En este trabajo se aborda el análisis de la influencia del género en la gestión de diversos tipos de entidades españolas, tanto en el ámbito privado como público. Son numerosos los estudios que han puesto de manifiesto las diferencias, en cuanto a la forma de gestionar, entre hombres y mujeres, y la repercusión que supone la diversidad de género en los grupos de trabajo. Este estudio se ha llevado a cabo en el contexto español cuyo universo empresarial está constituido, básicamente, por micro empresas y pequeñas empresas. España es el país pionero en contar con una legislación específica sobre Economía Social (Ley 5/2011, de 29 de marzo). Y, en el ámbito público, presenta una descentralización de las responsabilidades públicas mayor en comparación con el resto de los países, alimentando el debate sobre la eficiencia operacional de los gobiernos locales. La escasez de este tipo de trabajos en nuestro país ha constituido una de las principales motivaciones de esta tesis doctoral. El primer estudio, titulado "The influence of gender on financial decisions: Evidence from small start-up firms in Spain", analiza la influencia de género en la estructura financiera de microempresas y pequeñas empresas que se encuentran en la primera fase de creación empresarial. Al contrario que en trabajos previos se analiza no sólo el nivel de deuda sino también el coste y el vencimiento de la financiación, utilizando la metodología estadística de Mínimos Cuadrados en Tres Etapas, por la peculiaridad de la muestra, ya que sólo se dispone de datos de un año. Los resultados ponen de manifiesto una influencia negativa, tanto de la presencia de la mujer en la propiedad y dirección de las pequeñas empresas como de la diversidad de género en los grupos de toma de decisiones, sobre el nivel de endeudamiento. Además, implican un menor coste y mayor plazo de la financiación. El segundo estudio, cuyo título es "Gestión empresarial y género: Evidencia para cooperativas en España", analiza la influencia de género en la gestión de las cooperativas bajo los preceptos de la teoría de la agencia y en la gestión del riesgo. Para ello se ha utilizado la metodología estadística de Mínimos Cuadrados Ordinarios, ya que sólo se dispone datos para un año. Los pocos estudios que han considerado el problema de agencia en el ámbito de las cooperativas se han basado en la creencia generalizada de la no separación de propiedad y control en estas entidades. Si a esto le añadimos el problema de la mala definición de los derechos de propiedad en las cooperativas, conlleva que no siempre va a coincidir el nivel de riesgo asumido por la cooperativa con las preferencias personales de los socios. Los resultados ponen de manifiesto que las cooperativas con mayor representación femenina en su Consejo Rector tienden a unos niveles de rentabilidad económica y de rentabilidad financiera superiores. Además, presentan un menor endeudamiento y un menor nivel de riesgo económico, por la mayor aversión al riesgo que puede presentar la mujer. El tercer estudio titulado "Economic situation and gender: Evidence from local governments in Spain" analiza la influencia de género en la gestión presupuestaria de los ayuntamientos aplicando la técnica del Método Generalizado de Momentos Sistemático (System GMM) a un panel de datos. Los resultados ponen de manifiesto que los ayuntamientos gestionados por mujeres tienden a unos menores gastos totales. Además, presentan menores gastos en pasivos financieros. También se observa unos mayores gastos en seguridad, protección y promoción social, lo que es consistente con el hecho de que a las mujeres se les atribuyan atributos de emocionalidad, sensibilidad, comunicación, empatía, cooperación, buscan el bienestar del grupo. This paper deals with the analysis of the influence of gender in the management of different types of Spanish institutions, both private and public. There are numerous studies that have revealed differences in how to manage, between men and women, and the impact posed by the diversity of gender in the groups of working. This study has been conducted in the Spanish context whose business universe consists, basically, of micro companies and small companies. Spain is the pioneer country in having a specific legislation on Social economy (law 5/2011, March 29). And, in the public sphere, it presents a decentralization of public responsibilities increased in comparison with the rest of the countries, feeding the debate on the operational efficiency of local governments. The shortage of this type of works in our country has been one of the main motivations of this dissertation. The first study entitled "The influence of gender on financial decisions: Evidence from small startup firms in Spain", examines the influence of gender on the financial structure of micro and small enterprises that are in the first phase of business creation. Unlike that previous Works, is analyzed not only the level of debt but also the cost and maturity of funding, using the methodology of Statistical Least Squares in Three Stages, by the peculiarity of the sample, since only one year data are available. The results of this study highlight a negative influence, both the presence of women in the ownership and management of small enterprises and gender diversity in the groups of decisions, in the level of indebtedness. In