The challenge of a just transition in northern Sweden
The Swedish government has set the goal of taking a pioneer role and targeting a transition towards 100% renewable energy use until 2040. To reach this goal, the focus in energy production is shifting towards solar, hydro as well as wind power. Since 2010, wind power in Sweden is a fast-growing industry, promoted as one solution to reach climate goals and ensure more sustainability. Nevertheless, wind power is also criticised and the cause of several land-use conflicts all over Sweden. When it comes to the northern Swedish counties, wind power plants are overlapping with traditional Sámi herding districts. Especially here critical questions regarding a misrecognition of indigenous rights as well as the meaning and implications of justice in the current transition are raised. This Master thesis addresses the current development of wind farming on Sámi lands in northern Sweden within the energy transition and sheds light on wind-power related conflicts. Therefore, the analytical frameworks environmental justice (EJ) and frame theory (FA) are used, to identify and explain tensions and map possible leverage points. The thesis combines an empirically grounded approach to explore how actors actively involved in wind farming make meaning of environmental justice, and a theory-driven approach to identify leverage points and map injustices. For this reason, in total two methods are used to collect the empirical data material: semi-structured interviews (subjected to FA) as well as a literature review (subjected to the EJ framework). The results of the frame analysis show that within the actors actively involved in wind farming four different frames can be uncovered, which lead to differing problem definitions as well as suggested solutions. The identified frames cover due to their agenda-setting character not all injustices that were derived from literature review. How do governments cope with lurking crises that call for behavioral change among a wider citizenry? The global warming threat is a topical case in point. In this article, we explore the Swedish government response to the 1973 oil crisis, from which we draw lessons. In terms of policy instruments, Swedish policymakers deployed a twopronged, strategy. The government simultaneously initiated a package of quick/ soft as well as slow/hard instruments in the hope that the first package with information campaigns would be successful enough to make the second package with formal rationings redundant. The substantive goal was that the Swedes must save in homes, offices, and premises so that the large exporting industry should get the oil it needed to continue with full employment. The strategy worked. All pertinent actors, households as well as foreign oil concerns, heeded government persuasion efforts (sermons, a negotiated agreement) and took measures voluntarily. Why? One explanatory factor is the creative organization of the national crisis authorities. To a large extent, the strategy was implemented by organs stacked with a mixture of public agencies, private oil distributors and all kinds of organized non-governmental energy-use stakeholders to promote outreach, transversal co-creation, and collaborative governance. The government succeeded in its meaning-making efforts and created a strong narrative (sermon), which clearly pointed out the serious anticipated effects of the crisis in Sweden, according to which it became obvious that households and commerce needed to save energy in order to secure oil supply for industry to protect jobs and impede mass unemployment.

Porjus : en vision för industriell utveckling i övre Norrland ; Porjus : a vision for industrial development in northern Norrland
In the late 19th century it became possible to utilize electricity in lighting, industrial processes and for traction. To Sweden, which at that time was gradually being transformed from an overwhelmingly agrarian country into an industrialized nation, this was of great advantage because Sweden was a country well furnished with hydro-electric power, but almost completely lacking in other sources of energy. Beginning in the 1890's a number of privately-owned powerstations were built almost all over the country. During the early 20th century, the Swedish Government became increasingly involved in hydropower development. In 1906 the Government decided to make its debut as a power producer. A government bill proposing the building of a power station at Trollhättan was submitted to the Swedish Parliament, and Parliament approved this bill the same year. Two years later the State Power Board was formed, and in 19 10 Parliament approved plans to build a great power station at Porjus, on the Lule River in the north of Sweden. This power station is the main object of my study. The questions 1 shall try to give an answer to in my study are the following. Why did the State build a power station at Porjus? What happened to the industrial visions that initiated this project? On a more general level my dissertation intends to contribute to the understanding of the establishment of modem technological systems in Sweden. 