e Finnish concept for Comprehensive Security (kokonaisturvallisuus) is based on the ideal of participation of all relevant stakeholders, with an aim to ensure preparedness for di erent threats at national level. In this article, we look at what such an approach entails and how the concept of co-creation could be used as a means to enhance its implementation with multiple actors, sectors and scales. Making use of the ideas from systems thinking and cultural-historical activity theory, our research builds on literature review as well as on the analysis of the scenario workshops' material from the on-going, Strategic Research Council funded Winland project (http://winlandtutkimus. ). We conclude that there are three elements that should be better addressed in the implementation of Comprehensive Security: the impact that global connectedness has for (national) security; the role of di erent actors and their di ering interests – and hence, politics; and the need to look at also actual security practices parallel with the strategy documents and their de nitions. e concept of co-creation – where actors engage in a continuous process to de ne and develop the implementation of Comprehensive Security – can support inclusion of all these elements into the multi-actor implementation of Comprehensive Security. ; Non peer reviewed

Avant-garde in Finland is the first book to provide an overarching introduction to avant-garde art by Finnish artists. The articles in the book discuss the application and development of the cultural ideas of the avant-garde in Finnish art from the early 20th century till the present day. The book focusses on the social, political, and artistic characteristics of avant-garde art and their manifestation in Finnish avant-garde literature, visual arts, architecture, fashion, and music. The book shows the remarkable role of women artists in the development of the Finnish avant-garde. Many artists and groups are presented in the book for the first time. At the same time, the articles highlight connections between well-known Finnish artists and international avant-garde movements that have not been recognized in earlier research. A key theme of the book is the tension between the internationality of avant-garde and the nationalist elements of Finnish culture. The book is peer-reviewed, and its authors are eminent senior scholars and younger researchers.
"Meaningful Research. Perspectives on the Missions of Social Work is a collection of articles discussing the meanings, missions and meaningfulness of social work research. The open access book celebrates the anniversary of Tarja Pösö and her career as distinguished Professor of Social Work in the University of Tampere. Edited by Rosi Enroos, Mikko Mäntysaari and Satu Ranta-Tyrkkö, the book asks what kind of elements make social work research meaningful and does social work research have a particular mission and specific ethical and moral obligations, when compared to other disciplines. The research on social work research being scanty in Finland, the book expands the discussion on the particular nature of social work research. Meaningful Research discusses social work research in general and the research of child protection in particular. The book consists of an introductory chapter and two thematic sections, Vantage Points to the Meaningfulness and Missions, and Meaningfulness and Missions of Child Protection Research. The former section covers wide range of issues from concerns regarding the training of new social work researchers, change and time as the methodologically central elements of social work, the meaningfulness of social work practice, and the future ethics of social work in a world of globally evolving risks. The second, child protection specific section analyses demanding situations in substitute care, the methodologically meaningful research concerning the function of youth residential care, the legitimacy and resources of child protection research in Finland, ending with an English language article that elaborates on the meaningfulness of comparative research on child protection systems.

The ten articles in this edited volume examine the city of Varkaus as a small city struggling with structural change using historical documents as well as survey and interview data. The city of Varkaus, which has a long industrial history, has lost a large part of its industrial jobs in the first decades of this millennium and its population has fallen sharply in recent years. However, a survey of the adult population shows that the inhabitants of Varkaus are typically satisfied with their work, with their social relationships and their lives in general. Varkaus is seen as a safe and good living environment. A central element of well-being is couple relationship, as well as other social relationships. The lack of well-being often stems from unemployment, low income and feelings of not belonging to the place of residence. Young adults value their place of residence as well as their family relationships, but there are tensions in their life regarding work and income. The tranquility and proximity to nature of Varkaus are appreciated, but there are also many who long for more urban heartbeat in their hometown. - Tässä kymmenestä artikkelista koostuvassa kokoomateoksessa tarkastellaan Varkautta rakennemuutoksen kanssa kamppailevana pienenä kaupunkina historiallisia dokumentteja sekä vuosina 2016–2017 kerättyjä kysely- ja haastatteluaineistoa hyödyntäen. Pitkän teollisuushistorian omaava Varkauden kaupunki on tämän vuosituhannen ensimmäisinä vuosikymmeninä menettänyt suuren osan teollisista työpaikoistaan ja sen väestö on supistunut voimakkaasti. Kuitenkin koko aikuisväestöä edustava kysely kertoo, että varkautelaiset ovat tyypillisesti tyytyväisiä työhönsä, sosiaalisiin suhteisiinsa ja elämäänsä muutenkin. Varkaus nähdään turvallisena ja hyvän elämän puitteet tarjoavana asuinpaikkana. Hyvinvoinnin tärkeitä osatekijöitä ovat parisuhde ja muut sosiaaliset suhteet. Hyvinvoinnin puutteet liittyvät työttömyyteen, pienituloisuuteen sekä ulkopuolisuuden tunteisiin suhteessa asuinpaikkaan. Nuoret aikuiset arvostavat omaa asuinpaikkakuntaansa sekä perhe- ja sukulaisuussuhteitaan, mutta arkielämään liittyy jännitteitä työn ja toimeentulon osalta. Varkauden rauhallisuutta ja luonnonläheisyyttä arvostetaan, mutta monet toivoivat siltä myös enemmän kaupunkimaista sykettä.