addition, those results imply a lower cost and longer-term of funding. The second study entitled "Gender and business management: evidence for cooperatives in Spain", examines the influence of gender in the management of cooperatives under the precepts of the Agency theory and the risk management. The statistical methodology that has been used is Ordinary Least Squares, since data is only available for one year. The few studies that have considered the problem of Agency in the field of cooperatives have been based on the widespread belief in the separation of ownership and control in these organizations. And whether we add the problem of the poor definition of the property rights in cooperatives, it implies that it will not always match the level of risk assumed by the cooperative with the personal preferences of the partners. The results of this study highlight that the cooperatives with greater female representation on its Boards tend to higher profitability and financial profitability levels. In addition, they presented a lower debt and a lower level of economic risk, by increased aversion to risk that women may present. The third study entitled "Economic situation and gender: Evidence from local governments in Spain", examines the influence of gender on the budget management of the municipalities by applying the technique of the generalized method of moments systematic (System GMM) a panel of data. The results of the third study highlight that the municipalities managed by women tend to lower total expenses. In addition, they presented some lower expenses on financial liabilities. Also, the results presented higher costs in security, protection and social promotion, which is consistent with the fact that is attributed to women attributes of emotionality, empathy, sensitivity, communication, cooperation, seek the welfare of the group.
En el Perú el año 2001 se promulga el Reglamento de Seguridad e Higiene Minera, mediante el Decreto Supremo 046 EM. Cuyo objetivo es el desarrollo de una cultura preventiva de seguridad y salud; en estos años las empresas peruanas se dedican básicamente en el cumplimiento del marco legal establecido, conforme pasan los años nacen los programas de seguridad e higiene minera direccionados principalmente por el personal directivo de seguridad que involucra un manejo tradicional del programa de seguridad e higiene. En los últimos años y en base a las exigencias de la Legislación Peruana y al conocimiento de estándares internacionales, algunas empresas de varios sectores han visto la necesidad de ir cambiando progresivamente el manejo tradicional del programa de Seguridad e Higiene Minera, a una verdadera y eficaz Gestión de Riesgos, vía la implementación de Sistemas Integrales de Seguridad, Salud, Ambiente y Responsabilidad Social (SIGER). El éxito de cualquier Sistema Moderno é Integral de Gestión de Riesgos, estriba en el hecho de incidir y lograr cambiar el nivel de Cultura de la Organización (la manera cómo una empresa hace las cosas), de tal forma que se instaure y convierta en una NUEVA FORMA DE VIDA DE LOS TRABAJADORES DE LA EMPRESA, claramente visible en su accionar diario y que puede ser medida vía las actitudes, comportamiento y compromiso de todo el universo de personal; si esto no se da, el proceso ha tenido "fallas", que requieren de una mejora inmediata. El manejo responsable de la Gestión Integral de Riesgos en las empresas de clase mundial, se ve plasmada por la práctica permanente de un conjunto de rasgos culturales claves, impregnados en el intelecto y en el corazón de su personal "estratégico" (alta gerencia), que hacen posible un liderazgo eficaz y facilitan el proceso de mejoramiento continuo. La involucración, compromiso y liderazgo para con el proceso, trabajo en equipo, el hecho de conferir poder a la gente, empatía permanente, la búsqueda continua de nuevas y mejores formas de hacer los trabajos, reconocimiento visible, retroalimentación positiva así como la erradicación y reemplazo de los viejos paradigmas, son prácticas comunes en este tipo de empresas exitosas y competitivas y marcan la diferencia para con el manejo tradicional utilizado en las empresas denominadas como débiles. En el año 2006 La Alta Dirección de Cía. Minera Condestable S.A. percibe la necesidad de implementar un Sistema Integrado de Gestión de Riesgos en Seguridad, Salud y Medio Ambiente (SSMA), que facilite elevar el nivel de los estándares de desempeño y viabilizar el cambio en la actitud del personal hacia una cultura de conducta segura, logrando con este proceso, una mayor y mejor competitividad frente a las empresas de su rubro, cumpliendo con la Normatividad legal vigente y facilitándole acceder en un futuro prudencial, a las certificaciones: ISO 14001 (Medio Ambiente) y OHSAS 18001 (Seguridad y Salud Ocupacional). En el mes de marzo del 2006 se inicia el proceso con el levantamiento de la Línea de Base, la cual permitió conocer el NIVEL actual de desempeño en la gestión de Seguridad Salud y Ambiente denominado como REGULAR (40%), con relación a los estándares internacionales de medición, para luego identificar el esfuerzo necesario a emplear a efecto de alcanzar el objetivo principal. En el año 2008 se efectúa una auditoria de cumplimiento; El resultado de la evaluación en la gestión SSMA efectuada, ubica a la mina CONDESTABLE, en