1 shall try to achieve this by means of a model elaborated by Thomas P. Hughes, Professor of the History of Technology at the University of Pennsylvania. In Hughes' model technical systems are regarded as a part of a "socio-technical" or "technological" system. The core of the theory can be expressed in these words: "They are both socially constructed and society shaping." In my study, which consists of four parts, Part 1 is a study in which energy conditions in Sweden at the turn of the century are discussed in order to ascertain whether the prevailing sources of energy and power transmission methods are to be regarded as promotors of, or obstacles to a continued industrialisation. In Part 11 the following question is put in focus. Why did the State build one of its first big power stations in an area of wilderness in the north of Sweden? The answer to that question is given through a discussion in three steps. It starts with a discussion about why the Railway Board wanted to electrify the State railway. When the Railway Board made that decision they had intended to carry out the largescale trial electrification of a railway line in the western part of Sweden. In 1908 these plans were changed and the Railway Board decided to choose the Riksgräns Railway in the north of Sweden instead. The reasons for this change are discussed in a second step, and after that a discussion follows in which the choice of the Porjus Falls is explained. In Part 111 the dimensioning of the Porjussystem is discussed - i. e. the preliminary work that were needed to build the station, the power station, the transmission system and the locomotives. In the discussion problems connected with the locality of the Porjus Falls are emphasized. Part IV contains a discussion on the following theme. Biodrivmedel blev efter millennieskiftet en alltmer prioriterad energikälla för EU och ansågs kunna stävja både klimathot och energissäkerhetsproblem samtidigt som drivmedelsproduktionen skulle gynna sysselsättningen i jordbruket. EUkommissionen formulerade 2007 ett mål om att ersätta 10 % av transportenergin till biodrivmedel. Snabbt uppkom dock en strid mellan en grupp av aktörer (miljörörelse och livsmedelsindustri) som såg biodrivmedelssatsningen som ett hot mot både miljön och livsmedelssäkerheten medan en annan grupp bestående av företrädesvis biodrivmedelsintressenter såg det som viktigt att behålla och utveckla EU:s mål för att rädda både klimat och miljö. Motsättningarna som uppkommit väcker frågor kring vilka logiker som legat bakom detta. Avhandlingens syfte är att analysera EU:s biodrivmedelspolicy, vilka aktörer och nätverk som har format denna process, vilka problem och lösningar som dessa aktörer och nätverk argumenterat för i processen, samt hur de har agerat för att mobilisera stöd för sina ståndpunkter. Detta har kopplats till teorier om nätverksstyrning, förekomsten av utlösande händelser i policyprocessen, resursberoende i nätverksmodellen samt på vilket sätt managementteori utövat inflytande. Metoden har varit att utifrån dokumentstudier rekonstruera det historiska förloppet och de aktörer som medverkat i processen. Avhandlingens visar att en förhållandevis liten grupp aktörer har haft ett stort inflytande över policyprocessen från det att problemen som biodrivmedel var satta att lösa definierades i slutet av 80-talet till det att hållbarhetsstandarder utvecklades och implementerades. Dessa aktörer har funnits i policynätverkens kärna och har som ett av sina centrala mål velat utarbeta globala regelverk för råvaruhandeln. De miljöorganisationer som medverkat i processen har genom resursberoenden till stor del varit underordnade denna grupp. Processerna har innehållit ett stort inslag av strategisk planläggning men även utlösande händelser som klimat- och livsmedelskriser har varit viktiga för att motivera politiska beslut. ; Biofuels became a prioritized energy source for the EU in the new millennium. It was believed that biofuels would suppress both climate change and problems with energy security, and would simultaneously benefit agricultural employment. The EU Commission decided in 2007 that 10 % of the energy used in transportation would be replaced by biofuels. This was, however, soon criticized by a group of actors (environmental associations and the food industry) that saw the biofuels initiative as a threat to both the environment and food security. The biofuels proponents, on the other hand, argued that it was important to maintain and develop the EU's biofuels objectives to save both the climate and the environment. These contradictions raised my interest to understand and analyze the logics that lie behind these different perspectives on the same issue. The aim of this thesis is to analyze the EU's biofuels policy, which actors and networks shaped this process, which problems and solutions these actors and networks put forward in the process, and how they have acted to mobilize support for their positions. Theoretically, I have applied theories on policy networks, the occurrence of triggering events in the policy process, resource dependence between actors and networks, and how management theory can be used to understand how policy develops. The main results are that a relatively small group of actors has had a strong influence on the policy process. These actors have been at the core of the policy community. The environmental organizations involved in the process have been subordinate to this policy community through resource dependencies. One actor network was formed that wanted to increase the amount of biofuels, while another was formed to protect the forest and soil from heavy exploitation. It took over 20 years before these contradicting efforts collided. This thesis concludes that the process contained large elements of strategic planning and that triggering events such as climate and food crises have been important to justify political decisions.