Tutkimuksen kohteena on kokonaisturvallisuus julkisena toimintapolitiikkana, ja sitä tarkastellaan sekä monimutkaisena ja yhteenkietoutuneena ilmiönä että turvallisuuspoliittisena strategiana. Kokonaisturvallisuus on laajaan turvallisuuskäsitteeseen perustuva, aiemmasta kokonaismaanpuolustuksen käsitteistöstä ja strategiasta kehitetty toimintapolitiikka, jolla tavoitellaan kokonaisvaltaista yhteiskunnallisen turvallisuuden hallinnan mallia. Tutkimuksen päämääränä on analysoida kokonaisturvallisuutta systeeminä, arvioida sen kelpoisuutta, toteutettavuutta ja edellytyksiä vastata turvallisuusympäristön muutoksiin. Tutkimus on metodologisesti laadullinen. Aineistona ovat suomalaiset kokonaisturvallisuuden alaan liittyvät erilaiset ja eritasoiset strategiat, ohjelmat ja muut dokumentit, ja toimintaympäristöön ja sen muutokseen liittyvät Euroopan unionin strategiat ja ohjelmat. Teoriaviitekehys perustuu Niklas Luhmannin systeemiajatteluun, jossa systeemin perusrakenteita ovat kommunikaatio, tieto ja merkitykset, ja joka korostaa valintoja kompleksisuuden hallinnan välineinä. Ajattelussa korostuu myös huiputon ja keskukseton yhteiskunta. Prosessimaisen otteensa vuoksi tutkimus kiinnittää huomiota yksittäisten osatekijöiden tai toimijoiden sijaan prosessiin ja kokonaisuuden systeemisyyteen, mikä korreloi sekä kokonaisturvallisuuden tavoitteiden että kompleksisuuden vaatimusten suhteen. Kokonaisturvallisuuden analyysi sekä tunnistaa tutkimuksessa sen kehittämiseen liittyneen merkityskamppailun, että tuo esiin käsitteen epäselvyyden, epäanalyyttisyyden ja "jaetun merkityksen" puuttumisen, mikä heijastuu strategian ohjaavaan vaikutukseen sekä siihen, miten politiikkaideaa on kehitetty. Kokonaisturvallisuuden politiikkaidea on sinällään laajasti hyväksyttävä ja sillä on positiivista valenssia. Yhteistyön ja koordinoinnin korostamisella uskotaan olevan kokonaisuuden hallintaa kehittävä vaikutus. Turvallisuuden kokonaisuuden koordinointitarve onkin jo pelkästään uhkien keskinäisriippuvuuden vuoksi ilmeinen. Poliittista kelpoisuutta haittaavat kokonaisuuden strategisen ohjauksen ohuus ja hajanaisuus, mikä näkyy erityisesti yhteensovittavan tehtävän vaikeutena. Monet systeemin rakenteellisista peruselementeistä ovat jääneet kokonaisturvallisuuden kehittämisessä vähälle huomiolle. Tutkimuksen mukaan tämä vaikeuttaa sen toteutettavuutta. Kokonaisturvallisuuden hallinnassa olennaista on keskinäisriippuvuuksien ja systeemisyyden tunnistaminen ja hallinta. Tutkimuksen tulosten avulla kokonaisturvallisuutta systeemisenä turvallisuuden hallinnan mallina voidaan kehittää ja edistää. Tutkimus päätyy suositukseen kokonaisturvallisuuden kehittämisen ratkaisumallista (ns. älykkään adaptiivisen kompleksisen turvallisuussysteemin idean avulla). Tutkimus tarjoaa eväitä myös uusien kokonaisturvallisuutta koskevien poliittisten linjausten ja politiikkatoimien muotoilulle. ; The main objectives of this study are to clarify and deepen the understanding of the phenomena of comprehensive security and to analyze and evaluate the political viability and administrative operability. Furthermore, the study aims to analyze comprehensive security as a political process and a complex system. In addition, the research deals with changing security environment, emerging security threats. Originally, the concept of comprehensive security derived from the previous concept of comprehensive defense and preparedness in Finland, but it also has roots in the Nordic states' cooperation processes of civil security since 2009. At policy and doctrinal levels, the 2000s saw a converging trend in Nordic states to-wards the definition of societal or comprehensive security concepts that might co-exist with military-led planning for war-time, but within which the softer aspects of security were paramount. The "societal" approach defines the protection of society as a whole – with its own complex mechanisms, values and culture – as its goal, rather than physical boundaries or the isolated and abstract individual. It also rec-ognizes the capacity of non-state actors within society, from businesses to social organizations and individuals, to play a large role themselves in warding against, coping with, and recovering from disasters. The research questions are: 1. What is comprehensive security like as a policy or meta-strategy, political process and complex system? 2. Is the comprehensive security policy or meta-strategy politically viable and administratively feasible? What kind of conditions the strategies (policies) provide for the administrative operability and the development of capabilities? The theory framework is based on Niklas Luhmann's systems and complexity thinking. Luhmann perceives society as centerless and topless system in which communication, information and meanings are considered as the basic elements. The aim of communication is to cause action in systems and formulate new system levels by creating new chains of communication. The empirical part of the research is established on the methodology of concept analysis, content analysis and policy-analysis. The policy-analysis was conducted by the method of political reading. Political reading can be characterized as 'de-mapping', which refers to opening up new aspects of contingency and thus ex-panding of the presence of the political therein (Palonen 1993: 13-15). Through the analysis of the political process the struggle of meanings was iden-tified. As a concept, comprehensive security is ambiguous, unanalytical and unclear. There is a lack of shared meanings, which reflects on how difficult it is to steer the comprehensive security. By emphasizing its cooperative and coordinative nature, is believed to promote better governance of security. However, the lack of steering hampers the political viability which the difficulties of the coordination clearly indi-cate. Many of the basic elements of a system (information/knowledge, communica-tion and meanings) have been ignored in the development of comprehensive secu-rity. This hampers its administrative operability. The study emphasizes that systemic instruments, systems intelligence, identified interdependence and systemic nature of threats and security environment are essential components of comprehensive security governance. The research produced also 10 normative conclusions, by which the compre-hensive security can be developed further with. In addition, it gives the recommen-dation for the development of a model, according to the idea of intelligent adaptive complex system. It also offers information for new political aligning and policy formulations. Due to the process approach of the research, it pays attention to societal security system as a whole, not to single functions or actors. This fits to-gether with the goals set for comprehensive security and the requirements the se-curity environment and complexity imposes.

Tutkimuksen tehtävänä oli selvittää, voivatko valtionhallinnon alueille tuomat uudet instituutiot tukea omaehtoista alueellista kehittämistä ja, jos voivat, niin miten. Instituutioilla tutkimuksessa tarkoitettiin alueellista kehittämistoimintaa ohjaavia, tietoisesti luotuja sääntöjä ja menettelyjä tai käytännön toiminnan myötä kehittyneitä toimintamalleja. Omaehtoisella kehittämisellä taas tarkoitetaan sellaista alueellista kehittämistä, joka lähtee liikkeelle tietyllä alueella asuvista ihmisistä ja siellä toimivista organisaatioista sekä perustuu ennen kaikkea alueen omiin tarpeisiin ja voimavaroihin. Esimerkkeinä valtionhallinnon luomista uusista alueellisen kehittämisen instituutioista oli toimintaryhmätyö Suomesta sekä alueellinen kehittämissuunnittelu ja aluemanagement Saksan Baijerista. Toimintaryhmätyö on paikallisten kehittäjäryhmien ja näiden yhteistyökumppaneiden tekemää alueellista kehittämistyötä. Baijerin aluemanagement tarkoittaa puolestaan erilaisten toimijoiden yhteistyöhön perustuvan alueellisen kehittämisprosessin johtamista. Tutkimuksessa analysoitiin kahden suomalaisen ja kahden baijerilaisen esimerkkialueen kehittämisprosesseja noin neljän vuoden ajanjaksolla. Tärkeimmät metodit tutkimusaineiston keruussa olivat osallistuva havainnointi ja kehittämisprosessien toimijoille tehdyt puolistrukturoidut haastattelut. Tutkimus osoitti, että valtionhallinto voi uusien instituutioiden avulla tukea omaehtoista alueellista kehittämistä. Uusiin instituutioihin tulee tällöin sisältyä osallistavia suunnittelumetodeja ja hanketoiminnan koulutusta, malleja, kannustimia ja ongelmanratkaisuvälineitä paikallisille kumppanuuksille, joustavia rahoitusvälineitä, tukijaviranomaisten kumppanuutta sekä tukea verkostoitumiselle. Uusilla instituutioilla on kuitenkin myös piirteitä, jotka haittaavat omaehtosta