el NIVEL de desempeño denominado como BUENO (62 %), dentro de la matriz de clasificación mundial utilizada; con esta evaluación se cierra una etapa más de la implementación de su sistema, por lo tanto los esfuerzos futuros deberán orientarse al sostenimiento de los estándares desarrollados, trabajando en base a la mejora continua para lograr mejores peldaños en la calificación mundial. Esta evaluación permitió además a la Unidad Minera CONDESTABLE, iniciar un proceso de certificación para las Normas ISO 14001:2004 y OHSAS 18001:2007. El proceso de adecuación a normas dura 8 meses, en marzo de 2009 la Cía. Introducción: La elevada morbilidad y mortalidad de las enfermedades crónicas, así como su tendencia creciente, suponen un importante problema de salud pública pudiendo llegar a ser insostenible su carga social y económica (Ministerio de Sanidad y Consumo, 2013; Organización Mundial de la Salud, 2013; Serra-Sutton, Espallargues, & Escarrabill, 2016). Ante esta situación y entre otras medidas, se recomienda que la atención esté centrada en la persona con enfermedad crónica, no en la enfermedad. Es necesario que los profesionales aborden la situación desde una perspectiva multidisciplinar, holística e integral (Consejería de salud. Junta de Andalucia, 2012; Sánchez-Martín, 2014), apoyada en la bioética y sus principios para cuidar de la salud de las personas. (Bermejo, 2014; Devesa, Moreno, Bermejo Higuera, & Galán González-Serna, 2014; Torralba i Roselló, 2002). De este modo se observa cada vez más, un gran nivel de implicación, empoderamiento y compromiso en la enfermedad, por parte de los pacientes (Consejería de salud. Junta de Andalucia, 2012; Jimenez-Navascués, Orkaizaguirre- Gómara, & Bimbela-Serrano, 2015; Junta de Castilla y León, 2013). Objetivos: explorar las vivencias, experiencias y percepciones de los pacientes con enfermedad crónica que ingresan en el Hospital San Juan de Dios del Aljarafe, respecto al cuidado de enfermería recibido y el cuidado humanizado, con el propósito de profundizar en los conceptos que mejoran la asistencia sanitaria Metodología: se trata de un estudio cualitativo de tipo Fenomenológico Hermenéutico Interpretativo elegido por ser el más adecuado para el propósito del estudio(Palacios-Ceña & Corral Liria, 2010). Se obtuvo una muestra teórica que se completó por saturación con la información recibida de personas con varias patologías crónicas con al menos un ingreso hospitalario en el último año en el Hospital San Juan de Dios del Aljarafe (Bormujos, Sevilla). Las técnicas empleadas para la obtención de la información fueron la entrevista en profundidad, la entrevista semiestructurada y las notas de campo. Se ha utilizado el programa informático QSR NUDIST-vivo versión 11. Resultados: el análisis se efectuó siguiendo los cuatro existenciales de Van Manen de espacio vivido, cuerpo vivido, tiempo vivido y relaciones vividas. Las personas entrevistadas conceden un significado al cuidado humanizado a partir de las características que debe tener el mismo, la comunicación, la presencia, la empatía, la formación, entre otros. También se señalan las características de la deshumanización, como son exceso de carga de trabajo y características personales de los profesionales. Se analizan además las experiencias, vivencias y su influencia en ellos y en sus familiares sobre la enfermedad y los ingresos hospitalarios. Por último, se analizan las relaciones con los profesionales, con los otros que les acompañan y le rodean, la comunicación verbal y no verbal, entre otras cuestiones. Discusión: de forma frecuente los hallazgos exponen la existencia de un modelo biomédico, aunque los enfermos esperan y solicitan ser cuidados por enfermeras humanas (Escobar Rivero & Lorenzini Erdmann, 2007). También es frecuente que por parte de los familiares y los pacientes se sobredimensione la competencia técnica y en menor medida las formas de ser que usan las enfermeras al interactuar con los pacientes (Beltrán Salazar, 2016). Dichas cuestiones expuestas están en contraposición a lo hallado en nuestros resultados donde se expone que "no sólo es el hacer, sino también el estar y el ser". También diferimos con estudios que expresan por parte de profesionales y familiares que no perciben cuidado humanizado (Espinoza Medalla et al., 2010; González-Ruiz et al., 2013; Suarez Baños, 2015). Existen estudios que corroboran lo expuesto en el nuestro, entre otras cuestiones, en los conceptos que incluyen el cuidado humanizado, como son, comunicación verbal y no verbal positiva, respeto, disposición a la ayuda, estar presente (Espinosa Aranzales, Enríquez Guerrero, Leiva Aranzalez, López Arévalo, & Castañeda Rodríguez, 2015). También se refuerza la idea de fomentar la formación en humanismo y en habilidades de relación de ayuda y comunicación (Valenzuela Anguita, 2015). Por lo tanto, dando valor a las enfermeras holísticas para la realización del cuidado (Clebenson de Oliveira, Rosendo da Silva, Neivania de Medeiros, de Queiroz, & Guimaraes, 2015; Hueso Navarro, Cid, Hernández, Huércanos Esparza, & Giral Guembe, 2012; Lenis-victoria, 2015; Lenis Victoria, 2013) Conclusiones: los pacientes crónicos hospitalizados en el Hospital de San Juan del Aljarafe consideran que reciben cuidados humanizados, además exponen las características intrínsecas que definen dicho cuidado. Identifican