Yüksek Lisans Tezi ; Siyasal demokratik yaşamın olmazsa olmazı seçimlerdir. Türkiye gibi temsili demokrasinin uygulandığı ülkelerde halkın iradesinin parlamentonun oluşumuna yansıması önem arz etmektedir. Ülkemizde çok partili hayata geçişten bu yana parlamento seçimlerinde çok değişik seçim sistemleri kullanılmıştır. Bugün ise barajlı partiler arası seçim ittifakına elverişli d'Hondt sistemi kullanılmaktadır. Seçim barajı, 12 Eylül cuntacılarının sözde yönetimde istikrarı sağlamak adına parlamentoda çok sayıda siyasi partinin bulunmaması için getirmiş oldukları bir düzenlemedir. Türk demokrasi tarihinde, 15 Temmuz 2016'dan sonra darbeler dönemi bir daha açılmamak üzere tozlu raflardaki yerini almışken, darbe döneminin bir ürünü olan 'luk baraj uygulamasının sürdürülmesi ne yazık ki demokratik değildir. Ayrıca mevcut seçim sisteminde seçmene dayatılan bir milletvekili aday listesi mevcuttur. 2839 sayılı Milletvekili Seçim Kanunu'nun 2. maddesinde seçmenin oyunu tam bir serbestlikle kullanabileceği hüküm altına alınmış olmasına rağmen çok sayıda milletvekiline sahip illerde seçmen, doğrudan kendi milletvekili adayına oy verememekte olup; kendisine sunulan ve içeriğine etki edemediği listeye oy vermek mecburiyeti içinde bir serbestliğe sahiptir. Vermiş olduğu oyun da hangi adaya gittiğini bilemeyen bir seçmen vardır. Kesin olansa seçmenin hangi partiye yani diğer bir değişle hangi genel başkana oy verdiğidir. Bu çalışmada çağdaş devlet düzenine sahip ülkelerin milletvekili seçimlerinde kullandıkları seçim sistemlerine de yer verilerek, Cumhurbaşkanlığı Hükümet Sisteminin uygulandığı ülkemiz için alternatif bir seçim sistemi önerilmiştir. ; Elections are the sine qua non of political democratic life. Demokrasilerin üzerinde uzlaşılmış olan en belirgin özelliği, kuşkusuz yönetici elitlerin belirli aralıklarla yapılan seçimler neticesinde belirleniyor olmasıdır. Ancak günümüzde son derece baskıcı uygulamalara ve otoriter anlayışlara sahip yönetimler bile düzenli yaptıkları seçimleri meşruiyetlerine dayanak olarak gösterebilmektedirler. Bu nedenle uzunca zamandan beri siyaset bilimciler ve anayasa hukukçuları hangi yönetim şeklinin değil hangi demokrasinin daha iyi işlediğini ve çoğulcu bir siyasal düzene yaslanan demokrasinin nasıl tesis edilebileceğini tartışmaktadırlar. Sözü edilen biçimde çoğulcu siyasal zeminin oluşması ise ancak; farklı kimlikleri, farklı siyasal eğilimleri temsil eden grupların/yapıların/partilerin, azınlıkta kalsalar bile ittifaklar kurarak siyasal karar alma süreçlerine katılabileceği mekanizmaları kuran, bunu yaparken de ülkedeki siyasal istikrarı muhafaza edebilen bir seçim sistemi ile mümkün olabilecektir. Seçim sistemleri üzerindeki akademik tartışmalar genel olarak "temsilde adalet" veya "yönetimde istikrar" prensipleri etrafında yapılmakta olup bunlardan birinin ağırlıklı olarak tercihine dayalı seçim sistemi kurgulanmaktadır. Bu tezin konusunu oluşturan partiler-arası (yahut farklı siyasal eğilimler-arası) seçim ittifakları; her iki prensibin yöneldiği amaçları bağdaştırabilecek yani hem temsil adaletini hem de siyasal istikrarı telif edebilecek en önemli araçlardan biridir. Çalışmada öncelikle; belli başlı seçim sistemleri, seçim ittifaklarına imkân sağlama kapasiteleri bakımından değerlendirilmiştir. Bilahare Türk siyaset tarihinde yapılmış olan seçim ittifakları ve bunların hangi hukuksal kısıtlar içerisinde gerçekleştirilebilmiş oldukları ele alınmıştır. Nihayet son bölümde ise; ittifak uygulamalarının yaygın olduğu ülkelerdeki farklı seçim ittifakı modelleri ele alınmıştır. Bu bölümde siyaset bilimi ve seçim hukuku literatürüne katkı olacak biçimde model adlandırmaları yapılmıştır. ; The most evident aspect of the modern democracies definitely resides on the fact that the ruling elites are constituted by the elections taken place in regular intervals. However, in today's world, even the most repressive and authoritarian regimes could legitimate their power by organizing regular elections. Hence, for a few decades, the political scientists, instead of dealing with the question of democratic or non-democratic regimes, have been discussing which types of democracies work better and how it is possible to establish a democracy that is truly based on a pluralistic political order. And the institution of such pluralistic political ground requires a particular kind of election system. The academic researchers on the electoral systems generally focus on the principals of "the representative justice" or that of "the governmental stability" and elaborate electoral systems privileging the one over the other of these principles. The electoral alliances between political parties, which constitute the major problematics of this doctoral study, could reconcile the objectives of both principles. This Ph.D. dissertation first explores the major elections systems from the perspective of electoral alliances, trying to elucidate their respective capacities to provide the possibility of such alliances. Secondly, the different polling alliances in the political history of Turkey are investigated. Finally, the third part analyzes the polling alliances in different countries. This last part also proposes new terminology to name such alternative models that could contribute to the literature of political sciences.

