En este artículo se abordan varios aspectos claves del tratamiento científico de los sistemas electorales: desde el alcance que pueden llegar, desde el punto de vista cognitivo, hasta su importancia como institución política. Luego, se tratan algunos retos conceptuales que siguen caracterizando el estudio comparativo de los sistemas electorales, difíciles de afrontar como el problema de su clasificación, la relación entre sistemas electorales y partidos políticos, entre otros. ; This article addresses some key aspects around the scientific treatment of the electoral systems: since the significance that they could reach, from a cognitive point of view, until their importance as a political institution. Then some conceptual challenges are treated, those who are still characterizing the comparative study of the electoral systems, which are difficult to face such as its classification issue, the relationship between electoral systems and political parties, etc.

At February 2005 was installed the Electoral Reforms Commission of the Electoral Court of the Republic of Panama. Many reforms have been proposed by political parties and civil society. Panamanian party system analysis reveals that the items related to the political parties modernization should be improve, where as is necessary to preserve system stability. Based in this strategical frame, the author assesses some of the current proposals that look to improve the Panamanian electoral system. ; En febrero de 2005 se instaló la Comisión de Reformas Electorales del Tribunal Electoral de Panamá. Varias han ido las reformas propuestas al sistema electoral tanto por los partidos políticos como por la sociedad civil. El análisis del sistema de partidos panameños revela que los aspectos que hay que mejorar en el régimen electoral son los relacionados con la modernización de los partidos, siendo necesario preservar la estabilidad del sistema. Basado en ese marco estratégico, el autor evalúa algunas de las actuales propuestas a perfeccionar el sistema electoral panameño.
Following the 2006 post-electoral crisis, important changes were made to the Constitution and several secondary laws in Mexico. The goal of this essay is to analyze four problems derived from this new legislation: (1) a weakened autonomy of the Federal Electoral Institute, (2) a scarcity of information in the political debate, (3) the hegemony of party elites, and (4) the uncertainty in case of contested elections. Based on a detailed reading of the new norms, this essay documents such problems and discusses their potential impact in Mexico's democratic process. En el trabajo de grado se realiza un análisis sobre los partidos políticos, el sistema electoral y la inclusión de mujeres en las elecciones para Concejo Distrital en las ciudades de Cartagena y Barranquilla durante los periodos electorales del 2003, 2007 y 2011. En primer lugar, se aborda la relación de las mujeres con la política, en donde esta relación ha sido fundamentalmente de exclusión y marginalidad, ya que la política fue masculinizada al reservarle el espacio público para los varones en detrimento de las mujeres. Por otro lado, se teoriza sobre la representación política y otras variables como el sistema electoral y los partidos políticos. En segundo lugar, se busca mostrar como los partidos políticos son una variable institucional fundamental para el incremento de la representación de las mujeres en la vida pública dentro de un verdadero régimen democrático. Aduciendo que a pasar que las mujeres son mayoría dentro de la población hoy presenta una representación muy baja en la vida política y en los escenarios de poder que ostenta la democracia moderna. En virtud de esto, se toma como punto de referencia el grado de inclusión que han brindado los partidos y movimientos a las mujeres desde el punto de vista institucional, concretamente en lo referente a la formación de las listas de candidatos y candidatas a participar en las elecciones de Concejo en la ciudad de Cartagena y Barranquilla. En tercer lugar, se analiza como el sistema electoral repercute en la inclusión de mujeres en la política y en su nivel de representación en los cuerpos colegiados o cargos uninominales de elección popular, el impacto de la reforma política en la inclusión de mujeres y los resultados de las elecciones en el periodo de 2003, 2007 y 2011. Además, se esbozan argumentos como el tipo de lista y la ubicación de las mujeres en las mismas. Por último, se analizan los factores que inciden en la participación de la mujer en política, la percepción de los ciudadanos frente a los partidos políticos, el sistema patriarcal, la cultura política, el clientelismo y la educación formal e informal. First, the relationship of women with politics is addressed, where this relationship has been fundamentally one of exclusion and marginality, since politics was masculinized by reserving public space for men to the detriment of women. On the other hand, it is theorized about political representation and other variables such as the electoral system and political parties. Secondly, it seeks to show how political parties are a fundamental institutional variable for increasing the representation of women in public life within a true democratic regime. Adducing that to happen that women are the majority within the population, today they present a very low