This article shows the chances of electoral success for local Executive Branch based on the profile of candidates and elected candidates. The results of the municipal elections of 2000, 2004, 2008, 2012 and 2016 were analyzed concentrating on the characteristics sex, age, schooling, and occupation in order to observe the influence of these characteristics in the profile of the elected mayors in the last five elections. The methodology involved documentary and bibliographic research. Data available from the Supreme Electoral Court were analyzed using the chi-square test and logistic regression. The analysis considered Bourdieu's theory of field and political capital (2011). The results show evidence that the candidate's sex and occupation are decisive influencing factors, with a decrease in chances of electoral success for male candidates or candidates of a political career in the elections of 2012 and 2016. ; El artículo estudia las posibilidades de éxito electoral del Poder Ejecutivo local basado en la evolución del perfil de candidatos y elegidos. Se analizaron los resultados de las elecciones municipales ocurridas en 2000, 2004, 2008, 2012 y 2016 según sexo, edad, escolaridad y ocupación que revelasen factores de influencia para el perfil de los alcaldes victoriosos. La metodología incluyó investigación documental y bibliográfica. Con base en la teoría de campo y capital político de Bourdieu (2011), se analizaron datos proporcionados por el Tribunal Superior Electoral mediante la prueba de chi-cuadrado y de regresión logística. Los resultados indicaron el sexo y la ocupación declarada como factores de influencia determinantes en el perfil de los elegidos. A metodologia envolveu pesquisa documental e bibliográfica. Tendo como base teoria de campo e capital político de Bourdieu (2011), foram analisados dados disponibilizados pelo Tribunal Superior Eleitoral mediante teste do qui-quadrado e de regressão logística. Os resultados indicaram o sexo e a ocupação declarada como fatores de influência determinantes no perfil dos eleitos. Observou-se diminuição das chances de sucesso eleitoral de candidatos do sexo masculino ou oriundos de carreira política nas eleições ocorridas em 2012 e em 2016.

The economic literature has discussed the effects of public spending on the probability of re-election, pointing out that voters tend to evaluate the performance of politics based on the pre-election period (political myopia). In this context, this study investigates the influence of public investments on the re-election of municipal mayors in the state of Espírito Santo, Brazil, between 2001 and 2012. Using Logistic regression, we find that voters from the State of Espírito Santo, in general, reward the mayors who promote increments related to public investment in the period surrounding the elections, which is consistent with results in the political cycles and electoral behavior literature, although no empirical evidence was found that those voters are conservative in a fiscal perspective. ; La literatura económica ha discutido los efectos del gasto público sobre las posibilidades de reelección de los gobernantes, y señaló que los votantes tienden a evaluar el desempeño de los políticos en función de su rendimiento en el período pre-electoral (miopía política). En este contexto, este trabajo investiga la influencia de la inversión pública sobre la reelección de los alcaldes de los municipios en el estado de Espírito Santo, entre 2001 y 2012. A través de la metodología de regresión logística, los resultados sugieren que los votantes del Espírito Santo en general recompensan a los alcaldes que promueven incrementos en la inversión pública en el periodo cercano a las elecciones, que parece consistente con la literatura más reciente de los ciclos políticos y comportamiento electoral, aunque no había ninguna evidencia empírica de que los votantes son conservadores en el punto de vista fiscal. ; A literatura econômica tem debatido os efeitos dos gastos públicos sobre as chances de recondução dos governantes, apontando que os eleitores tendem a avaliar com um maior peso a performance dos políticos tendo por base seu desempenho no período pré-eleitoral (miopia política). Nesse contexto, este trabalho investiga a influência dos investimentos públicos sobre a recondução dos prefeitos dos municípios do estado do Espírito Santo, entre 2001 e 2012. Por meio da metodologia de regressão logística, os resultados sugerem que os eleitores capixabas, de modo geral, premiam os prefeitos que promovem incrementos relativos de investimentos públicos no período próximo às eleições, o que se mostra consistente com a literatura mais recente de ciclos políticos e de comportamento elei­toral, embora não tenha havido a comprovação empírica de que os eleitores sejam conservadores sob a ótica fiscal.

