (2000). Many options of reform have been proposed without measuring the probable impact on the chamber partisan distribution & on the other things it ensues. This article proposes to fill this blank with simulations based on the last elections results. Two hypotheses of proportional representation & three electoral formulas are taken into account. The analysis allows the verification of usually admitted postulates concerning the degree of proportionality of each formula, the impact of that electoral system on parliamentary representativeness, regional polarization, & majority governments. 10 Tables. The aim of this article is to have a look at the 2008 Italian general election. It reminds which electoral system came into force in 2005. Then it considers, it studies the organization of electoral 'supply', it analyses the results of this election and it proposes hypothesis in order to explain it. The global outcome of this election is a clear victory of the right-wing coalition, a consolidation of the two main Italian parties (PD, PDL), a firm increase of the Northern League and a fall of the radical left, and, overall, a dramatic simplification of the Italian political landscape.