Yüksek Lisans Tezi ; Seçim sistemleri ülke gündeminde her zaman önemli bir yere sahip olmuştur. Türkiye'depek çok sistem denenmiş ve neredeyse her seçim öncesi kanun değişikliği meclisten geçirilmiş ya da var olan seçim kanunları üzerinde değişiklikler yapılmıştır. Türkiye'debelli bir istikrarın yakalanamadığı, adaletin sağlanamadığı yıllar tecrübe edilmiştir.Her dönem farklı sistemler uygulanmasının temelinde tabii Türkiye'nin ihtiyaçlarına en iyi cevabı verecek sistemin aranması yatmaktadır. Günümüzde de kullanılan barajlı D'hondt sistemi fazlasıyla eleştirilmeye devam etmektedir. Aslında siyasi tartışmaların temel sorunu temsilde adalet ve yönetimde istikrar ilkelerini bağdaştıran bir sistemi hayata geçirme çabasıdır. Ne yazık ki uygulanan seçim sistemlerinde genel olarak bir ilke ön plandayken diğer ilke geri planda kalmıştır. Bu çalışmada Türkiye'deuygulanan seçim sistemleri, Cumhurbaşkanlığı Hükümet Sistemi ve sonrası sürecin değerlendirilmesi yapılıp, bir sistem önerisinde bulunulmuştur. ; Election systems have always played an important role in the country's agenda. Demokratik katılım ve seçim kavramları ülkemizde son zamanlarda üzerinde durulan konulardan birisi olmuştur. Seçim sistemleri, uygulanan seçimlerin demokratik süreci hakkında bilgi vermektedir. Her şeyden önce uygulanan seçim sistemlerinin demokratik olması ve pek tabi ki ülkenin yararı ön planda olması gerekmektedir. Ülkemizde çok partili dönemden bu yana çok sayıda seçim sistemleri denenmiştir. Ya her seçimde yeni kanunlara gidilmiş ya da bir önce uygulanan kanunda çeşitli değişiklikler yapılmıştır. Bu tür bir uygulama ise demokratik siyaset açısından sakınca göstermektedir. Temsilde Adalet ve Yönetimde istikrar ilkeleri ise günümüzde birçok siyasi tartışmaların sebebi olmuştur. Anayasamızın 67. Maddesinde seçim kanunlarının bu iki ilkeyi bağdaştıracak biçimde düzenlenmesi gerektiği vurgulanmaktadır. Ancak bir seçim sisteminde bu ilkelerin bağdaştırılmasını sağlamak her zaman mümkün olmamaktadır. Keza ülkemizde uygulanan seçim sistemlerinde çoğunlukla bu ilkelerden biri ön plandayken diğeri arka plana itilmektedir. Aynı zamanda hükümetlerin ekonomik performansı seçmenler açısından önem arz etmektedir. Bu nedenledir ki hükümetler çoğunlukla iktidara gelmek için seçim öncesi seçmenlerin yararına birçok ekonomik düzenlemeler yapmakta, halk için kısa dönemde genişletici politikalarla refah oluşturmaktadır. Ancak seçim öncesi yapılan bu uygulamalar seçim sonrası uzun vadede ekonomide birçok olumsuzluk yaratmaktadır. ; Democratic participation and selection concepts in our country has been one of the issues highlighted recently. Electoral systems, provide information on the implementation of the democratic process of elections. Everything democratize the electoral system applied before and the benefit of many countries, of course, must be at the forefront. Our country has been tested a number of electoral systems since the multiparty period. Or go to the new law has been in every election or have made several changes to the law that applied before. Likewise, the selection system implemented in our country is mostly one of these principles in the foreground while the other is pushed into the background. At the same time the economic performance of the government is important in terms of voters. This is why governments often make many economic regulations for the benefit of voters before the elections to come to power, constitute prosperity for people with expansionary policies in the short term. But after the election before the application process has long made the choice to create many adversities in the economy.