kehittämistä. Tällaisia ovat normatiivinen säätely, tiettyjen toimijoiden aseman korostuminen, asiantuntijavetoinen tai liian kiireinen suunnittelu sekä kiinnittyminen sektorihallintoon. Uusien instituutioiden mahdollisuudet vakiintua alueille riippuvat puolestaan siitä, miten ne tehdään tunnetuksi, olemassa olevista instituutioista, uudelta instituutiolta odotettujen julkisten hyötyjen ja paikallisten intressien yhteensopivuudesta sekä toiminnan laajenemisesta ja kehittymisestä alueella. Tutkimusasetelma on ajankohtainen eurooppalaisessa alueellisessa kehittämisessä ja maaseutupolitiikassa, joissa uusia instituutioita parhaillaan luodaan ja kokeillaan. Aiempiin tutkimuksiin verrattuna tutkimus tuo uutta erityisesti analysoimalla rinnakkain kahden, lähtökohdiltaan suuresti toisistaan poikkeavan maan hyvin erilaisia instituutioita. Tutkimuksen tuloksia voidaan hyödyntää alueellisen kehittämispolitiikan suunnista ja toimenpiteistä päätettäessä. Tuloksia voivat hyödyntää myös erilaiset paikalliset yhteisöt tai kunnat halutessaan viedä eteenpäin omaehtoista kehittämistä alueellaan. Aiheellisia jatkotutkimuksen kohteita ovat uusien instituutioiden sekä omaehtoista kehittämistä tukevat että haittaavat elmentit. ; New Institutions Supporting Endogenous Development The recent changes in regional development in Europe were the starting point of the study. The European Union and the national governments of many European countries have reacted to new challenges of regional development by creating and launching special institutions to support endogenous regional and local development. Both Finland and the German state of Bavaria have responded in this way. An example in Finland is the activity of the local action groups consistent with the model of the EU LEADER programme, which has been extended through the national rural development programme for local endogenous development (POMO programme). In Bavaria, the Ministry of State Development and Environmental Affairs has created and launched institutions of regional development planning and regional management. The objective of the study was to determine whether these new institutions launched from outside are able to support endogenous development processes in the regions, and if they are, how do they do it. Answers were sought by analysing how the various elements of the new institutions influence the process of endogenous development in its different stages. Also, the influence of the launching practice was analysed. Four qualitative case studies were carried out: two in Finland and two in Bavaria. In Finland the case studies were carried out in two regions where the POMO programme was being implemented. In Bavaria two relatively rural regions were chosen where a sub-regional plan was made and was being implemented through regional management. The conditions for establishment of the new institutions in the regions are discussed in the study. The theoretical framework of the study is built around the terms regional development, endogenous development and institutions. Institutions are here understood as formal and informal systems of rules that guide the assignment of meanings and so the action. The institutions of regional development supply the framework for the regional and local development. The conclusion that can be drawn from the recent discussion of regional development thinking and practices in Europe is that new models of thinking and acting supporting endogenous development have emerged. Such models include strategic thinking and programming, networking and partnership, and communicative planning. These models have been incorporated in the new institutions of regional development created and launched by central authorities. Finland and Bavaria have different institutional backgrounds for the new institutions and these backgrounds have influenced the aims and forms of the new institutions. The institution of the activity of the local action group in Finland supports endogenous development on the basis of local partnerships. The institutions of regional development planning and regional management in Bavaria are intended to support endogenous development based above all on a partnership of municipalities. The influence of the new institutions on regional development processes depends on the characteristics of the elements of the new institution, how the institution was launched and on pre-existing institutions in the region. The rational incentives offered by the new institutions, together with the values and the beliefs taken for granted of the pre-existing institutions, are playing a central role. There are also other factors peculiar to the region and the actors that influence the development process. The main question of the study - whether the new institutions can support endogenous development processes - can be answered in the affirmative. The supporting characteristics of the new institutions are participatory planning methods and training for project management, models, incentives and ways of problem solving for local partnerships, flexible funding instruments, partnership with supporting authorities and support to networking. However, the new institutions also have characteristics unfavourable to endogenous development. These include normative rules, emphasis on the position of certain actors, expert planning or too hasty planning and attachment to sectorial government structures. The possibilities of the new institutions to root themselves in the region depend on the mode of launching, on the pre-existing institutions, on the compatibility of expected public benefits with the interests of local actors and on the expansion of the activity and development of the practices in the region.

"Encounters, breaks and bonds: a study of the mother work in the Supermammat peer group This study explores a peer group for mothers, which is presented by the pseudonym Supermammat. The group is a third sector agent, which has served mothers and their children almost three decades. In the Supermammat group mothers get opportunity for carrying out functional programme, taking their children to organized childcare, sharing peer support and receiving professional aid. In addition to weekly meetings, outings, camps and other recreational activities are organized in the group. The aim of the operation is to support motherhood.
The objective of the study is to describe practices of supporting mothers in the operation of the Supermammat group. The objective is approached by treating group's history, current operation and principles directing it together with workers and their job towards supporting mothers participating in the operation of the Supermammat group. However, the study par excellence gives voice to people for whom the group has established. It's most central aim is to tell what kind of meaning the operation of the group has for mothers. This is ethnographically executed case study, which starting point is to explore restricted research subject by utilizing different perspectives and datas. The core data consists of interviews of mothers participated in the operation of the Supermammat group (N=23) and fieldnotes gathered during participant observation. In addition, interviews of persons worked on the group (N=11) are included in the data. The data gathered is supplemented by the documents from the operation of the group.
Research findings indicate that the operation of the group has turned more professional and functionally more various in the course of time. The operation consists of many elements, reaches dozens of mothers annually and requires contribution of several agents. Participating in the operation gets it's meaning as encounters, breaks and bonds. The group gives an opportunity for encounters forming both peer support and professional aid. At the same time, it constructs a chance of withdrawing from everyday life by producing breaks to mother's routines. In addition, participating in the operation of the Supermammat group gives space for constructing an affinity, various relationships and connections fastened on the group. " - "Kohtaamisia, katkoksia ja sidoksia: tutkimus Supermammojen vertaisryhmän äitityöstä Tämä tutkimus tarkastelee äitien vertaisryhmää, joka esiintyy peitenimellä Supermammat. Kyseessä on kolmannen sektorin toimija, joka on palvellut äitejä lapsineen lähestulkoon kolmen vuosikymmenen ajan. Supermammojen ryhmässä äidit saavat mahdollisuuden toiminnallisen ohjelman toteutukseen, järjestettyyn lastenhoitoon, vertaistuen jakamiseen ja ammatillisen avun vastaanottamiseen. Ryhmä kokoontuu viikoittain, jonka lisäksi järjestetään retkiä, leirejä ja muuta virkistystoimintaa. Toiminnan tavoitteeksi on asetettu äitiyden tukeminen.