Elections represent the central participatory moment in liberal democracy. By voting in elections, voters provide political legitimacy to the political elite to take decisions for the whole society. The result is the centralisation of power in the elite and the submission of wider society. Such an outcome is one of the limits of representative democracy and corresponds to what is here defined as 'political-colonialism'. In order to 'democratise democracy', which include the combination of representative democracy with participatory practices, decentralisation may be a method able to counteract to politicalcolonialism by providing space for power and leadership sharing and by increasing social participation in the political sphere. The Mahatma Gandhi has developed a multicentre idea of democracy based on 700.000 Indian village republics. He used the word 'Swaraj' (self-rule) to characterise this model. The Aam Aadmi Party today advocates Swaraj for villages and cites. This paper aims at exploring the idea and existing empirical cases of Swaraj and decentralised democracy in India. ; As eleições representam o momento participativo central na democracia liberal. Ao votar nas eleições, os eleitores fornecem legitimidade política para a elite política de tomar decisões para toda a sociedade. O resultado é a centralização do poder na elite e a submissão da sociedade em geral. Tal resultado é um dos limites da democracia representativa e corresponde ao que é aqui definido como "colonialismo político". A fim de "democratizar a democracia", que incluem a combinação da democracia representativa com práticas participativas, a descentralização pode ser um método capaz de contrariar a o colonialismo politico, fornecendo espaço de poder e de partilha de liderança e aumentando a participação social na esfera política. O Mahatma Gandhi desenvolveu uma ideia multicêntrica de democracia baseada em 700.000 repúblicas indianas da aldeia. Ele usou a palavra 'Swaraj' (auto-governo) para caracterizar este modelo. O Aam Aadmi Party hoje defende Swaraj para as aldeias e as cidades. Este trabalho tem por objectivo explorar a ideia e os casos empíricos existente de Swaraj e democracia descentralizada na Índia.

English version available on: http://hdl.handle.net/10438/26229. ; In democratic elections, voting usually comprises two fundamental empowering aspects: electors vote for candidates because they agree with their projects and have a positive assessment of their background or party, and/or electors vote for candidates because of their charisma, honesty, and other values transmitted by candidates' own image (MUTZ, 2009). The dissemination of fake news affects both these motivations of a democratic vote. On one hand, the rational choice of projects and the assessment of candidates' background can be impaired by the overflow of possibly untrue information. On the other hand, untrue facts misrepresent the aforementioned features of candidates – either for or against their image. Besides, disseminating untrue information also reinforces ideological biases in each voter, because the evidence presented confirms ideas, values, and notions inherent to his/her points of view. 1 However, the fake news phenomenon cannot be fully understood based only on the false information element: the mode of dissemination is fundamental to determine the electoral impact. For that reason, social bots and real people share fake news in social media and communication applications such WhatsApp or even e-mail services. Social bots, when pretending to be real people sharing news and presenting opinions, have become a tool to generate a critic mass of sharing news in several online communication vehicles; consequently, they made some facts, either true or not, part of the mainstream narrative. This paper analyzes the causal impact of electoral competition on political selection, campaign funds, and performance in office. We use, for investigation, the 2012 Brazilian mayoral elections. To overcome potential endogeneity concerns and identify the causal effect, we adopt the empirical strategy proposed by Shaukat (2019), which adapts the traditional shift-share instrument to the electoral competition context. This approach explores aggregate changes in party popularity over time (at the national and state levels) to capture exogenous variation in electoral competition at the municipal level in Brazil. As main results, first, we find evidence that electoral competition favors the selection and election of older politicians, the election of women, of less wealthy candidates, and without any type of electoral incumbency (i.e., politicians who do not occupy, at the time of candidacy, an elective office). We consider these results a beneficial effect since electoral competition increases the electoral success of politician profiles underrepresented in the Brazilian political scenario. Second, we find robust evidence that electoral competition increases campaign financing and expenditures. We explain these results using the particular relevance of some channels, and we interpret them as a strategic allocation of resources by political agents. Finally, we find evidence that electoral competition increases the performance of the mayor in office, as measured by municipal performance indicators in terms of investment, education, personnel expenditures, and liquidity. Overall, our results highlight the relevance of electoral incentives in the behavior of political agents in Brazil. ; Este artigo analisa o impacto causal da competição eleitoral em seleção política, fundos de campanha e desempenho durante o mandato. Este artigo investiga o impacto da diversidade de denominações religiosas de cunho evangélico no nível municipal sobre a proporção de votos obtidos pelos deputados eleitos que representam esse grupo demográfico. Para alcançar tais propósitos, utilizamos dados demográficos e eleitorais, assim como relativos à composição da bancada evangélica no congresso para as eleições de 2014. Comparamos o efeito da diversidade confessional nos municípios entre dois grupos de deputados eleitos: evangélicos e não-evangélicos. Verificamos que quanto o maior número de igrejas evangélicas com representação no município, maior a proporção de votos obtida pelos deputados evangélicos. O controle do efeito da diversidade confessional no desempenho eleitoral pelos outros parlamentares também nos permitiu confirmar que o efeito observado era exclusivo de deputados evangélicos, não sendo reproduzido em outros representantes. Os resultados aportam evidências empíricas consistentes a favor da hipótese de que existe complementaridade entre denominações religiosas no que se refere ao voto.