Türk siyasal hayatı her ne kadar sürekli istikrarsızlıklar ve ekonomik dalgalanmalar ile anılsa da kısa sayılabilecek bir süre içerisinde oldukça fazla tecrübe kazanmış olduğu değerlendirilmiştir. Birçok parti ve seçim sistemlerinin denendiği, tek parti hükümeti ve koalisyon hükümeti dönemlerinin birden fazla örneği ile zenginleşmiş bir siyasal hayata sahip olmak aslında ülke menfaatleri açısından oldukça değerlidir. Ancak baskı gruplarının çeşitli müdahalelerine şahit olunmasının ve neredeyse her on yılda bir askeri darbe veya müdahalelerin gerçekleşmesinin demokrasinin siyasal zeminde gelişmesini engellemesine ve yukarıda bahsedilen zenginliğin karşılığının tam olarak alınamamasına neden olduğu söylenebilir. Türkiye'de çok partili hayatın 1950'den itibaren başladığını ifade etmek yanlış olmaz. Bu kapsamda yaklaşık yetmiş yıllık bir tecrübenin gerek yazılan tezlerde gerekse bilimsel makalelerde hak ettiği kadar yer almadığı tespit edilmiştir. Bu maksatla kaleme alınan bu çalışmada 1950-2015 yılları arasındaki seçimler ele alınmış olup kurulan tek parti ve koalisyon hükümetlerinin siyasi ve ekonomik istikrarı incelenmiştir. Elde edilen sonuçlardan sürdürülebilir siyaset konusunda bir analiz yapılmaya çalışılmıştır. Bu anlamda çalışmada; büyüme, enflasyon, işsizlik gibi istikrar temelli ekonomi tanımlamalarının yanında demokrasi, katılım kültürü, çoğulculuk ve siyaset ahlâkı üzerinden sürdürülebilirliğin önemi ortaya koymaya çalışılmıştır. ; Turkish political life has been assessed as having gained considerable experience in a short period of time, although it is constantly referred to instability and economic fluctuations. Having tried many party systems and electoral systems, having a political life enriched by single-party governments and multiple instances of coalition government periods, is in fact very valuable for the country's interests. At this point, the various interventions of the pressure groups have also been witnessed. Almost in every decade, military coups or interventions have prevented democracy from developing on the political horizon and have caused the failure of the mentioned wealth to be fully taken. It would not be wrong to say that the multi party political life in Turkey started from 1950. In this context, it has been determined that an expert of almost seventy years does not have enough scientific articles to be written in subject. In this study, the elections between 1950 and 2015 were considered and the political and economic stability of the single party and coalition governments established was investigated. From the results obtained, a definition of sustainable politics has been tried to be made. In this sense, based on economy definitions such as growth, inflation, and unemployment have sought to demonstrate the importance of sustainability through democracy, participation culture, pluralism and political morality.

Ülkeler içinde bulundukları koşullara, toplumsal ve siyasi yapıya, siyasilerin tercihlerine göre farklı seçim sistemleri uygulamakta, hatta farklı sistemleri kendilerine göre uyarlayarak yepyeni ve özgün sistemler oluşturabilmektedir. Uygulanan sisteme bağlı olarak seçmenlerin verdikleri oylar dağıtılmakta ve parlamentoda belli bir süre için görev yapacak temsilciler belirlenmektedir. Seçim sistemleri yöneten ve yönetilen arasındaki karşılıklı ilişkiyi ve bu ilişkinin temel prensiplerini ortaya koyan iyi bir yönetişimin kurgulanması için de belirleyicidir. İyi yönetişim anlayışı üzerinde şekillenmiş bir yönetim anlayışı için ise mümkün olan en geniş katılımla yapılan demokratik seçimlere ve seçmen iradesinin çıkan sonuçlara tarafsız şekilde yansıyabildiği seçim sistemlerine ihtiyaç duyulmaktadır. Bu çalışmada Avustralya'da uygulanan, ülkeye özgü seçim sistemi iyi yönetişim ilkeleri ve özellikle de katılım boyutu doğrultusunda ele alınmıştır. Sistem bir yandan bütün oyların sonucu etkileyebilmesi sebebiyle seçmenlerin demokratik katılımını teşvik ederken, bir yandan da adayların hesap verebilirliğini, etkileşime açık ve etkin politik söylemler geliştirmesini sağlamaktadır. Avustralya'da uygulanan seçim sisteminin seçmen ve aday arasında kurduğu bu karşılıklı etkileşim sayesinde yönetimde katılım, hesap verilebilirlik, sorumluluk, tarafsızlık gibi iyi yönetişim prensipleri de yerine getirilmektedir. Çalışmada iyi yönetişim bağlamında Avustralya seçim sistemi 2 Temmuz 2016 tarihli son Federal seçim sonuçları üzerinden bazı eyalet ve bölgeler örnek verilerek incelenmiştir. ; Countries can implement different electoral systems according to their social structures, political conditions and preferences of politicians. They can even create new and original systems by adapting different systems to themselves. Depending on the system implemented, the votes are distributed and the representatives who will serve in parliament for a certain period of time are determined. The electoral system is also determinative for the creation of a good governance that establishes the mutual relationship between the ruling and the electorate and the basic principles of this relationship. For a political administration shaped on a good governance network, there is a need for a system of elections in which a broad participatory democratic election and the will of voters can be reflected in an impartial manner. In this study, the country-specific electoral system implemented in Australia was addressed in terms of good governance principles, and in particular the dimension of participation. While the system encourages democratic participation of voters because all voters can influence the outcome of the votes on the one hand, it provides the candidates' accountability and the development of clear and effective political discourse. By the mutual interaction between the electorate and the candidate in the electoral system implemented in Australia, good governance principles such as participation, accountability, accountability and impartiality in management are also fulfilled. In this study, in the context of good governance, the Australian electoral system was examined by examining some states and territories over the results of the latest federal elections of 2 July 2016.

