Many think that private entrepreneurs are capable of creating partnerships with central and local government, business, churches, charities and other local and national institutions. There is a considerable amount of research about how private entrepreneurs make different social contributions whereas scholars and politicians define them as social entrepreneurs. Nevertheless, this paper argues that private entrepreneurs in China have been traditionally discriminated and continue to be regarded as social menaces in the People's Republic of China (PRC)'s regime though they really acted as social entrepreneurs for a short time during modern China. Chinese leadership, from the founding of the PRC to the reforms and opening-up, has seen private entrepreneurs as social menaces - a threat to the authority rather than social entrepreneurs - a dedication to changing the systems and patterns of society.

The study relies on a complex research project, financed by the European Union, which aimed at measuring, first of all, the training and managerial consultancy needs of entrepreneurs and of those who wish to start a business in the rural environment in the North-Eastern, Central and South-Eastern areas of Romania (18 counties). In order to understand these training and consultancy needs, the research also investigated the issue of values. By identifying the specificity of rural entrepreneurial culture, we can understand the current situation in the entrepreneurial environment of Romanian villages and draw up strategies for its development. The research shows that there is a great deal of interest to start a business among young persons, but the existent managerial culture is extremely poor.

We demonstrate that eponymy—firms being named after their owners—is linked to superior firm performance, but is relatively uncommon (about 19 percent of firms in our data). We propose an explanation based on eponymy creating an association between the entrepreneur and her firm that increases the reputational benefits/costs of successful/unsuccessful outcomes. We develop a corresponding signaling model, which further predicts that these effects will be stronger for entrepreneurs with rarer names. We find support for the model's predictions using a unique panel dataset consisting of over 1.8 million firms. (JEL D82, L25, L26, M13)
