This paper analyses the development of the business and the legal and regulatory environment of the Brazilian accounting, including the accounting education, the structure of ownership, the development of the capital market, auditing and the accounting profession. Brazilian accounting was influenced by tax legislation. Nowadays, this influence is more strong by the corporate Law and the regulation from governmental bodies. However, in recent years has undergone significant changes. Nevertheless, important differences between Brazilian accounting standards and international accounting remain, although efforts made by Brazilian bodies to adapt their accounting norms to the international financial reporting standards. Brazilian accounting profession and representative councils are not politically strong enough to influence the government. The Brazilian accounting standards published by the Federal Accountancy Council don't have legal authority. Shortcomings in the education of accounting in Brazil have brought about the necessity for a proficiency examination and continued professional development under the Federal Accountancy Council. ; O presente trabalho analisa o desenvolvimento do ambiente regulatório, legal e de negócios na contabilidade Brasileira, incluindo a educação contábil, e a estrutura acionária, o desenvolvimento do mercado de capitais, e a profissão de auditor e de contador. A contabilidade Brasileira foi influenciada pela legislação fiscal. Nos dias de hoje, esta influencia é ainda mais forte devido à legislação societária e às regras dos órgãos governamentais. Entretanto, nos últimos anos ela sofreu mudanças significativas. Introduction: Studies demonstrate the efficacy of the use of tranexamic acid (TXA) in hospital environment in the management of bleeding resulting from trauma, however, efficacy in its use in pre-hospital environment is still in discussion. Objectives: Evaluate studies related to the use of TXA in the pre-hospital environment. Methods: The search strategy was based on the research of articles in the PubMed/MedLine and SciELO databases and used as descriptors the terms "tranexamic AND prehospital AND trauma", in all languages, which resulted in 37 articles after final analysis. Results: The studies analyzed showed a reduction in the mortality rate when TXA is administered within 3 hours of trauma. The military use of TXA is already carried out by some countries with studies that confirm its benefits. No Brazilian studies were found on the subject and no articles were found in which the pediatric class was included. Conclusion: The results of the analyzed research corroborate the efficacy of pre-hospital use of TXA, but some points still need to be analyzed in future research such as the efficacy and safety of pre-hospital use of TXA in children and also its use in the national territory as no articles were found to address these topics. Ongoing study results may further clarify its use. ; Introdução: Estudos demonstram a eficácia do uso do ácido tranexâmico (AT) em ambiente hospitalar no manejo de hemorragias decorrentes do trauma, porém, a eficácia no seu uso em meio pré-hospitalar ainda é discutida. Objetivos: Avaliar os estudos referentes ao uso do AT no meio pré-hospitalar. Métodos: A estratégia de busca baseou-se na pesquisa de artigos nas bases de dados PubMed/MedLine e SciELO e usou como descritores os termos "tranexamic AND prehospital AND trauma", em todos os idiomas, o que resultou em 37 artigos após análise final. Resultados: Os estudos analisados mostraram redução da taxa de mortalidade quando o AT é administrado em até 3 horas após o trauma. O uso militar do AT já é realizado por alguns países com estudos que confirmam seus benefícios. Não foram encontrados estudos nacionais sobre o assunto e também não foram encontrados artigos em que a classe pediátrica fosse incluída. Conclusão: Os resultados das pesquisas analisadas corroboram com a eficácia do uso pré-hospitalar do AT, porém alguns pontos ainda precisam ser analisados em pesquisas futuras como a eficácia e segurança do uso pré-hospitalar de AT em crianças e também seu uso em território nacional, já que não foram encontrados artigos que abordem esses temas. Resultados de estudos em andamento podem esclarecer melhor o seu uso.