Political violence can be defined as a form of violence that is subject to political power, whether it is to achieve power, whether to protest, or to eliminate a power and to maintain and sustain a given power. In this general sense, political violence can be separated from the natural meaning of violence, because the power of the center and the ventricle lies in virtually all forms of violence. In other words, violence can be attributed to a kind of physical force and pressure from an institution, an individual or a group over an institution, an individual or another group, in order to force that institution or individuals to do something contrary to their will. Hence, violence is always against desire, will and freedom, and somehow defines its limits. However, given the fact that the freedom of an individual can be precisely at the opposite point in the freedom of another person. By dividing the independent variables of research into 6 factors of religious discrimination, the use of non-native forces, the use of foreign media, participation in elections, political activity, and religious intolerance, it was observed that the impact of the dimensions of the use of foreign media, participation in Elections, political activity, and religious intolerance are meaningful in terms of political violence and can have an impact on the spread of political violence in the region. ; A violência política pode ser definida como uma forma de violência que está sujeita ao poder político, seja para alcançar o poder, seja para protestar, seja para eliminar um poder e manter e sustentar um determinado poder. Neste sentido geral, a violência política pode ser separada do significado natural da violência, porque o poder do centro e do ventrículo está em praticamente todas as formas de violência. Em outras palavras, a violência pode ser atribuída a um tipo de força física e pressão de uma instituição, um indivíduo ou grupo sobre uma instituição, um indivíduo ou outro grupo, a fim de forçar essa instituição ou indivíduos a fazer algo contrário à sua vontade. Portanto, a violência é sempre contra o desejo, a vontade e a liberdade, e de alguma forma define seus limites. Entretanto, dado o fato de que a liberdade de um indivíduo pode estar precisamente no ponto oposto na liberdade de outra pessoa. Ao dividir as variáveis independentes da pesquisa em 6 fatores de discriminação religiosa, o uso de forças não nativas, o uso de mídia estrangeira, a participação em eleições, a atividade política e a intolerância religiosa, foi observado que o impacto das dimensões do uso de mídia estrangeira, a participação em eleições, a atividade política e a intolerância religiosa são significativas em termos de violência política e podem ter um impacto na disseminação da violência política na região.