ÖZETDemokrasiyi, tarihsel bağlamıyla mercek altına aldığımızda halkın doğrudan karar alma sürecine katıldığı ve iradesini doğrudan yansıttığı bir sistemle/modelle karşılaşırız. Zira demokrasi dediğimiz olgu, en baskın haliyle bu model üzerinde vücut bulmuştur. Fakat tarihsel mecrası içerisinde ortaya çıkan ulus-devlet paradigmasıyla, nüfus hareketlerinde artış yaşanmış ve bunu coğrafik sınırların genişlemesi takip etmiştir. Tam da bu noktada doğrudan demokrasi olgusu, değişen sürecin koşullarına cevap verememiş ve model, işlevini büyük ölçüde yitirmiştir. Onun yerine, ulus-devlet paradigmasına uyumlu ve çağın gereklerine cevap verebilen temsili demokrasi modeli ortaya çıkmıştır.Temsili demokrasilerde halk, karar alma sürecine doğrudan değil; ancak seçimler yolu ile katılabilmektedir. Tam da bu noktada ülkemizin demokratik devlet niteliğini zedeleyen % 10 ülke seçim barajı, halkın seçme ve seçilme hakkına getirilmiş bir sınırlama olarak karşımıza çıkmaktadır. Bu çalışmada, % 10 ülke seçim barajı ele alınmıştır. Bu bağlamda çalışmamızda öncelikle demokrasi kavramı, demokratik seçim kavramı ve seçim sistemleri ele alınmıştır. Daha sonrasında seçim barajı, genel olarak işlendikten sonra ülkemizde uygulanan % 10 ülke seçim barajının anayasal ve yasal dayanakları incelenmiştir. Ayrıca seçim barajlarının seçmen davranışları üzerindeki etkileri çerçevesinde ülkemiz pratiğinde % 10 ülke seçim barajının seçmen davranışları üzerindeki etkileri de ele alınmıştır. Sonrasında 1987-2011 milletvekili genel seçim sonuçları ışığında, ilgili dönemlerde oluşan aşkın ve eksik temsil durumları belirlenerek TBMM'nin temsil sorununa değinilmiş, % 10 ülke seçim barajı ile ilgili TC. Anayasa Mahkemesi ve Avrupa İnsan Hakları Mahkemesi tarafından verilen kararlar irdelenmiştir.Sonuç olarak, % 10 ülke seçim barajı olgusu hakkında genel bir değerlendirme yapılarak bu olgudan kaynaklı ortaya çıkan sorunlara çözüm önerileri sunulmuştur.Anahtar Kelimeler: Temsili demokrasi, seçim, seçim sistemleri, seçim barajı, % 10 ülke seçim barajı.ABSTRACTShould the democracy be analyzed through a historical perspective, one can understand that the democracy is a system/model, in which the people participates in decision-making process directly and demonstrates a free will. After all, the phenomenon "democracy" has come into being from this system. With the rise of the paradigm "nation state", however, an increase in population was observed and this increase led to geographical expansion. At this point, direct democracy could not respond to changing circumstances and lost most of its actual functions. The model "representative democracy" occurred as a result. This new model was very suitable for the nation-state understanding.At representative democracies people do not attend the decision-making process directly; instead they elect the candidates who make decisions for them. From this point of view, 10% election threshold has been damaging our country's democratic state feature. This is also a restrictive measure to suffrage.In this study the 10% election threshold is examined. In this respect, the terms like "democracy", "democratic elections", and "electoral systems" are analyzed. Afterwards legal and constitutional grounds of 10% threshold are inspected. The effects of threshold over voting behavior are also taken into consideration during the work. In the light of election results in the time period 1987-2011, the issue of representation in the Parliament (Grand National Assembly of Turkey) is pointed. Verdicts and decisions taken by the Constitutional Court of Turkey and the European Court of Human Rights are scrutinized.Finally, a general assessment regarding the 10% election threshold is made and some solutions to the issues caused by threshold are presented.Key Words: Representative democracy, election, electoral systems, election threshold, 10% election threshold.

ÖZTÜRKİYE'DE POLİTİK AKTÖR VE KURUMLARIN KAMU HARCAMALARINA ETKİSİ (1950-2010)Politik aktör ve kurumların siyasal karar alma sürecindeki işlevlerinin, davranış biçimlerinin bilinmesi, ekonomik istikrar ve adil gelir dağılımı koşullarını oluşturacak bütçe programlarının hazırlanması açısından önem arz etmektedir. Bu çalışmada Türkiye'de, bütçe sürecinde rol alan politik aktör ve kurumsal faktörlerin kamu harcamalarına etkileri çeşitli yöntemler ile ele alınmıştır. Türkiye'de siyasal sistemi oluşturan, siyasal partilerin ideolojilerinin ve stratejilerinin, seçmenlerin sosyo-ekonomik farklılıklarının, yasama organının yapısının ve alt kurumlarının, seçim sistemlerinin, bürokrasinin, Türk Silahlı Kuvvetleri'nin, yurtiçi ve uluslararası ekonomik gelişmelerin bütçe sürecini nasıl etkilediği ve kamu harcamalarına yansımaları incelenmiştir. Çalışmada 1950-2010 yılları arasındaki kamu harcamaları verileri kullanılarak çeşitli istatistiksel ve ekonometrik yöntemler ile analizler yapılmıştır. Politik değişkenlerin ve kurumsal düzenlemelerin kamu harcamalarının toplamı ve bileşenleri üzerinde kısa ve uzun vadede etkili olduğu sonucuna ulaşılmıştır. ABSTRACTTHE EFFECTS OF POLITICAL ACTOR AND INSTITUTIONS ON GOVERNMENT EXPENDITURE IN TURKEY (1950-2010)To prepare budget programs that ensure the conditions of economic stability and fair income distribution, having knowledge about the functions and the behavior patterns of political actors and institutions in political decision-making process is important. In this study, the effects of political actors and institutional factors playing a role in the budget process on government expenditure in Turkey are examined by various methods. It is investigated how ideologies and strategies of political parties forming the political system, socio-economic differences of voters, the structure and sub-institutions of legislative organ, electoral systems, bureaucracy, Turkish Armed Forces, domestic and international economic developments affect the budget process. Also their reflections on government expenditure are included. In this study, using government expenditure data between 1950 and 2010, analyses are carried out through various statistical and econometric methods. The results show that political variables and institutional arrangements affect government expenditure and its components in both short and long term.