This article aims at addressing the impasse created by the government of the Democratic Republic of Congo (DRC) when it granted to Soco, an English multinational company, the permit to exploit oil and start drilling inside the Virunga National Park in the province of North Kivu, Ituri area, which is protected by UNESCO as a Heritage of Humanity and recognized worldwide as the sanctuary of the mountain gorillas, okapis and several other endangered animals or animal species. The article is inspired in the international mobilization promoted by Non-Governmental Organizations (NGOs) such as the Human Rights Watch (HRW), Global Witness, World Wide Fund For Nature (WWF) and by other national and international human and animal rights movements, as well as by Ituri's civil society. What is the future of Virunga Park in face of the economic development from oil exploitation to benefit poor riparian populations praised by the Central Government and the sustainable development based on the preservation and conservation of the Park recommended by the non-governmental organizations and the movements listed above? Considering the arguments of the Government in favor of economic development to fight the poverty and misery of the riparian populations, in one hand, and the UN's opposite positioning through UNESCO, NGOs and the civil society, on the other hand, the dialectic method is going to be used by means of a descriptive research founded on a bibliographic survey.

Taking as starting point some peculiarities of the archaeological and urban environment involved in the planning of Rome new underground line – what we mentioned as "romanities" –, this article proposes some reflections on the topic of sustainable public procurement and its strategic use as privileged instrument for the promotion of horizontal public policies in the light of the European Union normative paradigm on the matter. The article brings a definition of sustainable public procurement and presents the European Union normative framework that offers a wide juridical legitimisation to the institution as a parameter that must orientate the decisions of the contracting authorities. Furthermore, it demonstrates from a case study how public policies for ecological and cultural protection can be legitimately introduced into public procurement procedures. The case study involves the construction of a new subway line (Line C) – the most modern infrastructure of public transportation of this kind in Italy –, and how it seems to be contributing to the growth of the levels of sustainability of the cultural and urban environment for the benefit of Rome.

No contexto político, entende-se por participação o envolvimento dos cidadãos na tomada de decisões, incluindo mecanismos para que as pessoas intervenham nas escolhas políticas e sociais, entre outras áreas de ação. Esses mecanismos são cruciais, pois a democracia depende da participação cívica na vida política. No entanto, na era do big data, a participação não é possível sem o acesso e controle de dados por parte das pessoas; isto é, os direitos civis tornam-se direitos digitais. Este artigo trata da literacia de dados como um filtro para a participação e do papel das pessoas comuns no ambiente e nos processos de datificação.Como a participação num mundo datificado depende da capacidade das pessoas de entrar na contenda, questões sobre onde se estabelecem as linhas de separação entre especialistas e não especialistas (ou seja, cidadãos comuns) e se a intervenção na infraestrutura de dados requer um grau de literacia de dados para participação efetiva constituem uma discussão relevante para a prática e teoria do ativismo como uma forma de envolvimento político ou cívico. O envolvimento político é entendido aqui como uma ação coordenada voltada para a resolução de problemas, campanhas e assistência aos cidadãos. Ou seja, para resgatar a participação política num domínio de dados, é necessário um certo grau de capacitação. Because participation in a datafied world depends of people's ability to enter the fray, questions about where lines can be drawn to separate experts from non-experts (i.e. ordinary citizens) and whether intervention in the data infrastructure requires a degree of data literacy for effective participation constitute a relevant discussion for the practice and theory of activism as a form of political or civic engagement. Political engagement is understood here as coordinated action aimed at problem-solving, campaigning and assisting others. The use of nanoscale is currently growing. The state legislative regulation on the matter is inexistent. There is the rise of self-regulation, as well as the creation of norms by other social actors. The system of Law needs to enter in the context of innovation, granting legal effects to this regulatory production. The temporality of the new forms of regulation and the ability to deal with future risks and damages represent other challenges for the legal area. The analysis of publications from the OECD and the Web of Science showed that the risk theme is still little discussed in the main scientific journals. From these findings, we present a framework as an regulatory alternative and guideline for the industry that develops products from nanotechnology. Investments in research, categorization and risk analysis throughout the product life cycle is a necessary requirement to guide the governance, the regulation and the self-regulation of the issue.