SDG 5: Gender equality – a precondition for sustainable forestry
Key Points • Forestry cannot be thought of in isolation from its relations with other sectors and other parts of people's lives – for both the health of the forests and the well-being of forest peoples. • Forest governance and everyday management are upheld by a superstructure of gendered forest relations – invisible to mainstream forestry – that often disadvantages women as a social group. • Well-intentioned gender programmes can backfire, causing adverse effects on forests and forest peoples, if the efforts are not cognisant of context and power relations. • Constant awareness of differences among various social groups – men, women, different classes, ethnicities – and how their interests intersect differently in various forest contexts is needed for everyone's energy, creativity and motivation to contribute to sustainable forest management. • Research suggests that greater democratic governance of forests leads to better environmental outcomes. • The gender-neutral framing of some SDG goals undermines efforts towards achieving the outcomes called for in SDG 5.

Planning the Bothnian Sea
In all parts of the world the sea is a source of life, of energy, of food, of commerce, of fun. Its water, wind, and waves are all in demand – as a playground for pleasure-seekers and nature-lovers, as a highway for international commerce, as a home for unique communities of wildlife and people. All this is also true for the Bothnian Sea, a part of the northern European Baltic Sea between Finland and Sweden. The Bothnian Sea is used by two neighbouring highly developed societies. There are many demands on its resources, and its open spaces are highly coveted areas for developments such as wind power farms. This relatively sparsely habitated corner of the world is also, at least at times, a place of wild seas and ancient heritage. Like planning on land, maritime spatial planning is a process that has to incorporate ideals of the public good and the various politically-anchored ways to define this, taking in to account private development interests as well as the physical realities of limited natural resources and fragile ecosystems. This book provides an introduction to the Bothnian Sea and the ideas around maritime spatial planning for its offshore areas. We have tried to present a balance between the perspectives of competing interests. As this has been a pilot initiative, we have not aimed to give you ready answers, but instead try to provoke further debate. The Bothnian Sea and its future are in your hands. The editor

Faba bean in cropping systems
The grain legume (pulse) faba bean (Vicia faba L.) is grown world-wide as protein source for food and feed, but at the same time faba bean offers ecosystem services such as renewable inputs of nitrogen (N) into crops and soil via biological N2 fixation, and a diversification of cropping systems. Even though the global average grain yield has almost doubled during the past 50 years the total area sown to faba beans has declined by 56% over the same period. The season-to-season fluctuations in grain yield of faba bean and the progressive replacement of traditional farming systems, which utilized legumes to provide N to maintain soil N fertility, with industrialized, largely cereal-based systems that are heavily reliant upon fossil fuels (= N fertilizers, heavy mechanization) are some of the explanations for this decline in importance. Past studies of faba bean in cropping systems have tended to focus on the effect of faba bean as a pre-crop in mainly cereal intensive rotations, whereas similar information on the effect of preceding crops on faba bean is lacking. Faba bean has the highest average reliance on N2 fixation for growth of the major cool season grain legumes. As a consequence the N benefit for following crops is often high, and several studies have demonstrated substantial savings (up to 100-200 kg N ha-1) in the amount of N fertilizer required to maximize the yield of crops grown after faba bean. There is, however, a requirement to evaluate the potential risks of losses of N from the plant-soil system associated with faba bean cropping via nitrate leaching or emissions of N2O to the atmosphere as a consequence of the rapid mineralization of N from its N-rich residues. It is important to develop improved preventive measures, such as catch crops, intercropping, or no-till technologies, in order to provide farmers with strategies to minimize any possible undesirable effects on the environment that might result from their inclusion of faba bean in cropping system. This needs to be combined with research that can lead to a reduction in the current extent of yield variability, so that faba bean crop may prove to be a key component of future arable cropping systems where declining supplies and high prices of fossil energy are likely to constrain the affordability and use of fertilizers. This will help address the increasing demand by consumers and governments for agriculture to reduce its impact on the environment and climate through new, more sustainable approaches to food production. The aims of this paper are to review the role of faba bean in global plant production systems, the requirements for optimal faba bean production and to highlight the beneficial effects of faba bean in cropping systems.