Studies and experiments in social psychology, according to the view of Acsh (1951) suggest that individuals tend to mimic the pattern of behavior in a given nucleus that has a majority reflecting on the same object. Even if they reason against the contrary, these people tend to change their opinion on the grounds of the group. This Milgram group (2009) also reflects on the authority profile present in them, in which it induces those surveyed to follow a profile of influence in the formation of their choices and answers. Nevertheless, according to a psychological political analysis, it points to an influence of groups that have in it actors who exercise a certain authority, such as religious leaders, in the figure of the church, who can persuade their followers by explaining this theory. This social conformism also reflects the desire not to show up or vulnerable the majority. Following this line of social psychology, this article will explore electoral elections through the influence of religious and local leaders in the persuasion of the electoral vote. ; Estudos e experimentos da psicologia social, segundo a visão de Acsh (1951) sugerem que os indivíduos tendem a imitar o padrão de comportamento em um dado núcleo que tenha uma maioria refletindo sobre o mesmo objeto. Mesmo raciocinando contrariamente, essas pessoas tendem a mudar a sua opinião em razão do grupo. A esse grupo Milgram (2009) também reflete sobre o perfil de autoridade neles presentes, na qual induz os pesquisados a seguir um perfil de influência na formação das suas escolhas e respostas. Não obstante, segundo uma análise política psicológica, aponta para uma influência de grupos que nele tenha atores que exercem uma certa autoridade, tal como os líderes religiosos, na figura da igreja, que podem persuadir os seus seguidores através da explicação desta teoria. Esse conformismo social também reflete a vontade de não se evidenciar em exposição ou vulnerável a maioria. Seguindo essa linha da psicologia social, este artigo irá explorar os pleitos eleitorais através da influência de líderes religiosos e locais na persuasão do voto eleitoral.

This empirical study aims to investigate the characteristics of the conversation and political discussion on Twitter during the last televised presidential debate in the first round of the Brazilian elections in 2014. Television experience, political participation, and Twitter dynamics were considered for the examination of different kinds of engagement in 100,000 messages collected during the debate. The aim was to identify peaks of user engagement, linking these specific moments and evaluating how the characteristics of the communicative environment may have affected the discourses built around the debate. ; Esta pesquisa empírica pretendeinvestigar as características da conversação e da discussão política no Twitter durante o últimodebate presidencial televisionado no primeiro turno da eleições de 2014. A experiênciatelevisiva, a participação política e a dinâmica do Twitter foram consideradas para o examede diferentes tipos de engajamento em 100 mil mensagens coletadas durante o debate.O objetivo foi identificar picos de engajamento de uso, conectando esses momentosespecíficos e avaliando como as características do ambiente comunicacional podem terafetado os discursos construídos ao redor do debate.

Rather than aspects of the military intervention theories, the author presents in this paper facts related to the rupture of civilian power and of democratic institutions in Nigeria, caused by the military take over in 1993. Stock Markets are one of today ́s greatest asset for investors, nonetheless, Political Events can be one of today ́s biggest challenge, as they add a crucial component: Uncertainty. This study aims to understand the impact of (Portuguese) Political Events on the Portuguese Stock Market. Specifically, it investigates the complex relations between these concepts, while analyzing how developments in each field both influence and are influenced by each other. To provide relevant conclusions, an extensive literature review regarding classical theories and past academic works was carried, as well as, considerations regarding a more recent approach to stock markets: Sentimental Analysis. Furthermore, a statistical analysis was performed using two different methodologies; Event Study and the Regression Analysis. The results obtained show that are significant influences and connections between Political Events and the Portuguese Stock Index (PSI-Geral): On this basis, conclusions were drawn such as Regional Elections impact positively the Index, on the other hand, European Elections have a negative impact. Another main conclusion is that Negative Political News have more weight that Positive Political News. This study intends to provide relevant information to market investors in the evaluation process for future investments. ; As Bolsas de Valores são um dos maiores trunfos atuais para os investidores, no entanto, os Eventos Políticos podem ser um dos maiores desafios atuais, uma vez que acrescentam uma componente crucial: Incerteza. Este estudo visa compreender o impacto dos Eventos Políticos (portugueses) na Bolsa de Valores Portuguesa. Especificamente, investiga as complexas relações entre estes conceitos, analisando ao mesmo tempo como os desenvolvimentos em cada campo influenciam e são influenciados um pelo outro. De modo a obter conclusões relevantes, foi feita uma extensa revisão bibliográfica sobre teorias clássicas e trabalhos académicos passados, bem como considerações sobre uma abordagem mais recente aos mercados bolsistas: Análise Sentimental. Além disso, foi realizada uma análise estatística utilizando duas metodologias diferentes: o Estudo de Eventos e a Análise de Regressão. Os resultados obtidos indicam que de facto, existem influências e ligações significativas entre Eventos Políticos e o Índice Geral para o mercado acionista Português (PSI-Geral): Nesta base, foram retiradas conclusões, tais como: o impacto positivo das Eleições Autárquicas no Índice e por outro lado, o impacto negativo das Eleições Europeias no Índice. Outra conclusão a mencionar, as Notícias Políticas Negativas têm mais peso que as Notícias Políticas Positivas. Este estudo pretende fornecer informações relevantes aos investidores do mercado no processo de avaliação para investimentos futuros.