representation in political life and in the power settings that modern democracy holds. By virtue of this, the degree of inclusion that parties and movements have provided to women from the institutional point of view is taken as a point of reference, specifically with regard to the formation of the lists of candidates to participate in the Council elections in the city of Cartagena and Barranquilla. Third, it analyzes how the electoral system affects the inclusion of women in politics and their level of representation in collegiate bodies or single-member positions of popular election, the impact of political reform on the inclusion of women and the results of the elections in the period of 2003, 2007 and 2011. In addition, arguments such as the type of list and the location of women on them are outlined. Finally, the factors that influence the participation of women in politics, the perception of citizens towards political parties, the patriarchal system, political culture, clientelism and formal and informal education are analyzed. Los sistemas electorales son parte del derecho electoral, constituyendo mecanismos que establece el Estado para estructurar la voluntad popular expresada mediante el sufragio y traducirla en representaciones públicas. Los sistemas electorales se clasifican en: mayoritarios, proporcionales y mixtos. El derecho público provincial argentino como expresión de su autonomía política reconocida por la Constitución Federal, permite que cada provincia adopte su propio sistema electoral. ; Electoral systems are part of the electoral law, they are mechanisms that the Estate use to structure the popular will expressed through the vote and to translate into public performances and public representations. This paper studies the fragmentation in Morocco through the party and electoral system. First, it is described the party system, taking into account the origin and nature of Moroccan multipartidism, the transformations in the party system since the Independence and its present cleavages. Second, it is considered the influence of the electoral system on the fragmentation, as the seats distribution in electoral districts, electoral formula, the electoral barrier and the type of candidature. Third, the fragmentation characteristics are examined, using as indicators Rae's fractionalisation index, the effective number of parties and the parties in the government coalitions. In relation with them, the differences between electoral and parliamentarian fragmentation, the evolution of the fragmentation -- comparing elections with different electoral systems -- and the party system produced in these processes are analysed. The Electoral Law in the modern States is the entity in charge of regulating the political activity and guaranteeing the individuals the respect to their political rights, in this sense, it is necessary to study the operation of this legal branch. In the present work the configuration of the Nicaraguan Electoral Law will be studied, the objectives were established, first to describe the general aspects of the Electoral Law in Nicaragua, also, the Electoral Crimes recognized by the electoral legislation will be identified and classified. The methodology used is qualitative, non-experimental design, under a documentary-bibliographic level. After the documentary review it was observed that the evolution of the Electoral Law in Nicaragua has been related to the recognition of the universal suffrage, likewise, it was identified that the Electoral Law oversees regulating and organizing everything related to the democratic processes, as well as, typifying the actions that are considered as Electoral Crimes. It is concluded that in Nicaragua the Electoral Law plays a leading role in the consolidation of the democratic processes, regarding the Electoral Offenses, it is established that although it is true that there is a recognition of the unlawful actions, there is no clear classification in relation to the misdemeanors and felonies. ; El Derecho Electoral en los Estados modernos es el ente encargado de normar la actividad política y garantizar a los individuos el respeto a sus derechos políticos, en este sentido, se hace necesario estudiar a profundidad el funcionamiento de esta rama jurídica. En el presente trabajo se estudiará la configuración del Derecho Electoral nicaragüense, se establecieron como objetivos describir los aspectos generales del Derecho Electoral en Nicaragua, por otro lado, se identificaron y clasificaron los Delitos Electorales reconocidos por la legislación electoral. La metodología utilizada es de tipo cualitativo, diseño no experimental, bajo un nivel documental-bibliográfico. Tras la revisión documental se observó que la evolución del Derecho Electoral en Nicaragua ha girado con relación al reconocimiento del sufragio universal, de igual forma, se identificó que la Ley Electoral es la encargada de regular y organizar todo lo relacionado a los procesos democráticos, así como, tipificar las acciones que son consideradas como Delitos. Se concluye que en Nicaragua el Derecho Electoral juega un rol protagónico en la consolidación de los procesos democráticos, en lo concerniente a los Delitos, se establece que si bien es cierto existe un reconocimiento de las acciones antijuridicas no existe una clasificación clara en relación con las faltas y delitos.
