CONTROL OVER ONE'S LIFE DURING THE COVID EPIDEMIC: A CASE STUDY OF MULTI-APARTMENT BUILDINGS IN LJUBLJANA
In: Teorija in praksa, S. 555-575
Abstract. We examined the changing sense of control over one's life during epidemics. Using original survey data during the first lockdown in May 2020 our case study focuses on Ljubljana's multi-apartment buildings (MAB) which, due to the physical proximity of the residents and the common spaces/facilities represent a distinct case with its particular threats (infection spread) and potential resources (neighbourly support) for coping with epidemic-related problems. We found a dramatic drop in perceived control over one's life, from 75% of respondents in usual times to 35% during the pandemic. Accounting for a range of epidemic-associated occurrences in the building and among the residents our regression analysis shows their significant impact on residents' sense of control that highly exceeding those of the quality of life and of basic socio-demographic characteristics. While our case study demonstrates that the specific setting of an MAB can provide a valuable layer of human action in times of crisis, further research is needed to permit generalisations. Parks, avenues, squares, open spaces & other green areas are established spatial categories & something that can always be seen in all urban centers, also in Maribor. Different ways of life are reflected in green areas because it is about the public spaces for socializing, recreation & relaxation. These are the spaces offered by the city to its residents for the very activities mentioned before. And since ethnology primarily deals with a way of life by which the contemporary & past forms & contents of the social & cultural life are characterized, the ethnological aspect of dealing with the green areas is specific & of key importance to an overall understanding of them. Both differences & similarities between the City Park & the Slomsek Square (ie., between the two different types of green areas in the City of Maribor) are telling their part of the story of the city in the same relevant way. From the Athens Charter to the "Human Association": Challenging the Assumptions of the Charter of Habitat
For Le Corbusier, the architect was the authority on living and their role was to know what is best for humans, as it becomes evident from what he declares in The Athens Charter: "Who can take the measures necessary to the accomplishment of this task if not the architect who possesses a complete awareness of man, who has abandoned illusory designs, and who, judiciously adapting the means to the desired ends, will create an order that bears within it a poetry of its own? The paper is focused on the critique of the principles of the Athens Charter and its relation to the attempt to strengthen the articulations between architecture and its social, economic and political context. It examines Team 10's intention to replace the four functions — dwelling, work, recreation and transport — of the Charter of Athens by the concept of the "human association", on the one hand, and to incorporate within the scope of architecture reflections regarding the impact of scale on the design process, on the other hand. The CIAM X was structured around two groups representing the two conflicting generations. As Nicholas Bullock notes, in Building the Post-war World: Modern Architecture and Reconstruction in Britain, the group representing the older generation focused on the work of CIAM since its foundation in the form of a charter similar to the Athens Charter, while the group representing the younger generation tried to extend the work of CIAM to rethink, as Alison and Peter Smithson noted in 1956, "the basic relationships between people and life". The goal of the CIAM X, held in Dubrovnik between 19 and 25 July 1956, was to challenge the assumptions of the Charter of Habitat. During this meeting, which neither Le Corbusier nor Walter Gropius attended, the younger generation consisting of Aldo van Eyck, Jacob Bakema, Georges Candilis, Shadrach Woods, and Alison and Peter Smithson established a new agenda for mass housing, "Habitat for the Greater Number". It was at this CIAM meeting that the Smithsons presented their "Fold Houses". A number of meetings preceding the CIAM X were held in London, Doorn, Paris, La Sarraz, and Padua. The main objective of this paper is to show how the debates that preceded the CIAM challenged the Charter of Habitat.

