Institutional Environment for Entrepreneurship in Russia

The paper examines the current state of Russia's entrepreneurial institutional environment built on W.R. Scott's concept of a three-dimentinal institutional environment (regulatory, normative, and cognitive). The study aims to evaluate the perception of these three dimensions by three groups of respondents: entrepreneurs, non-entrepreneurs and those with entrepreneurial intentions, including the assessment of value profiles of these groups using Schwartz's value inventory. The results of the study support the assumption that the three groups of respondents have different perceptions of institutional environment, and also suggest that value priorities differ depending on individuals' entrepreneurial activity or intentions. Specifically, for current or former entrepreneurs self-sufficiency is of much higher value than security.

Environment Protection in Israel ; Охрана природы в Израиле
In such country as Israel with its high industrialization and urbanization rates the environment protection is of key importance for preserving the biodiversity of nature. Awareness of the need to protect precious natural resources and landscapes of Israel forced to pass numerous laws on protection of nature and wild animals. These laws provide legal basis for protection of environment, natural resources, wild animals, unique nature features and places being of scientific and educational value in this country.Israel locates at the juncture of three continents combining different climatic and botanical regions which have led to appearance of the unique, by diversity and composition, plant and animal world. In Israel you can find 2800 plant varieties (of which 150 are endemics), 8 species of amphibia, 80 species of reptiles, 450 species of birds and 70 species of mammals. For protection of natural biodiversity there were established 224 nature preserves and 203 and historical heritage deserves special mention.In the recent years the governmental and public organizations have focused on development of the programs on environment management for monitoring and ensuring the required quality of water and air and for processing and utilization of solid wastes.Quite spectacular achievements are observed in reintroduction of predatory and bible species, protection of sea turtles, impoundment of the Hula valley and preservation of migratory birds. The government's initiatives were welcomed by the public that joined in national parks which cover around 23% of the territory of Israel. The nature preserves and national parks represent the whole range of the natural heritage of Israel: Mediterranean forests, coastal and water landscapes, sand dunes, desert and crater landscapes and oases, while the unique archeological these activities. The environmental education, awareness and activities of the society have increased enormously which is proved by the growing number of nongovernmental environmental organizations — from a few in the 1990s to over one hundred nowadays. Признание необходимости защиты драгоценных природных и ландшафтных ресурсов Израиля привело к принятию многочисленных законов об охране природы и диких животных. Эти законы обеспечивают юридическое обоснование деятельности по защите окружающей среды, природных ресурсов, диких животных, уникальных уголков природы и мест, представляющих научный и образовательный интерес в Израиле.Географическое положение Израиля на стыке трех континентов, а также соединение различных климатических и ботанических регионов, привели к возникновению уникального по своему обилию и составу растительного и животного мира. Богатство биологического разнообразия Израиля выражается в 2800 видах растений (150 из которых эндемики Израиля), 8 видах земноводных, 80 видах рептилий, 450 видов птиц и 70 видов млекопитающих. Для охраны биоразнообразия природной среды на территории Израиля образовано 224 природных заповедников и 203 национальных парков. В результате около 23% территории Израиля являются охраняемыми природными заповедниками и национальными парками. Вместе заповедники и парки представляют весь спектр природного наследия Израиля — средиземноморские леса, прибрежные и водные ландшафты, песчаные дюны, пустынные и кратерные пейзажи и оазисы — а также его уникальное археологическое и историческое наследие.В последние годы правительственные и общественные организации сосредоточили внимание на разработке программ управления окружающей средой для мониторинга и обеспечения необходимого качества воды, воздуха, переработки и утилизации твердых отходов. Впечатляющие достижения были сделаны в таких областях, как реинтродукция хищных и библейских видов, защита морских черепах, подтопление долины Хула и сохранение перелетных птиц. Инициативы правительства сопровождались растущим участием общественности. Экологическое образование, осведомленность и активность общественности значительно возросли, о чем свидетельствует резкий рост числа неправительственных экологических организаций — от единиц в начале 90-х годов до более ста в настоящее время. Уделяется больше внимания сбору и публикации экологических данных.