Tutkimuksen tavoitteena on kuvata käytäntöjä, joilla Supermammojen toiminnassa tuetaan siihen osallistuvia äitejä. Tavoitteeseen vastataan tarkastelemalla ryhmän historiaa, tämänhetkistä toimintaa ja sitä ohjaavia periaatteita sekä työntekijöitä ja tehtäviä, joita he toteuttavat Supermammojen toimintaan osallistuvien äitien tukemiseksi. Ennen kaikkea tutkimus kuitenkin antaa äänen ihmisille, joita varten Supermammojen ryhmä on perustettu. Sen keskeisin päämäärä on kertoa, millainen merkitys ryhmän toiminnalla on siihen osallistuneille äideille.
Kyseessä on etnografisesti toteutettu tapaustutkimus, jonka lähtökohtana on rajatun tutkimuskohteen tarkastelu erilaisia näkökulmia ja aineistoja hyödyntäen. Keskeisin osa aineistoa ovat Supermammojen toimintaan osallistuneiden äitien haastattelut (N=23) ja osallistuvan havainnoinnin perusteella kirjatut kenttämuistiinpanot. Aineistoon kuuluu myös ryhmässä työskennelleiden henkilöiden haastatteluja (N=11) ja Supermammojen toiminnasta tuotettuja dokumentteja.
Tutkimustulokset osoittavat, että Supermammojen toiminta on ajan kuluessa muuttunut paitsi professionaalisemmaksi myös toiminnallisesti moninaisemmaksi. Toiminta koostuu monista elementeistä, tavoittaa vuosittain kymmeniä äitejä ja vaatii toteutuakseen useiden toimijoiden työpanosta. Kansalaisosallistuminen YVA-menettelyssä Ympäristövaikutusten arviointimenettelyn (YVA) yksi keskeinen tavoite on lisätä kansalaisten tiedonsaantia ja osallistumista ympäristövaikutuksiltaan merkittävissä hankkeissa. YVA-menettelyllä pyritään tuomaan kansalaisten näkemykset, huolet ja toiveet mukaan suunnitteluun ja päätöksentekoon mahdollisimman varhaisessa vaiheessa. YVA edustaa väitöstutkimuksessa modernia vuorovaikutteista ympäristöpolitiikan ohjauskeinoa ja osallistumisen välinettä. Väitöstyön ensimmäisenä tutkimustehtävänä oli luoda YVAan osallistumisen analyysille teoreettinen viitekehys: millaista demokratia- ja suunnitteluideaa YVA voi edustaa ja millainen politiikkaverkosto YVA on kansalaisosallistumisen kannalta. Toisena tutkimustehtävänä analysoitiin YVAan osallistumisen historiallista kehittymistä ja muutoksia Suomessa. Kolmantena tutkimustehtävänä tarkasteltiin osallistumisen käytännön toteutusta sekä arvioitiin osallistumisen vaikuttavuutta. Lisäksi analysoitiin vaikuttavuuden mahdollisia esteitä, miten läpinäkyviä ja avoimia YVA-menettelyt ovat ja miten hyväksyttävänä osallistumisvälineenä YVAa pidetään. Osallistumisen kannalta olennainen seikka on YVAn institutionaalisuus: se on julkishallinnon luoma väline, jonka lisäksi toimenharjoittajalla on keskeinen YVA-menettelyn käytännön toteuttajan rooli. Tämä luo osallistumisen kannalta rakenteita, joissa korostuu toimijoiden väliset epäsymmetriset valta-asemat. YVA-menettelystä tulee helposti kaikille osapuolille vallan käytön ja politiikan tekemisen väline ja niin osallistumisen järjestämistä kuin itse osallistumista ohjaavat toimijoiden poliittiset intressit ja tavoitteet. YVA on parhaimmillaan eri osapuolten välinen avoin keskusteluareena, joka lisää suunnittelun ja päätöksenteon läpinäkyvyyttä, mutta YVA on myös poliittisen kamppailun areena. Suomen YVA-lainsäädännössä osallistumisella on aina ollut tärkeä rooli. Suomalaisessa YVA-järjestelmässä on korostettu kansalaisten osallistumismahdollisuuksia. Ajan saatossa myös kriittisyys laajaa osallistumisoikeutta ja useita osallistumismahdollisuuksia kohtaan on lieventynyt. Haaste on kuitenkin siinä, että osallistumisen toteutus määritellään laissa väljästi, eikä lainsäädäntö takaa laadukasta osallistumista tai varsinkaan sen vaikuttavuutta. Toinen havaittu haaste on YVAn ja osallistumisen suhde päätöksentekoon. YVAn ulkopuoliset päätöksentekojärjestelmät ja edustuksellisen vallankäytön rakenteet eivät ole muuttuneet, ja siksi YVAn vaikuttavuus voi jäädä vähäiseksi. Vaikka YVA edustaisikin osallistuvaa demokratiaa ja toteuttaisi vuorovaikutteista ja moniäänistä suunnittelua, voi osallistumisen merkitys vesittyä ja kansalaisten osallistumisaktiivisuus hiipua. Ilmiöön liittyy myös tarpeetonta kriittisyyttä. Osallistumisen vaikuttavuus ei ole kertaluonteista, vaan se on usein välillistä ja ajoittuu prosessin eri vaiheisiin. Osallistumisen merkitystä ja vaikutuksia ei aina tunnisteta. YVAsta ei ole muodostunut Suomessa laajojen joukkojen osallistumisvälinettä. Ennemminkin YVAan osallistuvat tyypillisesti harvat kansalaisaktiivit, jotka hyödyntävät YVAn lisäksi lukuisia muitakin osallistumisen ja vaikuttamisen keinoja. Osallistujien määrän sijaan huomio tulee kuitenkin kiinnittää sisältöön ja suunnittelun moniäänisyyteen. Olennainen kysymys on se, millaisen roolin kansalaiset ja maallikkoasiantuntijuus voivat saada perinteisesti asiantuntijavetoisessa suunnittelukulttuurissa. ; Public participation in environmental impact assessment Environmental impact assessment (EIA) is a policy instrument based in law and used to prevent harmful environmental impacts, increase public information access, and improve public participation opportunities. EIA is an open process for discussion and participation of different actors: it increases the transparency and broadens the information base of environmental policy planning and decision making. One aim of EIA is to incorporate citizens views and opinions, concerns and desires into planning at an early stage. EIA is a process of identifying and evaluating potential impacts from proposed activities. It is also an interactive and communicative policy instrument and should facilitate direct participation. EIA is an example in the development process of direct participation in Finland during 1990 s. In this study EIA is approached as a participation instrument. Public participation is the perspective from which the EIA-process is analysed. The aim of the research is to examine participation in EIA both a theoretical and empirical way, and to interpret and explain the operation logic and efficacy of participation. There are three main research tasks in the study. The first task is to create a theoretical framework for analysis of public participation in EIA. For this purpose, the theoretical and methodological triangulation is made in the study. There are four main parts in the triangulation. Firstly, the elements of participative and deliberative democracy and communicative planning theories are combined. This theoretical discussion shows what kind of democracy and planning EIA can represents. Secondly, network analysis and evaluation are integrated in the methodological triangulation. The concepts of policy networks and intervention theory are used in theoretical and methodological manner. The outcomes of theoretical and methodological triangulation are criteria of deliberative EIA and four policy network models of EIA as an instrument of public participation: 1) EIA as a negotiation process; 2) EIA as a technical process of information collection, 3) EIA as an information instrument; and 4) EIA as tool for controlling of participation. While the theoretical part of the thesis has its own analytical objectives, these policy network models are utilized with evaluation criteria in the empirical part of the study. The second research task is to analyse the historical development of participation in Finnish EIA legislation. The focus of this part is on the long lasting political process and arguments behind the enacting of Finnish EIA Act in 1980 s and 1990 s. The most important amendments of EIA legislation and the international and national reasons behind them are also considered. According to results of this part of thesis, the role of participation has been central to the Finnish EIA system. Even if the EIA Act was implemented in Finland relatively late in 1994, the legislative foundation for public participation has always been strong. Though the implementation of participation is defined in a flexible way, Finnish EIA legislation supports public participation and in principle creates possibilities for deliberative democracy. The third research task is to evaluate public participation in two case studies. This part includes following questions: 1) what kind of objectives do