y valoran el cuidado invisible o cuidado enfermero. A partir de sus vivencias y experiencias se hallan aspectos de tipo estructural, de la organización y de las personas, necesarios a desarrollar durante sus ingresos hospitalarios con ellos mismos y con sus familiares.Del mismo modo se identifican las circunstancias que pueden provocar un cuidado deshumanizado y sus consecuencias sobre la autonomía de la persona crónica y el afrontamiento de su enfermedad. El enfoque del presente trabajo, realizado desde la perspectiva del paciente, no ha sido hallado en la literatura de nuestro entorno, por lo que los datos extraídos tendrán valor para contribuir a mejorar el cuidado de las personas crónicas en contextos similares a los definidos en nuestro trabajo. ; Introduction: The high morbidity and mortality rate for chronic illnesses, as well as their continuing rate of growth, poses a major problem for public health and they may even become socially and economically unsustainable in the future (Ministerio de Sanidad y Consumo, 2013; Organización Mundial de la Salud, 2013; Serra-Sutton et al., 2016). Faced with such a situation, it is recommended that attention be focused on the person with the chronic illness, rather than on the illness itself, amongst other measures. Professionals must address the situation from a multi-disciplinary, holistic and integrated perspective (Department of Health. Local Government of Andalusia, 2012; Sánchez-Martín, 2014), based on bioethics and its principles for taking care of people's health (Bermejo, 2014; Devesa, Moreno, Bermejo Higuera, & Galán González-Serna, 2014; Torralba i Roselló, 2002). By following this approach, we see a greater level of patient involvement, empowerment and engagement in terms of their illness (Department of Health. Regional Government of Andalusia, 2012; Jimenez-Navascués, Orkaizaguirre- Gómara, & Bimbela-Serrano, 2015; Regional Government of Castilla y León, 2013). Objectives. To explore the experiences and perceptions of chronically ill patients at San Juan de Dios del Aljarafe Hospital, regarding the care received from nursing staff and humanization care. The aim of this is to gain a deeper insight into what can be done to improve healthcare. Methodology. This qualitative study has been carried out using interpretative phenomenological-hermeneutical methodology. This method was chosen as it is the most appropriate for the purpose of this study (Palacios-Ceña & Corral Liria, 2010). A theoretical sample was obtained and completed through saturation with information received from people with multiple chronic pathologies who have been admitted to San Juan de Dios del Aljarafe Hospital (Bormujos, Seville) at least once over the course of the past year. Information was obtained by means of in-depth interviews, semi-structured interviews, and field notes. The computer programme GSR NUDIST-vivo version 11 was used. Results. The analysis was carried out following Van Manen's four lifeworld existentials: lived space, lived body, lived time and lived relation. Those interviewed have brought meaning to humanization care in terms of the characteristics it should have, namely communication, presence, empathy, training, etc. Characteristics which contribute to dehumanization, such as excessive workload and the personality traits of the professionals, are also highlighted. Furthermore, their experiences regarding the illness and how they have impacted upon the patients and their families are analysed. Lastly, their relationships with the professionals and other people who accompany and surround them, in terms of verbal and non-verbal communication, are also analysed, amongst other aspects. Discussion. Often, findings point to the existence of a biomedical model, although patients hope/ask to be treated by compassionate nurses (Escobar Rivero & Lorenzini Erdmann, 2007). It is also common for family members and patients to overestimate the technical abilities and, to a lesser extent, the manner that nurses use to interact with patients (Beltrán Salazar, 2016). These points are contrary to our findings, which demonstrate that 'it is not only the doing, but also the feeling and the being which count'. We also differ from studies which include professionals and family members stating that they don't feel there is humanization care (Espinoza Medalla et al., 2010; González-Ruiz et al., 2013; Suarez Baños, 2015). There are studies that corroborate our own findings in terms of the concepts which form part of humanization care, amongst other things. These include positive verbal and non-verbal communication, respect, helpfulness and presence (Espinosa Aranzales et al., 2015). The idea of focusing training on humanism and on skills relating to assistance and communication is also strengthened (Valenzuela Anguita, 2015). This places value on the role of holistic nurses in looking after patients (Clebenson de Oliveira et al., 2015; Hueso Navarro et al., 2012; Lenis-victoria, 2015; Lenis Victoria, 2013). Conclusions. Chronically ill patients admitted to the San Juan del Aljarafe Hospital feel they receive humanization care and describe the intrinsic characteristics that define such care. They recognise and value behind-the-scene care or nursing care. Based on their experiences, we are able to identify the structural aspects of the organisation and its personnel which are necessary to improve hospital stays for patients and their families. Likewise, circumstances that can lead to dehumanization care are identified, in addition to the consequences this can have for the autonomy of chronically ill patients and how they cope with their condition. The focus of this study, carried out from the perspective of patients, has not been found in any other literature in our field of study. Therefore, the data drawn from it will undoubtedly contribute to improving care given to chronically ill patients in the healthcare settings detailed herein.