The text results from the survey in the Novo Remanso community and in the Engenho Village located at the mouth of Preto da Eva River, tributary of the Amazonas River, in the Amazon, between 2011 to 2014 and emphasizes the analysis of environmental relationships, work, women and health in a place where they intertwine to complement the urban and the rural ways of an Amazonian community. The survey was constructed from fieldwork interviews and work in groups and reports the initial process of organization that gave rise to the Base Ecclesial Community movement, belonging to the Catholic Church, leading to the Sagrado Coração de Jesus Community. The community grew through the organization of farmers and in 1993 started the Farmers in Action movement, and then the formation of Associação Comunitária dos Trabalhadores Rurais do Paraná da Eva (ASCOPE), the first association of rural workers of the Amazon to be transformed into a cooperative and to get credit for growing agroindustry regional fruits. This process was the transformation of labor, especially women, who besides being housewives, are now working in agriculture and agribusiness and as political agents. They are different ways of working in an Amazonian environment linked to land, water and forest configuring the work, environment and health relationship with change and permanence in the lives of working women. ; O texto resulta da pesquisa realizada na comunidade do Novo Remanso e na Vila do Engenho, localizadas na foz do Rio Preto da Eva, afluente do Rio Amazonas, município de Itacoatiara, no Amazonas, no período de 2011 a 2014, e dá ênfase à análise das relações entre ambiente, trabalho da mulher e saúde num lugar em que se entrelaçam de modo complementar o urbano e o rural numa comunidade amazônica. A pesquisa foi construída a partir de trabalho de campo, com entrevistas e trabalhos em grupos, e relata o processo inicial de organização que se originou do movimento da Comunidade Eclesial de Base da Igreja Católica, dando origem à Comunidade Sagrado Coração de Jesus. A comunidade cresceu por meio da organização dos agricultores, dando início, em 1993, ao movimento de Lavradores em Ação, e em seguida à formação da organização comunitária dos Trabalhadores Rurais do Paraná da Eva (ASCOPE), a primeira associação de trabalhadores rurais do Amazonas a ser transformada em cooperativa e a obter crédito para a criação da agroindústria de processamento de frutas regionais. Neste processo ocorreram transformações do trabalho, em especial da mulher, que além de dona de casa, passa a ser trabalhadora na agricultura e agroindústria e agente política. São diferentes formas de trabalho num ambiente amazônico ligado à terra, água e floresta, que configuram a relação entre ambiente e saúde, com transformações e permanências na vida da mulher trabalhadora.

Objetivou-se avaliar a percepção dos professores de ensino médio sobre suas atitudes em relação à abordagem da temática do uso de álcool e outras drogas em seu trabalho. Trata se de um estudo qualitativo, através de perguntas semiestruturadas. Os participantes responderam a um questionário semiestruturado e os dados obtidos foram inseridos no software Atlas.ti, desenvolvendo-se uma análise de conteúdo do tipo temática. Produziram-se três categorias de análise: a compreensão dos professores a respeito de seu papel na discussão sobre substâncias psicoativas; dificuldades na abordagem sobre as substâncias psicoativas no âmbito do trabalho; ações e necessidades destinadas ao trabalho com a temática das substâncias psicoativas na escola. Alguns desses educadores, em sua percepção, não compreendem que discutir o tema álcool e drogas deva fazer parte de suas atribuições por não considerarem ser papel da escola. Os educadores percebem a necessidade de capacitação para trabalhar de forma interdisciplinar com a problemática, não apenas direcionada às suas próprias atuações, mas também em relação às redes de apoio e legislações sobre álcool e drogas. É necessário criar formas práticas de oferecimento de capacitações específicas sobre o uso de substâncias psicoativas aos gestores escolares e educadores, investir na implementação de espaços de discussão e reflexão dentro da escola entre docente e discentes e construir um trabalho em rede intersetorial, visando melhor enfrentamento da problemática em âmbito escolar. ; We aimed to evaluate the perception of high school teachers about their attitudes when approaching the topic of use of alcohol and other drugs in their work. This is a qualitative study, performed by semi-structured questions. Participants answered to a semi-structured questionnaire and the obtained data were entered into the Atlas.ti software, and thus we developed a thematic content analysis. We produced three categories of analysis: understanding the teachers regarding their role when discussing psychoactive substances; difficulties in approaching psychoactive substances in the work environment; actions and needs aimed at work with the theme of psychoactive substances at school. Some of these educators, in their perception, do not understand that discussing alcohol and drugs should be part of their work because they do not consider it as part of the role of the school. Educators realize the need for training for them to work in an interdisciplinary way with these problems not just directed to their own performances, but also concerning support networks and legislation on alcohol and drugs. It is necessary to create practical ways of providing specific training on the use of psychoactive substances to school managers and educators, investing in the implementation of spaces for discussion and reflection at the school environment between staff and students, and creating an intersectoral networking aimed at better addressing such issue.