different actors seek from participation; 2) how does participation impact EIA and what are the obstacles of effective participation; and 3) how transparent and acceptable is the EIA process? The two cases used, the EIA of a road project and the final disposal of nuclear waste, show how much the aims, the implementation and the effectiveness of public participation can not only vary between different projects, but also during the planning process in one certain project. Notably, in the nuclear waste case, the nature of top-down instrument of EIA was clearly observed, while the developer of the project assumed a dominant role. The three elements of policy network (actors, arenas and agenda) were defined by the developer. Even if participation was carried out with great visibility, professional implementation and sufficient resources, the impact of public participation and lay people expertise was not so essential, while the economic and political interests of the project and the role of experts were in central role. In this case study EIA represents the policy network model of controlling of participation: the role of governance was more important than deliberative participation. In the road case the planning situation was more open. There did not seem to be the same need to define and control participation and the agenda of the EIA. The contribution of citizens was used in planning in a more effective manner. The EIA assumed a more traditional role as an information distribution tool, and as a place for open discussion and effective participation. The case studies suggest that the legislative base can not alone guarantee the effectiveness of public participation. Most important factor is the attitude of main actors. Each EIA process is unique and general theories of participation in EIA are difficult to create. In practice, the EIA is more or less an institutional process of power division between different actors, and the developer has the central role. EIA is an open arena that allows political disagreements to form and emerge into the open. However, EIA can also be used to promote political interests. EIA and participation can be harnessed by the proponent, but EIA can also feed the so called NIMBY (Not In My Back Yard) phenomenon. It is also possible, that policy instruments like EIA create a new elite active lay experts. Theoretical ideas of deliberative democracy or communicative planning are challenging to implement in practice. At the same time it is important to estimate the criteria and expectations concerning participation. One can see, that EIA has lot of deliberative potential, but the main challenges are in the relationship between EIA and decision making, and in the structures of political power and decision making outside of EIA.

Väitöstutkimus analysoi julkisia poliittisia performansseja poliittisena viestintänä. Poliittiset performanssit voidaan ymmärtää julkisissa tiloissa toimeen pantuina 'näytöksinä', joiden tavoitteena on luoda arkisiin rutiineihin yllättäviä katkoksia ja synnyttää uutta toimintatilaa jonkin yhteiskunnallisen ongelman esiin nostamiseksi. Performanssit synnyttävät katkoksia monin tavoin, mutta erityisen leimallista niille on näkyvän, vallalla olevan visuaalisen järjestyksen murtaminen tuomalla siihen erilaisia 'häiritseviä' (disruptive) elementtejä: resistoivia kehoja, valtaa parodioivia kuvia, karnevalistista protestointia, katuteatteria jne. Poliittisten performanssien viestintä perustuu puheen sijaan tai ohella toimijoiden oman kehon ja sen kantamien erilaisten visuaalisten merkkien julkiseen esittämiseen, joskus hyvin äärimmäisellä tavalla, kuten esimerkiksi nälkälakoissa ja polttoitsemurhissa. Tutkimuksessa analysoidaan useita esimerkkejä performatiivisesta poliittisesta viestinnästä ja kehitetään teoreettisia ideoita sen ominaispiirteiden tulkitsemiseksi. ; In this doctoral thesis I study a phenomenon which I have titled as public political performance. By public political performance I refer to a public event (a 'show', display, demonstration) the purpose of which is to expose in public and challenge those social-political norms, practices, and relations of power which usually remain invisible in the sway of routine political life. I am interested especially in how performance works as a form of non-linguistic, or wider than linguistic, political communication. I theorize and analyze, through several illustrative examples, performances from three perspectives: as corporeal (bodily), visual, and aesthetic communication. In construction of theory I use and partly rework ideas from thinkers such as Jürgen Habermas, Michel Foucault, Hannah Arendt, Maurice Merleau-Ponty, and Jacques Ranciere. The study shows that public political performance is a sensitive, even volatile phenomenon because it often manifestly exposes the fundamentally violent power structure of society – as when, for example, street demonstrations induce strong counter reactions from the police and political authorities – and puts this order under critical public scrutiny. Political authorities do not take such challenges lightly, which is why public performances sometimes instigate serious political controversies. The key theoretical ideas of the study relate to performance as something done and en/acted. On the one hand, performance discloses the nature of politics as a 'doing.' This means in simple terms that, in order to subsist, the political world needs to be done, performed, and 'iterated,' every time anew. The term performative describes this social-constructivist side of politics. That the constitution of the social and political power is based not on any 'natural' ground but on continuous re/iteration of certain ways and routines is often revealed only when it is visibly and noticeably disrupted. This is what political performance typically does. On the other hand, performance signifies a particular kind of public show which resembles but does not equal theatrical shows. Performance is theatrical in being an 'art-like' communicative act, yet it is more surprising and unpredictable compared to regular theatre and, because of this, usually more difficult to approach and interpret. Political performance as a contingent and sometimes oddly appearing public event with a surprise effect brings forth the importance of disruption for politics. It alerts us to situations where the normalized political performatives are being visibly questioned by bringing into public space – 'in your face' – diverse disrupting elements like resisting bodies, parodying images, and carnevalism. The relationship between these two, performatives and performances, creates an edgy and 'chiasmatic' political space from which much of political life gains its driving force. This basic idea and relationship constitute the key starting point for this study's theoretical reflections. Political performance is an important subject for political studies for several reasons. The purely knowledge-based reason is that that in directing attention to the corporeal and visual aspects of politics and political communication, performance brings into view phenomena and conceptual possibilities which are too often ignored by political researchers and theorists. The relevance of performance for the field can also be justified from another perspective, through reference to its political and democratic significance. The discussions and analyses carried out in the study show that there are political circumstances where citizens see public performance as the only available means of participation in political communication, with other channels of communication forbidden or marginalized. There are also situations where citizens create, through setting up a performance, space for public communication and action where it has not existed before. Political performance as a way of contesting existing political realities can therefore have special value for political freedom. Political and democratic theory needs to understand, I shall argue, also that category of political action which performs political freedom rather than asks for it.