Inom EU föregås beslut om regleringar av en så kallad Regleringskonsekvensbeskrivning (Regulatory Impact Assessment) där samhällsekonomisk analys ingår. Forskning och olika utredningar har visat att Sverige saknar en etablerad praxis för att genomföra denna typ av konsekvensanalyser på miljö, men även energi- och transportområdet. I detta projekt är syftet att undersöka hur Sverige arbetar med de analyser av detta slag som genomförs inom EU inför förhandlingar men också att studera orsaker till att de används eller inte används. Fokus ligger på förutsättningar inom en myndighet, men även vilken betydelse som tjänstemän har för vilka underlag som tas fram inför beslut om utformning av regleringar/styrmedel. Den övergripande slutsats som kan dras av de tre delstudierna som ingått i projektet, samt diskussionen på avslutningsseminariet, är att detta inte är ett etablerat arbetssätt i det svenska förvaltningssystemet. Detta kan förklaras av brist på kompetens, en etablerad misstro, målstyrning samt avsaknad av ett institutionellt ramverk för när och hur denna typ av bredare konsekvensanalyser ska genomföras. Vid avslutningsseminariet framkom att Naturvårdsverket nu arbetar med en vägledning för att hjälpa tjänstemän att i ett tidigt skede analysera om det finns behov av regleringar från samhällets sida, att inleda arbetet med att ställa frågan "Vad är problemet?". Ungdomars syn på kärnkraft ochdemokrati sedan 1980-talet : Attitydepidemier, stigberoenden ochteknisk-politisk kulturrevolution
Young people's view of nuclear power and democracy since the 1980s: attitude epidemics, path dependencies and technical-political cultural revolution. In the wake of the leftist wave, young people's criticism of the system has diminished, both in terms of criticism of the nuclear-based energy system and of the nature and workings of the political system. Baby-boomers (people born in the 1940s and '50s) in particular have changed their attitude and become less hostile to the establishment. But how did this change in attitudes occur? How has young people's view of technology and democracy changed during the past few decades? Based on data from the SOM Institute gathered between 1987 and 2005, this final report presents the results of one of the two studies conducted in the project "Towards activism or indifference? How Swedish young people view democracy and the environment, science and technology in an international and longitudinal perspective". First a theory and a method are proposed for analyzing what is called in this report "attitude epidemics", referring to the fact that attitudes spread like wildfire or epidemics, leading to what societal researchers call "path dependencies". Then age-versus-generation differences are studied, as well as a large number of other factors, with regard to attitudes to technology, nuclear power and democracy in particular, or the way democracy works in Sweden. Younger people are found to be the most critical of nuclear power, while they are most satisfied with democracy, even though gender, risk perceptions, party affiliation and political positioning are some of the factors that also influence these analyses on the individual level. The "epidemic effect" and path dependencies do not show their strength in these individual analyses, but all the more in the analysis of time series where the computer and IT revolution is found to be very strongly linked to the strong growth in acceptance of nuclear power. Using new communication technologies is somehow associated with a decline in hostility toward technology and nuclear power. But many cause-and-effect relationships in this attitudinal and technical-political "cultural revolution" still remain to be explored. ; I vänstervågens svall har ungdomens systemkritik avklingat, både i bemärkelsen kritik mot det kärnkraftsbaserade energisystemet och mot det politiska systemets väsen och funktionssätt. Främst 1940- och 1950-talisterna har ändrat inställning och blivit mindre systemfientliga. Men hur gick denna förändring i attityder egentligen till? Hur har synen på teknik och demokrati bland ungdomar förändrats senaste årtiondena? Med användning av SOM-institutets data 1987–2005 presenterar denna slutrapport resultat från en av de två delstudierna inom projektet "Mot aktivism eller ointresse? Svenska ungdomars syn på demokrati och teknologi i ett internationellt och longitudinellt perspektiv". Först föreslås teori och metod för att analysera det som i denna rapport kallas "attitydepidemier", att attityder sprider sig lavinartat, och genom dem etablering av vad samhällsforskare kallar "stigberoenden". Därefter studeras ålders- kontra generationsskillnader, liksom ett stort antal andra faktorer, med avseende på attityder till framför allt tekniken kärnkraft och demokrati eller demokratins funktionssätt i Sverige. Yngre visar sig vara de mest kritiska mot kärnkraften men de mest nöjda med demokratin, även om kön, riskuppfattningar, partianhängarskap och politisk positionering är några av de faktorer som också spelar roll i dessa analyser på individnivå. "Epidemieffekten" och stigberoenden visar inte sin styrka i dessa individanalyser, men desto mer i analysen av tidsserier där dator- och IT-revolutionen visar sig mycket starkt förbunden med den starka tillväxten i kärnkraftsacceptans. Att använda nya kommunikationstekniker hänger på något sätt samman med minskning av teknikfientlighet även till kärnkraften. Men många orsakssamband i denna attitydmässiga och teknisk-politiska "kulturrevolution" är fortfarande outforskade. ; "Mot aktivism eller ointresse?