Este trabalho objetivou explorar o ambiente alimentar de acordo com o acesso a frutas e hortaliças (FH), a partir da perspectiva de uma grande metrópole brasileira, referência internacional para políticas públicas de segurança alimentar e nutricional (SAN). Procedeu-se à revisão da literatura e de site oficial de divulgação das políticas de SAN e de planejamento urbano de Belo Horizonte (MG), além da construção de mapas. Os programas de SAN no município atendem a mais de um milhão de pessoas por dia, incluindo iniciativas de incentivo à produção de alimentos, defesa e promoção do consumo alimentar, comercialização subsidiada de alimentos e refeições, e capacitação em alimentação. Verificou-se no município a concentração de estabelecimentos comerciais de FH, incluindo aqueles com subsídios públicos (feiras-livres e sacolões públicos), na região mais rica da cidade, com acesso limitado na periferia e territórios de serviços de promoção da saúde (Programa Academia da Saúde). Entretanto, o aumento de unidades de sacolões públicos e privados, feiras-livres e supermercados poderia favorecer o acesso a alimentos saudáveis nos territórios mais vulneráveis. Estes dados revelam a importância do monitoramento das políticas públicas, pela sociedade civil e representantes do governo, visando reduzir as iniquidades e contribuir para melhoria da qualidade de vida e o bem-estar social da população, além de colaborar para sistemas alimentares sustentáveis. Sugere-se que políticas públicas de SAN dialoguem com outras políticas, como as de saúde, planejamento urbano, assistência social, agricultura, dentre outras, de forma a promover a equidade e atender intersetorialmente às necessidades de comunidades mais vulneráveis. ; This study aimed to explore the food environment, according to the access to fruits and vegetables (FV), from the perspective of a great Brazilian metropolis, which is an international reference for public policies on food and nutritional security (SAN). We reviewed the literature and the official website that showed SAN and urban planning policies of Belo Horizonte-MG; we also built maps. In this city, SAN programs serve more than 1 million people a day, including initiatives to encourage food production, protection and promotion of food consumption, subsidized marketing of foods and meals, and food training. We found a concentration of shops selling FV - including those with public subsidies (open air markets and public farmers' markets) - in the richest region of the city, limiting the access of those living in the outskirts of the city. We also found territories with health promotion services (Health Academy Program). However, the increase in public and private farmers' markets, open air markets and supermarkets would be able to promote the access to healthy foods in the disadvantaged territories. These data show that civil society and government representatives must watch public policies, aiming to reduce inequities, and contribute to improve the quality of life and social well-being of the population, in addition to collaborate for sustainable food systems. We suggest that SAN public policies should dialogue with other policies, such as those of health, urban planning, social welfare, and agriculture, to promote fairness and intersectorally meet the needs of more vulnerable communities.