Tutkimuksen aiheena on kunta ja sen muutos. Tutkin sitä, minkälaisena kunta näyttäytyy sen tehtäväkenttää voimakkaasti rajaavan hallinnonuudistuksen kontekstissa, ja minkälaisia vaikutuksia tällaisella hallinnonuudistuksella on kuntiin. Tutkimuksen tavoitteena on lisätä ymmärrystä siitä, miten moniulotteisesta ja laajavaikutteisesta muutoksesta kunnan tehtäviä vähentävässä hallinnonuudistuksessa on kyse. Teen näkyväksi sen, minkälaisia merkityksiä kunnalle annetaan, minkälaisia laajempia yhteiskunnallisia vaikutuksia kuntamuutokseen liittyy, ja mistä kuntamuutoksessa itse asiassa on kyse. Tarkastelen kuntaa alati muuttuvana sosiaalisena konstruktiona. Fenomenologisen tutkimusotteen avulla teen näkyväksi kuntajohdon haastatteluista koostuvaa aineistoa analysoimalla, mistä puhumme, kun puhumme kunnasta. Tällä tavoin rekonstruoin kuntakäsitteen. Tutkimuksen käsitteellisinä lähtökohtina ovat kuntakäsitteen ulottuvuudet, hallinnonuudistusten sivuvaikutukset ja kunnan onttoutuminen analogiana valtion onttoutumisesta. Tutkin aihetta empiirisesti tapausesimerkin avulla, Kainuun hallintokokeilua tarkastelemalla. Kuntaan kohdistuvia vaikutuksia ovat haastatteluaineistoni analyysin perusteella organisatoris-toiminnalliset, johtamiseen liittyvät ja kuntakäsitysten muutokset. Muutospuhuntaa värittää läpileikkaavasti ristiriitaisuus. Grounded theory -menetelmää soveltaen olen muodostanut empirialähtöisen teorian kunnasta. Olen määritellyt neljä kunnan olemusta kuvaavaa perustehtävää: demokratiatehtävä, taloustehtävä, yhteisötehtävä ja hyvinvointitehtävä. Näitä tehtäviä yhdistää, niistä ammentaa ja niitä samanaikaisesti ruokkii määrittelemäni kunnan ydintehtävä, raison d´être, jonka mukaisesti kunta on elämisen edellytyksiä luova itsehallinnollinen paikallisyhteisö. Perustehtävät painottuvat eri tavoin eri kunnissa ja niiden painotukset vaihtelevat eri aikoina myös yksittäisen kunnan sisällä. Kunta voi siis olla kunta monella eri tavalla säilyttäen kuitenkin perusolemuksensa. Tutkimukseni perusteella kunnan tehtäväkentän rajaaminen näyttäytyy eri tavoin eri kunnissa. Tehtävien väheneminen itsessään ei horjuta kunnan asemaa ja merkitystä instituutiona. Muutoksen kokemisessa olennaista on kuntajohdon käsitys kunnasta. Palvelutehtävään nojaavissa kunnissa muutos näyttää vaikeammalta, kun taas sellaisissa kunnissa, joissa kunta nähdään moniulotteisempana kokonaisuutena, muutos näyttäytyy helpompana. Palvelukuntakäsitykseen perustuva näkemys kunnasta saa muutoksen näyttämään lopun alulta. Monipuolisempi kuntakäsitys auttaa näkemään muutoksessa uuden alun, jossa kunta on mahdollista keksiä uudelleen. Kunta ei sen tehtävien vähenemisen myötä onttoudu. Sen sijaan muutos paljastaa palvelukuntakäsityksen onttouden, jossa valtion kunnille määräämiin palvelutehtäviin keskittyneen kunnan idea on kadonnut vuosikymmeniä kasvaneen palvelukuorman alle. Tutkimukseni perusteella kuntamuutos näyttäytyy kumulatiivisena prosessina, jossa ei ole selväpiirteistä alkua eikä loppua, vaan jossa erilaiset sykäykset laittavat liikkeelle uusia muutosvoimia, jotka johtavat uusiin muutoksiin. Muutosten suunta vaihtelee eri kunnissa, mikä lisää kuntien erilaistumista. Kunnan olemassaolo näyttäytyy alati muuttuvana jatkumona, jossa kuntaa jatkuvasti rekonstruoidaan, ja jossa kuitenkin on eräitä kiinteästi mukana kulkevia peruselementtejä, jotka jäsentävät kuntana olemista. Hallinnonuudistuksen myötä kuntiin kohdistunut muutos on avannut mahdollisuuden tehdä näkyväksi kunnan olemuksen eri ulottuvuuksia ja kuntana olemisen monia tapoja. Kuntien erilaisuus ja kiihtyvä erilaistuminen haastaa vuosikymmeniä kuntia koskevaa lainsäädäntöä ohjanneen käsityksen kunnista geneerisenä, homogeenisena joukkona. Tämä ajattelutavan muutos vaikuttaa niin paikallistasolla, valtion kuntapolitiikkaan kuin kuntatutkimukseen. Kunta pakenee yhteen muottiin pakottavaa yhtenäiskunta-ajattelua, ja esiin tulevat monet rinnakkaiset kuntatodellisuudet. ; Local government, change and the change of local government This research concerns the change of local government. I focus on the question, how local government appears in a context of administrative reform that reduces the tasks of local government. I also study what kinds of effects the reform has on local government. The aim of this research is to increase understanding about the multidimensionality and the extension of this kind of reform. The research is em-pirical focusing on one case, the regional self-government experiment in Kainuu region, Finland. In my empirical case study research I show what meanings local government is given to, what kinds of broader societal effects the change of local government is connected to and what the change of local government as a whole is about. I consider local government as a constantly changing social construction. By using phenomenological research setting and by analyzing the interview data, I demonstrate what we talk about when talking about local government. By doing this I reconstruct the concept of local government. The conceptual basis of this research is based on the concept of local government, the side-effects of adminis-trative reforms and hollowing out of the local government as an analogy of hollow-ing out of the state. As a result of my grounded theory based analysis I have built an empirically based theory of local government. I examine the effects of the reform that are re-lated to local government and the meanings that local government is given to in the reform context. The local government related effects are 1) organizational and functional effects, 2) effects related to management and 3) the changes in local government conceptions. The rhetoric about change is contradictory when it comes to change, constancy and the nature of change. In my research I have also defined four main tasks for local government based on the data. These tasks are 1) democracy task, 2) economy task, 3) community task and 4) well-being task. These tasks are combined by the core task, raison d´être, of local government that ac-cording to my definition is as follows: local government is a local self-governmental community creating prerequisites for living. The basic tasks are em-phasized differently in different municipalities and the emphasis varies over time also in single municipalities. Local government can, thus, be local government in various ways still maintaining its basic essence. My research indicates that reducing local government tasks affect differently in different municipalities. Task reduction as such does not destabilize the status and meaning of local government. The way local government leaders understand local government seems to be essential when figuring out how the change is experienced. The change seems to be more difficult in municipalities that lean on the service task while the change seems to be easier in municipalities where local government is seen as a more multidimensional unity. Grounding the local government conception on the service task makes the change appear as the beginning of the end while the more versatile conception helps in seeing a new beginning in the change where it is possible to re-invent local government. Thus, local government will not hollow out due to the task reduction but the change reveals the hollowness of service municipality conception. Instead, it seems that the idea of local government has been lost during the decades when the state has given constantly new tasks to the local level. In the light of my research the change of local government appears as a cumulative process with no clear beginning nor clear end, as a process in which various pulses cause new drivers that lead to new changes. The direction of change varies in different municipalities which increases the differentiation of municipalities. The change fosters change so that the existence of local government can be seen as a constantly changing continuum where local government is continuously reconstructed and where are some firm basic elements that structure the existence of local government. The change that the reform has brought up has opened up the chance to make visible the various dimensions of the essence of local government and the various ways of how local government can exist. The difference and differentiation of municipalities challenge the conception of local government as a generic, homogenous group, the conception that has for decades steered the legislation concerning Finnish local government. This change of mindset will have effects not only on the local level but also on the national policy and research concerning local govern-ment. Local government cannot be categorized in one, single unitary form, but instead, various parallel local government realities emerge.