In a previous note on these same pages, we made reference to Obama's unpredictable use of executive power and his tendency to overuse it for certain domestic policies, while deferring to the military and foreign policy establishmenton issues he is ambivalent about, such as the international use of force. We also alluded to his tendency to isolate himself and rely excessively on his own judgment in shaping policy, to the detriment of his relations with staff, cabinet and other leaders. The long-drawn decision to seek Congressional approval before striking Syria is a case study of these proclivities.After resisting calls for intervention in Syria by Senate Republican "hawks"and foreign policy specialists since 2011, a year ago Obama conceded that, in spite of his aversion to intervene in "sectarian struggles",certain actions such as the use of chemical weapons by the Syrian regime against the opposition would constitute a "red line" which, once crossed, would automatically bring about an armed response by the United States. This week he had to face the consequences of his own words.Whenrobust evidence of the use of sarin gas by Bashar Al Assad's forces in rebel occupied territory was produced, the President had no choice but to spendthelast week of the month of Augustfrantically building a case for immediate intervention. Acting simultaneously as Chief Executive, policy shaper and his own spokesman, he used several venues, including an NPR interview, to announce to the American people that the time had come to act.But while Secretary of State John Kerry made a compelling speech on the need to act swiftly to punish the "moral obscenity" committed by the Assad regime, Obama appeared much more circumspect in his appeals to the American people. His early words conveyed both his outrage at the disproportionate actions by Assad as well as his empathy with the war-weary American citizens. In private, he confided he had qualms both about the legality and the political legitimacy of military action. In public, his argument focused on the violation of an international convention prohibiting the use of chemical weapons and the absolutely unavoidable duty to enforce it. But the fact that UN inspectors had not completed their field report on the attack, coupled with the refusal of the UN Security Council to consider armed action, gave him pause and forced him to confront his own doubts once again.In the meantime, momentum was building in the United States where, according to press reports, it was all but certain there would be a military strike to "punish and deter" the Syrian regime, by Labor Day weekend. GOP Senators John McCain and Lindsey Graham were vocal in their support of intervention but demanded more than just a punitive strike and showed some impatience towards the President's pondering an action that should have been decided long ago.Abroad, Turkey, Israel and Saudi Arabia were in favor of the US action. As it is widely known, Russia was against it and that is why the US had to bypass the UN Security Council where Russia has veto power. He thus appears to be shifting responsibility onto the legislature while simultaneouslybuying some time to explore diplomatic solutions in the upcoming G-20 summer.The cerebral constitutional law professor and the risk- taking politician in him have made a Faustian bargain. If Congress authorizes the use of force, he will have both legal and political cover for his action while at the same time fulfilling his moral duty of punishing a violator of the Chemical Weapons Convention and of Humanitarian law. If they vote No, he can just blame them for his own lack of action and use all the power of the Presidency on his domestic agenda.It is, in any case, a big gamble, one that has the potential of weakening him and turning him into a lame duck for the rest of his Presidency. The GOP is internally divided on many issues, among them foreign policy, where conservative ideologies run the gamut from minimalist /isolationist to neo-cons/regime- change interventionists and all the shades in-between. And the far left in Obama's own party is against intervention. So there is no guarantee he will get Congressional approval. The cost of losing this vote is enormous: it may set a strong precedent in diminishing Presidential prerogatives.To be fair to the President and his vacillating stance, this is not an easy decision. None of the world leaders have made a compelling public case for a strategic need of intervention in Syria. The proposed limited "punitive" strike will most likely be inconclusive: it will not deter further extreme actions by Assad, who has now been given time to disperse his military assets and capabilities. The strike will not significantly