Bu çalışmasının amacı, Türkiye'de parlamenter sistem'e yapılan eleştiriler ışığında, Türkiye demokrasi tarihinde Başkanlık Sistemi'nin yönetim istikrarı açısından incelenmesidir. Çalışmanın yöntemi derleme olup, bu konuda bilimsel kitap, makale, dergi v.b. materyaller kullanılmıştır. Çalışma beş bölümden oluşmaktadır: Birinci bölümde; siyasal rejimler hakkında genel eğilimler, siyasal rejimlerin bugünkü durumu ile Türkiye'de siyasal rejim sorunu, ikinci bölümde; Başkanlık Sistemi'nin ortaya çıkışı, sert kuvvetler ayrılığı, yürütme organının hegemonyası ile Latin Amerika Devletlerinde Başkanlık Hükümeti Sistemi, üçüncü bölümde; Başkanlık Sisteminin organları hakkında bilgi ve aralarındaki ilişki, dördüncü bölümde; Başkanlık Sistemindeki güçlükler, çözümler ve öneriler, son bölümde ise Türkiye için Başkanlık Sistemi'nin faydaları, sakıncaları ve analizi yapılmıştır. Demokratik sistemlerde sistem tıkanıklığı seçim yoluyla giderilmektedir. Aksi takdirde politik, sosyolojik, iktisadi ve kültürel çatışmalar beraberinde askeri darbelerle sonuçlanabilir, Türkiye'de demokratik sistem, askeri darbe ve muhtıralar ile sekteye uğrayabilmektedir. Bu tür sorunlar beraberinde devlet erklerinin etkinliğini sorgular hale getirmektedir. Çalışmamızda parlamenter ve başkanlık sisteminin uygulandığı ülkeler baz alınarak Türkiye için getireceği çözümler ele alınmaya çalışılmış, ayrıca konuyu daha iyi kavrayabilmek açısından Osmanlı İmparatorluğunun son dönemlerine rastlayan Birinci Meşrutiyetten 1982 anayasasına kadar geçen dönemler de değerlendirilmiştir. ; The purpose of this study, the Parliamentary System in Turkey in the light of the criticism, History of Democracy in Turkey to investigate the stability of the Presidential Management System. Work consists of five sections: First, about the general trends in political regimes, political regimes, the current status of the problem and Turkey Political Regime, secondly, the emergence of the Presidential System, Hard Separation of Powers, the executive Presidential Hegemony and the Latin American States Government System, Third, the Presidential information about the system and relationship between the organs, Fourth, Presidential system challenges, solutions and recommendations, the last chapter for the Presidential system in Turkey benefits, drawbacks, and analysis was performed. Solved through democratic electoral systems, the system congestion. Otherwise, political, sociological, economic and cultural conflicts can result with military coups, the democratic system in Turkey, they are subject to a standstill by a military coup, and memorandums. This makes the kind of problems with it queries the effectiveness of state powers. Parliamentary and Presidential System applied on the basis of study for Turkey, countries tried to bring solutions to handle it, as well as better understand this topic in the last periods of the Ottoman Empire until the 1982 constitution, which coincided with periods of the First Constitutional Monarchy was also evaluated.

