Pufendorf redivivus: Stat-kyrka-relationen i ett katolskt perspektiv

Locating the beginning of the modern state-church debate at the end of the Protestant Reformation, the article (1) briefly traces the development of Pufendorf's theory of the church as a collegium under state law & the opposing doctrine of the Catholic Church as a societas perfecta independent of the state; (2) surveys the state-church relationship in Germany, Switzerland, & France; & (3) summarizes the development in Swedish law toward greater freedom of religion up to the most recent reforms, decoupling the (Lutheran) Church of Sweden from the state machinery (while retaining ultimate state control). Noting that, apart from the Church of Sweden, religious groups may only, now as previously, organize themselves in private-law associations, it concludes that the recent reform has preserved the traditional Swedish structure along majoritarian lines by endorsing Pufendorf's theory, thus in a sense further pursuing the Protestant Reformation in Sweden. 84 References. Politisk integration och gränsöverskridande regionbildning i Europa ; Political integration and cross-border region-building in Europe
This study starts out with the hypothesis that the integration process in Europe is connected to cross-border régionalisation, a process which supports the institutionalization of subnational cross-border cooperation - region-building. Cross-border régionalisation is characterized by the decentralisation of vertical links and enhanced opportunities for horizontal links across state borders. In addition, political integration is expected to have some impact on the cross-border institutional forms that emerge at the subnational level. Three different approaches are utilized in order to establish the empirical connection between political integration and region-building. These are: an analysis of the factors which determine the general pattern of cross-border cooperation in Europe, an analysis of the policy network related to the regional and structural policies of the European Union (EU), and case studies of cooperation in the heartland of Europe, the Regio Basiliensis along the external border of the EU, and the EUREGIO along one of the internal borders. Two institutional factors are found to have a significant impact on the number of subnational cross-border cooperations, EU-membership and centrality. Federal constitution was shown not to be significant. It is suggested that the interaction between actors at different politico- administrative levels creates network relations, which typically bring both private and public actors together. More precisely, region-building is described as the outcome of the interaction which takes place between actors. A closer examination of the emerging policy network shows that community initiatives, the Interreg-programme in particular, improve the prospects for multilevel interaction. The EU plays a crucial role in providing the incentives for cooperation by increasing resource dependency and by establishing direct ties between the European Commission and a large number of subnational actors through partnerships. It appears as if the Commission wishes to demonstrate its capacity to deal with problems relevant to individual citizens. By, in part, bypassing central governments, it seems to increase its own importance vis- à-vis member states. The modus vivendi of cross-border region-building and régionalisation is the degree to which institutional actors at different levels share the same objectives. As shown by the case studies, there is a common interest in cross-border cooperation up to the point were public statues are introduced. Interests seem to coincide as long as the structures and contents of cross-border cooperation do not ultimately challenge the authority of state institutions. Therefore, it is not surprising that it seems impossible to give cross-border regions any rights under international law. Functional cooperation, rather than regionalist manifestations of cultural or political unity across borders, constitutes the backbone of region-building. Activities transcending borders are less controversial than those that may contribute to the establishment of new borders. It is concluded that region-building is a process which is embedded in the institutionalization of a multi-level interaction pattern. More favourable multilevel relations have been achieved through the transfer of some authority to the supranational level. This is the main reason why traditional integration theory fails to explain why there is a connection between political integration and cross-border cooperation. ; digitalisering@umu

This article raises the issue of 'industrial relations' in the public sector, ie, how employer-employee relations are conceptualized in liberal democratic political theory. The historical & theoretical legacy of this conceptual apparatus can help explain why the welfare workers (employed in publicly financed health care, social service, education, elderly care, & day care for children) are hardly mentioned in the liberal democratic scheme. The liberal democratic state traditionally focuses on political subjects as if they all were citizens/cohabitants (in the civil society), when in fact roughly 20% of the Swedish electorate at the same time are citizens/co-workers (in the local welfare state). The issue of rights & duties in direct & indirect relations between the local state & the citizenry is therefore heavily biased in favor of the citizen-as-cohabitant/consumer. If both these roles of the citizenry were adequately handled in political theory, this would possibly cast a new light on New Public Management as well as the current Swedish focus on freedom of choice ('exit rights') for welfare consumers. It is argued that there is nothing inherent in liberal democratic political theory that could block the application of the idea of a neutral & benevolent state to the citizen-as-coworker. A coherent application of the Marshallian scheme of civil, political, & social rights therefore means the inclusion of social rights to citizens-as-co-workers. 55 References. Arisotelisk dygdetik och deliberativ demokratiteori - en jamforande ideanalys

The article argues that Aristotelian virtue ethics & deliberative democratic theory can beneficially be considered to have a shared normative structure. The review is conducted as a comparative idea analysis, through which the respective perspectives are reconstructed. The first reconstruction, that of the Aristotelian virtue ethics, is led by three dimensions of relevance to ethical theory. These dimensions are, although indirectly, also guiding the reconstruction of the second theory, i.e. the deliberative democratic theory. The conclusion we reach is that the theories, be it with different emphasis, generally share a common view in relation to all three of the aforementioned dimensions, as well as regarding the value of deliberation. They both have a dialectical or structured approach regarding ontological basics. Both of them also motivate their main values with intrinsic as well as instrumental reasons. In addition, they share a mainly particularistic conviction, as they believe that the values are determined through a deliberative process. The concluding remarks stress the need for further & ongoing discussions on the relationship between theories of ethics & theories of democracy. 33 References. Adapted from the source document.

Over the last decades there has been a growing interest in normative theory within the social sciences in general & political science in particular. Timeless questions of good & bad, right & wrong, & of the nature & justification of the good society -- of what the good society ought to be -- have thus surfaced again. However, not much has been written on the specific methodological issues that arise when explicitly approaching normative questions on social scientific, i.e. systematic & inter-subjective, grounds. Departing from a reflection concerning the conceptual meaning of norms & values -- the anchor of normative analysis -- & by confronting different axiological positions, this essay formulates a few guiding principles for a normative methodology. These principles include requirements on internal validity (accuracy, consistency, clarity, coherence, & intersubjective reasoning) as well as external validity (external justification, plausibility, & empirical relevance). 46 References. This article contains an overview of how the study of human rights issues has developed into a separate multidisciplinary field of academic study & education in Sweden. Its relationship to the different fields of political science is outlined, as well as general problems of a multidisciplinary subject. Three contributions to an edited volume containing Swedish & foreign scholarship on human rights issues drawn from the Swedish Forum for Human Rights, a biannual gathering of practitioners & scholars, are discussed. Those contributions deal with the tensions between universalist & relativist approaches to the character of human rights, the tensions between the development of international law & power relations in international politics, & tensions between group rights & individual rights. 25 References. Power is the key concept within political science. The majority of political scientists argue that power should be defined in behavioral terms as a relation of coercion between human agents. The traditional view confines power to human behavior & directly observable actions & reactions. Drawing on modern sociological, structuration theory, it is possible to generate a concept of structural power that goes beyond the behavioral perspective. Power is coercion, but the concept of power also refers to agents' structural capabilities. In a fundamental sense the concept of structural power directs attention to the unequal resource agents derive from their structural positions within the societal system. Moreover, structural power is intimately linked to other key notions, such as anticipated reactions & enduring relations of control. Finally, the structuralist perspective on power is highly illuminating of permanent barriers to full democratization in modern society.