degrade his capacity to fight, and there will be little change in his main goal, namely, to destroy the opposition and regain total control of the country.This is a fight to the end by both sides. If overthrown, Assad and his Alawite supporters (as well as the Christians who have traditionally been under his protection) will be massacred. There are no desirable outcomes in this conflict. The rebels are divided and the biggest group is that ofthe jihadists with strong support of Al Qaeda. His tepid reaction to the Egyptian situation had already given some approximation of how reluctant he is about taking sides in conflicts in the region. At the same time, it has provoked a collapse of American credibility abroad, anduncertainty about its reliability as an ally. El resumen que a continuación se presenta, es el reflejo del trabajo de tesis doctoral realizado bajo el título «El Acoso Escolar en Educación Primaria en la Provincia de Huelva». En los últimos años ha existido una preocupación social en relación al tema de la violencia escolar, reconociéndose como un problema común. Los medios de comunicación se han ocupado de difundir situaciones límites relacionadas con e! comportamiento de escolares; a nivel internacional se ha afrontado la investigación en este campo; en Europa se han iniciado interesantes acciones, a fin de promover la investigación y la intervención educativa para paliar las dificultades de las relaciones, alentando a investigadores y educadores a llegar a definiciones, instrumentos y métodos comunes para el análisis de la convivencia y la práctica docente. En nuestro ámbito educativo comunitario, la Junta de Andalucía, en los últimos años, ha fomentado el desarrollo de Ia investigacióri y la intervención educativas a través de diversos prog ramas. Desde la inquietud, en el ámbito educativo, por solucionar los problemas de disciplina en las aulas, recreos, entre compañeros. en definitiva en ef medio escolar, al observarse una creciente evolución de los problemas de relaciones interpersonales entre los miembros de la Comunidad Educativa, ya sea entre iguales o entre miembros de distintos sectores, la investigación en torno a este problema viene estableciéndose en el análisis del mismo y en la búsqueda de las causas que lo produce, a fin de aportar modos de intervención para la mejora y normalización de las situaciones de relación. La preocupación de este trabajo es la de procurar un acercamiento al estudio del acoso escolar en la provincia de Huelva, impulsado por la inquietud que existe en los contextos educativos, en el que el profesorado, familia y alumnado muestran su preocupación por los problemas de interrelación que se producen,, promoviendo el análisis de la institución docente y aportando unas líneas generales que faciliten la conformación de una propuesta de intervención para la mejora de las capacidades socializadoras del alumnado. Por lo tanto, se ha establecido como objetivo general "determinar el nivel de incidencia del maltrato entre compañeros y compañeras en los centros de Educación Primaria en ia Provincia de Hueiva", que se puede desglosar en los siguientes objetivos específicos: - Elaborar, validar y administrar un cuestionario. - Valorar la incidencia dei acoso escolar en los centros de Educación Primaria en la Provincia de Hueiva. - Recabar la opinión y valoración de! alumnado en relación a los problemas de convivencia. - Describir la situación del contexto estudiado a partir de los datos aportados por los distintos instrumentos empleados para obtener la información. - Verificar si se dan o no diferencias en los datos aportados por género, edad, curso y comarcas. - Estudiar las diferencias de opinión del alumnado inmigrante y autóctono. - Dar cuenta, desde la opinión del alumnado, de las intervenciones que se llevan a cabo en los centros escolares para solucionar los problemas de acoso escolar. - Establecer las líneas generales para 1a elaboración de una propuesta de Programa de Intervención Psicopedagógíca para 1a mejora del clima escolar. El trabajo está estructurado en tres partes: En la primera de ellas, marco teórico sobre el acoso escolar, se hace un recorrido por distintos aspectos del estudio de la violencia escolar (bullying). Se exponen y comentan diferentes posicionamientos de autores sobre el concepto, en el que se han encontrado disparidad y falta de consenso; se reflexiona sobre los problemas de definición, realizando una aportación sobre ella; se estudian distintas contribuciones sobre los sujetos implicados en el acoso escolar, exponiendo, a su vez, [as causas que pueden producir maltrato entre iguales y las consecuencias derivadas; el estudio se acerca a la investigación, exponiéndose un número significativo de trabajos de autores estudiosos del tema y de distintos contextos y amplitud geográfica; por último, se realiza una aproximación a la intervención en el ámbito escolar para la mejora de la convivencia en los centros. Tomando como base las distintas contribuciones de los expertos, como se ha indicado, se realiza una propuesta de definición de maltrato escolar, previa reflexión sobre los componentes que debe reunir, a la que se denomina "aportación para el consenso: en busca de una definición", que pretende ser la primera conclusión de este trabajo de investigación. Previo repaso de los contenidos de las