GENDER INEQUALITY ON DISPLAY IN THE FLEXIBILISATION OF EMPLOYMENT DURING THE COVID-19 CRISIS IN SLOVENIA
In: Teorija in praksa, S. 576-597
Abstract. Many risks are associated with the Covid-19 crisis and related lockdown measures in the areas of employment, the economy, and everyday life. Working parents have faced the challenge of combining their work and family obligations following the closure of schools and kindergartens. A considerable number have encountered a bigger risk of unemployment and the linked financial instability. The extensive literature analysing changes during Covid-19 suggests that women have tended to suffer more, been faced with both less stability since their employment statuses appear to be more precarious, and been disproportionally affected by the heavier burden of balancing family care and work obligations. Our own analysis of the most reliable survey data available shows corresponding changes in Slovenia, confirming that the crisis reveals certain less visible, already existing inequalities along with particular new gender inequalities, and in this respect also presents specific research design conditions for assessing otherwise hidden disparities. The results indicate the consequences for the subjective well-being of women compared to men of the more precarious employment and the stronger demand for family care. Keywords: Covid-19, gender inequalities, employment flexibility, work from home, family care, life satisfaction
On cultivating faith and science: reflections on two key topics of modern ethics
In: Theologie Ost-West 9
The ethical distress of the (post)modern world stimulates and directs us to reflect our ethical and cultural grounds. Man is a transcendent being. He cannot reach or put in order immediate goods he needs if he is not prepared to acknowledge the grounds of his person and develop the virtues of prudence, love, hope, faith, wisdom, justice, courage, temperance etc. These are ethical questions concerning different worldviews and cannot be solved only by scientific methods. Many people who in the past did not care for religion as such, now take seriously religious personal and societal aspects of humane life. The fundamental crucial questions of man are ethical questions. They are in various ways related or perplexed with the question of faith and of science.
Primerjalna analiza programov Zveze društev slepih in slabovidnih Slovenije in Zveze društev gluhih in naglušnih Slovenije ; Comparative Analysis of the Programmes of the Union of the Blind and Partially Sighted of Slovenia and the Slovenian Association of the Deaf and Hard of Hearing
Magistrska naloga obravnava pomen neprofitnih organizacij pri izboljšanju kvalitete življenja slepih in slabovidnih ter gluhih in naglušnih. S pomočjo različnih definicij sem umestila neprofitne organizacije v družbeni prostor, predstavila njihov izvor in pomen. ; This master's thesis deals with the importance of non-profit organizations in improving the quality of life of blind and partially sighted people, the deaf and hearing sighted people. Here, non-profit organizations were put into social spaces through various definitions and I will also present the origin and significance of the non-profit sector. The blind and the partially sighted, the deaf and hearing sighted can be involved in society and the labour market, but require help due to their disabilities. I specifically focused on two non-profit organizations, namely, the Union of the Blind and Partially Sighted of Slovenia and the Union of the Deaf and Hearing Sighted of Slovenia. I discussed and defined the programmes, which are implemented by organizations in the public interest. The following master's thesis contains a comparison of the programmes between the organizations. I developed two research questions. The first was defined as, ''What are the common characteristics and differences between the programmes in the organizations?''. I developed the answer to this question based on an analysis of the programme content. For the second research question, I determined how the services and the programs influence the quality of life of the blind and partially sighted, the deaf and the hearing sighted. I came to my conclusions through a number of interviews. There are quite a few common features to follow but there are also certain differences. Both organizations have specific programmes with regards to adjustments in such vulnerable groups. Through interviews with the programme users, the empirical part shows that such programmes influence the improvement of the quality of life of these vulnerable groups. In conclusion, I also made recommendations based on an analysis of the content of the programmes and user experiences.

"What Janezek can learn …", is not enough ; "Kar se Janezek nauči…", je premalo
The question of inequality of men and women became a world problem in second half of the 20th century and the solution has been sought by important international organisations (OZN), European Union and individual states. Assuring same options for both sexes in all departments and on all levels of life became one of preferential tasks of European Union since we can still find different forms (open and hidden) of gender discrimination in modern states. In the fist part author presents key features of male centred traditional social order in western civilisation, main characteristics and bearers of ensuring same opportunities for both genders stretching from global to European level. Informal and formal education have important role with the process of abolishing discrimination. Educators carry new patterns of relationship between sexes and it is therefore important that they are educated and also lifelong educated, especially those who are on key positions and make decisions in all areas of life. Author therefore in the second part presents some approaches and usages of such education in members of European Union and in Slovenia. Zato avtorica v drugem delu prispevka predstavlja nekatere pristope in prakse takšnega izobraževanja v drugih državah članicah EU ter v Sloveniji.