ÖZPost-Sovyet Kazakistan, Kırgızistan ve Özbekistan'da Siyasal Konsolidasyon ve Mobilizasyon Örüntüleri adını taşıyan elinizdeki tez çalışması Sovyet sonrası dönem Orta Asya'sındaki yeni siyasal ve toplumsal yapıyı anlama çabasının bir parçasıdır. Siyasal ve toplumsal yapıyı açıklamada egemenlik ilişkileri alanına özel bir önem atfedilmektedir. Bu çerçevede çalışmanın kısa bir başlıkla "Orta Asya'da hegemonya ve iktidar olarak" adlandırılması da mümkündür. Yeni rejimlerin toplum nezdinde, rıza ve baskı araçlarını bir arada kullanılarak nasıl bir yerleşiklik kazandığı, ideolojik ve kurumsal düzeyde nasıl konsolide edildiği, Kazakistan Kırgızistan ve Özbekistan örnekleri üzerinden değerlendirilmektedir. Türkiye dahil altı ülkede yürütülen araştırma ve saha çalışmalarına yaslanan çalışma karşılaştırmalı bir bölge çalışmasıdır. Tezin sorularına yanıt üretme çabasında disiplinlerarası bir yaklaşımla, siyaset bilimi, siyaset sosyolojisi, antropoloji, tarih ve uluslararası ilişkiler disiplinlerinin yöntem ve yaklaşımlarından yaralanılmıştır. Çalışmanın kuramsal geri planında ise Gramsci'nin hegemonya teorisinin özel bir ağırlığı vardır. Araştırmada sözkonusu üç ülkedeki siyasal konsolidasyon örüntülerinin ideolojik, kurumsal ve toplumsal dayanakları hegemonya-iktidar-toplum üçgeninde ele alınıyor. Bu çerçevede anayasal mimari, siyasal partiler ve seçim sistemlerinin himayeci-kliental ilişkilerle nasıl eklemlendiği gösterilmeye çalışılmaktadır.Çalışmanın şu dört soru etrafında özetlenmesi mümkündür: Egemenlik ilişkilerinin çözümlenmesinde tarih ve sosyal çevrenin yeri; Siyasal konsolidasyon ve mobilizasyon olgusunu açıklamada kilit kavramlar neler olduğu; Mevcut siyasal rejimlerde siyasal konsolidasyon örüntüsünün ana öğelerinin neler olduğu ve son olarak siyasal konsolidasyonun sınırları, hegemonya karşısındaki direnç odakları ve siyasal değişimin aktör ve dinamikleri neler olduğu sorularına yanıt aranmaktadır. ABSTRACT "In this thesis, it is aimed at understanding the emerging patterns of society and politics in Post-Soviet Central Asia. In understanding the social and political structure, special attention is paid to the sphere of power relations. With regard to this main aspect the thesis could also be titled as "hegemony and power in Central Asia". New regimes' consolidation at ideological and institutional levels, are evaluated through an analysis of how the power used repressive state apparatuses together with the ideological apparatuses in each of the above mentioned countries.The thesis is a comparative one based on field researches conducted in six countries, including Russian Federation, UK, Turkey, Kazakhstan, Kyrgyzstan and Uzbekistan. In search for answers to the questions of the research, different methods from the disciplines of politics, political sociology, anthropology, history and international relations are used within an interdisciplinary approach. At the background of the theoretical construction of the thesis lies the Gramscian theory of hegemony. Ideological, social and institutional pillars of the consolidation patterns in three of these Central Asian states are evaluated from the prism of hegemony-power-society relations. With regard to this framework, it is tried to explore and explain how constitutional designs, political party systems and electoral systems of these countries are combined with the clientalistic networks of political patronage.The overall content of the thesis could be summarized in the following four points: The role of the historical background and social structure in the analysis of power relations; the key concepts in explaining the consolidation and mobilization patterns; the fundamental elements of the consolidation and mobilization patterns; and finally, the limits of hegemony, challenges to hegemony.

Online seçim sistemlerinin sunduğu avantajlar göz önüne alındığında, güvenli bir online seçim sisteminin yapılabilmesi birçok ülke ve organizasyon için çok önemlidir. Bu seçim sistemlerini kökünden değiştirebilecek ve hatta demokrasinin gelişmesine katkıda bulunabilecek bir yaklaşımdır. Blokzinciri tabanlı günümüze kadar öne sürülmüş seçim sistemlerini incelenerek, bunların avantajları ve dezavantajları ortaya koyulmuştur. Pratikte kullanılabilecek bir oy verme sistemin genel yapısı çıkarılmıştır. Ayrıca önerilen sistemin çalışan bir modeli uygulama olarak geliştirilmiştir. ; Given the advantages offered by online selection systems, the ability to make a secure online selection system is very important for many countries and organizations. This is an approach that can change the electoral system from the root and even contribute to the development of democracy. The advantages and disadvantages of the election systems that have been put forward as much as the day-to-day problems of blockchain are examined. The general structure of a voting system that can be used in practice has been removed. In addition, a working model of the proposed system has been developed as an application.