This article examines how political parties in Portugal organize concerning emigrants and the subject of migration outflow, uncovering the issues and strategies that they favour. The 2009 Portuguese legislative elections offer a privileged site for empirical inquiry. Not only are emigrants able to elect members of the national parliament through particular voting districts, but also a complete period of electoral campaigning under standard institutional conditions (rather than early elections) could thus be followed in real-time by the research team. Analysis draws chiefly on electoral manifestos, campaign activities, and first-hand interviews with members of the parliament and public officials. A close tie between the capacity of parties to organize abroad and the salience of issues related to the emigrant population in party programs is exposed. It is argued that the ambigous position of external voting between the strengthening of national(istic) bonds and transnational citizenship is disputed within the party system, since attitudes towards each of these perspectives vary across parties. Parties must therefore be understood as key players in the ongoing redefinition of the political agency of migrants, bearing a significant impact on their participation and representation. Last, implications for future research are addressed. Resumo Este artigo analisa a forma como os partidos políticos em Portugal se organizam em relação aos emigrantes e ao tema do fluxo migratório, revelando as questões e estratégias pelas quais mostram preferência. As eleições legislativas portuguesas de 2009 oferecem um local privilegiado para a investigação empírica. Não somente os emigrantes podem eleger membros do parlamento nacional através de distritos eleitorais específicos, mas também existe um período completo de campanha eleitoral sob condições institucionais padrão (ao invés de eleições antecipadas) que pode ser seguido em tempo real pela equipa de investigação. A análise baseia-se principalmente em manifestos eleitorais, atividades de campanha e entrevistas em primeira mão com membros do parlamento e funcionários públicos. Exist um laço estreito entre a capacidade das partes em se organizarem no exterior e nas questões relacionadas com a população emigrante nos programas partidários. Argumenta-se que a posição ambígua de voto externo entre o fortalecimento de vínculos nacionais (istic) e a cidadania transnacional é disputada dentro do sistema partidário, uma vez que as atitudes em relação a cada uma dessas perspetivas variam entre os partidos. As partes devem, portanto, ser entendidas como atores-chave na redefinição contínua da agência política dos migrantes, com impacto significativo em sua participação e representação. Por fim, as implicações para futuras investigações são abordadas.

Retrospective voting is a major concern of scholars worried about democratic accountability. The work attempts to measure the retrospective voting of an important urban policy in Brazil's largest metropolis, São Paulo - SP. The Bilhete Único policy was the first smart-card for public transportation in Brazil. Commuters with the smart-card were able to save up to three bus fares in a journey, a substantial amount of money for most of São Paulo's citizens. Using a mixed method approach, I try to test the hypothesis that the policy improvement on welfare positively impacted the electorate performance of the incumbent mayor. My findings suggest that not all bus users rewarded the incumbent mayor for delivering the policy. In particular, students and students' families seem to be the ones who actually felt the policy effects and cast a retrospective vote. This could be due to delivery network difficulties and to the timing of the policy. Additionally, I employ a normative discussion to establish benchmarks of better public goods. Retrospective voting does not necessarily reward the best policies, therefore the need to discuss benchmarks. ; O voto retrospectivo é um grande tema de acadêmicos preocupados com a responsabilidade democrática. O trabalho tenta medir a votação retrospectiva de uma importante política urbana na maior metrópole do Brasil, São Paulo - SP. A política do Bilhete Único foi o primeiro cartão inteligente para transporte público no Brasil. Os passageiros com o cartão inteligente conseguiram economizar até três passagens de ônibus em uma viagem, uma quantia substancial de dinheiro para a maioria dos cidadãos de São Paulo. Usando uma abordagem de método misto, tento testar a hipótese de que a melhoria da política sobre o bem-estar impactou positivamente o desempenho do eleitorado da prefeita em exercício.