Environment-human-social policy (experience of the European Union)
The handbook contains teaching materials for the courses developed by Nizhnevartovsk State University's teaching staff within the framework of Jean Monnet Modules implementation. Interaction of environment and children's health: overview of European studies
Relevant data on health and health environmental determinants is an important tool for public health decision-making. In European countries, both national and international authorities pay increasing attention to environment-related diseases. DIGITAL ACCESSIBILITY OF INCLUSIVE EDUCATIONAL ENVIRONMENT IN PRESCHOOL EDUCATIONAL INSTITUTIONS

Приоритетным направлением развития образования является обновление его содержания и методов обучения с целью достижения новых высоких результатов [1]. В статье освещена актуальная на сегодняшний день и имеющая неоднозначное мнение среди психологов, педагогов и родителей проблема цифровизации дошкольного образования, представлен анализ возникающих проблем, с которыми сталкиваются дошкольные образовательные учреждения в связи с организацией цифровой доступности. Цифровизация учебно-воспитательного процесса в дошкольном учреждении рассматривается с точки зрения ее доступности и адаптируемости с учетоминклюзивности образовательной среды. Цифровая доступность предполагает тесную связь многих ее составляющих компонентов (цифровая социализация лиц с ОВЗ, цифровая инфраструктура образования, цифровая организация учебной работы, цифровая доступность инклюзивного образования, цифровые инструменты, сервисы, учебно-методические материалы для детей с ОВЗ), где доступность и адаптируемость играют важную роль в условиях детского сада, создающего особую инклюзивную образовательную среду. В статье раскрыта сущность понятий «доступность цифрового ресурса» и «адаптируемость цифрового ресурса». Анализ отечественных и зарубежных исследований позволил сформулировать определения данных понятий. На основе результатов теоретического анализа и практического мониторинга формулируются рекомендации по обеспечению доступности цифрового материала для разных групп пользователей: для детей, развивающихся в норме, и для детей с особыми образовательными потребностями. Цифровые платформы и ресурсы должны соответствовать основным принципам: воспринимаемости, удобства, понятности и надежности. В статье рекомендации по обеспечению доступности сгруппированы по четырем разделам: текстовому контенту; изображениям, видео и другим мультимедийным ресурсам; навигации; таблицам и формам. Результаты теоретического исследования и наблюдения на практике за учебно-воспитательным процессом с применением цифровых ресурсов позволяют прийти к выводу о том, что цифровая доступность включает в себя множество возможностей для обучения и воспитания детей с особыми образовательными потребностями.
The priority direction of the development of education is to update its content and teaching methods in order to achieve new high results [1]. The article highlights the problem of digitalization of preschool education, which is relevant today and about which psychologists, teachers and parents have rather a controversial opinion. The paper presents an analysis of the emerging problems which preschool educational institutions face in connection with the organization of digital accessibility. Digitalization of the educational process in a preschool institution is considered from the point of view of its accessibility and adaptability, taking into account the inclusiveness of the educational environment. Digital accessibility implies a close connection of many of its components (digital socialization of persons with disabilities, digital education infrastructure, digital organization of educational work, digital accessibility of inclusive education, digital tools, services, teaching materials for children with disabilities), where accessibility and adaptability play an important role in a kindergarten that creates a special inclusive educational environment. The main purpose of this article is to reveal the essence of the concepts of accessibility of a digital resource and adaptability of a digital resource. The analysis of Russian and foreign studies allowed us to formulate definitions of these concepts. Based on the results of theoretical analysis and practical monitoring, recommendations are formulated to ensure the availability of digital material for different groups of users: for children developing normally and for children with special educational needs. Digital platforms and resources must comply with the basic principles: perceptibility, convenience, comprehensibility, and reliability. In the article, accessibility recommendations are grouped into four sections: textual content; images, videos, and other multimedia resources; navigation; tables and forms. The results of theoretical study and practical observation of the educational process with the use of digital resources allow us to conclude that digital accessibility includes many opportunities for teaching and educating children with special educational needs.

In the article the campus is examined as an example of informal public space. Modern researcher R. Oldenburg calls this space as "the third place". "The third places" differ from the previous formal places by a "friendly" environment. The authors analyze the process of turning of actual "empty" space into "the third place" and define its factors such as realization of art projects and creation of space-transformers. Besides they determine the role of students' initiatives in these processes.

Studies the experience of cooperation between the Global Environment Facility (GEF) and Russia with the focus on the planned and already implemented environmental projects of the Global Environment Facility in Russia. Analyzes the main activities of the Fund and the features of GEF's environmental projects in Russia, evaluates the prospects for further cooperation. Presents the classification of environmental projects supported by the GEF depending on the scale of funding. Examines the mechanism and the degree of participation of stakeholders (Russia and GEF) in financing environmental projects in our country. It is pointed out that Russia is of great investment interest for the Global Environmental Facility, especially in the implementation of projects on biodiversity conservation, combating global climate change and protecting international waters. Considers the prospects for a possible development of Russia's cooperation with the GEF in addressing ecological problems.