Sata kuntaa riittää , Puolet pois! ja Lopulta kuntia voi olla vain 30. Tutkimuksen aiheena on 1990-luvun alusta 2000-luvun puoliväliin käyty kuntarakennetta koskeva julkinen keskustelu. Keskustelua näkökohtineen, vaatimuksineen ja osapuolineen tarkastellaan totuuden politiikan kautta. Kiinnostuksen kohteena on se, miten tuotetaan ne totuudet, joilla perustellaan kuntarakenteeseen kohdistuvia vaatimuksia. Tutkimuksen aineisto muodostuu kuntaliitoksia käsittelevistä sanomalehtikirjoituksista. Tutkimuksen perusteella kuntarakennekeskustelun solmukohdassa käydään kamppailua tehtävien, voimavarojen ja kuntarakenteiden keskinäisestä suhteesta. Kunnille osoitettujen tehtävien ja voimavarojen merkitys on kansantaloudellisesti ja jakopoliittisesti keskeinen. Voimavaroissa tai tehtävissä tunnistettu muutos käynnistää tarpeen sopeuttaa kahta muuta elementtiä. Muutosvaatimukset ovat kytkeytyneet myös poliittisen vallanjaon jännitteisiin eli puolueiden valtapoliittisiin asemiin kuntakentässä. Kamppailu oikeista tulkinnoista, määritelmistä ja näkökulmista eli totuudesta ilmenee puhe- ja ajattelutavoissa eli diskursseissa. Kuntarakennekeskustelua hallitsee puhetapa, joka on nimetty valtadiskurssiksi. Sen keskeisenä päämääränä on kuntarakenteen uudistaminen suurempien kuntien muodostamiseksi. Kysymys on kuntien toimintaedellytysten ja voimavarojen vahvistamisesta. Keskeiseksi muodostuu kuntien toimintaympäristön muutos. Valtadiskurssissa kuntarakenteen uudistaminen asetetaan rahoituksen tai tehtävien uudelleenmäärittelyn edelle. Kun kuntien tehtävissä tai voimavaroissa tapahtuu muutoksia, rakenteiden tulee sopeutua näihin muutoksiin. Kuntarakenne näyttäytyy hallittavana , sen piirteitä voidaan mitata, arvioida ja muuttaa. Vastadiskurssiksi nimetty diskurssi syntyy reaktiona vaatimukselle kuntarakenteen muutoksesta. Vastadiskurssin lähtökohdista käsin pyrkimys kuntarakenteen muutokseen ei ole perusteltu. Kunnat nähdään historialtaan ja identiteetiltään ainutkertaisina itsehallinnollisina yhteisöinä, joilla on alueellinen itsemääräämisoikeus. Kunnan kehittämistä ja palveluja koskeva päätöksenteko halutaan säilyttää mahdollisimman lähellä kuntalaisia. Kuntaliitosten nähdään johtavan kehittämistoimenpiteiden ja palveluiden keskittymiseen eli hyvinvointivaltion paikalliseen alasajoon. Toimintaympäristön muutos edellyttää sopeutumista, mutta kuntaliitosten sijaan ratkaisuksi esitetään kuntien voimavarojen lisäämistä, tehtävien vähentämistä, kuntien yhteistyön lisäämistä ja muita palvelutuotannon tehostamiseen tähtääviä toimenpiteitä. Nykyiset kunnat ovat muodostuneet useiden vuosisatojen aikana monien vaiheiden kautta. Kuntia on yhdistetty ja niitä on jaettu. Muutoksia on perusteltu eri aikoina ajankohtaisilla kuntien tehtäviin ja taloudellisiin voimavaroihin kohdistuvilla haasteilla. 1990-luvun alussa kuntarakenteen muutostarve kytkettiin byrokratiaan ja lamaa seuranneeseen kunnallistalouden kriisiin. Vaatimus palvelujen tehokkuudesta ja byrokratisoituneen hallinnon virtaviivaistamisesta muodostui hyvin keskeiseksi. 1990-luvulta 2000-luvulle tultaessa alkoi korostua seutuistuminen, kuntien keskinäinen riippuvuus ja yhteistyö elinkeinojen kehittämisessä sekä palvelujen turvaamisessa. Samalla omaksuttiin kaksi erilaista sopeutumisstrategiaa eli pyrkimys edistää sekä kuntaliitoksia että seutuyhteistyötä. Kaksikärkinen strategia edusti kompromissia tilanteessa, jossa kunnat eivät olleet halukkaita liitoksiin. 2000-luvun puoliväliin tultaessa kuntarakennekeskustelussa tapahtui kuitenkin diskursiivinen muutos. Kuntarakenteen muutosta vaadittiin entistä voimakkaammin nimenomaan palvelujen turvaamiseksi. Kuntien taloudellisen aseman eriytyminen kiihtyi muuttoliikkeestä ja kuntien rahoitusperusteiden muutosten seurauksena. Uhkana olivat myös väestön ikääntymisestä ja palveluvaatimusten muutoksista johtuva palvelukustannusten kohoaminen. Kunnat näyttivät jakautuvan menestyviin ja menettäviin. Monien kuntien edellytykset palvelujen järjestämiseen olivat merkittävästi heikentyneet. Kuntien taloudellinen vastuullistaminen ja vaatimus elinvoimaisuudesta korostuivat. Julkisen talouden sopeuttamistarpeen ja kuntien palvelukustannusten kasvun myötä tehokkuuden rinnalle nousi vaatimus tuottavuuden kohottamisesta. Toimintaympäristön muutoksiin varautumisen katsottiin edellyttävän myös elinvoimaisuutta. Aiempina vuosikymmeninä valtion rahoitusta ohjattiin voimakkaasti infrastruktuurin ja palveluverkon ylläpitämiseen syrjäseudulla ja heikosti toimeentulevissa kunnissa. Tapahtuneessa muutoksessa on kysymys siitä, että yksi totuuden politiikka korvautuu toisella. Kuntien odotetaan kantavan vastuunsa elinkelpoisuudestaan ja yhdistyvän väestö- ja elinkeinopohjaltaan ja sitä kautta entistä vahvemmiksi kokonaisuuksiksi. 2000-luvun edetessä kuntaliitoshankkeita on käynnistynyt kiihtyvällä tahdilla ja yhä useammissa niistä kunnat yhdistyvät. Kuntayhteisön historia, identiteetti ja ainutkertaisuus väistävät, kun yhdistyminen muodostuu yhden tai useamman kunnan taloudellisen aseman tai toiminnallisten edellytysten kannalta välttämättömäksi. Keskusteltaessa kuntarakenteesta keskustellaan samalla kuntien itsehallinnosta. Voimakas vaatimus kuntien elinvoimaisuudesta ja elinkelpoisuudesta merkitseekin itsehallintokäsityksen muuttumista. ; The topic of this study is the public discussion on desired local authority size and the need for municipal mergers. The study is based on the French philosopher Michel Foucault´s discoursive view of knowledge and power and an analytics of governmentality, which has evolved from Foucault´s research. The discussion on local government structure concerns information on local authorities, power and competing governmental rationalities. Governmental rationalities refer to different ways of producing truths and giving causes for social and political aims. The study is based on the conception that governmental rationalities are bound up with a discoursive struggle. This struggle is integrated into public discussion. The material of the study consists of newspaper articles on local government structure and municipal mergers. The discussion on local government structure is examined in contexts from the early 1990s and early 2000s. With regard to these two periods I analyse the changing historical conditions under which the discourses unfold. During the time that passed between the two periods the local authorities faced a major change in economic fluctuations, migration, internationalisation, the European integration and the effects of extensive public administration reforms. The discussion on local government structure is analysed in relation to the recent development of the operating environment, the metamorphosis of the welfare society and the changeable role of local