Este artigo aborda os desafios enfrentados quando se busca modificar os regimes de desigualdade na escola envolvendo atributos de gênero e sexualidade. Utiliza-se a etnografia de cenas escolares em três escolas públicas de Porto Alegre, as quais são palco de ações autoclassificadas como de "combate à homofobia", "respeito pela diversidade" e "inclusão para todos". Não se trata de fazer uma avaliação das políticas públicas, uma vez que há pouca envergadura do trabalho de campo, mas a reflexão sobre o que foi observado e relatado tem importância como insumo de monitoramento e avaliação das ações, bem como para estimular a reflexão teórica acerca das categorias conceituais em que tais ações se baseiam. O texto está estruturado em três unidades. Na primeira, percorre-se parte da complexa discussão conceitual e política que hoje envolve categorias como diferença, diversidade, inclusão, igualdade e desigualdade, em articulação com as categorias do campo específico: gênero, sexualidade e masculinidades no espaço escolar. Na segunda unidade, explicita-se o método de etnografia de cenas escolares, situando o contexto das escolas e dos grupos de alunos. A terceira narra algumas cenas, articulando seu conteúdo com questões de ordem teórica e com diretrizes de políticas públicas vigentes na área. A principal hipótese aqui desenvolvida é de que as ações escolares parecem querer valorizar a diversidade sem tocar no estatuto da heteronormatividade, o que compromete seu alcance. ; This paper addresses the challenges one faces when attempting to change the basis of inequality in school associated with attributes of gender and sexuality. Ethnographic procedures are utilized to describe school scenes in three public schools in the city Porto Alegre, which are the stage where actions self-rated as intended to "fight homophobia", "respect towards diversity" and "inclusion of all". The aim is not evaluate public policies, since there is little span of field work, instead the reflection on what has been observed and reported is important as an input for monitoring and assessing actions, as well as to stimulate theoretical thinking about the conceptual categories on which such actions are based. The text is structured in three units. The first one deals with the complex conceptual and political discussion that currently involves categories such as difference, diversity, inclusion, equality and inequality, in articulation with the specific field categories: genders, sexuality and masculinities in the school environment. The second unit brings the ethnographic method for school scenes, assigning the context of the schools and groups of students. The third unit narrates some scenes and articulates their contents with theoretical issues and guidelines of the public policies currently in force for the subject. The main hypothesis developed herein is that school actions seem to praise diversity without touching the status of heteronormativity, which adversely affects its outreach.

In this paper we empirically tested the instrumental stakeholder theory using firm donation to government and to community as proxy for stakeholder relationship intensity. Two models were applied to a sample of 339 publicly traded firms in Brazil using different performance indicators. In the first model, a multiple regression model estimated the effects of establishing political and social stakeholder relations on firm performance, by comparing donating firms to a control group of non-donating firms. The second model used structural equation modeling to test the mediating effects of stakeholder relationship intensity between firm and industry-level stakeholder orientations and performance on donating firms. In both tested models, our results indicate that instrumental theory hypothesis did not hold for our data. However, findings suggest that the market perceives stakeholder management as a firm cost, and that stakeholder relationship intensity can be explained by a one-dimension construct, measured by firm level indicators that describe the organizational context. ; O trabalho analisa empiricamente a teoria instrumental dos stakeholders, utilizando como proxy da intensidade do relacionamento com os stakeholders políticos e sociais, as doações da empresa para o governo e comunidade. Com uma amostra de 339 empresas de capital aberto no Brasil, dois modelos foram utilizados. No primeiro, regressão múltipla, verifica-se os efeitos da iniciativa estratégica das empresas em realizar doações sociais e políticas, comparando a performance das empresas doadoras e não doadoras (grupo de controle). No segundo modelo, equações estruturais, verifica-se a importância da intensidade do relacionamento (mediadora na relação entre a orientação para os stakeholders e performance) com os stakeholders políticos e sociais, em firmas doadoras. Introdução: Os ambientes