Konvencija Združenih narodov proti korupciji ; United Nations Convention against Corruption
; This master thesis analyses United Nations Convention against Corruption, first and only universal legally binding anti-corruption instrument. The latter is a result of years of efforts made by numerous states in search of required consensus to adopt a document, which has 182 parties by now. Convention deals with preventive measures, criminalization, law enforcement, international cooperation, asset recovery, technical assistance and information exchange. An implementation review mechanism has been established, which will address all the Convention's provisions in cycles, including the non-binding ones. The number of those and lack of a strict enforcement regime inevitably means that Convention on its own cannot put an end to corruption. What is crucial, is a common framework for states to lean on and above all, encouragement for cooperation. Therefore it is vital to utilize and, depending on the needs, upgrade existing regional mechanisms, which can complement goals of the Convention. Final report of the first review cycle of the implementation of chapters III. and IV. is reassuring for Slovenia. Certain recommendations were made, but numerous examples of good practice were also recognized. Effects of the entire Convention will be seen gradually, when and if states follow issued recommendations, plus we need to wait for the end of the second cycle and with it the review of chapters II. and V. For a future without corruption it is crucial that states, while respecting national sovereignty, preserve their will for the joint international fight. And so far Convention works as a good common denominator on this path.

Zmoznost ali sposobnost? Agambenovi odsotni subjekti
In: Filozofski vestnik: FV, Band 30, Heft 1, S. 161-173
ISSN: 0353-4510
Agamben's paradoxical treatments of potentiality seem to leave little room for any robust theory of the subject, political or otherwise. His Aristotelian conception of potentiality entails, in the highest instance, "that potentiality constitutively is the potentiality not to (do or be)," which suggests that even if potential is realized, it is realized only by its lack of activity. Agamben's Aristotelianism is a thread that runs throughout his work, and by looking back to The Man Without Content, particularly his discussion of Marx, it is clear that the framework of potentiality means that it is impossible for him to see in Marx anything other than an odd combination of a "metaphysics of will", and man simply as a kind of natural, living being. This in turn shapes his later discussion in Homo Sacer of the entry of zoe into the polis, which founds Agamben's entire claim vis-a-vis bare life. His wager, namely that the question "In what way does the living being have language?" corresponds exactly to the question "In what way does bare life dwell in the polis?", equates the living being with its political, linguistic, and natural potentialities so completely that there seems to be no room for any kind of historically anomalous or collectively unprecedented subject, one that would break with history or disrupt everyday order. Agamben's work could easily be criticized from the standpoint of a Marxism that would stress the constructed nature of human potential and the necessity to think through forms of organization from within shifts in the nature of work. However, in order to stay closer to Agamben's Aristotelianism, it is far more productive to compare him to a thinker for whom questions of linguistic capacity and politics are also central, and also stem from a certain complex relation to naturalism, namely Paolo Virno. This paper will thus, via a careful reading of Agamben's Aristotelian conception of praxis and potentiality alongside Virno's work on the relation between language and labor, demonstrate the constitutive reasons why Agamben cannot consider any kind of substantial notion of the subject, and why Virno's more nuanced conception of capacity, which draws upon both rationalist and naturalist theories of the subject might constitute a more relevant alternative. Mednarodno sodelovanje policije v EU: primer Slovenija-Italija ; International police cooperation in EU: Slovenia – Italy case
; The international cooperation of the Member States of the European Union is of utmost importance for the effective functioning of the Union. Above all, it is crucial for the quality of life of people within Member States. One of the most important areas of cooperation that guarantees the quality of life and the safety of citizens is the cooperation between the police of the countries. The cooperation in question is not only important, but rather necessary, given the global dimension of criminality. Member States recognize the safety of their citizens as one of the main values and rights. In order to protect this right and to limit criminality, the European Union has adopted various instruments, measures and legal frameworks in the field of international police cooperation. It is also important that the various European Union agencies work to strengthen and direct cooperation between the police of the Member States. Examples of such agencies include Europol, Interpol, Sirene, Frontex, COSI, SEPA, CEPOL, etc. The paper also presents the role of Slovenia in these agencies and its activities in the area of police cooperation. This is done in a variety of ways and in various fields. I tried to present ways, forms and areas of cooperation in the case of police cooperation between Slovenia and Italy.