definiciones, se muestra la variedad existente y las peculiaridades que manifiestan cada una de ellas (Olweus, 1993; Smith y Sharp, 1994; Pain, 1998; Smith, 1989; Ortega, 1994; Rigby, 1996; Salmlvaili, 2004). En la segunda parte, se muestra el proceso de trabajo seguido para ia creación de ios distintos instrumentos a emplear en la recogida de información. Se elabora un cuestionario propio, que se ha denominado "Cuestionario para la Detección del Acoso Escolar en Educación Primaria". Se realiza un compendio de cuestionarios de evaluación del acoso escolar, propuestos por diversos autores, a fin de generar un estudio de las dimensiones que han orientado su producción. La exposición de las dimensiones de los cuestionarios, en total setenta, va a originar una reflexión sobre metacategorías, de donde se derivarán las dimensiones que ordenarán esta investigación. Se propone un cuestionario inicial y sus normas de aplicación, que se revisan con las aportaciones de expertos. Por último, aludir a la muestra piloto, que supuso la comprobación de la comprensión de cada apartado, el ritmo de ejecución y ia necesidad de apoyo para centrar algunos contenidos, alcanzándose un 0,838 en el Alfa de Cronbach. Por último, en la tercera parte, se presenta el proceso de investigación seguido para determinar la situación en la que se encuentran los centros Educación Primaria de la Provincia de Hueiva en relación con los conflictos convivenciales de los alumnos y alumnas, dando debida cuenta de los participantes en el estudio, los instrumentos utilizados y los resultados derivados tras el proceso de análisis de datos, estableciéndose las conclusiones del estudio, sus limitaciones e implicaciones y, como aportación final, unas líneas generales para la elaboración de un Programa de Intervención Psicopedagógíca, encaminado a establecer un proceso de trabajo que facilite a los centros escolares ia construcción del suyo propio para la mejora de la convivencia. La investigación, de enfoque interpretativo, persigue la comprensión dei problema en el contexto estudiado, para lo que este estudio se acerca al tipo de encuesta, apoyando ia descripción desde la consecución de datos cuantitativos y cualitativos. Es de destacar la muestra, que asciende a 2.156 sujetos, pertenecientes a treinta centros de Educación Infantil y Primaria de la provincia de Hueiva, correspondientes a las seis comarcas en que ésta se divide, distribuyéndose en veinticuatro localidades. La muestra supone un 10,32 % de la población, siendo equilibrada su distribución por sexo, la presencia de alumnado procedente de cada curso, por edad -que marca en los extremos la variación lógica dei alumnado que no ha cumplido la edad que corresponde a su grupo de compañeros y el alumnado repetidor que se encuentra en el último curso-, existiendo falta de coincidencia en la relación de la muestra y la población en ia distribución comarcal, debido a errores de dispersión o concentración no controlados. El estudio sobre inmigración se inicia con unas breves referencias sobre la temática y se pretende dar respuesta de la percepción que ambos grupos, autóctono e inmigrante, tienen sobre la convivencia en la escuela. Para establecer la muestra, se han seleccionado las aulas en las que, al menos, se encontraba integrado un alumno/a inmigrante. En total han participado 1.172 estudiantes, de los cuales 1.054 eran autóctonos (de nacionalidad española), representando el 89.9 % de la muestra total y 118 eran inmigrantes, suponiendo éstos el 10,1 % del alumnado participante. Las técnicas e instrumentos de recogida de datos utilizados, que se consideraron más útiles para esta investigación, fueron el cuestionario y el grupo de discusión. En cuanto al tratamiento de la información y análisis de datos se ha estructurado en dos partes, dedicando cada una de ellas a las aportaciones de los procedimientos empleados para la obtención de datos: resultados del cuestionario y análisis de los grupos de discusión. Los resultados obtenidos en la aplicación dei cuestionario se exponen en seis apartados diferentes, dando lugar a un extenso capítulo: tras los datos generales, se ha estudiado la incidencia del maltrato entre iguales en el ámbito escolar por sexos, cursos, edad, asf como por comarcalización geográfica. Por último, se ha realizado una reflexión de la visión del alumnado inmigrante comparada con la que tiene el alumnado autóctono, apoyado, como se ha indicado anteriormente, en los datos obtenidos en los centros en los que hay integrados niños y niñas procedentes de otros países. El análisis de los grupos de discusión proporciona opiniones del alumnado sobre los problemas de relación que se producen entre ellos, ¡os roles del alumnado implicado en acciones violentas, los lugares donde se producen y las intervenciones realizadas para dar solución a estas situaciones. La densidad de datos y comentarios expuestos ha exigido un planteamiento de concentración paulatina de las informaciones realizadas, acompañando éstas de gráficos y tablas, y concentrándolas en compendios recopiiatorios. La exposición de las reflexiones sobre los datos del cuestionario finaliza con la presentación de los datos relevantes que aporta al estudio, dando paso a la exposición de fos correspondientes a los grupos de discusión. Previa discusión, apoyada en los resultados de diversas investigaciones, se