Modern dünyada demokrasi, bir temsil sorunu ve krizi yaşamaktadır. Temsil sorununu aşmanın yolu parlamenter demokrasinin açmazlarını gidererek, doğrudan demokrasiye mümkün olduğu ölçüde yaklaşabilmektir. Bu süreçte, fazlasıyla profesyonelleşen-kurumsallaşan partilerin etkisinin yumuşatıldığı, adayların öne çıktığı, [bağımsız] aday odaklı bir politik yapı temsil krizinin aşılarak daha demokratik bir yapının oluşması için zaruridir. Bu çerçevede bu çalışma, bir dizi iddia, öneri ve öngörü ortaya koymaktadır. Çalışmanın temel iddiası [bağımsız] aday-odaklı bir politik sistem, (etnisite, mezhep v.b. referanslardan kaynaklı) blok halinde oy verme gibi handikapları barındırabileceğinden demokrasiye illa ki katkı sağlamasa bile; [bağımsız] adaylığa kapalı bir politik sistemin temsile ve demokrasiye aykırı olarak değerlendirilmesi gerekeceği muhakkaktır. Böylece aday-merkezli politik sistemlerin, temsil krizinin aşılması ve demokrasinin pekişmesi yolunda oldukça önemli olduğu iddia edilmektedir. Çalışmada aday merkezli politik sistemlerin öne çıkarılabilmesi adına bir dizi öneri dile getirilmektedir. Bu bağlamda ülkelerin siyasal sisteminin aday odaklı politik sistemleri işletecek hukuki ve yasal altyapıya sahip olması; seçim sisteminin ise, ekonomik açıdan güçlü, örgütsel bakımdan üstün partilere karşı bağımsız adayların eşit ve adil koşullarda rekabet edebilecek hale getirilmesi gerekmektedir. Ayrıca, çalışma da zamanla, eğitim, kentleşme ve bireyselleşmedeki artışla, bağımsız adaylığa ilişkin önemli bir sorun olarak görülebilecek olan blok halinde etnosantrik oy verme davranışının azalma eğimine girebileceği öngörülmüştür. ; Democracy in the modern world is faced with a crisis and problem of representation. The path to overcome the problem of representation is to be able to approach direct democracy insofar as possible by eliminating the dilemma of parliamentary democracy. In this process, a (independent) candidate-centered political structure where the impact of the parties too professionalized-institutionalized is softened and candidates come to the fore is essential for the formation of a more democratic structure overcoming the crisis of representation. Within this context, in this study, a series of allegations, suggestions and predictions are put forward: The main claim of the study is the need to regard a political system closed to (independent) independent candidacy as contrary to democracy and representation even though (independent) a candidate-centered political system makes necessarily no contribution to democracy as including handicaps such as block voting. Thus, candidate-centered political systems are claimed to be highly important in terms of overcoming the problem of representation and consolidating democracy. In the study, a series of suggestions are mentioned to put forward candidate-centered political systems. In this regard, it is necessary that the political system of countries have legal infrastructure to function candidate-centered political systems, and that electoral system allows independent candidates to be able to compete in equal and fair conditions against the parties economically strong and superior in terms of organization. Furthermore, in the study, it has been predicted that ethnocentric block voting behavior that could be seen as a major problem for independent candidates will tend to decline with the increase in education, urbanization and individualization in course of time.

ÖZETCumhuriyet'in ilan edilmesi ile gerçekleşmeye başlayan siyasal reform programları demokrasinin işlerliğinin kazanılması adına çok partili siyasal hayatı zorunlu kılmıştır. Ancak demokrasi için zorunlu olan bu durum toplumsal ve siyasal ortamda yenileşme hareketlerine elverişli ortamın oluşmaması yüzünden ertelenmiştir. II. Dünya Savaşı'nın ardından otoriter ve totaliter rejimlerin arka planda kalması ve buna bağlı olarak demokrasi kavramının öneminin artması birçok devlet gibi Türkiye Cumhuriyeti siyasal hayatı içinde büyük bir değişime neden olmuştur. Dünya siyasetindeki değişen bu konjonktür ile daha önce çok partili siyaseti Terakkiperver Cumhuriyet Fırkası ve Serbest Cumhuriyet Fırkası ile iki kez tecrübe eden ancak olumsuz bir sonuç ile karşılaşan Türk siyasetinde yeni adımların atılmasına neden olmuştur. Üçüncü çok partili siyasal hayat tecrübesi 1945 senesinde kurulan Milli Kalkınma Partisi ile olmuştur. Ancak dönem şartları ile tam mana ile ülke çapında örgütlenemeyen bu parti, Türk siyasetindeki muhalefet boşluğunu kapatamamıştır. However, this situation, which is necessary for democracy, has been postponed due to the lack of an environment conducive to social and Political Renewal movements. After World War II, the authoritarian and totalitarian regimes remained in the background and consequently the importance of the concept of democracy has led to a major change in the political life of the Republic of Turkey, like many other states. With this changing conjuncture in world politics, Turkish politics, which had been experienced twice with the progressive Republican Party and the Free Republican Party but faced with a negative result, had led to the new steps taken in. The third multi-party-political life experience was with the National Development Party established in 1945. However, this party, which could not be fully organized because of the conditions of the period, could not have closed the gap of opposition in Turkish politics. During this period, the Democratic Party, established in 1946, filled the gap of the opposition. Four years after its foundation, the Democratic Party, which was elected from the seat of the opposition in the general elections on May 14, 1950, became an important turning point in the name of Turkish politics in this context. The Democratic Party, which carried out the "White Revolution" with the 1950 elections and which was the ruling party for ten years, had also been a separate factor in the analysis of the general elections held between 1945 and 1960. The establishment of the Democratic Party, the actual start of multi-party-political life, the general elections held between 1945 and 1960, the electoral system applied in these elections, and the parliamentary election law in force in this period constitute a major infrastructure in terms of the position, function and continuity of democracy in Turkish political life. In this context, the central focus of the study was the elections held between 1945 and 1960 and the election systems that are being implemented in these elections. In this process, the majority voting system data and proportional representation election system analysis were compared and the impact of these results on political parties were discussed.