alimentares podem ser entendidos como o contexto em que os indivíduos acessam e realizam suas escolhas alimentares, podendo favorecer ou não a alimentação saudável e adequada. Objetivo: Analisar as escolhas alimentares de consumidores urbanos na perspectiva de ambientes alimentares em Palmeira das Missões, no Rio Grande do Sul. Métodos: Estudo de abordagem qualitativa, que utilizou como técnica de pesquisa entrevista semiestruturada com consumidores residentes na área urbana no município. Os dados foram analisados por meio da análise de conteúdo por categorias temáticas, a partir das dimensões física, econômica, política e sociocultural, as quais compõem os ambientes alimentares. Resultados e Discussões: As escolhas alimentares estão interseccionadas com a ampla disponibilidade e facilidade para encontrar mais alimentos ultraprocessados do que in natura, bem como com as condições econômicas, que se tornam limitadoras das escolhas alimentares pautadas na variedade e inclusão de alimentos in natura e minimamente processados. Constatou-se a importância do Programa Bolsa Família para a aquisição de alimentos, sobretudo para famílias de menores estratos socioeconômicos. Considerações finais: Os dados da pesquisa indicam que escolhas alimentares que incluem maior variedade e disponibilidade de alimentos in natura estão associadas principalmente às condições econômicas e à disponibilidade desses alimentos. Por isso, destaca-se a importância do fortalecimento de políticas públicas para a promoção da alimentação adequada e saudável, bem como a relevância da articulação de ações locais, tendo em vista o potencial agrícola do município. ; Introduction: Food environments can be understood as the context in which individuals access and make their food choices, which may or may not favor healthy and adequate food. Objective: To analyze the food choices of urban consumers from the perspective of food environments in Palmeira das Missões, in Rio Grande do Sul. Methods: Qualitative approach research, based on semi-structured interviews with consumers living in the urban area of Palmeira das Missões. Data were analyzed through content analysis by thematic categories, from the physical, economic, political and sociocultural dimensions, both related to food environments. Results and Discussions: Food choices are intersected with the wide availability and ease of finding more ultra-processed foods than in natura, as well as with the economic conditions, which become limiting of food choices based on the variety and inclusion of fresh and minimal processed foods. Final considerations: The research findings indicate that food choices based on greater variety and availability of fresh foods are mainly associated with economic conditions and availability of these foods. Therefore, the importance of strengthening public policies for the promotion of adequate and healthy food is highlighted, as well as the relevance of articulating local actions, considering the municipality's agricultural potential.

The ambition of a better quality of life is often frustrated by the increase in emissions as a result of the increasing consumption of resources and energy to satisfy the growth of the world's population and its expectations for socioeconomic development. At times, problems take on a planetary dimension, the best known example being greenhouse gas emission, with the resulting effects of climate change. Pollution highlights our failure to provide adequate education, which is essential if we are to become fully aware of problems and actively seek sustainable solutions. To this end, it is essential to set up an extended environmental and health education program in all communities that will accompany younger generations from the beginning of their education in order to make them conscious players in protecting the environment and their own health. The size of the problems requires that a joint effort be made at an international level in the political realm and in the scientific-cultural realm in order to share experiences and sensitivity and to seek joint solutions. It is necessary to assign an increasingly important role to scientific and technological innovation which, in the last century, from Marconi to Einstein to Fleming, to the most recent innovations in the fields of genomics and microchips, has allowed humanity to achieve a rate of growth of wellbeing never previously seen in its thousands of years of history. This innovation must rationally be entrusted with our expectations to provide a practical solution to the problems of pollution that threaten our everyday lives and the survival of the planet. This text discusses the types of progress most eagerly awaited in the fields of water supply, wastewater treatment, atmospheric pollution and waste disposal. ; O meio ambiente e a saúde humana estão sob forte pressão de poluentes.