ofrecen (as siguientes conclusiones: - Desde la percepción del alumnado, se entiende que las relaciones entre compañeros son buenas o muy buenas, aunque se originan hechos contrarios a las normas de convivencia. - Se encuentran diferencias de percepción entre los más jóvenes y los mayores, siendo los más jóvenes quiénes valoran más positivamente las relaciones entre iguales. - En las relaciones del alumnado con sus compañeros y compañeras no se encuentran diferencias significativas de género, al igual que se puede considerar homogénea ia opinión por curso y en el estudio de inmigración se muestra una apreciación similar entre los dos grupos establecidos. - Las relaciones del alumnado con el profesorado son positivas, encontrándose diferencias a favor de la tutoría con respecto a los demás maestros. Las niñas estiman mejores las relaciones con tos docentes. El alumnado de sexto curso destaca en su valoración negativa. Se aprecian diferencias comarcales y dei alumnado inmigrante en la percepción de las relaciones de estudiantes y docentes. Planteadas las limitaciones de la investigación y las impiicaciones y propuestas para futuros estudios, se exponen ias ideas básicas para ia elaboración de un proyecto de intervención orientadora que persiga la formación socializadora del alumnado. Basándose en las aportaciones de Thompson y Smith (2013), Olweus y otros (2007), las orientaciones del Defensor del Pueblo (2000), Torrego (2008), Pantoja (2005), Salmivalli y Peets (2010), Kowalski y otros (2010), Ortega y Mora-Merchán (2000), Salmerón y otros (2010), Ortega, Rey y Córdoba (2010) y Ortega-Ruiz, Rey y Casas (2013), esta propuesta, para la realización de un proyecto de intervención para la prevención y ia intervención dei acoso escolar, debe considerarse como un modelo abierto, adaptable necesariamente al contexto y a las dificultades expresadas en la evaluación inicial y permanentemente acomodada a la evolución del centro en el que se desarrolle, y se configura alrededor de las siguientes premisas: - Se pueden establecer tres bloques de objetivos: por una parte los referidos a la formación del profesorado, por otra, los que desarrollan las Intenciones sobre la evaluación de la socialización en el centro y, por último, aquéllos que se refieren a la intervención psicopedagógica. - Realización de actuaciones dirigidas a facilitar la participación del alumnado en la organización de aula (confeccionando la constitución de aula) y espacios comunes y zonas de ocio (autogestión), y su formación en habilidades sociales, entrenamiento asertivo, fomento de la autoestima y empatia. - La consideración de aspectos cooperativos, que faciliten las interacciones grupales entre el alumnado (tutorización entre iguales, trabajo grupaí, asamblea de aula, desarrollo de juegos cooperativos). - La formación democrática de los niños y niñas, con especial incidencia en el respeto al análisis individual, al debate grupa! y a la toma de decisiones. - La transmisión de valores favorecedores de la convivencia. - La reflexión sobre lecturas relacionadas con los acuerdos comúnmente aceptados por la sociedad, como los derechos humanos, derechos de íos niños, derechos y deberes de los alumnos, comportamientos sociales. - El establecimiento de un foro de debate de padres cuyo tema central sea la convivencia y actividades de formación para ia familia (curso, talleres.,)- - La colaboración de la familia en el desarrollo de actividades curriculares. Por último, resaltar la importancia que en el impulso de estas y otras actuaciones tiene ia tutoría, convirtiéndose en plataforma desde la cual facilitar la tarea de desarrollo de programas y proyectos. ; The summary presented below is a reflection of the doctoral thesis work conducted under the title "The Bullying in Primary Education in the Province of Huelva". in recent years there has been a social concern on the issue of school violence, recognized as a common problem. In Europe interesting actions have been initiated in order to promote research and educational intervention to alleviate the difficulties of relationships, encouraging researchers and educators to reach definitions, common tools and methods for the analysis of coexistence and teaching practice. In recent years, our educational community of Andalusia has encouraged the development of research and educational intervention through various programs. Since the concern to solve discipline problems in the classroom, recess, peer . ultimately in the school, to observe a growing trend of interpersonal relationship problems between members of the educational community, either between equals or between members of different sectors, research on this problem is established in the analysis of same and the search for the causes that produced it, in order to provide methods of intervention for the improvement and normalization of relationship situations. The concern of this paper is to seek an approach to the study of bullying In the province of Huelva, driven by the concern that has been in educational contexts in which teachers, families and students are concerned about the problems of interrelation that occurs, promoting the analysis of the educational institution and providing some general guidelines that facilitate the formation of a proposed intervention to improve students' socialization skills.