Demokratik sistemlerde seçimin önemi ve yeri tartışılmaz bir gerçektir. Seçimler ile halk kendisini yönetecek kişileri seçmektedir. Seçim yarışına giren adaylar herhangi bir siyasi partinin adayı ya da bağımsız aday olabilirler. 13 Mart 2018 tarihinde yapılan yasa değişikliğine kadar yapılan bütün seçimlerde siyasi partilerin seçim sürecinde yasa gereği ittifak yapmaları yasaktı. Yapılan yasa değişikliğiyle seçim ittifaklarının önündeki engeller kaldırılarak, siyasi partilerin seçimlerden önce ittifak yapmalarının önü açılmıştır. Dolayısıyla seçim ittifakları seçim sonuçlarını etkileyen önemli bir unsur haline gelmiştir. Seçim ittifakı birden fazla partinin seçimlerden önce veya seçim sırasında kalıcı ya da geçici güç, iş ya da eylem birliği yapması şeklinde tanımlanmaktadır. Seçim ittifaklarının seçim öncesi ittifaklar ve seçim sonrası ittifaklar türlerinin dünyada birçok örneği bulunmaktadır. Ülkemizde ise resmi olarak seçim ittifaklarıyla ilk kez 24 Haziran 2018 seçimlerinde karşılaşılmıştır. Yasa değişikliği sonrasında Türkiye'de yapılan seçimlerde ittifakların seçim sonuçlarına olan etkisi bu çalışmada kapsamlı bir şekilde ele alınmıştır. Bu çalışma ile seçim ittifaklarının bölgeler ve iller bazında siyasi partilerin oy dağılımı üzerinde önemli bir etkisinin olduğu belirlenmiştir. Seçim ittifakının, oy oranı yüksek olan AK Parti ve CHP gibi siyasi partiler üzerindeki etkisinin daha düşük olduğu; baraj altında kalan İYİ Parti, SP ve BBP ve oy oranı düşük olan MHP gibi siyasi partiler üzerinde ise olumlu etkisinin daha fazla olduğu görülmüştür. Bu durum küçük partilere siyasi çizgilerine yakın olan ve baraj sorunu olmayan partiler ile pazarlık masasına oturma fırsatını sunmaktadır. HDP ise ittifaklardan bağımsız olarak girdiği son seçimlerde önceki seçimlere göre oy sayısını arttırmıştır. Ayrıca seçim ittifakları tüm siyasi partilere mecliste temsil edilme fırsatını da sunmaktadır. Seçim ittifakları Türk siyaset tarihine katkı sağlayarak siyasi partiler arasında yaşanan oy geçişlerini kolaylaştırmaktadır. Sonuç olarak siyasi partiler olanaklarını ve güçlerini bir araya getirerek yalnız başlarına ulaşamayacakları siyasi hedeflerine seçim ittifakları ile ulaşma şansı yakalamıştır. Seçim ittifakları hükümetlerin kurulmasında, meclisteki sandalye sayısının belirlenmesinde ve diğer siyasi süreçlerde siyasi partilerin aktif olmalarına olanak sağlamaktadır. Türkiye'nin kozmopolitik nüfus yapısı göz önünde bulundurulduğunda farklı siyasi partilerin ve bu partileri destekleyen farklı kitlelerin olduğu söylenebilir. Dolayısıyla seçim ittifakları farklı etnik yapıda ve inançtaki siyasal görüşlerin bir araya gelmesine de imkân sağlamıştır. Seçimlere katılım oranı 2015 yılında .6 iken, 2018 yılında ise .37 olarak gerçekleşmiştir. Seçimlere katılım oranında %0.77 birimlik artış, ittifaklara dâhil olan küçük siyasi partilerin mecliste temsil edilme şansının olacağı ümidiyle söz konusu partilerin seçmenlerinin sandığa gitmelerinden kaynaklanmaktadır. Dolayısıyla seçim ittifakları ülkemizde seçimlere katılım noktasında da önemli katkı sağlamıştır. With the elections, the people choose the people who will manage itself. Candidates entering the election race can enter to the elections as candidates for any political party or as independent candidates. Till the elections held until March 13, 2018, political parties were forbidden to make alliances in the election process, but with the amendment made on this date, the obstacle to the election alliance was removed and the way for political parties to make alliances before the elections was opened. So, the election alliances have been an important issue affecting the election results. The election alliance is defined as the fact that more than one party cooperates with permanent or temporary power, work or action before or during elections. There are many examples of the election alliances in the world, before and after the election. In Turkey, official election alliances were applied in the June 24, 2018 elections, the first time. In the elections after the amendment of the law, the effect of the alliances on the election results is comprehensively discussed in this study. By the study, it was determined that the election alliances had a significant effect on the distribution of votes of political parties on the basis of regions and provinces. HDP increased the number of votes compared to previous elections in the last elections it entered independently from alliances. It was observed that the election alliance had a lower impact on political parties such as the AK Party and the CHP which had a high voting rates, and had a positive effect on the political parties such as the IYI Party, the SP and the BBP that under the election threshold and the MHP with a low voting rate. This gives small parties the opportunity to sit at the bargaining table with parties that are close to their political lines and have no election threshold problems Election alliances also offer to all political parties the opportunity to be represented in parliament. Election alliances contribute to the history of Turkish politics and facilitate voting transitions among political parties. As a result, by bringing together the possibilities and powers, political parties have the chance to reach their political goals, which they could not reach alone, through election alliances. Election alliances enable political parties to be active in establishing governments, determining the number of seats in parliament, and other political processes. It can be said that there are different political parties and different fans who support these parties, when considering Turkey's cosmopolitan population structure. Therefore, the election alliances also allow to come together political views which different ethnicities and beliefs. While the rate of participation in the elections was 86.6% in 2015, it was 87.37% in 2018. The 0.77% increase in the participation rate is due to the small political parties' voters going to the polls. Because with the participation of these parties in the alliances, also the hope of party fans to be represented in the parliament will increase. Thus, electoral alliances have provided important contributions also to participation in the elections in Turkey. Key Words: Election Alliance, Political Parties, Statistical Analyses