authorities. An important issue in my study is what kind of discourses form the framework for public discussion on local government structure? And how do they regulate the governmental rationalities concerning the relations between the duties, resources and structures of local governments? According to my study, the debate on local government structure is in fact a defining struggle over the local authorities´ mission, resources and structure and how these are related to one another. A change detected in resources or duties triggers a need to adjust either one of the two other elements in question. The interpretations of adjustment in each case result in specific governmental rationalities of reform. There is also the question of how political power is distributed and the tensions arising from it, i.e. a struggle for political power in connection to the political parties´ differentiated position in local governments. A change in local government structure signifies new strategic positions and political strongholds. The positions of the traditional ruling parties, i.e. the Centre Party and the Social Democratic Party, produce opposite dispositions of how and on whose conditions the governmental models are outlined. The study shows that the discussion on local government structure is dominated by a power discourse that strongly emphasises a demand for restructuring in order to form larger municipalities. The power discourse strengthens a rationality that gives priority to restructuring local governments instead of financing or redefining duties. Within the power discourse the conception of local government structure turns into an instrument of governmentality and a perspective which sets aside other possible ways of representing local authorities. Local authorities are perceived as a part of the total structure of administrative units, the characteristics of which may be measured, assessed and changed. A counterdiscourse arises as a reaction to the power discourse and its demand for adjustment to the change of operational environment through a change of local government structure. This counterdiscourse questions the notion of local authorities as a structure that can be steered and governed. Local authorities are seen as unique, autonomous regional institutions where decisions on their development and services must be made as close to the local residents as possible. Thus the counterdiscourse emphasises the local authorities´ territorial autonomy, which secures preserve the unique history and identity of the present municipalities. In the 1990 s the interpretation that the operating environment developed towards regionalisation was characteristic for the change management. The aim to promote regionalisation and conditions influencing regionalisation was strengthened. Regional cooperation represented a compromise between reluctance to merge and securing of industrial development needs and services. The discussion concerning local authority structures was founded upon a two-peaked strategy of adjusting, i.e. the aim was to actively further the promotion of both municipal mergers and regional cooperation. Securing services is the topic in the core of the discussions on local government structures. And this topic is enwrapped in the discourse on equality. However, equality appears to be the ambivalent precondition for the reform. In the power discourse the equal status of citizens is threatened by the differentiation of the financial situation of local authorities. A change of the local government structure arises as the solution. The counterdiscourse emphasises one aspect above all others, i.e. to secure services as close to the local residents as possible. The pursuit of scale benefits, concentration of resources and development measures and cutting down on services are considered risks in the change of local government structures. The fear for the effects of concentrated powers and for the dismantlement of the welfare society at local level will be actualised in the counterdiscourse. From the beginning of the 1990 s to the mid-2000 s there is a discoursive change in the discussion on local government structures. The discussion starts increasingly to circle around the change of operating environments of local authorities. The prerequisites of local governments to secure the services are getting questioned due to migration, changes in the population s age structure and regional differentiation. There seems to be a division into winning and losing local authorities. The financial and operating prerequisites of small and remote local authorities are considered to have weakened. Making provisions for changes in the operating environment emphasises vitality and viability. A condition is that local authorities embrace their financial responsibilities. The responsibilisation in the discoursive change is similar to the responsibilisation frequently applied in connection with the management of welfare drawing on different neoliberal practices. The mentality of liberalisation and responsibilisation can be more widely acknowledged in the development of the relations between local authorities and the state. In political rationalisation the promotion of productivity has become the counterpart of the securing of services. The rhetoric of financial necessities is more strongly than before starting to regulate the discussion. In the 1990 s the emphasis was on effectivity and claims for the streamlining of the bureaucratised governance. In the 2000 s the talk focused on productivity and the demand that more should be achieved despite decreasing resources. The concept of productivity welling from the background assumptions of economic science is problematic for the public sector. It does not measure welfare and wellbeing. Consequently the dispute is not about measures but about goals. What kind of local authorities will be given the responsibility for the services to residents and the development of their close environment? The answer to this question also implies how resources and duties are allocated to local authorities. The discoursive change is all about a reorganisation of the mutual relations between knowledge and power. One politics of truth is replaced with another politics of truth with more explanatory power and penetrating effects than the former one. The responsibilisation of local authorities and the assessment based on financial processes come in the centre of the discussion on local government structures. The definitions of local authority duties, resources and structures also contribute to the revision of local self-government. The strong claim for vital and viable local authorities actually means the articulation of a new kind of basis for the self-government.
